그동안 경수로 핵연료는 여러 가지 방법으로 성능이 향상되어 왔다. 그러나 원통형 핵연료봉의 형상이 변화된 적은 없었다. 최근에 MIT는 핵연료의 형태를 근본적으로 변화시켜 동일한 크기의 노심에서 높은 출력을 낼 수 있는 핵연료를 제안하였다. 이 핵연료봉은 기존의 원통형 연료봉보다 외경을 크게 한 후 내부수로를 만들어 환형봉 형상을 가지는데, 여기에 냉각수가 환형봉의 외부뿐만 아니라 내부에도 흐르도록 하였다. 이로 인해 열전달 면적의 획기적 증가와 열전도 두께의 감소로, 이중냉각 환형핵연료는 기본적으로 저온 특성을 가지고 있어 출력밀도의 상당한 증가를 수용할 수 있는 것이다.
그러나 선행 연구에서의 이중냉각핵연료는 기존 노심과 구조적인 양립성을 갖지 못해 실제적으로는 신규 원전에만 적합한 것으로 판단된다. 이러한 제한사항은 이중냉각핵연료의 활용성을 크게 낮추는 요인이 되고 있다. 또한 이중냉각핵연료의 기술현안에 대한 심도 있는 연구 및 환형소결체를 사용한 노내 조사시험까지는 이루어지지 않았다. 따라서 본 과제의 목적은 국내 표준 원자로인 OPR1000을 대상으로 원자로 내부 구조물과 완벽히 양립하는 이중냉각핵연료 집합체를 설계하고, 이들의 성능분석을 위한 노심 설계코드 체계를 정비하고, 이 핵연료가 장전된 노심(주기길이 12개월 및 18개월)이 20%의 출력증강을 수용할 수 있는지와 동시에 핵연료 온도는 기존 핵연료에 비해 30% 이상 감소시킬 수 있는지 평가하는 것이다. 아울러 이중냉각핵연료의 열수력 관련 기술현안에 대한 해결방안을 제시하고 압력손실 및 유동혼합에 대한 검증실험을 수행하는 것이다.

Given this situation, we still need to continue fuel R&D activity for this reactor type. But the present PWR fuel has almost reached its max performance over the past several decades. It means further R&D effort with conventional fuel will hardly yield much improvement in the performance and safety relative to the fuel presently being used. Therefore, it is time to take an innovative approach that will lead us to a breakthrough in the nuclear fuel performance.
The nuclear fuel for PWR has been continuously evolved in various aspects.
But its cylindrical rod geometry has not ever been changed so far. Lately, MIT has explored a drastic change in the rod geometry to achieve a substantial power increase in the same core size. This reformed fuel rod is enlarged in outer diameter and shaped as an annular to provide an inner flow channel where the peak temperature lays in the traditional solid rod. It can greatly widen the heat transfer area and shorten the heat conduction thickness, which reduce the surface heat flux and temperature of the annular fuel, respectively.
Thus the dual-cooled annular fuel is quite a promising concept as a high power density fuel for Pressurized Water Reactor power-uprate.
However, the earlier annular fuel study for Westinghouse standard 4-loop plants requires actually considerable replacements such as reactor control rod system, its related reactor internals, reactor vessel head, and so on because of structural incompatibility in rod array configurations. This requirement give it a strict constraint suitable for the new plants, and so undermines the value of the annular fuels. The purpose of this study is to demonstrate a feasibility of 20% core power-uprate with the fully compatible annular fuels applicable to the operating OPR1000s (12- and 18-month cycle) while maintaining the maximum fuel temperature lower than 30% relative to the conventional solid fuels. In addition, a measure to resolve the thermal-hydraulic issue is proposed and conducts the experiments for pressure drop and flow mixing of the dual-cooled fuel.
