□ 연구 필요성
○ 기후변화, 에너지 부족 등 전지구적 문제의 부상으로 이의 해결을 통한 세계 신경제질서의 주도 및 국가 전략적 활용을 위해 선진국들의 거대 과학기술 확보 경쟁이 치열하며 국제협력을 통한 공동의 이익추구활동도 활발히 추진되고 있음
- 우리나라도 최근 우주발사체 기술개발, 핵융합시설 KSTAR 설치, 대형 가속기 설치 등 거대과학분야에 대한 연구개발 수요가 크게 증가하고
있으며 그에 따라 투자가 확대되고 있음

○ 거대과학은 기초과학분야에 대한 막대한 투자를 통해 거대한 국가적 이익을 창출하는 분야임. 그러나 높은 실패가능성으로 불확실성과 위험성이 상존하고 있어 국가 차원의 전략적인 투자와 효율적인 관리가 중요함
- 우리나라의 거대과학사업은 원자력, 우주 등 일부분야를 중심으로 발전해 왔으며 각 부처별로 개별분야별 설치법에 근거한 계획에 따라 사업
들이 각기 추진됨
- 최근 나로호 발사 실패에 대한 책임 논란, 중이온 가속기 및 제4세대 방사광 가속기 연속 투자에 따른 과다투자 논란 등 거대과학 투자에 대
한 국가 전략적 측면의 타당성 및 효율성 확보의 중요성이 부각됨
○ 거대과학 투자 확대가 국가이익 창출과 전략적 활용 제고로 효과적으로 이어질 수 있도록 현재 국가 거대과학 추진관리체계의 효율성을 높이기 위한 새로운 종합관리체계 구축이 필요함
□ 연구 목적
○ 본 연구는 주요 선진국의 거대과학정책 및 사업 현황 분석, 우리나라 거대과학 정부정책 분석, 거대과학 주요 분야 추진실태에 대한 전문가 조사 등을 통해 국가 거대과학 추진관리의 문제점을 도출하고, 전략적이고 효율적인 국가 거대과학 추진관리체계 구축을 위한 종합관리체계 구축방안과 추진 전략을 제시하고자 함
□ 주요 연구내용
○ 거대과학 개념 및 거대과학 연구개발체계 특성 분석
- 거대과학의 차별화된 개념 및 연구개발체계의 특성을 분석하여 모형화
○ 거대과학정책 및 추진체계에 대한 선진국 현황 분석
- 미국, 유럽, 일본 등 주요 선진국의 거대과학정책 및 추진체계 현황 분석
○ 우리나라 거대과학정책 추진 현황 및 주요 분야의 현황 이슈 분석
- 우주개발, 대형가속기, 핵융합, 전지구관측시스템, 생물다양성 등 5개 분야를 유형화하여 현황 이슈를 분석하고, 거대과학정책 추진의 문제점
을 분석
○ 새로운 정책대안으로서 거대과학 종합관리체계 구축 방안 및 주요 추진 전략 도출
- 거대과학정책의 전략적, 효율적 추진을 위한 국가 거대과학 종합관리체계 구축 방안과 추진 전략을 도출
□ 연구방법
○ 관련 문헌 분석, 주요 선진국 거대과학정책 조사 분석, 분야별 전문가 인터뷰 조사, 관련 공무원 및 과학기술정책 전문가 등과의 세미나 개최 등을 통하여 현황 파악 및 시사점을 도출함
○ 거대과학 분야의 유형화 모형을 도출하고 유형별 특성 분석을 위해 관련 전문가 300명을 대상으로 설문조사를 실시하여 AHP 분석에 의한 유형별 질적 특성 분석을 최초로 시도
○ 거대과학 현황 이슈 분석을 위해 대표 분야로 선정된 5개 분야에 대해 각 분야별 전문가 인터뷰 조사를 통해 현황 이슈를 분석하여 도출함
○ 거대과학정책 추진상의 문제점과 주요 분야별 현황 이슈 분석 결과를 종합하여 새로운 정책대안을 설계하여 제시함. 특히 관련 전문가 자문
및 의견 수렴과정을 통해 대안설계의 수용성을 높이고자 함

The Korean government is now attempting to move beyond a system of imitation and catch-up technology and transform into a system based on creative, leading technology. To be more specific, we are moving away from our previous technology adoption strategy which adopts and develops mature and source technologies of advanced economies and proved to be successful in the past. Today, we are underscoring the importance of creative technological development strategy in acquiring basic and source technologies.
The 2010 government research and development (R&D) budget was 13.5trillion Korean Won and will reach about 15trillion Korean Won in 2011. The very fact that the government R&D budget exceeds ten trillion Won provides the environment for the government to consider investments in basic and fundamental science and technologies to prepare for an uncertain future rather than providing urgent technical support needed to achieve economic growth. Moreover, the government is gradually expanding its investments in basic research every year, and it announced that it would increase investments in basic and source research up to 50% of the government R&D budget by 2012. However, despite such increased investments, the government's strategic determination to support the big science sector has yet to be demonstrated.
Big science is a field which is filled with high uncertainty in the future, but it will also have a great impact on other sectors. Above all, this will be an opportunity to promote national interests and capture the chance to create a new industry by making inroads in untapped fields, such as space development, nuclear fusion, marine development, mainframe computer and earth observation, and the enhancement of science technology standards to solve the challenges faced by humankind today.
According to the latest big science policy trends of advanced countries, Europe is trying to provide continuous support for this particular field to achieve efficient results through policies for the efficient management of large research facilities,
which also require a considerable amount of funding by the EU. In case of Japan, it is strengthening the country's strategic approach by reinforcing comprehensive policies in big sciences. In particular, policies that used to be focused on individual fields that comprise the big science sector are now becoming more systemized on a national strategy level. In Korea, the public and policy interests in big science are both rising following the launch of the Korean rocket Naro-1, development of a superconductive nuclear fusion facility KSTAR, and the installation of an accelerator. Yet, the establishment of the strategy for big science policies and efficient management levels in Korea are far from nearing the levels of advanced countries.
The emergence of big science as another science and technology policy field is a very recent development. The standard or range of big science has yet to be clearly defined, and only individual support policies for certain core fields, namely, space, nuclear fusion and large research facilities are underway.
Therefore, it is due time to come up with a systematic framework to, with a priority, define the actors subject to the policy and implement those policies by establishing and defining the concept of big science, as a subject of science and technology policy.
