본 연구는 한국교육개발원이 3년 동안의 장기 연구계획에 따라 보다 효과적이고 효율적으로 글로벌 교육협력연구·사업을 수행할 수 있도록 중장기 비전과 계획을 수립하는데 목적이 있다. 2013년도는 3년 연구의 시작점으로 거시적 관점에서 글로벌 교육연구사업의 중장기 비전을 수립하기 위한 이론적 검토, 현황조사, 수요분석을 수행하는 데 중점을 두었다. 이를 위하여 교육협력에 관한 이론적 배경을 탐색하였고, 한국의 교육개발협력 추진 현황을 분석하여 쟁점과 과제를 도출하였다. 아울러 아시아, 아프리카, 중남미, 중동 권역의 교육현황과 협력 수요를 분석하여 권역별 중장기 교육개발협력 전략을 마련하고, 정부 수준과 한국교육개발원 수준의 비전과 과제를 제시하였다.
제2장에서는 국제개발협력과 글로벌 교육협력과 관련된 이론적 논의를 탐색하고, 국제사회의 교육개발협력 동향과 쟁점을 분석하였다. 마지막으로 교육개발협력을 둘러싼 국내 정책 환경의 변화를 분석하였다.
본 연구에서는 “글로벌 교육협력”의 하위 영역 중 교육개발협력의 개념과 특성에 초점을 맞추고 연구를 진행하였다. 단, 본 연구에서 정의하는 교육개발협력은 국제개발협력기본법에서 정의하는 “국제개발협력”의 하위영역으로서 교육 분야만을 지칭하는 것이 아니라 교육 발전을 위한 국제사회의 노력 자체에 초점을 맞추고 있으며, 국제개발협력을 수행하는데 있어서 교육 분야의 역할도 포함하고 있다. 이러한 국제개발협력은 인간의 기본적인 권리로서의 측면과 경제성장을 견인하는 인적자본으로 보는 측면을 포함하고 있다.
최근 Post-EFA, Post-MDGs, SDGs 등 Post-2015 논의에서 개발은 인류의 기본적인 삶을 보장하기 위한 인도주의 차원에서 교육의 형평성과 교육의 질 등을 강조하고 있다. 또한 2011년 부산 선언을 계기로 단순 원조에서 벗어나 거버넌스, 인적자원, 투자, 금융, 무역, 환경 등 개발도상국의 실제적 발전을 지원하는 통합적인 협력에 초점을 둔 개발효과성 문제로 범위를 확대하고 있다. 이러한 국제적인 강조점은 향후 한국의 교육개발협력 방향 설정이나 중장기 비전과 계획 수립 시에 반드시 고려해야 할 사항이다.
이러한 세계적인 추세에 발맞추어 국내에서도 교육개발협력을 위하여 ODA 규모를 지속적으로 확대하고, 국제개발협력위원회 중심의 통합적인 추진체계 및 관계기관 간의 연계와 협력을 강화하고자 노력하였다. 이러한 노력에도 불구하고 원조 분절화 문제는 여전히 해결해야 할 과제로 남아 있어 현행 ODA 사업의 추진절차를 개선하고 기관 간 협업을 활성화해야 한다는 논의가 제기되고 있다. 향후 한국의 교육개발협력 방향 설정이나 중장기 비전과 계획 수립 시에도 협업 활성화를 통한 ODA 효과성 제고라는 정부의 정책 방향을 적극적으로 고려할 필요가 있다.
제3장에서는 한국의 교육개발협력 추진 현황을 분석하여 과제를 도출하였다. 한국의 교육개발협력 사업은 KOICA와 교육부에서 각각 추진 방향을 제시하고 있다. KOICA의 경우 국제개발협력기본법에 기초하여 개도국 인적자원개발을 통한 ‘지속가능한 발전 달성’을 교육 분야 지원 목표로 제시하고 있으며, 교육부는 ‘개도국의 역량개발 및 지속가능한 발전을 지원하는 교육과학기술 공적개발원조 선도국가 건설’을 목표로 하고 있다.
그간의 한국 교육개발협력 추진 현황을 살펴보면 첫째, ODA 규모면에서 한국의 지속적인 증가 추세에 있는 데에 비해 교육 분야 지원 비율은 변동이 심한 편으로 예산의 안정적인 확보가 필요하다. 둘째, 교육 분야 ODA 예산을 세부 영역별로 보면, 기초교육에 대한 지원 비율이 매우 낮고, 각 세부 영역 안에서도 직업훈련 분야의 지원이 두드러지는데 이러한 편중 현상은 지금까지 교육 분야 개발협력 사업이 산업인력 양성, 단기적인 프로젝트성 사업, 하드웨어 지원에 초점을 맞추었기 때문이다. 그러므로 향후 교육 분야 ODA 예산의 안정적인 확보와 장기적인 협력 사업이 수립되어야 할 것이다. 셋째, 지역별로는 아시아에 대한 지원 비중이 가장 높았으나, 지역별 세부 영역에서는 지역에 따른 차이 없이 전반적으로 기술인력 양성에 초점을 맞추고 있다. 넷째, 수원국의 소득수준별로 보았을 때, 하위중소득국, 최빈국, 상위중소득국의 순으로 원조 비율이 높았으나, 최빈국에 대한 유상원조비율이 높아 한국의 ODA 지원이 저개발국가의 발전을 지원한다는 목적보다는 공여국의 외교적 또는 경제적 이익을 위한 수단으로 사용되고 있다는 비판이 제기되고 있다.
한국 교육개발협력 사업의 특징을 설문조사 결과를 바탕으로 제시하면 다음과 같다. 첫째, 교육개발협력 사업의 목적으로 많은 전문가들이 수원국의 경제·사회 발전이나 공여국과의 교류협력을 강조하고 있다. 이는 인권적 관점과 경제적 관점이 실제로는 명확하게 구분하기 어렵고, 어느 한 측면만을 강조하는 것은 무의미하다는 사실을 시사한다. 둘째, 응답자가 수행한 교육개발협력 사업의 특징으로는 먼저 사업의 분야에서는 교육일반, 고등교육이 많았고, 세부분야에서는 고등교육과 교육정책 및 행정컨설팅이 많은 것으로 나타났다. 사업 유형에서는 인력양성, 시스템·프로그램 개발, 시설 및 프로그램 운영의 순으로 많았고, 사업 협력기관으로는 중앙 정부부처, 대학, 지방정부 기관순으로 많았고, 향후 교육개발협력 추진의 주요 협력기관에서도 중앙 정부부처, 대학, 지방정부 기관 순으로 많았다. 셋째, 교육개발협력 사업의 단계별 특성을 분석한 결과 교육개발협력 사업 설계 단계에서는 대체로 해당 국가의 교육 분야 현황 및 수요조사에 기반하여 프로젝트를 발굴하는 것으로 나타났으며, 이 과정에서 현지인들과 공동으로 작업한다고 응답했다. 또한 교육개발협력 사업을 위한 전문 프로그램 발굴이 어렵고, 이에 대한 지원이 부족하다고 응답했다. 그리고 해당 국가에 대한 경제, 정치, 사회, 문화적인 이해 부족으로 인한 어려움을 겪는 것으로 나타났고, 재원과 관련하여 해당 국가의 대응 자금 확보가 어렵다고 응답했다. 다음으로 실행 단계의 특성으로 전문가들은 대체로 교육개발협력 사업이 계획대로 충실하게 이행되었다고 응답했다. 그러나 사업 수행에 필요한 공여국 정부의 지원이나 전문가 파견 등에는 어려움을 겪은 것으로 나타났다. 마지막으로 사후관리 단계 조사 결과 전반적으로 교육개발협력 사업의 사후관리가 원활하게 이루어지지 않는 것으로 나타났으며, 특히 프로젝트의 재정적 자립이 가능하다는 항목과 지속적인 시설 및 장비의 보수가 이루어진다는 항목에 대해서 그렇지 않다는 응답이 많았다. 그리고 프로젝트의 기술적 자립 가능성에 대해서도 그렇지 않다는 응답이 많았으며, 수원국의 자체적인 제도적 행정적 관리에 대해서도 부정적인 것으로 나타났다.
이상의 설문결과를 종합해 보면 설계 단계에서 수원국의 수요나 정책을 충분히 고려했음에도 불구하고, 사업 실행단계에서 수원국의 지원은 부족하며, 사후 관리에도 어려움을 겪고 있는 것을 알수 있다. 이는 수원국 정부가 사업의 유치에는 적극적이지만, 막상 사업 시행이 결정된 후에는 관심을 기울이지 않는 것으로 해석할 수 있다. 따라서 이러한 현실적인 어려움을 극복할 수 있는 방안이 요구되는 바이다.
이상의 분석을 바탕으로 한국 교육개발협력의 쟁점과 과제를 제안하면 다음과 같다. 첫째, 한국정부는 교육개발협력에 관한 철학을 가지고 국제사회의 교육의제 설정에 적극 참여하고 반영할 필요가 있다. 둘째, 국가 수준의 교육 분야 ODA 추진 이념과 전략을 공유하고, 이에 기초하여 관련 부처가 세부목표를 설정할 필요가 있다. 셋째, 현재 한국의 교육개발협력 사업은 성공사례가 부족하므로 향후 교육개발협력 사업 추진 시 사업계획 단계에서 사업의 목적 및 운영방안 등에 대하여 보다 심도 있는 논의가 필요하다.
제4장에서는 협력 대상 권역의 교육현황과 협력 수요에서는 아시아, 사하라이남 아프리카, 중남미, 중동 권역의 정치, 경제, 사회적 배경과 교육현황 및 권역 기구의 주요 교육 의제, 설문조사 결과를 분석하여 협력 수요를 도출하였다. 분석 결과 다음과 같은 시사점을 얻을 수 있었다.
첫째, 아시아 권역에서 기초교육(취학전교육, 초등교육) 및 중등교육 분야에서는 교육의 질 문제가, 고등교육 분야에서는 양적확대 및 질 보장 문제가 제기된다. 아시아 권역은 경제·사회적 발전이 라는 측면에서 고등교육에 대한 수요가 많았던 데 비해 취학률이 매우 저조하여 이 분야에 대한 집중적인 재정적, 물질적 지원 필요성이 제기되었다.
둘째, 사하라이남 아프리카 권역에서는 기초교육 확립, 질 개선 및 교원 역량 강화의 요구된다.
아프리카 권역의 상당수의 국가들에서 초등교육 취학률은 아직도 낮은 수준에 있으며, 중도탈락률 은 세계에서 가장 높은 수준으로 나타났다. 또한 교과서 부족, 교원의 낮은 급여, 교원 전문성 부족등은 교육의 질을 저하시키는 주요 요소로 제기 되고 있어 이에 대한 지원 요구가 많았다.
셋째, 중남미 권역은 모든 교육단계에서 양적으로 두드러진 성장을 보였으나 소득수준, 지역 및 계층 간의 교육 불균형이 개선해야할 시급한 문제로 제기된다. 이에 따라 중남미 권역기구에서는 기본권으로서의 교육권을 강조하며 원주민, 이주민 등 다양한 문화적 배경을 가진 학습자에 대한 다문화 정책과 사회경제적 소외계층의 진정한 교육 참여를 도모하기 위한 협력을 강화되고 있어 주요 협력분야로 고려해 볼 수 있다.
넷째, 중동 권역은 정치적 불안정으로 인하여 발생하는 비상 상황에 대한 교육적 지원(emergency education)이 필요함과 동시에 고등교육 기회 확대, 초등교육과 중등교육에서 학생들 내부의 인종적, 지역적 갈등과 교육격차를 해소하고자 하는 질적 노력이 요구되었다.
제5장에서는 이제까지의 분석과 논의를 기반으로 한국의 교육개발협력 기본 방향을 설정하고, 권역별 중장기 지원 전략을 수립하였다.
먼저 한국의 교육개발협력 기본 방향으로는 세 가지를 제시하였다. 첫째, 한국의 권역별 교육개발협력 사업은 국제사회의 개발의제 및 교육의제와 긴밀한 연관성을 갖고, 인류 공동의 과제를 해결하는 방향으로 추진해야 한다. 둘째, 인도주의적 관점을 강화하고 국가의 이해관계에서 비교적 자유로운 영역에 대한 지원을 확대하는 방향으로 추진해야 한다. 셋째, 개별 국가와의 양자간 협력은 정부의 국제개발협력 목표 및 전략과 유기적으로 연계되어야 하며, 특히 범정부적으로 합의된 국별협력전략에 입각하여 추진해야 한다.
그리고 이러한 기본 방향을 전제로 각 권역별 교육현황과 협력수요를 종합적으로 검토하여 권역별 협력을 위한 전략목표 및 세부목표를 제시하고, 이를 추진하기 위한 구체적인 지원방안을 각각 제안하였다. 첫째, 아시아 권역에 대해서는 ‘고등교육에서 형평성과 수월성 강화’를 전략목표로 설정하고, ‘①고등교육에 대한 질 제고, ②고등교육 격차 해소, ③산학협력체제 구축’의 세 가지 세부목표를 제시하였다. 둘째, 사하라이남 아프리카 권역과의 교육개발협력을 위한 전략목표는 ‘기초교육의 질 제고’로 설정하고, ‘①양질의 교사 공급, ②교육과정 개선’, ③교육환경 개선’의 세 가지 세부목표를 제시하였다. 셋째, 중남미 권역은 ‘①취약계층의 초중등 교육기회 확대, ②기초 학력 제고’, ③교육환경 개선’의 세 가지 세부목표를 제시하였다. 마지막으로 중동 권역은 ‘국가 재건에 기여하는 인재양성’을 전략목표로 설정하고, ‘①고등교육 지원, ②분쟁 후 교육 지원’, ③직업기술교육훈련 지원’의 세 가지 세부목표를 제시하였다.

The research aims to establish medium and long term vision and plan for effective and efficient global educational cooperation research and programs in accordance with three-year long term plan of Korean Educational Development Institute (KEDI). The year of 2013 marks the start of the three-year research and the Institute focuses on theory review, present-condition investigation, demand survey in order to develop medium and long term vision of global educational research projects in macroscopic viewpoint. For this, this research reviews theoretical background of educational cooperation, analyze the current status of Korean educational development cooperation and draws out issues and challenges. Moreover, present condition and demand of Asia, Africa, Latin America and the Middle East were analyzed and it leads to establish regional medium and long term educational development cooperation strategy by the region, presenting vision and challenges on both national and the KEDI levels.
In chapter 2, theoretical discourses on international development cooperation and global educational cooperation were reviewed. Trend and issues on educational development cooperation in the international community were also analyzed. Then, changes of policy environment over educational development cooperation was discussed in the end.
This research paper targets concept and features of educational development cooperation among subordinate scopes of “global educational cooperation,” provided that definition of educational development cooperation in this paper focuses on international efforts itself and includes role of education sector in implementing international development and cooperation, not limiting to education sector as a subordinate sector of “international development and cooperation” defined in the ‘Act for International Development and Cooperation,’ International development and cooperation in this context includes both aspects of basic right of human being and human development to lead economic growth.
In recent years, development has emphasized educational fairness and quality in humanitarian perspective to secure basic life of human beings in the discussion concerning the Post-2015 agenda including Post-EFA, Post-MDGs, SDGs and others. In addition, Busan Declaration(2011) has served as an opportunity to expand into development effectiveness, focusing on integrated cooperation in human development, governance, environment, trade, investment and finance to lead to practical growth of developing countries beyond aid. This international trend should be taken into consideration to establish medium and long term vision and plan for direction of Korean educational development cooperation in the future.
In line with the international trend, Korea has put endeavors to gradually increase the amount of ODA(Official Development Assistance) and to launch integrated policy framework led by the Council for International Development and Cooperation for interface and collaboration among the related entities. In spite of these efforts, improvement of the current procedures for ODA and reinforcement of cooperation among organizations have been brought up since an issue of aid fragmentation still remains. Henceforth, policy direction for enhancement of ODA effectiveness through vigorous collaboration should be reflected in establishing medium and long term vision and plan for direction of Korean educational development cooperation.
In chapter 3, challenges were extracted based on analysis of the current status of Korean educational development cooperation.
KOICA(Korea International Cooperation Agency) and the Ministry of Education(MoE) have separately presented the progress direction. KOICA sets a goal of ‘achieving sustainable development with human resource development in developing country,’ based on the ‘Act for International Development and Cooperation’ and the MoE presents ‘establishment of a leading donor country in education, science and technology to support capacity building and sustainable growth of developing country’ as a goal.
So far, Korean educational development cooperation has showed features as these: First, it is necessary to secure stability of budget as the proportion of education sector fluctuates whereas a total volume of ODA is on steady rise. Second, basic education accounts for the least proportion and vocational training takes up the largest share. The bias is largely due to the fact that educational development cooperation has focused on industrial manpower training, short-term projects and hardware provision so far. Therefore, it is necessary secure budgetary stability and establish plans for long-term joint projects. Third, the biggest resource has chaneled into Asia but training for technical manpower was a main target regardless of the region. Then, the priority was given in order of LMICs(Low Middle Income Countries), LDCs(Least Developed Countries) and UMICs(Upper Middle Income Countries) by income level and rate of concessional loan to the LDCs was relatively high.
This causes criticism that Korean ODA is used for the diplomatic and economic purpose of the donor country rather for assistance to the growth of under-developed nations.
According to a survey, characteristics of Korean educational development cooperation can be described as below: Firstly, many experts emphasize socio-economic development of partner countries or exchange and cooperation between the donor and partner nations as goals of educational development cooperation projects. It indicates the difficulty in distinguishing between two perspectives of human right and economy and it is meaningless to highlight either one of these point of views.
Secondly, general education and higher education account for the biggest proportion and higher education, educational policy and administrative consulting comprise the most in sub-categories. In modality, human development was followed by system·program development, facility and program operation. In the question of cooperative organizations, central government was followed by universities and local government. The same result showed in major cooperative organization in the future as well.
Thirdly, in phased characteristics of educational development cooperation, respondents answered that projects are identified based on the current status and demand survey of partner country on design stage and joint collaboration is made with locals. In addition, it is hard to design educational development cooperation-oriented projects due to lack of support and understanding on economy, politics, society and cultural aspects of partner countries. Insecure budget of the partner countries is also a challenge. Next, in the phase of implementation, the experts responded that educational development cooperation projects were carried out in accordance with the plans. However, support from donor countries and dispatch of specialist were insufficient. Finally, poor ex-post management of educational development cooperation projects was identified and in particular, many of the respondents answered ‘no’ on the issues of financial independency and consistent maintenance of facilities and equipments as well as technical independency. For the question of Institutional administrative management of partner countries, respondents answered in the negative.
From all these considerations, it would reveal that despite of reflection of demand and policy of partner country in design phase, support of the partner country is deficient in implementation and ex-post management is also inadequate. This provides the clue for inconsistent attention to projects of partner countries before and after then attract the aid. Consequently, experts should come up with ways to address the practical challenges.
Based on the discussion above, issues and challenges of Korean educational development cooperation can be drawn out as below: In the beginning, the Korean government must espouse a philosophy on educational development cooperation and proactively participate in the process of agenda setting in the international community and reflect them into its own as well. Second, common ideology and strategy on educational ODA on the national level should be shared and the related ministries have to establish specific plans based on the ideology and strategy. Third, in-depth discussion on the purpose and operation method should be included in the design phase because Korean educational development cooperation has not possessed exemplary cases.
Chapter 4 deals with educational circumstances and demand by region for cooperation.
Demand for cooperation was drawn out based on political, economic and social background and educational status as well as major agenda of education grounded on the result of survey by regions of Asia, sub-Saharan Africa, Latin America and the Middle East. The paper finds out implications as below:
First, in Asia, basic(pre-school, primary school) and secondary education have problems with the quality of education, quantitative expansion and quality assurance for higher education. The higher education is in great demand for socioeconomic development in the region. However, the percentage of school attendance is very low and the necessity of intensive financial, physical support is raised.
Second, entrenched basic education, quality enhancement and capacity building of teaching staff are necessary for the region of sub-Saharan Africa. A fair number of schools in the region show low level of primary school attendance and the highest rate in the world in student wastage rate. In addition, lack of textbooks, low wage for teachers, non-experty of teaching staff were pointed as factors to decline the quality of education.
Third, Latin America where showed significant quantitative increase in all levels of education suffers from the issues of inequality of education by income level, region and social class. Correspondingly, responsible entity in the region strengthens policy for learners with multi-cultural background such as natives and immigrants as well as collaboration to increase participation of a neglected class of people, emphasizing the right of education as a basic right. Therefore, this can be a major theme for cooperation.
Finally, the Middle East demands the necessity of emergency education due to political insecurity. Opportunity for higher education should be expanded and racial·regional conflicts and educational gap among students in primary and secondary education should be abolished with quality efforts.
In chapter 5, the research paper sets out the fundamental direction of Korean educational development cooperation and establish medium and long-term assistance plan by regions based on the analysis and discussion mentioned above.
Most of all, the study presents three directions for Korean educational development cooperation. First, Korean educational development cooperation projects should have close links with development and educational agenda of the international community and be in pursuit of addressing common issues of humankind. Second, it should intensify humanitarian perspective and expand the support for sectors that is relatively irrelevant to national interests. Third, bilateral cooperation should be systematically related with goal and strategy of international development cooperation of the government and be founded on the CPS(Country Partnership Strategy) agreed government-wide.
As a consequence, strategic target and detailed plan are presented based on the fundamental direction integrated with the current status and demand for cooperation of each region. Specific assistance measures to proceed the plan are also proposed. Firstly, for Asia ‘reinforcing equity and supremacy of higher education’ is determined as a strategic goal and 1)quality enhancement of higher education, 2)gap reduction of higher education 3)establishment of industry-academic cooperation mechanism were set for subordinate goals. Secondly, quality enhancement of basic education was appointed as a strategic goal for educational development cooperation with sub-Saharan Africa. Plus, detailed objectives include 1)provision of teaching staff with superior quality, 2) improvement on curriculum and 3)upgrade of educational environment. Then, for Latin America, 1)expansion of educational opportunity for vulnerable social groups, 2)enhancement of basic standards and 3)betterment of educational environment were decided as particular goals. In the end, human development contributed to nation reconstruction was set for a strategic goal for the Middle East and 1)support for higher education, 2)education for post-conflict and 3)assistance to vocational and technical training were selected for detailed goals.
