1. 「산업기술의 유출방지 및 보호에 관한 법률」 제2조제2호에 따른 국가
핵심기술 관련 연구개발과제를 수행한 경우
2. 「소재ㆍ부품ㆍ장비산업 경쟁력강화를 위한 특별조치법」 제2조 제3호에
따른 핵심전략기술 관련 연구개발과제를 수행한 경우
3. 법 제21조제2항에 따라 보안과제로 분류된 연구개발과제를 수행한 경우
4. 연구개발기관의 장이 해당 연구개발성과에 대하여 지식재산권을 취득
하려는 경우
5. 외국의 정부ㆍ기관ㆍ단체와의 협정ㆍ조약ㆍ양해각서 등에 따라 해당
연구개발기관의 장이 비공개를 요청하는 경우
6. 「대ㆍ중소기업 상생협력 촉진에 관한 법률」 제24조의 2에 따라 중소
기업이 연구개발성과를 임치한 경우
7. 그 밖에 영업비밀 보호 등 정당한 사유가 있는 경우
※ 국가연구개발혁신법 시행령 (2022.1.1 시행)에 의해 추후 공개로 전환될
가능성은 있습니다.
과제관리기관과의 협의를 통하여 비공개 기한(3년)이 만료된 보고서를 공개로
전환할 수 있도록 계속적으로 관리되고 있으며, 현재 비공개 처리된 보고서의
열람이 어려운 점 양해 부탁드립니다.

I. 연구의 목표 21세기 고부가가치 핵심산업인 보건산업을 대상으로 향후 5~10년 후 기술발전비전 및 목표, 추진전략, 중점추진과제 도출, 중장기 투자계획 등을 수립함 II. 연구의 방법 ● 산 학 연 관 전문가로 구성된 자문위원회 구성 운영 및 다수의 전문가 참여 유도 ● 문헌조사, 전문가 면담 등을 통한 기존 연구결과와 각종 통계자료 확보 ● 선진국 벤치마킹 및 관련 자료 수집을 위한 출장조사 ● 과제 발굴을 위해 산 학 연 전문가를 대상으로 설문조사(기술수요조사) 실시 ● 작업과정에서 공청회, 주관부처 협의, 중간보고 등을 통해 각계각층의 다양한 의견을 수렴 III. 연구의 결과 ● 외부환경변화 추세 분석 : 시장 기술 등 환경변화 전망, 선진국의 투자 및 전략 정책 동향(미국, 일본, EU, 중국 등) ● 우리나라의 핵심역량 분석(경쟁국과의 기술수준, 연구개발 자원 수준 및 투자현황, 연구성과 등 기술개발능력 비교 분석 등) ● 중장기 보건산업기술 발전 비전 및 추진전략 수립 ● 중점추진과제(또는 기술개발과제) 도출 ● 중장기 투자계획 수립 등 IV. 기대효과 ● 선택과 집중을 통한 보건산업분야의 국가기술경쟁력을 제고하고 국가연구개발 사업에 대한 생산성과 투자의 효율성 극대화 ● 보건복지부 신규 연구개발사업의 예산 확보와 국가과학기술정책 수립, 사업추진을 위한 근거 자료로 활용

I. Purpose of the Study Establish the vision, goals and mid- and long-term financing plans on health industry, a high added-value industry of the 21th century. II. Methodology of the Study A committee was composed of specialists from academics, industry, and government. Published information and statistical data related to this research were collected and analysed. Related data from foreign developed countries were collected by overseas investigations. Tasks were selected through surveying specialists from academics, industry, and government. In order to collect the views of various fields, public hearings were held. III. Results of the Study Analysis of the trends of external environment changes; expectations of technology and market changes, trends of developed countries. Analysis of the current status of Korea''s abilities (comparisons between countries of technology level and R&D funding). Establishment of visions and strategies for mid- and long-term plans on health industry. Deduction of significant technology development subjects. Establishment of mid- and long-term financing plans.
