본 연구는 OECD/CERI가 추진하는 ESP(Education and Social Progress) 프로젝트 2 단계인 Longitudinal Study of Skill Dynamics 연구에 한국 정부가 참여하는 과정에서 한국교육개발원이 2014년 수행한 한국 측 연구에 해당한다. 본 연구의 핵심은 역량(skills)의 형성 과정에 영향을 미치는 다양한 변인 규명과 함께 학습환경과 역량이 가져다주는 사회경제적 결과, 즉 사회진보에 대한 인과분석을 목표로 하며, 대규모 국제종단연구(international longitudinal study)의 성격으로 진행되고 있다. 이에 따라 한국에서 도 종단연구 본조사 참여를 전제로 이를 준비하기 위해 올해부터 3년간의 종단연구(2014-2016)를 우선적으로 계획하였고, 그 이후 OECD 연구의 일정과 그 간의 성과를 평가하여 지속적인 참여 여부를 결정하기로 하였다.
OECD ESP 종단연구에서 설정한 주요 종속변인인 '사회진보(social progress)'는 웰빙과 같은 개인의 삶의 만족(life satisfaction, wellbeing, happiness, future success)과 함께 건강, 교육, 시민참여, 안전 등을 의미한다. 그리고 사회진보에 대한 독립변인으로 서 개인의 ‘역량’(skills)은 인지역량과 사회정서역량으로 구분되며 이들 사이에 또한 역동적 상호 관련성을 가지는 것으로 이해되고 있다. 또 다른 주요변인은 ‘학습환경(learning contexts)’으로, 가정, 학교, 지역사회 환경으로 구성되며, 이러한 환경이 어떻게 개인의 역량과 사회진보에 영향을 주는지에 대해 살펴보고자 한다. 이와 같은 학습환경과 역량, 그리고 사회진보 관련변수들 간의 역동적 관련성을 파악하기 위해서는 OECD 회원국들이 함께 사용할 수 있는 ‘역량’과 ‘학습환경’, 그리고 ‘사회진보’ 변수에 대한 각종 측정도구들을 국제적으로 공동 개발하는 일이 무엇보다 선행되어야 하고, 그 도구들의 각 나라에서의 측정 가능성, 타당성, 신뢰성 등을 확인하는 작업이 필요하다.
따라서 OECD ESP 종단연구의 1차년도 연구인 본 연구는 다음과 같은 목적을 갖고 있다. 첫째, 한국에서 적절한 수준의 예비 설문조사를 수행하여 OECD 측정도구의 한국적 타당성 및 신뢰도에 대해 검증하고, 아울러 추후 수행될 국제적 차원의 종단연구 본조사 기반 구축에 기여하고자 한다. 둘째, 설문조사 결과를 분석하여 우리나라 학생들의 학습환경, 역량, 사회진보 수준을 파악하고, OECD ESP 개념모형에서 추론하고 있는 학습환경, 역량, 사회진보 간의 인과관계를 검증하고자 한다. 셋째, OECD ESP 프로젝트 1단계(2011-2013)의 성과에 대해 OECD 측에서 2014년 3월 발간한 ‘OECD ESP International Report' 초안의 연구결과를 분석함으로써 우리나라 교육정책에의 시사점을 도출하고자한다.
위의 연구 목적을 위해, 관련 선행연구 분석, 전문가협의회 개최, OECD 전문가협의회 참석(해외 출장), OECD International Report 분석, 설문조사 실시 등 다양한 연구방법을 활용하였다. 이 중 설문조사를 중심으로 연구절차를 요약하면 다음과 같다. 우선 설문조사에 활용할 설문지를 개발하였는데, 이를 위해 OECD 본부에서 제시한 사회정서역량 측정도구를 포함시키는 것과 더불어 아직 OECD에서 제시하지 않은 학습환경과 사회진보 문항에 대해서는 연구진이 자체적으로 문항들을 개발하거나 국내에서 기 제작된 일부 검사도구들을 사용하였다. 그 결과 설문조사지는 가정, 학교, 지역사회의 학습환경에 관한 26개 문항, 성격검사, 동기, 도덕성, 창의인성의 사회정서역량과 인지역량을 포함한 75개문항, 그리고 사회진보를 측정하는 42개 문항과 더불어 배경정보를 묻는 5개 문항을 포함하여 총 148개 문항으로 구성되었다. 이 후 무선표집한 서울 및 대구 지역 학교들의 초등학교 1학년, 4학년, 중학교 1학년, 고등학교 1학년 학생(8,872명)과 그들의 보호자(1,237명) 및 담임교사(1,767명) 총 11,876명을 대상으로 5월 21일 ~ 6월 20일 기간 동안 설문조사를 실시하였다. 수집된 자료를 토대로 타당도 검증을 위하여 성격검사, 동기검사, 도덕성 검사, 창의인성 검사, 창의적 환경 검사, 그리고 행복도 검사 총 7개의 검사 도구에 대해서 확인적 요인분석을 실시하였다. 또한 이 7개 검사도구에 대해 내적일치도(Cronbah’s Alpha)를 통한 신뢰도를 확인하였다. 아울러 학습환경, 사회정서역량 및 인지 역량, 그리고 사회진보에 대한 전반적 수준과 인과관계를 알아보기 위하여 기술통계, 이원분산분석, 및 위계적 회귀분석을 실시하였다. 분석결과를 요약하여 제시하면 다음과 같다.
첫째, 측정도구의 타당도 분석 결과, 성격검사(BFI)와 행복도 검사를 제외한 동기, 도덕성, 창의인성, 창의적 환경 측정도구는 CFI, TLI, RMSEA의 모든 적합도 지수가 적절하게 나타나 해당 도구들의 타당도가 검증되었다. 다만, 성격검사(BFI)와 행복도 검사의 타당도는 RMSEA는 적합한 수준이었으나 CFI와 TLI 지수가 다소 미흡하였다. 따라서 본결과를 바탕으로 타당도 제고를 위한 수정・보완이 필요함이 제안되었다. 한편, 신뢰도 검사에서는 창의인성검사의 하위요인인 자기확신의 신뢰도 값이 .530으로 다소 낮게 나타난 것을 제외하고는 다른 모든 검사 도구의 전체 총점의 신뢰도는 .80 내외이고 하위요인들의 신뢰도 값이 .70 내외로 나타나 전체적으로 검사도구의 신뢰도는 매우 안정적임이 확인되었다.
둘째, 배경변인별(성별, 부모학력, 가정경제수준, 유아교육경험) 이원분산분석을 실시한 결과를 살펴보면 다음과 같다. 먼저 역량에 대한 분석 결과, 성별 차이는 인지역량에 대해서는 없었으나 사회정서역량에 대해서는 여학생이 남학생보다 높은 점수를 보이고 있었고, 부모학력과 가정경제수준에 대한 인식 그리고 유아교육경험은 대체적으로 인지역량과 사회정서역량에 긍정적인 영향을 미치는 것으로 나타났다. 다음으로 학습환경에 대해 살펴본 결과, 여학생이 남학생보다 자신의 학습환경에 대해 긍정적으로 인식하고 있었으며, 부모학력과 가정경제수준에 대한 인식이 높을수록 학습환경을 좋게 인식하고 있는 것으로 드러났다. 마지막으로 개인행복과 사회진보에 대해 살펴본 결과, 전반적으로 여학생이 남학생보다 긍정적인 인식을 보이고 있었다. 부모학력과 가정 경제수준에 대한 인식은 개인행복과 사회진보에 긍정적인 영향을 주는 것으로 보였으나, 예외적으로 기부경험이나 안전수준(괴롭힘 피해 경험, 불법 다운로드 경험, 학교 내 도난사건 경험)에 대한 부분에서는 부모학력이 대졸일 때 가장 긍정적인 것으로 나타나 부모학력이 사회진보 관련 점수와 반드시 비례하는 것은 아니라는 점을 알 수 있었다.
셋째, 학습환경, 사회정서역량 및 인지역량, 그리고 개인행복과 사회진보의 인과관계를 진단하기 위한 위계적 회귀분석 결과를 살펴보면 다음과 같다. 먼저 학습환경이 역량에 미치는 영향력을 살펴본 결과, 학생들의 인지역량에는 가정환경의 영향력이 큰 것으로 나타났다. 특히 가정 내 보유하고 있는 책 권수가 중요한 요인으로 나타났다. 한편, 사회정서역량에 대해서는 가정환경의 경우, 성실성, 정서적 안정성, 개방성, 창의인성에 상대적으로 더 큰 영향을 미치는 것으로 나타났고, 학교환경의 경우에는 외향성, 친화성, 동기, 도덕성에 상대적으로 더 큰 영향을 미치는 것으로 나타났다. 다음으로 학습환경이 사회진보에 미치는 영향력 분석 결과, 가정환경이 대부분의 사회진보 영역에 큰 영향을 미치는 것으로 나타났다. 특히, 어머니의 행복감이 학생들의 신체 및 정신건강, 안전수준, 가족 결속에 영향을 미치는 중요한 요인임이 확인되었다. 반면, 학교환경은 삶의 만족(행복도)과 괴롭힘 경험 정도에 큰 영향을 미치는 것으로 나타났다. 그리고 역량이 사회진보에 미치는 영향력의 경우, 대부분의 사회진보 영역에 있어서 사회정서역량의 영향력이 인지역량보다 더 큰 것을 알 수 있었다. 특히 사회정서역량 중 도덕성과 정서적 안정성이 큰 영향력을 갖고 있음이 드러났다. 다만, 삶의 만족(행복도)의 경우는 인지역량의 영향력이 더 큰 것으로 나타났다. 이는 우리나라의 학벌, 학력 위주의 사회적 특성이 반영된 결과라 여겨진다. 한편, 학습환경과 역량을 모두 투입하여 사회진보에의 영향을 살펴본 결과, 대부분의 사회진보 영역은 사회정서역량의 영향을 가장 크게 받고 있었으며, 그 다음으로 가정환경의 영향을 많이 받고 있는 것으로 나타났다.
마지막으로 이와 같은 설문조사 통계분석 결과와 문헌분석, 그리고 OECD International Report 분석 등을 모두 종합하여 우리나라 학교교육과 교육정책에 대한 시사점들을 도출하고 가능한 지원 방안 등을 논의하였다.

This study was carried out to participate in the Longitudinal Study of Skill Dynamics representing the second phase of the OECD ESP (Education and Social Progress) Project. The purposes of the study (to be called the ‘OECD ESP longitudinal study’ throughout this paper) are to identify diverse variables having influence on the process of developing skills and to conduct a causal analysis of social progress, that is, various socioeconomic results given rise to by learning contexts and skills and, for those purposes, this study is being carried out in a form of an international longitudinal study. Accordingly, Korea has also worked out, with priority, a 3-year longitudinal study plan commencing this year (i.e. from 2014 through 2016) in order to prepare for its participation in the aforesaid longitudinal study of skill dynamics on condition that Korea will participate therein. It was determined that further decisions be made on whether or not to participate therein on a continuing basis, by evaluating the subsequent schedule of the OECD study in question and its past results.
‘Social progress’, which was assumed as the dependent variable in the OECD ESP longitudinal study, includes individual well-being such as life satisfaction and happiness as well as health, education, civil engagement, family, safety and labor market. In addition, as independent variables to such social progress, individuals’ ‘skills’ are divided into cognitive skills, and social & emotional skills, both of which are understood to also have dynamic interrelationships between them. As another main variables, ‘learning contexts’ are used to examine what impact the home, school and community environment may have on individuals’ skills and social progress. In order to identify dynamic interrelationships among learning contexts, skills and other variables related to social progress, it is required, first of all, to develop through international joint efforts diverse measuring instruments to measure such variables, which tools can be used by OECD member countries together and it is also necessary to verify the measurability, validity, reliability, etc. of such measuring instruments in each of such member countries.
As the first-year phase of the OECD ESP longitudinal study, therefore, this study has the following objectives:
Firstly, an appropriate level of preliminary survey will be conducted within Korea, thereby verifying the validity and reliability of OECD’s measuring instruments in Korea and also contributing to building the basis of the international longitudinal study to be subsequently carried out.
Secondly, the outcome of the aforementioned survey will be analyzed, thereby grasping the level of learning contexts, skills and social progress of Korean students and verifying the causality relations among such variables that are inferred in the OECD ESP conceptual model.
Thirdly, the findings of OECD ESP International Draft Report, Skills for Social Progress reported in March 2014 by OECD with respect to the result of the first phase of OECD ESP Project (2011-2013) will be analyzed so as to derive suggestions for Korea’s education policies.
To achieve the aforementioned objectives, a variety of research methods have been applied, including extensive literature review, holding of experts meetings, participation in OECD experts group meetings and conferences (overseas trips), analysis of OECD International Draft Report, and conduct of surveys.
Study procedures can be summarized, centering on the surveys, as follows; first of all, questionnaires have been developed for use in the survey. For this purpose, the measuring instruments to measure social & emotional skills were included, as proposed by OECD Secretariat, and, for the items regarding learning contexts and social progress that are yet to be proposed by OECD, new items were internally developed by the Korean research team or part of the existing tests already developed in Korea were used. As a result of it, the questionnaires consisted of 148 items in total, including 26 items regarding the contexts of learning at home, school and in the community; 75 items regarding social & emotional skills and cognitive skills (consisting of personality test, motivation, morality and creative personality); 42 items designed to measure social progress; and 5 items regarding responders’ background information. Using these questionnaires, a survey was conducted for the period from May 21 through June 20 with 11,876 persons in total, consisting of 8,872 students of primary schools (Grade 1 and 4), middle schools (Year 1) and high schools (Year 1) located in Seoul and Daegu, 1,237 of their guardians and 1,767 of their homeroom teachers, where such samples of schools were selected by random sampling. In order to verify the validity of the data collected, a confirmatory factor analysis was conducted with respect to 7 tests in total, which consisted of personality test, motivation test, morality test, creative personality test, creative environment test and happiness level test. In addition, the reliability of those 7 tests was also verified using internal consistency reliability (Cronbach’s alpha). Furthermore, descriptive statistics, two-way analysis of variance, and hierarchical regression analysis were conducted to identify the overall level of learning contexts, social & emotional skills and cognitive skills, and social progress, and the causal relations among those variables.
The results of analyses are summarized as follows;
Firstly, the measuring instruments designed to measure motivation, morality, creative personality and creative environment, except personality test and happiness level test, were verified as valid as all of their goodness-of-fit indices (such as CFI, TLI and RMSEA) turned out to be acceptable. Notwithstanding the foregoing, the validity of the personality test and happiness level test were also close to an acceptable level, but it was suggested that corrective and supplementary measures should be taken to improve their validity, taking into account the result of this analyses.
Reliability tests show that the overall reliability of all tests is 0.80+ and the values of reliability of their sub-factors are not lower than .70 or slightly lower than .70, except that the value of reliability of self-confidence (a sub-factor of creativie personality) is indicated rather low at .530); therefore, it can be said that, as a whole, the reliability of such tests is deemed very stable.
Secondly, the outcome of a series of two-way analysis of variance conducted to identify the differences in social & emotional skills and cognitive skills according to grade, gender, father’s education and family SES (social economic status) and early childhood education shows that responders’ gender has little influence on cognitive skills, while girl students have marked higher scores than boy students in terms of social & emotional skills. It was indicated that their father’s education and awareness of family financial condition and experience of early childhood education generally have positive influence on cognitive skills and social & emotional skills. As for learning contexts, it was revealed that girl students recognize the contexts of learning at home and school as more positive than boy students do, and the higher education their fathers have and with higher SES, the more favorably their learning contexts are recognized by students. Girl students showed more positive recognition of happiness and soci l progress than boy students, too, while girl students also responded more positively than boy students with respect to the level of health and safety and the scores related to environmental protection. It showed that father’s education and the family SES also have positive influence on happiness and social progress. However, it shows that students whose fathers have graduated from a college or university exceptionally had the most experience of donation, compared with those whose fathers have graduated from a graduate school or have a higher education, and also had the least experience regarding safety level such as harassment, illegal download and theft at school. It follows that students’ scores related to social progress are not necessarily in proportion to their fathers’education.
Thirdly, reviewing the outcome of a hierarchical regression analysis conducted to diagnose the causal relations among learning contexts, social & emotional skills and cognitive skills, and social progress, it is indicated that home environment has greater impact on both cognitive skills and social & emotional skills than school or community environment while social & emotional skills have more impact on social progress than cognitive skills. In terms of learning contexts, it shows that home environment influences most of happiness level and other variables related to social progress; therefore, it is understood that home environment has significant impact on social & emotional skills and cognitive skills, and social progress.
Based on the findings of statistical analyses of the aforementioned survey, together with the literature review and the analysis of OECD International Draft Report analysis, some possible strategies for school education were discussed, and some suggestions for our education policies are derived.
