최근 들어 국내에도 전시용, 실험용, 학술용, 애완용 및 식품용 등 다양한 목적으로 상당한 양의 양서류와 파충류가 수입되고 있음에도 불구하고 아직까지 전염성 질병 유입 여부를 조사할 수 있는 적절한 검역과정을 준비하고 있지 못해 이러한 외래성 전염성 질병의 유입이 우려되고 있는 실정이다. 양서 • 파충류는 살모넬라 등 인수공통병원균을 가지고 있을 수 있으며 사람과의 직접 접촉 빈도가 높아 공중보건적 관리가 필요하나 현재 그 감시 기능이 전무한 상태이다. 더욱이 중남미, 북미, 호주, 아프리카 등지의 양서류의 감소와 멸종을 일으킨 항
최근 들어 국내에도 전시용, 실험용, 학술용, 애완용 및 식품용 등 다양한 목적으로 상당한 양의 양서류와 파충류가 수입되고 있음에도 불구하고 아직까지 전염성 질병 유입 여부를 조사할 수 있는 적절한 검역과정을 준비하고 있지 못해 이러한 외래성 전염성 질병의 유입이 우려되고 있는 실정이다. 양서 • 파충류는 살모넬라 등 인수공통병원균을 가지고 있을 수 있으며 사람과의 직접 접촉 빈도가 높아 공중보건적 관리가 필요하나 현재 그 감시 기능이 전무한 상태이다. 더욱이 중남미, 북미, 호주, 아프리카 등지의 양서류의 감소와 멸종을 일으킨 항아리곰팡이병(chytridiomycosis)은 이미 이웃나라 일본까지 침투하여 있다. 항아리곰팡이병은 Batrachochytrium dendrobatidis에 의한 질병으로 곰팡이가 피부에 침입해 피부로 호흡하는 양서류를 죽음에 이르게 하므로 이들이 사라진다면 양서류가 먹이로 삼는 곤충의 증가로 인한 농작물의 피해, 곤충 매개 질병의 증가로 인한 동물, 사람, 생태계의 피해가 예상된다. 그러므로 인간, 동물 및 생태계에 중대한 위해를 줄 수 있는 양서 • 파충류의 질병들이 국내에 침입하는 것을 예방하기 위한 검역 절차 확립을 위하여 양서 • 파충류의 검역절차 개발을 위하여 본 연구가 수행되었다. 국내 • 외 관련자료를 수집, 분석하여 주요 전염성질병에 대한 진단기준을 설정하고, 검역기준 및 국내 응용을 위한 매뉴얼을 작성하였고, 양서파충류의 검역과 질병관리 체계가 비교적 잘 정돈되어 있는 호주의 양서파충류 검역기준을 참고로 하여 다음과 같은 검역기준안을 마련하였다.
수출 전 검역증명서에는 Chytridiomycosis, Ranavirus infection, Salmonellosis, Mycobacteriosis에 대한 질병발생 전력이 없음을 기재하여야 한다. 수출 양서 • 파충류는 수출국 내에서 생산, 사육되었거나 선적 전 90일 이상 사육된 것이어야 하며, 사육시설은 수의사의 감독 하에 미생물학, 기생충학적 검사와 적절한 부검 절차를 포함한 항구적인 건강관리 프로그램을 갖추고 있어야 한다. 수출 양서 • 파충류는 검역시설에서 최소한 30일 이상 격리되어야 하며, 공인검역관에 의해 수출검역을 받아야 한다. 공인 검역관은 양서 • 파충류 질병을 진단할 수 있는 수의사이어야 한다. 각각의 양서류와 파충류는 적어도 수출되기 30일 전에 효과적인 내ㆍ외부기생충제제로 두 번 치료하고 그 내역을 검역증명서에 기재해야 한다. 수입 후 양서류 및 파충류 공히 30일간의 검역기간 동안 공인 검역시설에 격리하여 필요한 질병 검사와 국립수의과학검역원의 공인수의사의 검사 인정 후 개방한다.

Currently, there are increasing trends of importation of amphibians and reptiles into South Korea for exhibition, scientific research and experiment purposes, as well as pet or food animals. However, South Korea do not have any quarantine system to control invasion of infectious diseases associated with those importations, that may be dangerous to human, animal and ecosystem in Korea. Thus, the current study was carried out to collect information on amphibian/reptile quarantine and disease control systems in different countries and suggest a quarantine procedure for amphibian and reptile importation into Korea. We suggest the following protocol for amphibian/reptile quarantine system in South Korea mainly following the process in Australia.
Pre-export requirements: reptiles: no case of ranavirus infection, chytridiomycosis, salmonellosis and mycobacteriosis have not been diagnosed during the past 12 months. Each animal for export has been continuously resident in the premises of origin for at least 30 days for amphibians and 90 days for reptiles prior to certification or since birth; the premises of origin is under permanent veterinary supervision, and a suitable health monitoring program, including microbiological and parasitological tests and necropsies, is implemented. The animal/s was/were held in isolation from other animals not of the same health and residency status for 90 days prior to the scheduled date of export, and remained free from clinical signs of infectious or contagious disease during that period; each animal was treated for external parasites; A veterinarian recognised by the Official Veterinarian as having expertise in the diagnosis of disease in amphibian/reptiles, has inspected each animal within 72 hours prior to export and found it to be healthy and fit to travel; Each animal must undergo at least 30 days post-arrival quarantine in a quarantine approved premises and be inspected by an NVRQS-approved veterinarian and found free from signs of infectious disease before release from quarantine.
