1. 하수처리수의 농업용수재이용 유형구분
하수처리수의 농업용수재이용 유형을 하수처리장 방류수의 희석 여부와 정부차원의 계획 여부, 그리고 하수처리수준에 따라 7가지로 구분하고, 각 유형별 사례 및 특징을 고찰하였다. 제안된 하수재이용 유형은 안전하고 효과적인 하수재이용 정책을 실현하기 위한 기초자료로 활용될 수 있다.

1. 하수처리수의 농업용수재이용 유형구분
하수처리수의 농업용수재이용 유형을 하수처리장 방류수의 희석 여부와 정부차원의 계획 여부, 그리고 하수처리수준에 따라 7가지로 구분하고, 각 유형별 사례 및 특징을 고찰하였다. 제안된 하수재이용 유형은 안전하고 효과적인 하수재이용 정책을 실현하기 위한 기초자료로 활용될 수 있다.
2. 간접하수재이용수의 수질기준(시안) 제안
국내·외 하수처리수의 농업용수재이용 수질 규범, 지침, 그리고 기준을 고찰하고, 본 연구의 모니터링 및 모델링 결과를 바탕으로 우리나라 현실을 반영한 간접재이용수의 수질기준(시안)을 제안하였다. 수질기준(시안)은 비식용작물용수, 논 용수, 채소용수 등 3가지 농업용수 재이용 목적별 총대장균군수, 탁도, 생물화학적 산소요구량, 수소이온농도, 그리고 전기전도도 등의 수질항목에 대해 제안하였다.
3. 간접하수재이용에 따른 수질 및 토양환경 조사 분석
하수처리수의 농업용수 간접재이용과 미처리하수의 농경지 유입에 따른 수질 및 토양환경 영향을 파악하기 위하여 대비구인 용인 청정지구와 처리구인 오산 재이용지구, 병점 재이용지구, 그리고 미처리지구 (호련지구, 수화지구, 장전지구)를 선정하여 용인청정지구의 수원이 되는 이동저수지와 병점, 오산 간접재이용지구의 수원이 되는 하수 처리장 방류수, 황구지천 및 오산천 등 하천수 수질을 분석하였고, 각 지구별 시험포장의 논 담수와 유입수의 수질, 표층 및 심층별 토양 성분 등의 모니터링 결과를 비교 분석하였다.
4. 간접하수재이용에 따른 작물생육 및 논벼 성분 조사 분석
구축된 모니터링 시스템을 통해 미처리하수 및 하수처리수의 간접재이용에 따른 논벼의 생육, 수확량 그리고 논벼 성분에의 영향을 파악하기 위하여 용인 청정지구와 병점 및 오산 재이용지구, 미처리지구에 시험포장을 선정하여 논벼 생육 모니터링을 실시하고, 각 지구별 논벼의 생육시기에 따른 초장 및 분얼수의 변화를 분석하였다. 또한, 쌀의 외관적 특성인 완전미도정수율과 미질 특성인 아밀로스 및 단백질 함량, 백미의 중금속 함량을 분석하였으며, 수량구성요소에 대하여 각 처리구별 유의성 검정을 실시하였다.
5. 간접하수재이용에 따른 인체 위해성 평가
본 연구에서 구축한 모니터링 시스템을 통해 수집한 E. coli 농도 자료를 바탕으로 Beta-poisson dose-response 모형을 이용하여 지구별 유입수와 논 담수 미생물 위해성 평가를 실시하였다. 유입수에 대해서는 미처리지구, 간접재이용지구, 그리고 청정지구 순의 위해도를 나타냈고, 담수에 대해서는 간접재이용지구, 미처리지구, 그리고 청정지구 순의 위해도를 보였으며, 특히 유입수의 경우에는 미처리지구와 간접재이용지구에서 병원성 미생물에 의한 감염 가능성이 있는 것으로 분석되었다.
6. 간접하수재이용에 따른 관개기 순별 관개수질 모의시스템 구축
하수처리수의 간접재이용에 따른 오산천의 관개수질을 모의하기 위한 SWAT-QUALKO2 연계 시스템을 구축하고, 하수처리장 방류구 하류에 위치하는 관개용수 취수지점에서의 관개기 순별 수질을 분석하였다. 순별 관개수질 모의 결과, 대장균의 경우 관개 기간 동안 농업용수에 대한 하수처리수 재이용 수질기준을 초과하는 것으로 나타남에 따라 보건 및 환경에 대한 면밀한 검토가 필요하며, 하수처리수를 안전하게 농업용수로 재이용하기 위한 재처리시스템의 적용이 요구되는 것으로 분석되었다.
7. 간접하수재이용에 따른 적정 질소시비 방법 제안
DSSAT 모형을 이용하여 간접하수재이용에 따른 적정 질소시비 모의시스템을 구축하고, 질소시비량 및 시비시기에 따른 논벼 수확량을 모의하였다. 관개용수의 수질에 따라 표준 질소시비량 대비 20∼40% 저감된 질소시비량으로 일반논의 논벼 수확량을 기대할 수 있는 것으로 나타났다. 또한, 환경과 수확량을 모두 고려한 기비-분얼비-수비의 최적 분시율은 20-30-50%로 모의되었다.
8. 하수처리수의 농업용수 재이용시스템 경제성 분석
시스템 다이내믹스 기법을 이용하여 하수처리수의 농업용수 재이용시스템 경제성 평가모형을 구성하고, Vensim 소프트웨어를 통해 저량-유량지도 모델링을 실시하였다. 구축한 경제성 평가모형을 바탕으로 하수재이용 시 발생하는 농가편익과 사회적 편익을 산정하고, 그에 따른 한계비용을 도출하였다.
9. 간접재이용시스템 최적 물처리 공정기술 개발
농촌지역으로 방류되는 하수처리장의 수질과 농업기반시설 현황 분석을 통해 간접재이용시스템의 유입수질 성상과 오염정도를 예측하고, 수처리공정 요소기술 분석을 통해 ASF 물처리시스템 (IWR Ⅰ), 멀티사이클론 물처리시스템 (IWR Ⅱ), 융복합 이동식 물처리시스템 (IWR Ⅲ) 등 맞춤형 최적 공정기술을 개발하였다.
10. 간접재이용시스템 TEST-BED 설계 및 운영
극미세버블과 멀티사이클론 기술을 적용한 안전하고 경제적인 간접재이용시스템을 경기도 화성시 병점동에 위치한 한국농어촌공사 관할 병점양수장에 설치하여 TEST-BED를 운영하였다. TEST-BED 운영결과 SS는 74%, BOD는 58%, 탁도는 56%, 총대장균은 99% 이상의 처리효율을 나타냈으며, 응집제와 필터교체가 없는 구조를 감안할 때 상당히 우수한 성능을 나타냈다. 유입수 농도와 목표수질에 따라 후처리장치로 MF, UF 등을 연결하여 사용 시 그 활용 폭은 더욱 커질 것으로 기대된다.
11. 유형별 간접재이용시스템 개발
맞춤형 최적 공정기술을 바탕으로 하천보 활용 소용량 간접재이용시스템, 양수장 활용 중대용량 간접재이용시스템, 그리고 이동식 간접재이용시스템 등 유형별 간접재이용시스템을 개발하였다. 소용량 간접재이용시스템은 SS 62%, BOD 42%, 탁도 39%, 그리고 총대장균 99%의 처리효율을 보였고, 중대용량 간접재이용시스템은 SS 75%, BOD 48%, 탁도 41%, 그리고 총대장균 99%의 처리효율을 보였으며, 이동식 간접재 이용시스템은 SS 92%, BOD 78%, 녹조 99%, 총질소 41%, 총인 97%, 총대장균 97%의 처리효율을 나타냈다.
12. 실용화 목적의 현장적용 방안 분석
하수처리장 방류수의 농업기반시설에의 영향정도를 평가하기 위해 GIS를 활용한 하수재이용 관리지역을 선정하고, 현장시연회와 유관기관과의 협의를 통해 왕송저수지에 농업용 저수지 수질개선사업의 일환으로 간접재이용시스템을 적용하고자 한다. 또한, 한국농어촌공사의 성과공유과제를 통해 본 연구에서 개발된 이동식 간접재이용시스템의 현장적용과 기술 확산을 계획하고 있다.

1. Classification of wastewater reuse for agriculture.
This project classified seven types of wastewater reuse for agriculture according to whether effluent is diluted, whether it is planned in aspect of government, and level of wastewater treatment and considered cases and their characteristics of each type. Suggested type of wastewater reuse can be utilized as baseline data to materialize safe and effective wastewater reuse policy.
2. Water quality standards of indirect wastewater reuse
This project considered water quality criteria, guidelines, and standards of domestic and foreign wastewater reuse for agriculture and proposes water quality standards (draft proposal) of indirect wastewater reuse reflecting national reality based on monitoring and modeling results of this project. The standards was proposed for each purpose of nonedible crop water, paddy water, and vegetable water and contained water quality items of total coliform count, turbidity, biochemical oxygen demand (BOD), hydrogen ion concentration, and electrical conductivity.
3. Investigation and analysis of water quality and soil environment
To understand the effects of indirect wastewater reuse on water quality and soil environment in paddy culture, monitoring system was established. Byoung-Gem and Osan were selected as treatment sites for indirect wastewater reuse while Yong-In was selected as control site which irrigates from agricultural reservoir. Horyeon, Suhwa, and Jangjeon districts were selected to investigate the effects of untreated wastewater irrigation.
4. Investigation and analysis of paddy rice growth and yield
To understand the effects of indirect wastewater reuse on growth, yield and ingredient of paddy rice through established monitoring system, experimental fields were selected in Yong-In, Byoung-Gem, and Osan districts. Crop height and tiller number were monitored during the growing season between 2012 and 2014. Head rice milling yield as external characteristic, Amylose, protein content, and heavy metal content of polished rice were also analyzed for each district.
5. Risk Assessment of indirect wastewater reuse
This project instigated microorganism risk assessment of extraneous water and paddy fresh water for each districts using Beta-poisson dose-response model based on E. coli concentration data collected by established monitoring system. Risk to extraneous water is showed in order of untreated wastewater irrigation district, indirect wastewater reuse district, and clean district and risk to fresh water is showed in order of indirect wastewater reuse district, untreated wastewater irrigation district, and clean district and there can be likelihood of pathogenic microorganism of infection in untreated wastewater irrigation and indirect wastewater reuse districts.
6. Simulation system for 10-day irrigation water quality
SWAT-QUALKO2 linkage system to simulate irrigation water quality was established. In case of E. coli , simulation result of sequential irrigation water quality exceeded water quality standards of wastewater reuse for agriculture throughout the irrigation period. Simulation result showed the scrutiny of health and environment is needed and application of reprocessing system is demanded to reuse safely wastewater as irrigation water.
7. Assessing nitrogen fertilizer practices for rice irrigated with wastewater
Simulation system of optimal nitrogen fertilizer practice for indirect wastewater reuse was established using DSSAT model, and paddy rice yield according to nitrogen fertilizer rates and timing was simulated. Proper nitrogen fertilizer rate was assessed as 20-50% reduced amount to the standard fertilizer rate. Adjusting the split nitrogen fertilizer application rate was demonstrated as being enough to satisfy the target rice yield and resulted in an additional 10-20 kg ha-1 reduction in the amount of nitrogen fertilizer used. Optimal split application rate was evaluated as 20%, 30%, and 50% for basal, tillering, and panicle N fertilizer, respectively.
8. Economic analysis of wastewater reuse system for agriculture
Economic evaluation model of wastewater reuse system for agriculture was established. A system dynamics approach considering complexity and dynamics in the wastewater reuse systems was used for the economic analysis, which are related with social, environmental, and economic problems. Sensitivity and benefit cost analysis for wastewater reuse systems was conducted through the established economic assessment model. The result of sensitivity analysis showed that water resources development and installation cost were the most sensitive for total benefits and costs, respectively. The scenario-based test of the organized economic assessment model shows marginal cost ranges and enables decision-makers to decide reasonable cost for the wastewater reuse systems for agriculture.
9. Design of water treatment processes for indirect wastewater reuse
Expected inflow water quality properties and contamination level according to discharged treated wastewater quality was estimated. Optimal water treatment processes for indirect wastewater reuse was developed through the analysis of elemental technology of water treatment. ASF water treatment system (IWR 1), multi-cyclone water treatment system (IWR 2), and movable convergence water treatment system (IWR 3) was proposed as the optimal water treatment processes.
10. Test-bed design for indirect wastewater reuse systems
Safe and economical indirect reuse system applied with nano bubble and multi-cyclone technologies was established at Byeongjeom pumping station. The Test-bed using the established indirect reuse system was operated TEST-BED between 2013 and 2014. When it allows for structure without filter replacement, it showed excellent performance. When connecting MF, VF as after treatment device depending on inflow water concentration and target water quality and using them width of utilization is expected to become bigger.
11. Development of indirect wastewater reuse systems
Indirect wastewater reuse systems were developed such as a small-capacity indirect wastewater reuse system with the IWR 1 technique, a middle-large-capacity indirect wastewater reuse system with the IWR 2 technique, and a movable indirect wastewater reuse system with the IWR 3 technique. The small-capacity indirect reuse system showed treatment efficiency of 62%, 42%, 41%, and 99% for SS, BOD, turbidity, and total coliform, respectively. The middle-large-capacity indirect wastewater reuse system showed treatment efficiency of 75%, 48%, 41%, and 99% for SS, BOD, turbidity, and total coliform, respectively. The movable indirect wastewater reuse system showed treatment efficiency of 92%, 78%, 99%, 41%, 97%, and 97% for SS, BOD, algae, T-N, T-P, and total coliform, respectively.
12. Application strategy for indirect wastewater reuse systems
Management area of agricultural wastewater reuse was selected to evaluate the influence of effluent from wastewater treatment plant to agriculture infrastructure. The developed indirect wastewater reuse system will be applied to the Wangsong reservoir as a part of water improvement project through field demonstration and consultation with related organization. The movable indirect wastewater reuse system also plans field application and technology diffusion through benefit sharing mission of Korea Rural Community Corporation.
