□ 국가별로 기술위험 거버넌스 차이
○ 사전예방원칙에 따라 엄격하게 규제하는 유럽형, 실질적 동등성의 원칙에 따라 특정기술에 대한 규제를 거부하는 미국형, 모방학습을 통해 유럽이나 미국 등 선진국의 기술위험 관리 정책과 제도를 도입하고 새롭게 수정해 나가는 일본형으로 크게 구분됨
○ 우리나라의 경우 일반적으로 미국형에 가까운 유형을 보이고 있으나, GMO 등 일부 기술위험의 경우에는 사전예방 원칙이 적용. 이러한 차이는 모든 기술위험에 대해 동일하게 적용되지 않으며, 각 국가가 처한 상황적 맥락에 따라 기술 유형별로도 다르게 나타남
□ 기술위험 주기상 특징과 주요 전략
○ 위험 인식 초기에는 일부 전문가와 정부 당국이 중심이 되었으나, 위험을 평가하고 공유하는 과정에는 일반 대중의 위험 인식이 중요한 요소로 강조됨
○ 대표적으로 유럽에서는 광우병 파동, 유전자조작식품에 대한 대중의 거부감과 반대 운동 등이 전개되면서 합의회의(Consensus Conference), 시민배심원제(Citizen Jury), 이해관계자 대화(Stakeholder Dialogue) 등과 같이 대중이 참여하는(Public Engagement) 의사결정과정으로 전환
□ 기술위험을 둘러싼 정책 네트워크
○ 기술위험은 단순한 과학지식의 문제가 아니라 환경, 보건, 통상, 규제 등 다양한 쟁점과 맞물리면서 관련 이해관계자들간에 첨예한 갈등을 유발
○ 안전을 주장하는 산업계와 위험을 주장하는 시민단체들간의 극명한 대립과 유럽의 ‘사전예방주의원칙(Precautionary Principle)’과 미국의 ‘건전한 과학(Sound Science)’ 간의 대립이 이루어짐
○ 이와 함께 언론, 소비자 및 환경단체, 기업을 포함한 산업계, 과학자, 정치인 등이 안전과 규제를 강조하느냐, 국익 등 경제적 논리를 강조하느냐가 크게 대립
□ 우리나라 기술위험 관리 현황
○ 선진국과 비교했을 때 우리나라 기술위험 관리는 기술에 대한 지식과전문가가 부족할 뿐만 아니라 기술의 정당성과 합의를 도출해 나가는 과정도 민주적․공개적으로 이루어지지 못하고 있음
○ 그동안 우리나라는 추격국의 독특한 상황, 즉 위험과 실패에 대한 인식이 부족하고 경제발전이나 국가경쟁력을 강조함에 따라 절차적 정당성은 무시되는 등 위험 규제나 관리가 미흡

Korea is now faced with a new transitional period in every aspect of the society including risk management system. Such transition was initiated as the country’s so-called "catching-up" model of the past which had successfully led the country’s development through imitating and learning advanced countries started to reveal its limitations. As the ‘unintended" or "not forecasted" technology risks are increasing, active discussions are now going on technological risks and various strategies and means are being introduced to manage these technological risks.
To identify an effective technology risk management scheme in the "post catch-up" period, this study compares several foreign and domestic cases of technology risk management. In these case studies, technological risks are defined into; technological risks related to uncertainty of technology knowledge, technological risks related to technological legitimacy, and technological risks of complex nature. In these case studies, six different technologies were analyzed including BSE, environmental hormone, RFID, electromagnetic waves of handsets, nano technology and GMO. For each case study, the current status and characteristics of technology risk management have been summarized. Based on this summary, this study attempts to design an effective technology risk governance system for Korea.
The results of this analysis show that, to effectively respond to technology risks and uncertainty, developed countries are accumulating knowledge on one hand. On the other hand, to secure the legitimacy of technology, developed countries are trying to reach a consensus by convincing all the stakeholders and involving them in active discussions. However, the analysis of technology risk governance system shows difference by country. For example, European countries are strictly regulating technology risks according to the principle of preventing technology risks in advance while the U.S. refuses regulations on certain technologies based on the principle of practical equality and Japan creates new channels of technology risk governance through imitation and learning. In general, Korea’s technology risk governance is somewhat closer to the American style than others, but in some technological risks like GMO, Korea abides by the principal of preventing technology risks in advance like European countries. However, these different approaches are not applied equally to all kinds of technology risks, but they vary depending on the situation each country is faced with and different technology types.
Compared with developed countries, Korea is still lacking knowledge and experts on technologies and the process of securing legitimacy and consensus is neither democratic nor open. In fact, Korea has been lacking awareness of technology risks and potential technology failures. Rather the country has long been focused on economic development and national competitiveness being preoccupied with the "catch-up" model as a late-comer. As result, procedural legitimacy has often been ignored, creating a hole in risk management and regulations. Therefore, Korea now needs a major shift in its perspective and approaches when looking at technology risks, not simply from the framework of "development" but from the framework of "development and safety together." In this context, the country needs to improve its technology impact assessment system currently led by the government administration by opening it to the outside. At the same time, Korea needs to introduce open and participatory communication on technology risks by allowing different perspectives of various stakeholders to be reflected. To solve the issue of superficial technology risk management, Korea also needs to install institutional devices that will help practical implementation of technology risk related policies.
