본 연구는 앞서 언급한 연구의 필요성에 기반을 두고 실물시장의 거래에 금융시장적 요소가 어떻게 영향을 미치는지에 대한 분석을 수행하였다. 먼저 국제 원유 및 석유제품 시장에서 발생하는 거래에 참여하는 주체와 거래에 필요한 시스템, 가격결정구조에 대하여 알아보고 이러한 구조에서 금융시장적 요인이 어떻게 실물거래에 영향을 미치는지에 대한 개략적인 아이디어를 제시하였다.
이러한 아이디어에 기반을 두고 우리나라 인근의 아시아 국가들에서는 석유 및 석유제품 거래에 수반되는 물리적인 시스템을 어떻게 구축하고 있는지 또한 금융시장 환경은 어떻게 갖추고 있는지에 대한 현황조사를 실시하였다.
먼저 싱가포르는 국제 석유수송항로의 요지에 위치하고 있어서 국제적인 석유 트레이딩 허브로 자리 잡을 수 있었다. 깊은 수심의 항만을 보유해 대규모 유조선, 화물선이 정박 가능하다는 점도 싱가포르에서 원유 및 석유제품 거래가 활발하게끔 하는 요인으로 작용하였다. 이에 더불어 잘 발달된 금융 인프라가 여타 인근지역의 석유 트레이딩 허브를 압도하는 강점으로 작용했다.
인도네시아의 경우 국영석유기업인 Pertamina가 동부 Kalimantan에 4억5천만 달러를 들여 터미널 건설 계획 등을 갖고 있다. 특히 싱가포르의 석유 저장 공간이 부족하여 인근 인도네시아의 시설을 이용하는 경우가 늘어나면서 터미널 등 설비에 대한 투자가 증가하고 있다. 인도네시아 정부는 또한 인도네시아 국내에서 생산된 원유와 수입된 원유와의 블렌딩을 통해 다양한 제품을 생산하고 석유비축기능을 강화할 예정이다.
말레이시아 정부는 아시아 지역 오일허브로 자리매김하려는 노력의 일환으로 신규 정유시설 및 터미널을 싱가포르 인근에 건설, 육지와 심해의 접근 가능성을 장점으로 삼아 거래비중을 높이려는 전략을 추진 중이다. 또한 말레이시아 정부는 금융부문의 개방화를 통해 무역거래를 용이하게 하고 상품거래소 및 국제금융거래소 등의 설립을 통해 국제 거래를 활성화를 위한 금융 인프라의 확충에 힘쓰고 있다.
중국은 원유 및 석유제품 수요증가에 힘입어 하류 부문이 급성장하고 있는바 중질의 원유를 도입하여 휘발유·경유 등 경질의 석유제품을 생산하는 고도화된 정유시설을 적극적으로 확충하고 있다. 중국 산업정보기술부는 12차 경제개발5개년계획(2011-2015)의 일환으로 동부해안지역을 중심으로 거대한 정유단지를 조성할 계획이며 다양한 종류의 원유를 처리하고 국내 수요 변화에 유연하게 반응할 수 있게끔할 계획을 갖고 있다.
현황에서 언급한 바와 같이 싱가포르를 비롯한 인근 아시아 지역국가들은 석유 및 석유제품의 아시아 지역 거래를 보다 많이 유치하려는 노력을 하고 있다. 트레이딩 기반의 조성은 관련 정제, 저장, 물류 인프라의 확충으로 시작해 가격결정기능의 보강, 거래소와 청산소등의 확충을 통한 금융상품 거래의 활성화로 이어진다고 할 수 있다. 금융기관 및 시장의 역할은 관련 시설 확충을 위한 투자 및 대출, 가격결정 금융상품의 개발과 거래를 , 포함하여 트레이딩 기반 조성의 모든 단계에 영향을 미친다고 할 수 있다. 본 연구에서는 이러한 금융시장 요건이 우리나라 인근의 아시아 지역 항만 및 미국 멕시코 만 연안과 항만의 월간 원유 도입 물량에 미치는 영향을 조사함으로써 금융시장과 실물시장과의 상호 연관관계를 분석하고자 하였다. 이에 항만이 위치한 국가의 금융시장의 발달 정도를 부문별로 지수화한 World Economic Forum과 World Bank의 지표를 활용하여 분석하였으며, 추정 결과 은행권 서비스의 발달 정도, 특히 예금은행의 자산 비중(GDP대비)과 주식시장의 발달 정도 및 효율성이 도입물량의 증가에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 은행권 서비스 발달정도는 금융시장의 발달 심화도를 나타내는 지표로 기업 및 개인이 금융시장에서 재원조달을 얼마나 용이하게 할 수 있는지를 대변하는 지수라 할 수 있다. 또한 트레이딩 회사의 영업 자금 및 신용 조달이 얼마나 자유로운지를 나타내는 지표라고도 할 수 있으며 자본의 이동의 용이성을 대변한다고도 할 수 있다. 자금 이동의 용이성 측면은 주식시장의 발달 정도 및 효율성으로도 측정된다 할 수 있으며 추가적으로 금융시장에서의 정보가 얼마나 빨리 전달되는지를 가늠하는 지표라고도 할 수 있다. 이에 원유 도입 물량과 유의미한 상관관계를 가지며 거래물량 증가에 영향을 미칠 수 있는 요인을 고려하여 개선의 방향을 모색한다면, 은행권으로부터 자금 조달을 보다 용이하게 할 수 있는 제도적, 환경적 장치가 필요할 것으로 보인다.

This study aims to investigate how the financial market affects the trades taking place in energy markets. In order to do this, I first discuss the participants and physical facilities necessary for international crude oil transactions and the pricing scheme that determines the benchmark price. Additionally, I present a general picture of the channels through which the financial market influences the crude oil market.
Next, I present the current market status which is based on this general idea. The physical trading infrastructure and financial system that supports crude oil trading in several countries in Southeast and Northeast Asia is introduced.
First and foremost, Singapore is a well-known oil trading hub in Asia, which is largely due to the advantageous nature of its location. A deepwater port that can accommodate post-Panamax ships is another factor which made Singapore an international oil trading hub. In addition to this, a well-established financial system distinguishes Singapore from other oil trading locations.
Pertamina, Indonesia’s national oil company, plans to build storage terminals in east Kalimantan which will costs 450 million dollars. It is going to invest more on oil storage facilities aiming to attract trading companies that can’t find enough storage facilities in Singapore. Indonesia blends domestically produced and imported crude oil to produce various types of products. It also has plans to increase the strategic storage volume of crude oil.
Malaysia is building a large scale storage unit near Singapore aiming to take a significant portion of market share from tank terminals in Singapore. Malaysia is a peninsula, thus, it is connected to the inland countries, such as India and China, but is also close to the deep water sea. This advantageous location is expected to invite more traders to the country. Additionally, the Malaysian government seeks to ease any obstacles associated with international trade by allowing foreign capital into its financial market and establishing a merchant exchange and international financial exchange.
The downstream sector in China has experienced rapid growth during recent years. China is actively expanding its refinery capacities and upgrading its facilities so that they can process heavy crude oil into light products such as gasoline and diesel. As a part of the 12th 5-year plan of economic development, China is building a huge refinery complex in the eastern coastal area which will process various types of crude oil. Consequently, Chinese domestic oil and oil product markets are expected to become more responsive to market changes.
As previously mentioned, Singapore and other Asian countries have taken various actions to expand their crude oil and oil products trading business. Business expansion may start with facilitating or upgrading the necessary infrastructure, including storage terminals, refining plants, ports, and pipelines. It is also necessary to establish a system that can generate benchmark prices for crude oil and its products. Finally, exchanges and a clearinghouse will help to reduce transaction costs and mitigate trading frictions. The financial market and financial institutions can contribute to a more efficient achievement of this process by supplying funds for investment in construction projects, collecting information about trading that has taken place, finding a proper pricing scheme for transactions and developing energy commodity based financial instruments.
This study investigates the impact of financial market characteristics on the monthly volume of imported crude oil cargos that are unloaded in a certain port. The characteristic variables are from the World Economic Forum and World Bank databases. They distinguish economic variables that are deemed to capture a certain dimension of financial market development and announce the ranks of countries based on various criteria (WEF). The estimation results indicate that an indicator for financial services banking, more specifically, the banks’ assets (% of GDP), has a statistically significant (positive) impact on volumes and equity market development, specifically, that the stock market’s efficiency measured by turnover rate also increases volumes. An indicator for financial services banking (banks’ assets) captures how developed the financial market in a certain country is, i.e., how easily the business entities can borrow money from banks in that country. This variable also measures how quickly liquidity can flow and be provided. Such a characteristic can, in fact, be expressed by the second indicator, equity market efficiency, which more precisely indicates how fast the information in a market proliferates. Therefore, to invite more trading and increase trading volumes, it is first necessary to make it easier for individuals and companies to access banks’ credit.
