Ⅳ. 연구 내용 및 결과
연구내용은 (1) 황사 감시 및 선도관측기술 개발, (2) 차세대 황사예측모델 개발, (3) 황사 국제공동 대응, (4) 기상역사자료 발굴·복원으로 구성된다.
(1) 황사 감시 및 선도관측기술 개발
기상청의 황사 예보현업을 지원하기 위하여 「황사 전문예보관」(5명)을 지정하여 24시간 일일 교대근무를 수행하였다.「황사 전문예보관」은 황사의 발생과 이동 상황을 감시하고 ‘황사분석서’를 작성하여 예보현업에 제공하고 예보브리핑을 실시함으로써 효율적인 황사대응체계를 구축·운영하였다.

연구내용은 (1) 황사 감시 및 선도관측기술 개발, (2) 차세대 황사예측모델 개발, (3) 황사 국제공동 대응, (4) 기상역사자료 발굴·복원으로 구성된다.
(1) 황사 감시 및 선도관측기술 개발
기상청의 황사 예보현업을 지원하기 위하여 「황사 전문예보관」(5명)을 지정하여 24시간 일일 교대근무를 수행하였다.「황사 전문예보관」은 황사의 발생과 이동 상황을 감시하고 ‘황사분석서’를 작성하여 예보현업에 제공하고 예보브리핑을 실시함으로써 효율적인 황사대응체계를 구축·운영하였다.
황사발원지 및 이동경로상의 보다 상세한 황사정보를 수집하기 위해 중국과 몽골에 거주하는 교민(해외봉사단원, 유학생 등) 중 자원봉사자를 대상으로「황사해외모니터(아르고스)」제도를 운영하여 500여 건의 황사정보를 수집하여 황사감시에 활용하였다.
또한 황사에 취약한 계층(13,600여명, 노약자 및 영·유아 시설관리자, 언론기관 담당자)에게 황사 예·특보가 발표되거나 황사가 관측될 때에 ‘황사정보문자서비스’를 제공(14만여 건)함으로써 황사에 미리 대비할 수 있도록 하였다.
기상청/국립기상연구소는 맨눈으로 관측하는 황사, 연무 등 기상현상을 광학 측정 기기에 의해 객관적으로 판별하고자 2007년부터 현재까지 ‘황사연무입자계수기’ 8조를 도입해 운영해오고 있다. 특히, 2011년 10월에는 다습한 섬 지역에서 효과적으로 관측 할 수 있도록 가열을 통한 제습 방식의 장비(1조)를 흑산도에 설치하고, 기존의 장비는 광주로 이전하여 운영하였다(Fig. 1).
‘황사연무입자계수기의 활용도’와 기기 운영의 효율성을 높이고자 현장 운영 담당자들을 대상으로 사용자 교육을 실시하고, 4차례의 점검과 7차례에 걸친 보수를 통해 자료의 연속성을 확보하고 장비의 유지․보수를 쉽게 하였다.
「서울 황사감시센터」는 기상청 별관(송월동) 옥상에서 황사, 연무 등을 연중 관측하였다. 다단입자채집기로 황사 11회, 연무 14회, 그 외 기상현상 13회 등 총 38회 시료를 포집하였다. 입자 크기별 질량농도는 황사일 때 1.8~10 ㎛에서, 연무일 때는 0.32~1.8 ㎛에서 가장 높았다(Fig. 2). 수용성 이온성분이 차지하는 질량 비율은 황사때 24%, 연무 때 53% 정도였다. 특히, NO3-, SO42-, NH4+가 이온 질량의 대부분을 차지하였고, 황사 때는 Ca2+의 농도가 증가하였다. 시료용액화 장치와 이온분석기를 연결하여 이온성분의 시간변화를 준실시간으로 감시하였는데, 인위적 기원으로 알려진 NO3-, SO42-, NH4+의 농도는 PM2.5 변화와 비슷하였고, 토양 기원인 Ca2+는 PM10 농도 변화 경향과 비슷하였다.
스카이라디오미터 관측망 자료를 활용하여 구름 제거 알고리즘을 통해 구름이 없는 맑은 하늘 조건의 자료로부터 에어러솔 광학두께(AOT)와 옹스트롬 지수, 에어러솔 크기 분포 등을 실시간 표출하고 있다. 그러나 기존의 구름 제거 알고리즘을 이용할 때, 구름이 없는 경우까지 구름으로 인지하여 제거되는 사례가 많이 발생하여, 개선할 필요가 있었다.
기존에는 조대모드의 입자 직경이 10 μm 이상이면, 모두 구름으로 인지하도록 했으나, 부피농도 기준을 추가해 일정 값 이상일 경우만 구름으로 판별하도록 하여, 자료 수집률을 높였다. 또한, 스카이라디오미터와 함께 같은 시간에 복사 관측이 수행되는 서울대학교 자료를 이용하여 준실시간 복사강제력 계산이 가능하도록 프로그램을 개발하여 에어러솔 복사강제력을 에어러솔 광학 두께와 함께 일평균으로 표출하기 시작했다(Fig. 3).
황사감시기상탑(높이: 20 m)은 발원지인 중국 나이만(Naiman)과 몽골 에르덴(Erdene), 놈곤(Nomgon)에 설치되어 운영 중이다(Fig. 4). 관측 자료는 고도별 PM10 농도, 기상요소(온·습도, 풍향, 풍속)와 지면 부근의 태양 복사에너지(하향, 상향), 순복사에너지, 지표 온도, 기압, 강수량, 지중 온도, 토양 수분, 토양 열속율, 그리고 초음파 풍속계로부터 얻는 난류 변수 자료이다. 이 자료는 실시간으로 수집되어 황사 발생 감시 및 발원지의 황사 발생 조건을 연구하는 데 활용되었다.
우리나라 중부의 배경지역인 청원에서 장기간 관측한 에어러솔 및 가스상 성분 분석결과와 공기궤의 역궤적 분석을 통해 황사 또는 장거리 이동된 오염물질의 영향을 파악하였다. 해양성 기류가 대륙성 기류에 비해 TSP, PM10, PM2.5 모두 낮게 나타났으며, 전체 중금속 원소 중에서 대륙성 오염 기류가 가장 많았고, 특히 Mn, Zn, Pb의 함량이 높게 나타났다. 2011년 1~10월 청원에서 관측한 광역적 대기오염 이동사례는 총 8사례(22일)로, 이 때 PM2.5/TSP의 비율은 인위적 대기오염 사례가 63%로 황사사례(13%)보다 높았다. 토양 기원 원소의 함량은 황사사례 시에 인위적 대기오염 사례보다 높게 나타난 반면, 인위적 오염원소 함량은 비슷하게 나타났다.
TSP, PM10, PM2.5 농도와 CO 농도는 0.6 이상의 상관성을 보였으나, NO2, SO2와는 각각 0.5, 0.4 이하의 값을 보였다. 최근 11년(2001~2011년) 동안 인위적으로 발생하여 광역적으로 이동하여 영향을 준 대기오염 사례는 총 52회(140일)로 연평균 4.7회(12.7일)였으며, 지속시간은 2~3일이 30회(74일)로 가장 많았다. 에어러솔 질량농도와 CO, NO2 농도가 최대를 보인 시각의 빈도가 낮 동안과 저녁에 증가하는 경향을 보여 일치하였다.
에어러솔의 고도별 분포와 이동현상을 입체적으로 관측할 수 있는 라이다 관측 자료를 보다 이해하기 쉬운 형태로 이미지화하는 알고리즘을 개발하였다. 황사가 유입되기 전 강수로 인해 라이다 관측을 중지한 사이에 황사가 유입되어 황사 모니터링을 적절히 수행하지 못하는 경우가 자주 발생했다. 또한 에어러솔 소산계수를 계산하는 과정에 에어러솔이 없는 청정대기인 참조고도(reference height)에 구름이 통과하여 값을 왜곡하는 문제도 빈번했다. 이러한 문제점을 해결하기 위해 거리 보정한 후방산란신호를 평균구간과 제거비율을 설정하여 배경신호와 잡음을 효과적으로 제거하고, 참조고도 설정을 자동화하는 방안을 마련하였다. 또한 황사에 대한 신속한 판단과 의사결정을 위해 거리 보정한 후방산란신호와 비편광도를 각각 녹색과 적색으로 표현하는 색지수를 개발하고, 두 자료를 합성하는 알고리즘을 개발하였다(Fig. 5).
(2) 차세대 황사예측모델 개발
2011년 4월에는 UM 기반의 전․후방 황사추적도를, 5월에는 고해상도 사계절 황사예측 모델(UM-ADAM2)을 슈퍼컴 3호기에 이식하여 현업화하였다. 전방 황사추적도는 GTS의 황사관측지점으로부터 72시간 이후의 예측경로, 후방 황사추적도는 국내외 20개 주요지점으로부터 후방 48시간 이전의 예측경로를 지원한다. 고해상도 UM-ADAM2 (N512)에서 수평해상도는 30 km에서 25 km로 연직해상도는 29층에서 47층으로 개선되었다(Fig. 6).
황사단기예측모델 성능을 개선하기 위해 황사 관측 자료를 이용한 자료동화 시스템을 구축하였다. MODIS 위성 센서로부터 주간에 관측한 에어러솔 광학두께를 자료동화 시스템에 적용하여 예측성능을 향상시켰다. 2011년 5호 황사(5. 1.~4.) 사례에 대해 기존 모델은 주의보급(400 ㎍/m3) 으로 모의하였으나, 자료동화시스템은 지상 PM10 관측 자료와 유사하게 경보급(800 ㎍/m3)으로 예측하였다(Fig. 7). 한편, 황사단기 예측모델과 위성관측결과의 효율적인 가시화를 위해 3차원 황사자료 표출시스템을 개발하였다.
인위적 에어러솔이 포함된 에어러솔 통합모델에 대해 UM 예측 기상장을 입력 자료로 사용하여 수행할 수 있는 기법을 개발하였다. 개발한 통합예측모델을 이용하여 황사사례 및 국내외 연무사례에 대한 사례분석을 실시하였으며 지상 농도자료를 이용해 검증하였다.
황사의 장기예측을 위한 황사계절예측 통계모델을 개선하였다. 기존의 황사출현일수외에 동아시아 저기압 시스템 변동성과 더욱 관련이 있는 사례회수도 예측하기 위해 황사사례수의 통계분석을 실시하였으며, 이를 토대로 통계모형을 구성하였다. 적용된 통계모델은 계량치 예측모델과 확률예측모델이며 각각 계절별 및 월별로 개발된 모델중 최적의 모델을 제시하였다.
일본 대지진으로 인한 후쿠시마 원전사고에 대응하기 위해 사고 직후인 2011년 3월 12일부터 6시간 간격으로(1일 4회: 00, 06, 12, 18 UTC) 방사능 확산 예상도를 제공하여 대국민 불안감을 해소하는 데 크게 기여하였다(Fig. 8).
(3) 황사 국제공동 대응
2009년 10월 서울에서 열렸던 WMO SDS-WAS 아시아 지역운영위원회 워크숍에서 합의된 이행 계획(관측자료 교환, 인터넷 포탈 개발, 모델 비교)의 후속 작업을 수행하였다. 2011년 2월 21∼24일 스위스 제네바에서 개최된 제4차 JSC-WWRP (Joint Scientific Committee of the World Weather Research Programme)에서 "WMO Sand and Dust Storm Warning Advisory and Assessment System (SDS-WAS) Achievements and Implementation plan in 2011-2015"란 제목으로 SDS-WAS에 대한 활동 상황을 보고하고, SDS-WAS 아시아 지역 센터의 2011-2015년 이행 계획을 제안하였다. 제3차 WMO SDS-WAS 아시아 지역운영위원회 회의가 2012년 3월에 일본에서 개최되며, 여기에서 지역위원회의 활동상황을 점검하고 향후 이행 일정에 대해 논의할 예정이다.
한․몽 기상협력의 일환으로 몽골 기상청에 2010년 8월에 지원된 황사 단기예측모델(MGLADAM)은 몽골 기상청 황사 예보 현업에 사용되고 있다. 그러나 설치된 서버에 이상이 발견되어(2011년 1월) 시스템 복구 및 사용자 교육을 지원하였다(2011년 2월).
또한 기상청에서 MGLADAM 자료의 자동 송수신 시스템을 구축하여 상호간 황사모델 연구협력을 활발히 진행하고 있다.
두 차례에 걸쳐 구축된 중국 내 10개 관측소의 자료는 2011년 5월까지 중국과 한국이 공유하기로 합의가 되어 있어, 그 이후의「한·중 황사공동관측망」10개소의 관측 자료 공유 연장을 협의할 필요가 있었다. 또한 2011년 ‘한국국제협력단(KOICA)'의 지원으로 확보한 2차 사후관리 자금에「한·중 황사공동관측망」운영자에 대한 초청교육 예산도 포함되어 있어, 교육기간 및 인원, 내용 등에 대한 구체적인 논의가 필요했다.
이를 위해 5월 18∼20일까지 중국기상청 국제협력사 부국장 등 4명을 기상청에 초청하여 ‘한·중 황사협력회의’를 개최하였다.회의 결과, 자료 공유 시한은 15개 관측소 모두 2014년까지 실시간 공유하기로 하였고,「한·중 황사공동관측망」2차 사후 관리 자금 중 약 23천불이 배정된「한·중 황사공동관측망」운영자 초청연수는 2011년 9월에 7∼10일간 14∼15명을 초청하여 한국 기상청에서 수행하기로 하였다.
또한 2012∼2014년의 운영자 연수도 한국국제협력단(KOICA)의 지원을 받아 수행하기로 합의했다. 현지 장비의 교정 및 점검은 2011년과 2012년 9월에 한국기상청 전문가가 10개 관측소를 방문하여 수행하며, 한국기상청 전문가에 소요되는 비용은 한국 기상청이 부담하기로 하였다.
이 회의 합의사항 수행의 일환으로 2011년 9월에 중국 내 10개 관측소의 PM10 장비에 대한 정도검사 및 기술지원을 실시하였다. 10개 관측소는 중국 현지에 광범위하게 설치되어 있어 지난해와 같이 총 3조로 편성하여 방문하였다. PM10 장비의 정도검사 및 기술점검은 한국환경공단 측정기관리팀과 장비 제작사의 지원을 받았다. 또한 각 조에는 중국기상청 직원 1인이 동반하여 4∼5명씩 한 조를 이루었으며, 9월 21∼29일까지 각 조가 2개소(얼렌하오터, 쥬리허), 3개소(후이민, 유스, 칭다오), 5개소(다렌, 단둥, 스핑, 통랴오, 츠펑)를 각각 방문하였다. 또한 11월 23일부터 30일까지「한·중 황사공동관측망」운영자 14명과 전문가 1명을 초청하여 연수를 진행하였다. 특히 이번 연수에서는 교육 내용을 효과적으로 전달하고 중국 연수생의 참여도를 높이기 위해 교재를 모두 중문으로 번역하였고, 강의도 중국어 통역을 활용하였다. 운영자 초청연수를 통해 관측 장비의 관리 점검을 강화하고, 자료 손실을 줄일 뿐 아니라 관측 자료의 품질 향상을 기대할 수 있다. 연수생들은 황사관측 장비의 측정원리, 황사 전반에 대한 이해, 한국기상청의 황사 감시, 연구, 예보, 관측자료 활용, 한국의 역사, 문화 등 다방면의 지식을 습득하고, 한·중 교류의 중요성을 인식하고, 관측 장비에 더욱 관심을 가지게 되었다.
2011년 1월에 우리나라 환경부가 주최하였던 제5차 황사공동연구단 운영위원회 회의에서 황사 감시 및 예측 연구를 하는 실무그룹(I)과 황사 발원 저감 및 사막화 방지 연구를 하는 실무그룹(II)의 공동연구 필요성이 논의되었다. 2011년 6월에 실무그룹(I)과 (II)가 함께 중국 내몽골 나이만에서 중국 정부, 국제기구, NGO 등 다양한 형태로 이루어지고 있는 사막화 복구지역을 답사한 후 합동 회의에서 실무 그룹(I)과 실무그룹(II)의 연구결과를 서로 교류하기로 논의하였다.
제4차 「한․중․일 황사 공동연구단 실무그룹(Ⅰ)」회의가 중국 베이징에서 개최 되었으며(2011. 11. 11. ~ 12.) 국내 4명(국립기상연구소 3명, 환경부 1명) 및 국외 21명(몽골 7명, 중국 13명, 일본 8명) 등 25명이 참석하였다. 2009년 3, 10, 12월 황사사례(DSS2009-01, 02, 03)에 관하여 중국, 한국, 일본 참가자들이 황사 감시, 분석, 예보 결과를 발표하고, 황사 예측모델 성능을 평가하였다. 특히, 한국 측에서 관측 자료 공유 현황을 발표하고, 2008년과 2009년의 황사사례에 대하여 APJAS에 논문특별집 발간할 계획을 소개하였다. 3국은 2012년부터 2014년까지 실무그룹(I)의 활동에 대한 중기계획을 논의하였고, 제5차 실무그룹(Ⅰ) 회의를 일본에서 개최하고, 국립기상연구소 주도로 2010년 황사사례(DSS2010-01, 02)에 대한 자료를 공유하기로 하였다.
2010년에는 안면도 기후변화감시센터에서 관측한 광산란 및 광흡수계수 자료와 비교하였는데, 서로 일치하지 않는 부분이 있어 2011년의 한·미 공동연구는 두 시스템의 차이가 발생한 원인을 찾아 해결하는 것에 주력하였다. 흡입관 상단부의 레인햇이 미끄러져 흡입관을 거의 막고 있었고, 흡입관이 통과하는 천장 천공부위가 밀폐되지 않아, 에어러솔이 제대로 샘플링되지 않았을 뿐 아니라, 실험실 내부 공기가 샘플링되는 사례가 발생했던 것으로 보인다. 7월과 11월에 이 문제점을 모두 찾아내어 해결한 결과, 11월부터는 두 시스템이 서로 비슷한 관측값을 기록하고 있으며, 정확한 비교는 12월까지의 결과를 바탕으로 2012년 1월 중에 분석할 계획이다. 한편, 관측 자료의 신뢰도를 확보하기 위해 ‘closure study'를 수행하였는데, 안면도에서 관측하고 있는 입자크기별 수농도 자료로부터 광산란계수를 계산하여, 네펠로미터로 관측한 광산란계수와 비교하였다(Fig. 9). 계산값과 관측값은 계산 시 가정한 변수에 의해 약간의 차이는 있지만 비교적 잘 일치하여, 관측 자료의 신뢰성이 확보되었다. 또한, 양국의 과학자 교류를 통해 시스템 점검 및 자료를 함께 분석하였다.
(4) 기상역사자료 발굴·복원
2011년 9월 23일《한국 기상기록집① - 삼국사기ㆍ삼국유사로 본 기상ㆍ천문ㆍ지진기록》을 발간하였다(Fig. 10). 이 책은 《삼국사기》와 《삼국유사》에 수록된 기상․천문․지진 기록을 발췌해 한권의 책으로 묶은 것이다. 여기에는 원문과 번역문은 물론이고 주석을 함께 수록하여 기상ㆍ천문ㆍ역사 전공자 뿐 아니라 일반인도 쉽게 읽고 이해할 수 있도록 하였다는 것이 특징이다. 또한 한국의 기상․천문․지진기록을 중국 기록과 비교하여 고대 동아시아의 기상 기록 등을 간접적으로 살펴볼 수 있도록 하였다.
또한 기상역사 자료 발굴 및 복원의 일환으로, ‘측우기명’ 전문(全文)의 탁본인《澈齋真蹟(철재진적)》을 찾아내어 이제껏 복원되지 못했던 부분을 찾아내고, 오류를 수정하는 등 창덕궁 측우대 명문을 완벽하게 복원하였으며, ‘측우기명’의 내용을 한글로 윤문하고, 영어로도 번역하였다(Fig. 11). 이를 바탕으로 지금까지의 창덕궁 측우대 연구를 이어 받아 측우대 조성의 목적과 의의를 새로운 시각으로 고찰하는 계기를 마련한 것으로 평가된다.
한국 전통의 기상관측기기 발굴 및 복원을 목표로 지난해의 <측우기와 측우대>, <수표와 수표교>에 이해 당해 연도에는 <풍기와 풍기대> 안내장을 발행하였다. 이는 조선시대 바람의 세기와 방향을 측정하였던 풍기와 풍기대에 대한 소개를 담고 있으며, 국문과 영문으로 제작하여 국내외에 기상역사의 우수성을 홍보하는 데 활용하였다.

The research contents consist of (1) development of Asian Dust monitoring and precursory observation technique, (2) development of the next-generation Asian Dust prediction model, (3) international collaboration on Asian Dust, (4) discovery and restoration of historical meteorological data.
(1) Development of Asian Dust monitoring and precursory observation technique
In order to support the operational forecasting of Korea Meteorological Administration (hereinafter referred to as "KMA") for Asian Dust, we carried
out the daily duty on 24 hour shifts by designating the「Asian Dust-specialized forecasters」(5 persons). The「Asian Dust-specialized forecasters」constructed and operated the efficient coping system for Asian Dust by monitoring the outbreak and transport of Asian Dust and by providing the 'Asian Dust analysis report' and Asian Dust forecast briefing. In order to collect more detailed information on the outbreak and transport pathways of Asian Dust, we operated the「Overseas monitor for Asian Dust (ARGOS)」system among Korean residences in China and Mongolia (overseas volunteers, students studying abroad, etc.) and collected more than 500 pieces of information on Asian Dust and utilized them for Asian Dust monitoring. In addition, when the Asian Dust warning system was issued, we provided the 'SMS service for Asian Dust' (more than 140,000 messages) to the groups vulnerable to Asian Dust (13,600 persons: managers of the elderly, infants and young children nursling facilities, persons in charge of mass media) so that they make preparations against Asian Dust in advance. KMA/National Institute of Meteorological Research (hereinafter referred to as "NIMR") has been operating 8 sets of 'Atmospheric Particle Spectrometer for Asian Dust and haze' since 2007 in order to discriminate between Asian Dust and haze objectively by optical measurement. In particular, we installed 1 set of atmospheric particle spectrometer for Asian Dust and haze with the dehumidification system through heating at Heuksando so that observation may be carried out effectively at the humid environment. And the old one operated at Heuksando was relocated to Gwangju in October 2011 (Fig. 1).
In order to increase the utilization and efficiency of 'Atmospheric Particle Spectrometer for Asian Dust and haze', the site operators were given education and through four times inspection and seven times repair, we secured the reliability of the data and make the maintenance and repair easier.
The「Seoul Hwangsa Monitoring Center」measured and analyzed the properties of Asian Dust and haze aerosol throughout the year, on the roof of KMA annex building (located at Songwoldong, Seoul) and collected 38 samples (Asian Dust: 11, haze: 14, the others: 13 cases) in total using a Micro-orifice Uniform Deposit Impactor (MOUDI). Size-segregated mass concentration of aerosol was highest at 1.8 ∼10 ㎛size bin for Asian Dust and at 0.32 ∼1.8 ㎛for haze (Fig. 2).
The contribution of water-soluble ionic components in mass was 24% for Asian Dust and 53% for haze. Particularly, NO3-, SO42-, NH4+ accounted for most of the ion mass, and the concentration of Ca2+ was increased in the case of the
Asian Dust. Semi-real time analysis of ion components were monitored by connecting the Particle into Liquid Sampler (PILS) with Ion chromatography.
The result showed that the concentration of NO3-, SO42- and NH4+ known as anthropogenic pollutants were similar to variations of PM2.5 concentration while the concentration of Ca2+ derived from soil was similar to variations of PM10 concentration.
Aerosol optical properties such as aerosol optical thickness (AOT), Angstrom exponent, and the aerosol size distribution are displayed in real time using the skyradiometer network data under cloud-free sky conditions. However, the current cloud screening algorithm sometimes removed data even under clear sky condition. So, there was a need to improve it. In the current algorithm, the data are supposed to be recognized as under cloudy condition when a mean particle diameter is 10 μm or greater at the peak of a coarse mode. But at this time, we added new criteria of volume concentration, and only when it is greater than constant value, the particle was supposed to be recognized as a cloud, and this improved the rate of data collection. In addition, we developed a program which makes available the calculation of aerosol radiative forcing in near-real time using the radiation data at Seoul National University. The radiative forcing along with aerosol optical thickness on a daily average began to be displayed (Fig. 3).
The Sand and dust storm (SDS) monitoring towers (height: 20m) have been operating in Naiman, China and in Erdene and Nomgon, Mongolia where are the source regions of Asian Dust (Fig.4). The observation data from these towers are PM10 concentration by two altitudes, meteorological factors (temperature, humidity, wind direction, wind speed) and solar radiation near the ground (downward, upward), net radiation, ground surface temperature, atmospheric pressure, precipitation, soil temperature, soil moisture, soil heat speed rate, and the turbulence variable data obtained from ultrasonic anemometer. This data was collected in real-time and was used to monitor Asian Dust and to research on conditions of Asian Dust outbreaks.
Through results of analysis on aerosol components and gas concentrations observed for long-term period in Cheongwon, the background area of middle
region in Korea and through cluster analysis for backward air trajectory, we investigated the impact of Asian Dust or air pollutants moved along over a long distance. In oceanic air current, TSP, PM10, PM2.5 were represented as low compared to continental air current. And in all heavy metals, continental polluted air was the most and especially, the content of Mn, Zn, Pb was high. The cases of movement for regional-scale air pollution observed in Cheongwon from January to October in 2011 were 8 cases in total (22 days), and the rate of PM2.5/TSP was higher as 63% in cases of air pollution than in cases of Asian Dust (13%). The content of soil elements was represented higher in cases of Asian Dust than anthropogenic air pollution cases while content of anthropogenic air pollutants was represented as similar. The concentration of TSP, PM10, PM2.5 and concentration of CO showed a correlation of 0.6 or more, but compared to NO2, SO2, it showed the values less than 0.5, 0.4, respectively. In recent 11years (2001~2011), the cases of regional-scale air pollution which affected the Cheongwon was 52 times in total (140 days), which corresponds to 4.7 times on annual average (12.7 days) and its duration time was the most in case of 2~3days as 30 times (74 days). The mass concentration of aerosol and concentration of CO, NO2 were represented as highest in daytime and evening when the frequency of hour showed the tendency of increase, which was in accordance with each other.
We developed the algorithm to make the LIDAR observation data in a format
to understand more easily which can observe the vertical distribution and movement of aerosol in three dimensional way. It occurred frequently that Asian Dust monitoring was not carried out properly due to influx of Asian Dust while we suspended the lidar observation due to precipitation before influx of Asian Dust. In addition, it also occurred frequently that while calculating the extinction coefficient, the clouds were passing at reference height which is assumed a clean atmosphere free of aerosol, causing the values to be distorted. In order to solve these problems, we removed the background signal and noise effectively after setting the average section and removal ratio in the backscatter signal where the distance was calibrated, and prepared the ways to set the reference height automatically. In addition, for quick judgment and decision-making for Asian Dust, we developed the color exponent representing the backscatter signal where the distance was calibrated and depolarization ratio as green and red and also developed an algorithm to synthesize two data sets (Fig.5).
(2) Development of the next generation Asian Dust prediction models
We transplanted the trajectory model based on UM in April 2011 and Asian Dust Aerosol Model (UM-ADAM2) with high resolution throughout four seasons into a supercomputer in May, respectively and enabled it to be used operationally.
The forward trajectory model supports the predicted path after 72 hours from observation point of Asian Dust by GTS, and the backward trajectory model supports the predicted path at rear before 48 hours from major 20 points domestic and foreign. In high-resolution UM-ADAM2 (N512), the horizontal resolution was improved from 30km to 25 km and the vertical resolution was improved from 29 layers to 47 layers (Fig. 6).

In order to improve the performance of short-term Asian Dust prediction model, we constructed the data assimilation system using the observation data for Asian Dust. We improved the performance of prediction by applying the aerosol optical thickness observed from MODIS sensor during daytime to data assimilation system. With respect to the case of No. 5 Asian Dust in 2011 (May 1 to 4), the existing model simulated it as the release of 'Advisory' (> 400 ㎍/m3) but the data assimilation system predicted it as the release of 'Warning' (> 800 ㎍m3) which was similar to observation data of surface PM10 (Fig. 7).

Meanwhile, for effective visualization of Asian Dust prediction model for a short term and the satellite observational results, we developed the three-dimensional display system for Asian Dust data. As for aerosol integrated prediction model that contains the anthropogenic aerosol, we developed the technique to use the meteorological field predicted by UM as input data and execute it. Using the developed integrated prediction model, we conducted a case analysis for cases of Asian Dust and domestic and foreign cases of aerosol and verified using the data of concentration on ground surface.
We improved the statistical model for seasonal prediction of Asian Dust for long-term prediction of Asian Dust. In order to predict the Asian Dust occurrence and frequency, we constructed the statistical model. The applied statistical model is a prediction model for measuring values and a probability prediction model and we presented an optimum model among models developed for each season and month.
In order to cope with Fukushima nuclear accident in Japan caused by the big earthquake in Japan, we provided the dispersion model results of radioactive at 6-hour intervals from March 12, 2011 shortly after the accident (4 times a day: 00, 06, 12, 18 UTC), which contributed to relieving the anxiety of national people (Fig. 8).
(3) International collaboration on Asian Dust
We carried out the subsequent work (exchange of observation data interchange, internet portal development, model comparison) of implementation plan agreed upon at workshop of Asia Operation Committee of WMO SDS-WAS held in Seoul in October 2009. In the 4th JSC-WWRP (Joint Scientific Committee of the World Weather Research Programme) held in Geneva, Switzerland from Feb. 21 to Feb. 24, 2011, we reported the our activities for SDS-WAS with the subject of "WMO Sand and Dust Storm Warning Advisory and Assessment System (SDS-WAS) Achievements and Implementation plan in 2011-2015" and also proposed. The 3rd Asia Operation Committee of WMO SDS-WAS will be held in Japan in March 2012, where we are planning to check the activities of regional committee and discuss the implementation schedule in future. The Asian Dust short-term prediction model (MGLADAM) supported to National Agency for Meteorology and Environment Monitoring (NAMEM) in August 2010 as a part of meteorological cooperation between Korea and Mongolia, is now used for work-site operation for Asian Dust prediction of NAMEM. But, due to some problems found in the installed server (Jan. 2011), we supported the service of system restoration and user training (Feb. 2011). In addition, owing to KMA's construction of the automatic transmitting and receiving system for MGLADAM data, the mutual cooperation for research of Asian Dust model is actively under way.
The data of 10 「KMA-CMA Joint SDS (Sand and Dust Storm) stations」observatories constructed in China were agreed to be shared by Korea Meteorological Administration (KMA) and Chinese Meteorological Administration (CMA) until 2011. So, there was a need to extend the data sharing period of the 10 stations thereafter. there was also a need to discuss the training period, personnel, contents, etc. in detail because the budget of invitation and training for operators of was included in the 2nd follow-up fund for「KMA-CMA Joint SDS stations」secured by Korea International Cooperation Association (KOICA) in 2011. To do this, we invited 4 persons including deputy director of International Cooperative Bureau of CMA to KMA and held the 'KMA-CMA Joint Meeting on SDS' from May 18 to May 20. As a result of the meeting, we agreed to share the data of all 15 observatories in real time until 2014. and in relation to invitation and training for operators of「KMA-CMA Joint SDS stations」, for which about 23,000 dollars were allocated among the 2nd follow-up fund, we agreed to invite 14 or 15 persons for 7 or 10 days in Sept.
2011 and held a training workshop at KMA in Korea. In addition, we agreed to invited operators in 2012∼2014 for training workshop with support by KOICA.
We agreed to execute the system audit of 10「KMA-CMA Joint SDS stations」by KMA experts in September both in 2011 and 2012, and the cost required for KMA experts is agreed to be borne by the KMA. To follow the agreement from this meeting, we carried out the system audit and technical support for PM10 equipment at 10 stations in China in September 2011. We visited 10 observatories being divided into 3 teams in total likewise last year. 5 experts from Korea Environment Public Corporation and equipment manufacturing companies supported the system audit of PM10 equipment. In addition, each team, accompanied by one employee from CMA, consisted of 4 or 5 persons and until Sept. 21 to Sept. 29, each divided team visited two stations (Erenhot, Jurihe), three stations (Huimin, Yushe, Qingdao), and 5 stations (Dalian, Dandong, Siping, Tongliao, Chifeng), respectively. In addition, we invited 14 operators from 「KMA-CMA Joint SDS stations」and held the training workshop from Nov. 23 to 30, 2011. Particularly, we translated all textbooks into Chinese language and utilized a Chinese interpreter in all lectures in order to convey the contents effectively and increase the participation of trainees.
Through the workshop, we could expect to strengthen the management of equipments, reduce the data loss and improve the data quality. The trainees acquired the knowledge covering various fields, such as principles of the PM10 equipments, understanding of overall Asian Dust, utilization of Asian Dust monitoring data, research, forecasting, observations provided by KMA, history and culture of Korea, etc. and recognize the importance of exchange between KMA and CMA, and became more interested in observation equipment.
In the 5th Steering Committee Meeting of Joint Research Group organized by the Ministry of Environment of Korea in January 2011, there was a discussion over the need for joint research between working group (I) in charge of Asian Dust monitoring and prediction research and working group (II) in charge of reduction of Asian Dust occurrence and research on combating desertification.
It was determined that in June 2011, working group (I) and (II) would have a joint field survey the area under recovery from desertification conducted in various forms like the Chinese government, international organizations, NGO, etc.
in Naiman of Inner Mongolia, and thereafter two groups would exchange the results of research in the joint meeting and discuss them.
The 4th 「Working Group (Ⅰ) Meeting of Joint Research Group for Asian Dust among Korea, China and Japan」was held in Beijing, China (November 11.∼12, 2011) and 25 persons including 4 domestic people (3 from NIMR, 1 from Ministry of Environment) and 21 foreign people (7 from Mongolia, 13 from China, 8 from Japan) attended the meeting. With regard to Asian Dust cases (DSS2009-01, 02, 03) in May, October and December in 2009, the participants from Korea, China and Japan presented the results of Asian Dust monitoring, analysis, forecast and evaluated the performance of Asian Dust prediction model.
In particular, the participants from Korea made a presentation on sharing status of observational data, and introduced the planned issue of special paper collection in APJAS with regard to Asian Dust cases in the year 2008 and 2009. The three countries discussed the medium-term plan for activities of working group (I) from 2012 to 2014 and agreed to hold the 5th working group (I) meeting in Japan and share the data of Asian Dust cases (DSS2010-01, 02) in 2010 under the leadership of NIMR.
We analyzed light scattering coefficients and light absorption coefficients observed with two different systems at the climate change monitoring center in Anmyeondo, and there was some portion that does not accord each other in 2010. Then in 2011, we focused on finding out the causes of differences between two systems. The rain hat at the top of inlet stack slipped and blocked almost all of air flow and a part of ceiling through which the inlet stack passed was not sealed perfectly, it was difficult to making a sampling of aerosol properly, and there seemed to occur the case that the indoor air might be sampled. As the result of settlement after finding out all these problems in July and November, two systems recorded the observation values similar to each other, and we are planning to analyze the accurate comparison based on the results until December. On the other hand, in order to ensure the reliability of observation data, we performed the 'closure study' and we calculated the light scattering coefficient size-segregated number concentration observed in Anmyeondo, and compared it with the light scattering coefficient observed by nephelometer (Fig. 9). Though there were some differences between calculated and observed values by a variable assumed at the time of calculation, the two matched each other relatively well, then we could conclude both observational data were reliable. In addition, through exchange of scientists between two countries, we conducted annual investigation of the system and analyzed the observation data together.
(4) Discovery and restoration of historical meteorological data We published the《Korean meteorological record collection① - Meteorological, astronomical, earthquake records seen in the Chronicles of the Three States, the Heritage of the Three States》(Fig. 10) on September 23, 2011. This book is the excerpted collection of contents with regard to meteorological, astronomical, and seismological records contained in 《Samguk Sagi (History of th Three Kingdoms)》and 《Samguk Yusa (Memorabilia of the Three Kingdoms)》. The characteristics of this book lie in the fact that annotations as well as original and translated texts are contained, enabling the general public to read easily and understand the contents, not to speak of persons who majored in meteorology, astronomy and history. In addition, the meteorological, astronomical, and seismological records in Korea are compared to the records in China, allowing people to take a look at the meteorological records of Ancient East Asia even indirectly.
In addition, as a part of discovery and restoration of meteorological data in history, we discovered the《Cheoljae Jinjeok》which is a rubbing copy of whole text of 'inscription on the Chugugi (rain gauge)’. From this, we found out the portion which has not been restored up to the present, and completely restored the 'inscription on the Chugugi (the inscription of Chugudae (rain gauge pedestal) of Changdeok Palace)' in a manner of correction on the errors, conversion to the contents of it into current Korean, English (Fig. 11). On the basis of this, succeeding to research of Chugudae installed at Changdeok Palace until now, it is evaluated that we established an occasion to inquire into the purpose and meaning of creation of Chugudae in terms of new viewpoint.
