CHAPTER I : ENSO 패턴 변화에 따른 한반도 수문 변동 영향분석:한강유역을 대상으로
수자원의 효율적인 예측 및 관리와 안정적인 용수공급을 위하여 수문기상인자와 수문자료간의 관계를 규명하는 일은 매우 중요하다. 본 연구에서는 대기 순환패턴 및 수문 환경변화에 영향을 미치는 주요인자인 El Niño-Southern Oscillation (ENSO)의 서로 다른 형태인 Warm-pool El Niño, Cold-tongue El Niño에 따른 ENSO decaying해의 한강유역의 봄철(MAM: March to May)
CHAPTER I : ENSO 패턴 변화에 따른 한반도 수문 변동 영향분석:한강유역을 대상으로
수자원의 효율적인 예측 및 관리와 안정적인 용수공급을 위하여 수문기상인자와 수문자료간의 관계를 규명하는 일은 매우 중요하다. 본 연구에서는 대기 순환패턴 및 수문 환경변화에 영향을 미치는 주요인자인 El Niño-Southern Oscillation (ENSO)의 서로 다른 형태인 Warm-pool El Niño, Cold-tongue El Niño에 따른 ENSO decaying해의 한강유역의 봄철(MAM: March to May)과 여름철(JJA: June to August) 수문변량의 변화특성을 분석하였다. 분석결과 봄철 강수량의 경우 WP El Niño 해에 증가추세를 보이고 있으며, 강수의 변동특성이 크게 나타났다. 또한 여름철 강수량의 경우 CT El Niño 해에는 대체로 건조한 경향을 보이나 WP El Niño 해에는 대부분 유역에서 습한 경향을 보였으며 여름철 강수의 변동성은 매우 작은 것으로 분석되었다. 봄철 유출량의 경우 CT El Niño 해와 WP El Niño 해에 모두 습한 경향을 보이고 있으며, WP El Niño 해에 한강 남부 대부분 유역에서 유출량의 변화가 통계적으로 유의한 결과를 보였다.
여름철 유출량의 경우 CT El Niño 해에는 대부분 유역에서 감소추세를 보이고 있으나 변동특성은 큰 것으로 분석되었으며, WP El Niño 해에는 거의 모든 유역에서 증가추세를 보이며 13개 중권역에서 통계적으로 유의한 결과가 나타났으나 유출의 변동특성은 작은 것으로 분석되었다. 따라서 새로운 형태의 CT El Niño와 WP El Niño는 각각 한반도 한강유역의 봄철과 여름철 수자원 변동성에 민감하게 영향을 미지고 있음을 확인하였다. 본 연구의 결과는 우리나라와 같이 수자원의 계절적 변동과 불확실성이 큰 지역에서의 안정적인 수자원 확보 및 용수공급을 위한 기초자료로 활용이 가능할 것이다. 또한 추후 수문기상인자와 수문변량간의 대규모 기후패턴변화를 고려한 추계예측모형 개발과, 지역규모 수자원 계절예측시스템과 연계하여 본 연구의 결과를 활용한다면 수자원 정책 결정자들의 의사결정지원을 위한 도구로 활용이 가능할 것이다.
CHAPTER II : ENSO 패턴 변화에 따른 WNP지역 태풍활동과 한반도 수문변동 영향
본 연구에서는 서로 다른 형태의 두 가지 ENSO (CT/WP El Niño) 패턴에 따른 WNP 지역의 태풍활동 특성과 한반도 영향 태풍을 중심으로 태풍으로 인한 5대강 유역의 여름철 강수량 및 중호우사상의 변동 특성을 분석하였다. 태풍 발생 빈도는, CT El Niño decaying 해에 총21개(4.2개/year), WP El Niño decaying 해에 총20개(4.0개/year)의 태풍이 한반도에 영향을 미쳤으며, 태풍 발생 강도는 WP El Niño 해가 CT El Niño 해에 비하여 중심기압(Percentile 50th= 947.5 hPa)이 낮고 최대풍속(Percentile 50th= 80 kt)이 높은 강한 태풍이 발생할 가능성이 있는 것으로 분석된다. 또한 두 가지 형태의 El Niño에 따른 태풍 발생위치(CT El Niño: 14.3°N, 140.6°E, WP El Niño: 15.3°N, 143.2°E)의 차이는 거의 나타나지 않았으나, 태풍의 이동경로는 CT El Niño 해의 경우 대체로 지그제그 형태의 진로특성을 보이며, WP El Niño 해에는 주로 쿠로시오해를 따라 한반도 도메인의 우측으로 치우쳐 북상하는 경향이 있음을 확인하였다. 다음으로 대규모 기후환경조건 분석을 위하여 Composit Anomaly에 의한 SST, Vertical Wind Shear(VWS), 500 hPa Vertical Velocity (Omega), 850 hPa divergence를 분석한 결과, 전반적으로 WP El Niño 해의 대규모 기후환경조건이 CT El Niño 해보다 한반도 상륙 태풍의 발달 및 강도유지에 좋은 조건을 제공한 것으로 나타났다. 또한 태풍에 의한 한반도 여름철 강수량은 CT El Niño 해에는 -0.39% 감소, WP El Niño 해에는 13.60% 증가패턴이 있는 것으로 분석되었으며, 50mm/day 이상 중호우 사상의 발생 빈도는 한반도 중서부 지역에서 감소패턴이 있으며, WP El Niño 해의 백분위 anomaly 평균이 33.4%로 한반도 전체유역에서 증가 패턴이 있는 것으로 분석되었다. 마지막으로 본 연구의 결과, CT/WP El Niño 따라 한반도 영향 태풍의 활동 및 태풍강수량의 변화가 민감하게 발생하는 것을 확인하였으며, 대규모 기후패턴 변화에 따른 태풍활동 변화와 극한 기후특성을 반영한 수자원 관련 의사결정자들의 대응책 수립과 기후변화에 대비한 유역 맞춤형 적응정책 수립에 활용이 가능할 것으로 사료된다.
CHAPTER III : Development of an Integrated Flood Risk Index in a Changing Climate: An Assessment for the Han River Basin, Korea
홍수는 가장 널리 알려진 자연재해 중 하나이며 전 지구적 기후시스템변화와 밀접한 연관이 있다. 최근 연구결과에 의하면 해수면온도의 상승과 이상 기후에 따른 홍수의 발생빈도와 강도가 점차 증가하고 있는 추세임을 시사하고 있다. 특히 자연계에 존재하는 수문기상학적 기후현상을 정확히 예측하기란 어려운 일이나, 잠재적 불확실성이 존재한다는 전제 하에 이를 포괄할 수 있는 종합적인 평가방안을 제시하는 일은 과학자가 해야 할 몫이다. 따라서 본 연구에서는 기후변화에 따른 수문학적 홍수위험에 대한 위험도 평가와 취약점을 특성화하기 위하여 수문학적 재해(Hydrological Hazard) 요인과 사회-경제적 취약성(Socio-economic Vulnerability) 요인, 생태학적 취약성(Ecological Vulnerability) 요인으로 구분하여 지역 규모 유역별 통합 홍수위험 지수(IFRI, Integrated Flood Risk Index)를 산정하였으며, 분석을 위한 Conceptual Framework을 제시하고 변화하는 기후특성과 다양한 기후조건에 따른 한강유역의 홍수위험을 평가하는 것에 연구의 초점이 맞추었다. 본 연구에서는 분석기간(Period I: 1971-1990, Period II:1991-2007)과 대상유역(Urban, Rural)을 달리하여 홍수 위험 평가를 실시하였으며, 서로 다른 ENSO(CT/WP El Niño) 패턴과 La Niña가 발생한 대표적인 decaying 해를 대상으로 통합 홍수위험분석을 실시하였다. 분석결과, 한강유역의 최근 홍수위험이 21.5% 증가하는 것으로 분석되었으며, 사회ㆍ경제ㆍ환경적변화요인에 의하여 대도시를 포함하는 유역에서 홍수위험이 큰 것으로 분석되었다. 또한 CT El Niño 해에는 WP El Niño 해에 비하여 1.5% 홍수위험이 증가하였으며, La Niña에 비하여는 CT/WP El Niño 해 모두 22.0-24.0% 홍수 위험이 증가하는 것으로 분석되었다. 본 연구와 같이 통합 지수화에 의한 접근 방법은 기후변화로 인한 수문학적 위험성을 표준화하고 정량화된 값으로 제시하여 정책결정의 기초자료로 할 수 있다는 점에서 장점이 있다. 특히, 변화하는 기후에 적응하고 탄력적으로 반응하기 위한 지역 규모의 수문학적 위험도 평가를 위한 유용할 Tool로 활용이 가능할 것이다. 추후 본 연구의 방법론을 발전시켜 과학적이고 효율적인 수자원관리계획과 지역특성을 반영한 지자체 기후변화 적응 계획 수립을 위한 기초자료로 활용이 가능할 것이다.

The understanding and predicting of the seasonal to interannual variations of hydrometeorological data and hydrological data are viewed as a critical consideration for a sustainable future planning.
This study investigated the characteristic changes in seasonal precipitation and runoff associated with the conventional cold-tongue (CT) and warm-pool (WP) El Niño phases during spring (MAM;March to May) and summer (JJA; June to September) season for the Korean Han River Basin and its sub-watersheds. During WP El Niño years, rainfall in MAM and its coefficient of variation (CV) were higher than in normal years. Moreover, during conventional CT El Niño years, JJA season tended to be drier than in climatologically normal years, although variability in precipitation during JJA was relatively lower. Data for runoff showed wetter MAM season during both types of El Niño events as compared to long-term normal years and significant changes in runoff during summer under CT El Niño conditions. During WP El Niño years, increased runoff was seen for 95.8% of all basins and this increase was statistically significant for 58.3% of these basins, but variability in runoff was small. Overall, the findings confirm that water resources in the Han River
Basin during the MAM and JJA seasons are sensitive to CT/WP El Niño events. Thus, for basins such as these, where seasonal variability and the uncertainty of hydrometeorological data are high, it is necessary to investigate the relationship between climate parameters and hydrologic factors to maintain the stability of the flesh water supply system and allow prediction of water resources management.
Research work II : Changes of tropical cyclone activities during cold-tongue and warm-pool El Niño phases and local impacts on the Korean Peninsula
Tropical cyclones (TC), also known as typhoons, in the Western North Pacific (WNP) are an important hydrometeorological factor that drives changes in summer rainfall patterns over East Asia (EA). Tropical cyclones in the WNP can affect EA regions either directly or indirectly, and damage from associated extreme rainfall events is gradually increasing. Extreme rainfall can have adverse effects on the structure and function of river ecosystems; therefore, these types of impacts need to be examined more closely. Subsequently, this study examined the characteristics of cyclone activity during cold-tongue (CT) and warm-pool (WP) El Niño events, and analyzed the local characteristics of the corresponding rainfall over the Korean Peninsula (KP) during the summer. The results obtained through comparisons with all typhoons (1966–2007) affecting the KP region indicate that typhoons occurring during CT El Niño years were located in southern areas (14.3°N, 140.6°E), and typhoons occurring during WP El Niño years were located in southeastern areas (14.3°N, 143.2°E). The TC-induced summer rainfall in five major river basins of Korea decreased by -3.94% from normal levels (1966–2007) during CT El Niño years, and increased by 33.92% during WP El Niño years. While the results of this study were based on relatively short-term observations and small sample sizes, the data do suggest that TC activities affect the KP and differences in TC-induced rainfall occur during CT and WP El Niño phases. Such findings may be useful for making mid- to long-term water resources forecasts, preparing flood control and disaster prevention plans, helping communities to adjust to a changing climate, and reducing typhoon-related damages.
Research work III : Integrated flood risk index in a changing climate
In this study, an integrated flood risk index (IFRI) was developed using information on hydrological, socio-economic, and ecological components to assess watershed-based flood hazards and vulnerability in the Korean Han River basin, which is a region where flood disasters frequently occur. In total, this study used 15 indicators to create an IFRI map for the region, and 5 categories of flood risk were distinguished: “very high,” “high,” “medium,” “low,” and “very low.” The results, which were presented in ternary diagrams to illustrate the relative importance of the three different components, show that urban areas in the Korean Han River basin have experienced a decrease of 1.0% in terms of the hydrologic component. However, the socio-economic and ecological components have increased by 3.2% and 4.4%, respectively. In rural areas, an increase of 4.8% was found in the hydrologic component alongside decreases in the socio-economic (1.6%) and ecological (2.2%) factors. In addition, the IFRI map shows that 20.02% of the total area of the Han River Basin was classified as having “very high” or “high” flood risk; the size of this high-risk zone has increased significantly by since 1990. This study also evaluated flood risks according to the different phases of conditions, and the results from the analysis indicate that flood risks were worse during strong cold-tongue (CT) and warm-pool (WP) El Niño years. Further analyses of possible factors that affect the vulnerability and resilience of communities to flood hazards in the Han River basin should be conducted on the basis of this research. Accordingly, the results from this study may provide useful data for reducing flood risks in developing areas that are experiencing.
