The project conducted activities for launching and operating JISTaP and investigated methods for promoting JISTaP to the level of international journal of renown. The outcomes of this effort are described next.
First, we conducted a case study of Journal of Informetrics and MJLIS to gain insights into establishing a high impact international journal. Our analysis revealed the key factors for Journal of Informetrics , which boasts the second highest impact factor in the field of library and information science (LIS) after being listed in SSCI only one after its launching, to be the international editorial board with high research productivity, high quality submissions, and high rate of citations from across many disciplines. The key factors for Asia-based MJLIS , which took 13 years to get listed in SSCI, were local-based editorial board, high rate of self-citations, and submissions by mostly Asian scholars. Such findings suggest that JISTaP should strive to publish high quality articles from scholars worldwide under the prominent international editorial board members.
Second, we engaged in a variety of activities to promote and market JISTaP at a global level, such as project PI's personal visits to multiple countries, announcements and solicitations via SNS, recruitment of international scholars into the author pool, and analysis of LIS departments in Indian universities. Launching and continual maintenance of Facebook and Linkedln by Co-EIC, especially, has garnered much interest, resulting in 4,190 connections from 108 countries in Linkedln (as of November 19, 2013), 526 of which were direct promotional communications and news regarding JISTaP . This group of 526, who expressed interest of personal involvement with JISTaP , forms the sample basis of international scholars for marketing and promotion of JISTaP at the international stage.
Third, we continued our compilation of the international scholars database created in 2012 by adding data for 2,322 editorial board members of 84 SSCI information science and library science journals. These scholars, who possess greater influence on international journals than average authors, should be targeted specifically to achieve effective marketing of JISTaP . Fourth, we identified and collected data on faculty members of key LIS departments in India, where a large portion of JISTaP submissions come from. These scholars, who are considered to be potential JISTaP authors, will be an important target set for JISTaP marketing efforts.
Fifth, the first issue of JISTaP was published in March, 2013, followed by the second issue in June and the third issue in September. The first three issues of volume 1 contain 17 manuscripts selected from 36 submissions from 6 countries. As of November, 2013, we have achieved 85% of target publication count for the first volume, which is 20, and addition of the upcoming fourth issue is estimated to exceed the target count. As of November 19, 2013, the total submission count is 55, 25 of which are under review. The peer review process involved 73 manuscript reviews by 56 reviewers (including rereviews) with the average review acceptance time (time from review invitation to acceptance) of 8 days and average review time (time from review acceptance to review submission) of 10 days.
Sixth, JISTaP PI's recruited two world-class scholars, namely Borlund Pis at the University of Copenhagen and Ou Shiyan at Nanjing University, to join the editorial board, thus strengthening and broadening the diversity of the JISTaP editorial board . Seventh, despite the difficulties in obtaining local submissions due to unclear JISTaP status as KCI-listed journal, the launching and subsequent publications of JISTaP issues have been proceeding successfully. Furthermore, the inclusion of invited papers by world-renowned scholars from the second issue has helped put JISTaP in a firm ground and stable phase for internalization of the journal. In addition, new challenges of reduced budget from economic downturn and competition from open access and other key LIS journals are expected to be addressed with complementary opportunities rising from globalization efforts of collaborating university's BK-21 initiative
