This research was conducted to elucidate the average and local structural details of perovskite oxynitrides which recently emerged as promising materials for didelctrics. First, it was attempted to derive microscopic model for dielectric behavior of $BaTaO_2N$ and $BaNbO_2$N by determining the anionic arrangement patterns and by depicting the local environments for polarizing cations Nb or Ta. As revealed by impedance spectroscopic analyses $BaTaO_2N$ possesses high dielectric constant (${}_K\;\approx\;1200$ at RT and 1kHz), small temperature coefficient of dielectric constant ($T_K\;\approx\;1000 ppm/K$), and very large frequency dependence. The octahedral units within perovskite oxynitrides have corners occupied by mixed anions(4O and 2N) and readily deform away from the ideal geometry. However the Rietveld refinements of neutron diffraction patterns indicate that both $BaTaO_2N$ and $BaNbO_2$N have primitive cubic (space group Pm-3m) unit cells on average scale. Investigation by Williamson-Hall method show that the polycrystalline grains of above oxynitrides contain short coherence lengths for diffraction as well as large strains. That is, $BaTaO_2N$ and $BaNbO_2$N are formed with marked local atomic displacements and thus with severely distorted $TaO_4N_2$ octahedra. Therefore the highly dielectric nature of $BaTaO_2N$ is due to the polarizing ability of asymmetric polar $TaO_4N_2$ octahedral components. Meanwhile the unusually small temperature coefficient of dielectric constant is regarded as a result of non-uniformity and irregularity of the way octahedral distortions occur. Second, the O/N ordering behavior of lower-symmetry perovskites $SrTaO_2N$, $CaTaO_2N$, $LaTaON_2$ have been examined. Rietveld refinement of neutron diffraction patterns show that SrTaON possesses a newly reported O/N scheme. O atoms fully occupy the c-axial corners of $TaO_4N_2$ octahedra, whereas the corners on ab-plane are randomly occupied by equal portions of O and N. This type of O/N ordering is consistent with the bond valence sum calculation which suggests that the N atom will have a higher defficiency in bond valence when located on c-axial sites. The O/N ordering behaviors of $CaTaO_2N$ (complete disorder) and $LaTaON_2$ (partial ordering) can be also rationalized by considering altogether the relative preferences of anion sites for O and N (judged by bond valence sums), entropy, energetics of cis/trans configurations of (O,N)-Ta-(O,N) bonds. In additional studies, nitridation of a layered perovskite $LiLaTa_2O_7$ was carried out by heat treatments in NH3 flows, where the sample colors and lattice constants can be gradually varied by adjusting the reaction temperature between ${550-700^{\circ}C}$. Oxynitride solid solution $BaM'_{1-x}M"_xO{_3-x}N_x$ (M'=Ti, Zr; M"=Nb, Ta) was also prepared with x = 0.05-0.15, and was found to exhibit improved sintering as well as high dielectric constants and low temperature coefficients.
