극한지는 지역특성상 사람이 거의 살지 않고 접근이 어려운 지역이므로 해당지역의 건설환경 및 현지정보 조사ㆍ분석에는 한계가 있으므로 극한지 환경을 고려한 지반조사기법 및 장비 등의 개발이 필요한 실정이다. 또한 우리나라는 극한지 영구동토지반에 대한 정량적 평가방법이나 관련 시험장비, 전문 인력과 같은 연구 인프라가 미흡한 실정이다. 따라서 본 연구의 목적은 극한지 개발의 시대적 요구에 부응하여 남·북극 및 시베리아 동토지역에서의 건설공사 시 지반의 동결로 인한 도로, 철도, 기초 구조물과 관련하여 예상되는 공학적 문제들을 분석하고 이에 따른 기술적 해결방안의 토대를 마련하는 것이다. 본 연구는 남·북극 및 시베리아 동토지역과 같이 극한지에서의 건설공사 시 지반의 동결·융해에 의한 구조물이나 도로, 철도, 매설관 등에 발생할 수 있는 공학적 문제들을 분석하고, 이에 따른 기술적 해결방안의 토대를 마련하기 위해 극한지 동결지반 정량적 평가기법 도출, 극한지 지반조사 기법 개발, 극한환경 구조물 유지관리 시스템 개발 및 적용성을 검토하였다. 국내 48 종류의 흙시료를 이용한 실내실험 결과를 토대로 현재까지 제안된 다양한 방법으로 동상민감성 평가를 비교/분석하였다. 국내의 제반환경에 적합한 시험기준을 작성하기 위하여 수분, 온도, 토질 및 하중의 4개 조건을 고려한 표준화된 동상성 판정기준(안)을 제안하였다. 다년간에 수행한 실내실험 데이터를 토대로 극한지에 적합하도록 지반조사장비를 개량하였으며 최종적으로 극한지에 적용하였다. 극한지에서 지층의 강도를 평가하고 활동층의 두께를 결정할 수 있는 극한지에 적합한 휴대용 장비를 개발하여, 북극 다산과학기지 현장에 적용하였다.

The permafrost area, where people rarely live, is difficult to access, so there is limitation on researching and analyzing the information about the area and construction environment of the area. Therefore it is required to develop the ground investigation technique and equipment by considering the permafrost environment. Furthermore, Korea does not have sufficient research infrastructure for the permafrost area, such as quantitative evaluation methods, related test equipment, and professional human resources. Therefore the purposes of this study are analyzing predictable engineering problems that might occur to roads, railroads, and foundation structure due to ground freezing, when performing a construction project in the permafrost regions such as Artic and Southern Siberia, and laying a foundation for finding the technical solutions accordingly, to meet the needs of the times. This study analyzed predictable engineering problems that might occur to roads, railroads, buried pipelines, or foundation structure due to freezing and melting of the ground during construction work in the permafrost regions such as Artic and Southern Siberia. Based on the analysis, this study extracted the quantitative evaluation methods for frozen ground, developed the frozen ground investigation technique and the permafrost region environment structure management system, and investigated the applicability. Based on the laboratory test results of 48 kinds of domestic soil samples, this study compared/analyzed the frostbite sensitivity evaluations using various methods, which have been proposed until now. To make the test standards which are applicable to various environments in Korea, this study proposed standardized frostbite criteria (proposal), with consideration of 4 conditions such as moisture, temperature, soli, and weight. Based on the laboratory data, which had been collected for several years, this study modified the ground investigation equipment to be proper for the permafrost area, and finally applied the equipment to the permafrost area. This study also developed portable equipment to evaluate the strength of the resin layer and to determine the thickness of the active layer in the permafrost region, and used it in Arctic Dasan Station.
