1. 초고해상도 기상분석 시스템 및 활용기술 개발
가. 실황관측자료 활용한 농업기상 정보지원 기술개발
본 연구는 실황 관측자료를 활용한 농업기상 정보지원 기술개발로, 기상청 및 경기도 농업 기상 자동 관측 장비 (Automatic Weather Station; AWS)를 이용하여 농업인, 정책결정자, 연구원 등에게 필요한 형태로 농업기상정보를 제공할 수 있는 기상분석 시스템이 구축되었다.

Ⅳ. 연구 내용 및 결과
1. 초고해상도 기상분석 시스템 및 활용기술 개발
가. 실황관측자료 활용한 농업기상 정보지원 기술개발
본 연구는 실황 관측자료를 활용한 농업기상 정보지원 기술개발로, 기상청 및 경기도 농업 기상 자동 관측 장비 (Automatic Weather Station; AWS)를 이용하여 농업인, 정책결정자, 연구원 등에게 필요한 형태로 농업기상정보를 제공할 수 있는 기상분석 시스템이 구축되었다.
분석은 NOAA 산하 GSD에서 개발한 Local Analysis and Prediction System(LAPS : McGinley, et. al., 1991)을 사용하였다. LAPS의 알고리즘은 미국 NOAA/FSL에서 1987년 이래로 개발되어 오고 있으며, 자료수집 모듈, 지상분석, 그리고 3차원 바람, 온도, 습도, 구름 분석과정과 그로부터 유도되는 각종 분석자료로 구성되어 진다. 초기 추정장으로는 기상청 수치예보과의 6시간 간격 10km 해상도 예보장을 LAPS 격자점으로 내삽하고, 여기에 GTS, 위성, AWS 관측 자료들을 첨가하여 분석된다. AWS는 기상청자료에 농업현장 AWS자료(33개)를 추가하여 사용하였다. 분석영역은 서울 주변지역을 포함하여 100m 격자 간격의 1400 x 1550개의 수평 격자수의 영역이다. 분석된 자료의 기온값은 실제 AWS의 위치 주위의 3개 격자점의 값을 평균을 하여 얻었다. 분석기간은 2009년 8월 한 달 그리고 2010년 2월 17∼21일을 대상으로 하였다.
LAPS 분석값을 관측값과 비교한 결과, 오차는 평균 0.53도로 LAPS가 실제 온도를 잘 분석해내고 있음을 알 수 있다. 그리고 2월, 8월 두 기간 모두 기존의 기상청 자료에 농업현장 AWS자료를 추가하여 분석하였을 때 관측값과의 오차가 작게 나타났다. 그리고 겨울철 보다 여름철의 온도 편차가 더 작았고, 지역적 오차율은 유사하게 나타났다. 관측지점에 따라 LAPS가 온도를 과대 또는 과소 추정하는 경향이 있어 이를 종관기상 상태와 도시화율과 비교해 보았다. 그 결과, 오차는 풍속과 반비례했고, 운량과는 비례하는 특징을 나타냈다.
그러나 도시화율과 지역적 온도차는 뚜렷한 상관관계가 없는 것으로 나타났다. LAPS가 관측 자료가 없는 지점의 값을 얼마나 잘 추정해 내는지 알아보기 위하여 농업현장 AWS 중 예찰답에 위치한 10개 지점을 선정하여 추정대상 지점의 AWS관측 자료를 제외하고 분석하여 보았다. 그 결과, LAPS의 분석시 온도변화의 경향은 잘 계산해내고 있었으나, 특히 온도가 내려가는 밤시간의 온도를 과대 추정하고 있었다. 그 온도의 오차는 지역별로 다르지만 크게 2도 이상 차이나는 지역도 있었다. 온도차가 크게 나는 지역의 온도 변화를 주변의 관측 값과 비교하여 보면, 그 지점 가까이에 존재하는 AWS 지점의 영향을 크게 받고 있음을 알 수 있었다. LAPS를 이용하여 경기도 지역을 100m 해상도로 온도분석을 수행하였다. 수치예보과에서 생산되는 3시간 간격 예측자료를 초기추정치로 각 관측자료를 동화하여 지표 온도를 분석하면 약 10분정도의 시간이 소요되며, 관측 자료가 존재하는 지역은 정확한 값을 분석해내고 있다. 그러나 앞으로 LAPS 분석 결과를 이용하여 관측이 가능한 지역 이외에 어느 지역에서든 정확한 농업기상정보를 산출할 수 있게 하려면 다양한 기상자료의 활용과 지표이용도 등의 개선, 관측지점의 영향반경을 최적화 시키는 과정들이 추가로 수행되어야 할 것이다.
나. 상세 도시기후분석기술 개발
본 연구에서는 도시 인공구조물의 배치와 물리적 특성을 분석하고 이에 따른 온도, 풍향, 풍속의 공간적 분포 특성을 설명할 수 있는 시스템으로 “서울 도시기후 분석”(CAS)이 개발되었다. 이러한 도시기후 분석 시스템에 요구되는 사항은 도시계획에 따라 이루어지는 토지이용 변화의 기상 및 대기질에 대한 영향력을 판단할 수 있도록 적절한 기후학적 해석 정보를 제공해야하는 것이다. 따라서 토지피복의 변화 양상을 모니터링하고 자료화 하여 도시계획에 반영하는 과정에 도시 기후변화도 포함되어야 하며 이를 뒷받침할 도시기후의 수치적 해석이 필요하다. 수치기상모의는 도시구조의 변화가 대기 및 기후 환경에 미치는 영향을 수치적으로 모의할 수 있는 도구로써, 토지피복 및 지형 자료 구축을 통해 도시의 물리적인 구조의 변화가 기후에 미친 영향을 과학적으로 정량화 할 수 있다. 이러한 이유로 2010년에는 전년도 연구에서 개발한 서울 도시기후분석(CAS) 시스템에 입력자료로 이용되었던 10m 해상도 수치표고자료와 2007년판 토지피복분류도를 각각 1m 해상도 항공 LiDAR 자료와, 2009년판 토지피복분류도로 이용함으로써 더욱 객관적이고 과학적인 분석이 가능하도록 개선하였다. 이렇게 개선된 CAS를 활용하여 1966년과 2009년의 강남구일대의 토지피복 및 도시구조변화에 따른 미기후 영향을 분석하였다. 또한 수치기상모의 모델(MPM모델)의 그리드 해상도를 200m에서 100m로 개선하여 연구지역의 지형 및 지표면 특성에 의한 야간 열환경 분포 변화와 차고 신선한 공기흐름을 더욱 상세하게 분석하였다.
2. 생명·보건기상 응용모델 개발
가. 고온건강경보시스템 개발
폭염에 기인한 초과사망률 발생은 인구와 산업이 밀집한 대도시에서 대형화되어 나타나며, 기후적으로 폭염빈도가 높지 않은 도시에서는 더욱 뚜렷이 나타나 동일한 기상조건이라 할지라도 나타나는 보건학적 취약특성은 국내에서도 도시별 기반구조에 따라 확연히 다른 것으로 나타났다. 향후 중소도시에 대한 추가 시스템의 개발을 위하여 국내 총 14개 대도시를 대상으로 공간기단분류를 통한 기단달력의 제작이 수행되었다. 이를 활용한 각 도시별 보건자료와의 접합을 통하여 국내 전국 도시를 대상으로 하는 고온건강경보시스템의 중요 입력자료를 마련하였다.
도시별로 분류된 기단의 월별 빈도 분석결과, 우리나라의 계절적 특성 및 내륙과 해안에 위치한 각 지역들의 시기별 기후특성을 잘 반영하고 있는 것으로 나타났다. 또한 여름철 계절의 시간적 진행에 따라 각 도시별 사망률에서 관측되는 기후순응도와 폭염기단의 연속일수에 따른 일별 사망률의 증가경향은 보건기상 예측 시스템 내에서 보다 정교하게 고려될 필요가 있음이 밝혀졌다.
국내 7개 대도시(서울, 대전, 대구, 부산, 광주, 인천, 수원)에서 실시간 운영중인 고온건강경보시스템은 현재 기단의 지속일수와 계절일수를 함께 고려중이며, 초과사망자수에 근거한 도시별 예경보기준을 적용하여 운영중에 있다. 향후 시스템의 예측정확도 평가와 시스템의 상세화를 위한 예측인자의 개선과 검증연구가 지속적으로 수행될 것이다. 또한 공간기단분류를 적용한 기단분류 결과를 활용하여 겨울철의 한파로 인한 건강영향에 대한 평가연구가 진행될 계획이며, 겨울철 한파위험기단과 사망률 증가와의 역학적 연관성의 규명을 통한 한파건 강경보시스템의 개발이 수행될 것이다.
나. 꽃가루 기후영향분석 모델 개발
수목류, 잔디, 잡초들과 같은 꽃가루는 알레르기성 비염, 기관지 천식, 알레르기성 결막염 등 각종 알레르기 관련 질병을 유발하며 환자 수도 점차 늘어나고 있다. 그리고 현재 가장 큰 관심인 기후변화에 따라 알레르기 유발성 꽃가루의 인체에 대한 영향이 어떻게 변화할 것인가는 온실가스 증가와 평균기온의 상승이 꽃가루의 양과 알레르기 유발성에 어떤 역할을 하는가를 밝힘으로써 평가할 수 있다. 이러한 기후변화를 대비하여 알레르기를 유발시키는 수종을 중심으로 꽃가루가 관측되는 감지시기를 6개 지역(서울, 부산, 대구, 광주, 강릉, 제주)별로 살펴보았다. 그리고 서울지역 꽃가루 기후영향분석의 확률적인 모델을 개발, 평가하였다. 관측된 꽃가루의 감지시기를 살펴 본 결과 잡초류는 이미 여름철에 걸쳐 다양하게 관측되었다. 수목류는 수종에 따라 개화기시가 다르고, 그에 따라 꽃가루 감지시기가 변동하였다. 꽃가루 기후영향분석모델은 로지스틱 회귀모델(Logistic regression model)을 적용하여 기상조건에 따라 일별 꽃가루가 감지될 확률을 예측하였다. 개발된 수종별 모델 결과에서 꽃가루 감지에 영향을 미치는 대부분의 기상요소는 평균기온, 적산온도, 7일 일조시간, 일교차였다. 특히 적산온도는 다른 기상요소보다 꽃가루 감지에 더 큰 영향을 미쳤다. 구축한 모델의 예측력은 잡초류 65% 이상, 수목류 55~60%의 예측력을 보였으며, 다른 지역인 부산, 구리, 강릉 지역에 적용한 경우, 부산, 강릉지역은 서울지역에 비해 예측력이 많이 감소하였으나 구리지역은 오리나무, 자작나무, 참나무를 제외한 수종은 더 좋은 예측 결과가 나왔다. 이는 구리지역이 서울지역과 거리가 가까워 서울지역의 기상적인 요건이나 꽃가루 분포가 비슷해 비슷한 예측력을 가지는 것으로 생각된다. 이 연구 결과는 꽃가루 농도가 기상조건과 매우 큰 관련이 있으며, 앞으로 다가오는 기후변화에 있어서도 꽃가루 농도변화에 큰 영향을 미칠 것이라는 것을 시사한다. 앞으로 꽃가루 데이터베이스의 관측 기간이 길어짐에 따라 꽃가루 기후영향 분석모델에 정확성을 높일 수 있을 것이고 다가오는 기후변화에 대비한 꽃가루 예측 시스템과 꽃가루 알레르기 취약성 분석모델이 구축될 것이다.
3. 세계선도 관측장비 개발
가. 구름자동관측시스템
관측자료의 정확도를 전년도에 평가받은 구름자동관측시스템은 2010년 개발 목적으로 하드웨어의 소형화 및 경량화를 달성하였으며, 운형산출 알고리즘의 특허기술을 연구하였다. 특히 구름자동관측시스템(ver. 2) 세계최초로 기상대급 관측소에 설치함으로서 구름자동관측시스템의 현업 및 상용화 기반 구축을 완료하였다.
나. 무게-배수교차식 강수량계 시제품 개발
기상청의 국제특허기술에 기반한 무게-배수교차식 강수량계는 2010년 국내 최초의 시제품을 완성하였다. 시제품 개발을 통하여 성능 및 사양을 개선하고 차별화된 기능에 중점을 두었으며, 2연식 구조를 통한 지속적인 강우 계량과 자동퇴수를 통하여 수작업을 최소화 시켰으며, 수리 및 성능개선이 용이하게 제작하였다.
다. 적설관측 자동화에 따른 관측정확도 향상방안 연구(II)
토양침강실험은 2010년 7월∼10월까지 2차례에 실시하였으며, 적설판(면) 주위의 토양샘플을 채취하여 수분유입, 냉각, 건조를 통해 토양의 융기 및 침강이 초기 적설에 미치는 영향과 토양높이 편차를 분석하였다. 토양의 성분 및 적설판(면)의 평탄화 정도에 따라 초기 적설시 관측 기준이 되는 적설판(면)에 관측 오차를 유발하는 문제점을 도출하였다.

The agricultural meteorological data assimilation and analysis system was developed to support the field observational data in agriculture. Using the automatic weather stations (AWS) of KMA and Gyeonggi-do agricultural research and extension services (GARES), we established the meteorological analysis system that can provide agricultural meteorological data in the types needed by the farmers, decision- makers and researchers.
The Local Analysis and Prediction System (LAPS : McGinley, et. al., 1991) developed by GSD under NOAA was employed for the analysis. The LAPS algorithm, which has been developed by US NOAA/GSD(FSL) since 1987, is composed of data gathering module, ground analysis, the three-dimensional wind, temperature, humidity and cloud analysis procedures, and various analytical data induced from them. As the initial estimation field, the 10 km resolution forecasting field of the of the Numerical Weather Forecast Department of KMA in six-hour interval is interpolated into the LAPS grid points, and the GTS, satellite, and AWS observation data are added for the analysis. The AWS in this study was prepared by adding the agricultural field AWS data (33 stations) to the KMA data. The analyzed zone was the 1400 x 1550 horizontal grid zones in 100 m grid interval including Seoul and the surrounding regions. The air temperature values in the analysis data were obtained by calculating the mean of the values measured at three grid points around the AWS installation locations. The analysis periods were August 1-31 in 2009 and February 17-21 in 2010.
The comparison of the LAPS analysis values with the observation values showed that the error was 0.53 ℃ in average, indicating that the actual temperature was well analyzed by LAPS. When the analysis was carried out with additional agricultural field AWS data to the KMA data during the two periods, the errors between observation and estimation were reduced.
The temperature difference was less in summer than in winter, and the error rate was similar among the regions. Since we found the trend that the temperature was overestimated or underestimated by LAPS depending on the observational locations, the trend was compared with the synoptic meteorological state and the urbanization ratio. As a result, the error was inversely proportional to the wind speed but proportional to the cloud amount. However, no distinctive correlation was found between the urbanization ratio and the regional errors.
To examine the reliability of the air temperature estimated by LAPS without observational data, we selected ten AWS sites located in the rice fields for forecasting among the active agricultural sites and performed the analysis excluding the AWS observational data from the individual estimation targe positions input data. The result showed that the trend of the temperature change was estimated well by the LAPS analysis but the temperature especially at night when it was decreasing was overestimated.
That temperature error was different from site to site, but there were sites with more than two degrees different. Comparing the temperature change in the region where the temperature difference was large with the surrounding observational data, it was found that the temperature difference was greatly affected by the AWS data near the site of estimation. The temperature in Gyeonggi-do region was analyzed in 100 m resolution using LAPS. About ten minutes were taken to assimilate the individual observation data with the three-hour interval prediction data produced in the Numerical Weather Forecast Department as the initial guess values and to analyze the ground surface temperature. The analysis produced accurate values for the positions where there exist the observational data. However, in order to produce accurate agricultural meteorological data at any location using LAPS in addition to the regions with observational data, additional research should be carried out in the future to utilize more meteorological data, improve the land use data, and optimize the effective radius of the observational data.
B. Development of detailed urban climate analysis technology
In this research, we developed "Climate Analysis in Seoul" (CAS) as thesystem that can analyse the arrangement and physical properties of buildings and artificial structures in a city and interpret the spatial pattern of temperature, wind direction and speed accordingly. The requirements for the urban climate analysis system is that it should provide appropriate analysis of the urban climate so that the effect of the land use changes by city planning on the meteorology and air quality can be determined. It is necessary to monitor the land cover changes and make the resulting data be reflected in the urban planning including the urban climate change. We also need numerical analysis models to support such urban climate changes. Numerical weather models are the tools that can simulate the effect of the structural changes in urban area on the atmospheric and climate environment. The models can quantitatively analyze the effect of the physical and structural changes in a city on the climate by providing the land over and topographic data. In 2010, we updated the input data used in the previous version of CAS: digital elevation model (DEM) of 10m resolution and land cover (LC) database of 2007 to DEM from airborne LiDAR data and LC of 2009, respectively. The update made the analysis more objective with scientific basis. Using the improved CAS, we analyzed the effect of the land cover and urban structure changes in Gangnam region on the microclimate in 1966 and 2009. We also improved the grid resolution of the numerical weather simulation model (MPM) from 200 m to 100 m so that the temperature distribution and cold and fresh air flow due to the changes in topography and land cover characteristics can be analyzed more in detail.
2. Development of meteorological application models for life and health
A. Development of heat health warning system
The excessive mortality by heat wave is found in the big cities where people and industries are concentrated and more distinctively in the cities where the heat wave occurred infrequently based on the climatology. The public health vulnerability was observed clearly different by cities even under the same meteorological conditions like in other cities in the world.
For the additional systems for middle and small size cities, we prepared an air-mass calendar through the spatial synoptic classification (SSC) for a total of 14 major cities in Korea. Connecting the calendar with the public health (mortality) data of the individual cities, we prepared the critical input data for the heat health warning system for the cities all over Korea.
The analysis of the monthly rate by the air-mass for each city showed that the model well reflected the seasonal characteristics in Korea and the climate characteristics of each period in the individual regions located in inland and coast. Additionally, there are some considerations for the development of more precise meteorological prediction system to reduce health damage: acclimation observed in the decreasing mortality in each city following the temporal progress of the summer season and the increasing trend of the daily mortality depending on the number of days of continued heat wave.
The heat health warning system is operated in real time for the 7 major cities in Korea (Seoul, Daejeon, Daegu, Busan, Gwangju, Incheon, and Suwon). It currently considers both the number of days with the same air mass and the number of the seasonal days. Its daily operation is based on the standard of excessive mortality, developed for each city. In the future, studies will be continuously conducted to improve and verify the predictive factors to evaluate the accuracy of the prediction system and to make system have higher resolution. Moreover, using the result of the air-mass classification to which spatial synoptic classification was applied, we will continue the evaluation study of the health effect during cold wave in winter. The cold wave health warning system will be developed by investigating the epidemiological correlation between the winter cold wave risk air-mass and the increased mortality.
B. Development of the pollen climate effect analysis model
Pollen from trees, grass, and weeds causes various allergic diseases such as allergic rhinitis, bronchial asthma and allergic conjunctivitis, and the number of patients with those diseases is gradually increasing. The currently biggest issue, that is, how the effect of allergy-inducing pollen on human body will be changed by climate change, can be evaluated by identifying the role played by the greenhouse gas increase and the mean air temperature rise in relation to the amount of pollen and its allergy inductivity. In preparation for such a climate change, we investigated the period when pollen is detected in six regions (Seoul, Busan, Gwangju, Gareung, and Jeju), focusing on the kind of trees generating the pollen that causes allergy. Also, we developed and evaluated a probabilistic model to analyse the climate effect of pollen in Seoul. With respect to the observed pollen-detection period, pollen from weeds was observed in different patterns in summer. The pollen-detection period was varied in the case of trees because the blooming season was different depending on the kinds of trees and the pollen-detection period was also varied accordingly. Applying the logistic regression mode to the pollen climate effect analysis model, we predicted the daily probability of pollen detection depending on the meteorological conditions. The result from the developed tree-pollen model showed that the main meteorological factors that affect pollen detection were average air temperature, accumulated temperature, seven-day sunlight hours, and daily temperature range. Particularly, accumulated temperature had greater effect on pollen detection than any other meteorological factors. The predictive power of the established model was over 65% for weeds, and 55-60% for trees. When the model was applied to other regions such as Busan, Guri, and Gangreung, the predictive power was much lower in Busan and Gangreung than in Seoul, but better prediction result was found in Guri region except alder tree, birch tree, and oak tree.
The predictive power was similar in Guri and Seoul probably because the meteorological condition or the pollen distribution pattern is similar in the regions since they are near to each other. The research result suggested that the pollen concentration is correlated with the meteorological conditions very closely and the upcoming climate change may affect the change of pollen concentration greatly in the future. As the observation period becomes longer for the pollen database, the accuracy of the pollen climate effect analysis model will be increased, and the pollen prediction system as well as the allergy vulnerability analysis model will be also established in preparation for the upcoming climate change.
3. Development of the world's leading observation equipment
A. Automatic cloud observation system
For the automatic cloud observation system of which observation data accuracy was evaluated in the previous year, the size and weight of the hardware were reduced aiming at the full development in 2010, and the patented technology cloud pattern algorithm was studied. Particularly, we finished establishing the framework for active and commercial use of the automatic cloud observation system by installing the automatic cloud observation system (ver. 2) in an observatory at the level of weather station for the first time in the world.
B. Development of the weight-drainage cross rain gauge prototype
In 2010, we completed the prototype of the weight-drainage cross rain gauge based on the international patented technology of the KMA for the first time in Korea. Through the prototype development, we improved the performance and specifications and highlighted the differentiated functions.
Manual work was minimized by continuous rain measurement and automatic drainage with the two-barrel system, and the prototype was designed to make repair and updating easy.
C. Study on the method to improve the observation accuracy in the automated snowfall observation (II)
We performed the soil sinking experiment for two time from July to October, 2010. Taking samples of the soil around the installed snowfall measurement plate (board), we analyzed the effect that the initial snowfall accumulation has on the uplifting and sinking of the soil through moisture introduction, cooling and drying, and investigated the difference in the soil height. We found the problem that observation error was caused to the snowfall measurement plate (board) which served as the observation reference at the initial snowfall depending on the soil composition and the plate (board) flatness.
