2. 연구 내용 및 결과

2. 연구 내용 및 결과
먼저, 석유안보 취약성지수의 산정과 분석을 위해 공급위험과 시장위험 변수를 세분화하고 계량화하여 정량적 지표를 구축하였다. 공급위험 변수에는 ① 원유매장 대비 석유소비, ② 공급국가 집중도 및 위험도, ③ 세계 석유교역량 대비 순수입량을 변수로 선정하였으며, 시장위험 변수는 ① 1인당 GDP, ② GDP 대비 석유소비량(석유집약도),③ GDP 대비 순석유수입 비율, ④ 1차에너지소비 대비 석유소비 비율을 변수로 선정하였다.
분석대상 국가는 석유생산 대비 소비량이 10만b/d 이상인 석유 순수입 국가를 대상으로 선정하였다. 다만, 해당 국가 중에 데이터 접근에 용이하지 않은 국가들을 제외한 총 32개국을 분석대상 국가로 정하였다. 대륙별로는 유럽이 18개, 아시아 태평양 지역이 10개, 아메리카 지역은 3개 국가였으며, 아프리카의 경우 남아프리카공화국만이 포함되었다.
분석대상 32개국을 대상으로 7가지 변수를 이용하여 주성분분석(PCA: Principal Component Analysis)을 실시하여 석유안보 취약성지수를 도출하였다. 주성분분석은 각 변수들의 변량을 최대한 유지하면서 독립성을 보장하는 몇 개의 주성분변수로 차원을 축소시키는 방법이다. 이 과정에서 추출되는 주성분 변수들은 서로 독립이기 때문에 다변량변수 분석에서 생기는 다중공선성(multicollinearity) 문제에 대한 훌륭한 보완책이 된다. 주성분분석을 위하여 32개국 7개 변수의 상관행렬을 계산하고, 상관행렬의 고유치를 계산하면 각 성분별 설명력을 알 수 있는데, 본 연구에서는 주성분3까지가 원변수의 76.4%를 설명할 수 있는 것으로 나타났다. 또한 이 과정에서 도출된 성분점수계수행렬을 이용하여 각 주성분에 영향을 많이 끼친 원변수를 알 수 있다. 성분점수 계수행렬을 살펴본 결과 주성분1은 GDP 대비 석유소비량, GDP 대비 순석유수입 비율, 1인당 GDP와 같은 석유수요 측면 변수들의 영향을, 주성분2는 공급국가 집중도 및 위험도, 석유소비량 대비 매장량과 같은 석유공급 측면 변수들의 영향을 많이 받은 것으로 나타났다. 주성분3은 1차에너지소비 대비 석유소비 비중에 관한 정보를 많이 포함하고 있는 것으로 나타났다.
주성분 점수를 이용하여 2010년 석유안보 취약성지수를 계산한 결과 32개 분석대상 국가 중 태국이 가장 취약한 것으로 나타났다. 태국은 주성분1 점수가 매우 높아 수요측면에서 취약한 것으로 나타났다.
또한 다른 에너지원 대비 석유소비 비중을 나타내는 주성분3 역시 높은 점수를 기록하면서 종합지수에서 1위를 차지하였다. 종합지수 1위를 기록한 태국을 포함하여 한국, 대만, 일본, 중국, 필리핀 등 아시아국가들은 석유공급 측면이 비교적 양호한 것으로 나타났다. 이는 해당국가들이 수입선 다변화 노력을 지속해 온 결과 필리핀을 제외한 이지역 국가들이 20개 이상의 국가에서 석유를 수입하고 있는 것이 가장 큰 원인으로 분석된다.
분석을 확장하여 2000년의 석유안보 취약성지수를 계산하여 2010년과 비교해 보았다. 비교분석 결과, 선진국 중 주요 산유국인 미국을 제외하고 석유안보가 좀 더 안정적으로 변한 국가들은 포르투갈, 이탈리아, 그리스, 아일랜드를 뽑을 수 있었다. 이 국가들은 주성분1, 2의 점수가 전반적으로 하락하는 가운데 주성분2의 하락폭이 더 큰 것이 주요 특징이다. 이 국가들은 수입선 다변화와 같은 석유공급 측면의 노력을 통하여 석유안보 취약성지수를 낮춘 것으로 평가된다. 포르투갈, 이탈리아, 그리스 등은 아프리카 및 남미의 산유국으로 수입국을 다변화시켰다. 이 국가들은 석유공급 측면의 변화에 더하여 석유수요측면의 변화로 석유안보 취약성지수를 크게 낮출 수 있었다. 2000년 대비 2010년 석유 순수입량은 포르투갈 35.1%, 이탈리아 18.3%, 그리스 6.6%, 아일랜드 7.0% 감소하였다. 분석대상 국가들의 석유 순수입량이 지난 10년간 평균 20.3% 증가한 것과 비교하면 큰 폭의 감소로 평가된다.
우리나라의 경우 2010년 석유안보 취약성지수는 0.745로 분석대상32개국 중 2위를 기록하였다. 각 주성분별로 살펴보면 석유공급 측면의 주성분2 점수는 비교적 양호한 것으로 나타났으나, 석유수요 측면의 주성분1은 4위, 주성분3은 8위로 나타났다. 따라서 우리나라의 석유안보 취약성지수가 높게 나온 주요 원인은 에너지다소비 및 석유다소비 경제구조로 분석된다. 실제로 우리나라는 2000년 대비 2010년의 1차에너지소비 증가율이 30.8%로 분석대상 국가 중 7번째로 높게 나타났는데, 우리나라보다 높은 나라는 중국, 태국, 브라질, 인도, 터키,대만 등 현재 고도의 경제성장을 하는 신흥국이었다. 또한 2010년의 석유집약도는 2000년보다 감소했음에도 불구하고 분석대상 국가 중 3위로 나타났다. 비교적 양호한 것으로 나타난 주성분2 역시 순위는 22위로 양호하지만, 점수는 -0.130으로 26~32위의 국가들이 -0.651에서 -2.469 사이에 위치한 것과 비교했을 때 큰 차이가 존재한다. 26위 이하의 국가들은 영국, 호주, 중국, 미국 등 주요 산유국으로 산유국과 비산유국의 석유공급 측면 안정성은 큰 차이가 존재하는 것이다.

To calculate and analyze the oil security vulnerability index, supply risk and market risk variables were broken down and quantified to come up with quantitative indicators. The following were chosen as supply risk variables: ① Oil consumption compared to crude oil reserves; ② Level of concentration and risk of supplying nations; ③ Net import amount compared to global oil trade. The following were chosen as market risk variables: ① GDP per capita; ② Oil consumption compared to GDP (oil intensity); ③ Ratio of net oil import against GDP; ④ Ratio of oil consumption against primary energy consumption.
Countries that were analyzed were nations that import substantial amounts of oil. In detail, these countries consume at least 100 thousand b/d more than the amount of oil they produce. Countries on which data could not be accessed easily were excluded. A total 32 nations were included in the analysis. Eighteen countries are in Europe, ten in the Asia Pacific, three in the Americas, and one (Republic of South Africa) in Africa.
A PCA(Principal Component Analysis) was carried out using seven variables of the 32 countries that were subject to the analysis. The PCA was conducted to determine the oil security vulnerability index. The PCA is a method of reducing the dimension to some principal component variables that guarantee independence while maintaining, as much as possible, the variant of each variable. The principal component variables that are extracted in this process are independent. This effectively resolves the multi-collinearity issue of multivariate analysis. For the PCA, the correlation matrix of the seven variables of the 32 countries as well as the eigenvalues of the correlation matrix are determined to ascertain each component's explanatory power. This study revealed that three principal components can explain 76.4% of the original variables.
Moreover, the component score coefficient matrix that was defined in this process can be used to identify original variables that had a substantial influence on each principal component. An examination of the component score coefficient matrix revealed that principal component 1 was considerably influenced by oil demand-related variables, such as oil consumption compared to GDP, ratio of net oil import against GDP, and per-capita GDP; that principal component 2 was greatly influenced by oil supply-related variables, such as the level of concentration and risk of supplying nations and oil reserves compared to oil consumption; and that principal component 3 includes much information on the ratio of oil consumption against primary energy consumption.
The eigenvalues of the correlation matrix and each country's principal component score were used to determine the oil security vulnerability index for 2010. This showed that, from among the 32 analyzed countries, Thailand is the most vulnerable. The principal component 1 score of Thailand is extremely high. This means that Thailand is vulnerable in terms of oil demand. The nation also recorded a high score for principal component 3, which indicates oil consumption in comparison to other energy sources. It ranked No. 1 in the comprehensive index. Thailand and other nations in Asia, including Korea, Taiwan, Japan, China, and the Philippines are in relatively good conditions in terms of oil supply.
These countries have continued efforts to diversify their import sources.
Excluding the Philippines, countries in Asia are importing oil from more than 20 nations.
The scope of the analysis was expanded to determine the oil security vulnerability index for 2000 and compare it with the index of 2010.
This comparison revealed that improvements in oil security were made in Portugal, Italy, Greece, and Ireland, with the exception of the US, a major oil-producing country, from among advanced nations. Overall, these countries recorded a drop in principal component 1 and 2 scores.
There was a greater decrease in principal component 2 than principal component 1. These countries reduced their oil security vulnerability index by making efforts in relation to oil supply, such as import source diversification. Portugal, Italy, and Greece diversified their import sources to include oil-producing countries in Africa and South America.
In addition to introducing changes in relation to oil supply, these countries adopted changes in oil demand to achieve a substantial decrease in their oil security vulnerability index. Compared to 2000, the net oil import amount in 2010 went down 35.1% in Portugal, 18.3% in Italy, 6.6% in Greece, and 7.0% in Ireland. This is a considerable drop considering that there was an average 20.3% increase in the net oil import amount of the analyzed countries.
Korea's oil security vulnerability index stood at 0.745 in 2010, placing the nation in second place among the 32 analyzed countries. Korea's principal component 2 score, which reflects oil supply, was relatively good. In terms of oil demand, however, the nation ranked fourth in principal component 1 and eighth in principal component 3. The main cause of Korea's high oil security vulnerability index is the nation's economic structure where energy and oil is consumed by a great amount.
Korea's primary energy consumption rose 30.8% in 2010 from 2000, placing the nation in seventh place from among the analyzed countries.
Countries that ranked first through sixth are rising nations that are going through rapid economic growth. They are China, Thailand, Brazil, India, Turkey, and Taiwan. Oil intensity dropped in 2010 from 2000.
