현대사회는 환경유해인자로 인한 아토피, 천식 등 환경성질환의 급등 등에 따라 쾌적한 환경과 보다 나은 삶의 질에 대한 국민적 욕구가 날로 증가하고 있다. 그러나, 저소득층, 독거노인 등 사회적으로 취약한 계층은 경제적인 문제가 가장 크고 우선시 되므로 주택 실내공기질에 대하여 무관심한 경우가 대부분이다. 열악한 주택 내 생활환경으로 인하여 환경오염물질의 노출이 상대적으로 더 빈번히, 더 많은 피해를 받고 있는 것으로 나타나고 있다. 한편, 주거공간은 국민의 건강 보호와 국가 생산력 확보에 기본적으로 중요한 역할임에도 불구하고, 이러한 환경에서 자라나는 어린이들 역시 환경이 개선되지 않는 한 지속적 노출로 인한 환경성질환이 지속될 수밖에 없는 실정이다.
미국을 비롯한 주요 선진국은 1990년대부터 소득계층간, 인종간 환경 혜택의 불평등 문제를 주목하고, 실태파악과 문제해결을 위한 정책을 추진하기 시작하였고, 저소득층 주택 실내공기질 개선 지원 사업으로 단열지원 프로그램 (WAP) 시행시 주택의 에너지효율과 실내환경 (실내공기질, 안전)을 모두 고려하여 사업시행시 검토해야 하는 안전 및 환경가이드라인을 마련하여 진행하고 있다. 그러나, 우리나라는 정부 및 지자체 등에서 추진하고 있는 저소득층 대상의 주택 수리사업은 대부분 단열, 창호교체 등 가구의 단열강화에 초점을 맞추어 진행하고 있고 이러한 경우 주택의 환기량을 감소시켜 실내공기질 문제를 더욱 악화시킬 수 있다. 추장민 등에 따르면 저소득층이 거주하는 주택 환경은 건축된지 오래된 소규모 주택이고, 아파트 보다는 단독 및 다가구주택이 많다. 특히, 지하/반지하 주택은 저소득층의 주택 유형으로 볼 수 있으며, 이러한 주택은 환경오염물질 농도가 높고, 특히, 실내에 곰팡이가 발견되는 주택에 거주하는 초등학생은 그렇지 않은 학생보다 최근 일년동안 알레르기성 비염을 경험할 위험은 1.29배 높았고, 반지하인 경우 지상층에 비하여 2.47배 높은 것으로 보고하였다.

As the incidence of environmental diseases such as atopy and asthma is increase due to the harmful environmental factors in the modern society, people have increasing needs for a agreeable environment. The social vulnerable class including the low income families and the elderly living alone, however, is exposed to environmental pollutants due to their inferior living environments and thus have their health affected by them.
This study attempts to examine living environment vulnerable houses for indoor air quality and provide basic data to devise measures to improve the living environment of the social vulnerable class.
The major indoor air pollutants, in this studied residensial houses were not only VOCs, but also bioaerosols such as airborne bacteria, fungi and allergenes, and physical matters such as PM2.5 and PM10. Indoor air quality show that the living environment of the social vulnerable houses recorded an average PM10 concentration of 84.8 μg/m3 and airborne fungi level of 1,557 CFU/m3, which were higher than 8.1 μg/m3 and 768 CFU/m3 in general houses. In addition, 55 % of the examined houses exceeded the WHO guideline(500 CFU/m3) for airborne fungi. In spring, the indoor concentration of airborne fungi was considerably higher than the other seasons, which was because the fungi produced by the dampness phenomenon during winter became active in proliferation when the temperature rose in spring. When their houses were compared with common houses in terms of indoor air quality, they were higher in the fungi concentration and lower in TVOC than general house.
In vulnerable houses, indoor air quality was under the influence of contaminant concentration, which was affected by the type of housing, location of ground level, deterioration, and other environmental characteristics of housing in addition to the living habits of residents. It was especially problematic that fungi were visible in more than 90% of the examined houses, most of which were detached or multi-family houses that were deteriorated and had no insulation features and accordingly were high in the fungi concentration. It is important to prevent dampness on the walls by removing visible fungi, doing insulation works, and reducing temperature differences between indoors and outdoors. Frequent ventilation is also recommended for good flows of air. Furthermore, airborne bacteria and dust mites are influenced by the living habits of residents, who should make efforts to lower their concentration through regular cleaning and doing the laundry.
By the way, nevertheless each local government has been doing its best to improve the residential environment for the low income families, it has not been considered that the improvement of indoor air qualities. As most of the government leading projects focus on only the insulation issue for heating efficiency except the ventilation, the indoor air can be aggrivated. So, the projects improving the residential conditions must be proceeded with checking the air qualities and then the effectiveness for whether improved or not must be checked.
