우리나라 아파트 가구의 난방소비에 대해 이해하기 위해서는 사용용도, 난방기능, 그리고 난방방식이라는 복합적인 구조에 대한 충분한 논의가 선행되어야 한다. 본 연구는 가구의 소비지출에 대한 정보를 담고 있는 가계동향조사 자료를 활용하여 우리나라 아파트 가구의 난방소비와 관련한 앞서의 세 가지 물음에 대해 실증적인 결론을 제시하였다.
우선 본 연구에서는 ‘난방비’가 정의하는 바에 대해 고민하였다. 기존 연구들에서는 일반적으로 겨울철 기간 동안 지출한 연료비를 난방비로 인식하여 사용해 왔다. 하지만 해당 연료비에는 난방용 외에도 취사용이나 온수사용 등의 일상적인 비용이 포함된다. 또한 전기 역시 난방용으로 사용된다. 본 연구에서는 겨울철 난방을 위해 가구에서 추가적으로 지출한 에너지 비용을 난방비로 정의하였다. 구체적으로 가계동향조사 에서 제공하는 일 년간의 시계열 정보를 활용하여 1~3월 난방기간 동안의 평균 연료비와 전기비에서 5~11월 비(냉)난방기간 동안의 해당 비용을 제외한 금액을 각각 난방연료비와 난방전기비로 명명하고, 이 두 비용을 합쳐 난방비로 사용하였다.
가구에서는 일상적인 용도의 연료 그리고 겨울철 난방용으로 사용되는 연료와 전기에 대해 서로 다르게 인식하고 소비를 결정할 수 있다. 연료비, 난방연료비, 그리고 난방비 등 세 가지 비용에 대해 가구의 특성을 대표하는 동일한 설명변수들을 가지고 계량분석을 실시하였다. 연료비와 난방비에서 난방연료비가 차지하는 비중이 각각 70.9%와 87.9%에 이를 만큼 이들 세 비용은 유사한 항목으로 구성된다. 반면 세 비용을 종속변수로 사용하는 각각의 모형들에서는 상당히 다른 결과가 추정되었다. 구체적으로 연료비 모형에 비해 난방연료비 모형에서의 탄성치가 높게 나타난다. 겨울철 연료비 부담으로 가구에서는 난방용 연료사용에 대해 상대적으로 민감하게 반응한다. 마찬가지로 난방비 모형에서는 난방연료비 모형과는 상당히 다른 결과를 보였다. 동일한 난방용으로 사용되지만 보조난방으로 활용하는 전기기기에 대해 다른 기준을 적용하는 것으로 해석된다. 즉 유사한 용도로 에너지를 사용하더라도 사용용도와 난방기능에 따라 가구에서는 서로 다르게 인식하고 다른 기준에 따라 소비를 결정한다.
겨울철 추가되는 난방연료비와 난방전기비에 한해 구분하여 추정하였다. 겨울철 기간 난방을 위해 동시에 지출되는 비용인 반면 해당 지출은 가구라는 하나의 주체에 의해 결정된다. 동시성(simultaneity)에 해당되지 않으며 따라서 연립방정식 모형 대신 Seemingly Unrelated Regression (SUR) 모형을 통해 두 비용 간 상관관계를 반영하였다. 한편 가스난방과 지역난방 방식 간의 기술적 차이로 인해 가구에서 난방을 사용하는 행태 역시 달라질 수 있다. 난방전기비와 난방연료비 각각에 미치는 난방방식의 영향을 확인하기 위해 난방방식 더미변수와의 교차항들을 모형에 포함하였다. 최종적으로 우리나라 아파트 가구의 난방소비 분석을 위해 난방연료비와 난방전기비 두 추정식에 난방방식 교차항을 포함하는 SUR 모형을 확정하였다.
모형 추정결과를 토대로 우리나라 아파트 가구의 난방소비 행위를 설명하는 다수의 결론을 제시할 수 있었다. 우선 난방연료비 모형에서는 가구소득이나 월세평가액, 가구주 학력 등 가구의 생활수준과 관련한 변수들의 영향이 상대적으로 크게 나타났다. 반면 난방전기비 모형에서는 가구원수, 가구주 연령, 거주면적 등 난방 사용량에 직접적인 영향을 미치는 변수들이 탄력적으로 반응하였다. 가구에서는 겨울철 난방비에 대한 부담으로 생활수준을 고려하여 난방연료의 사용을 결정하며, 부족한 부분에 대해서는 가구의 특성에 맞춰 전기기기를 활용하는 것으로 해석할 수 있다.
난방방식의 영향 역시 분명하다. 가스난방과 지역난방 방식의 기술적 차이가 모형의 추정결과에 반영되어 나타난다. 난방연료비 모형에서 대부분의 교차항은 음(-)의 값을 가진다. 지역난방 가구에서 난방 연료비에 대해 덜 민감하게 반응하는 것을 의미한다. 반면 난방전기비 모형에서는 절반이 넘는 교차항에서 난방연료비 모형과는 반대 부호가 확인된다. 난방방식의 영향이 전기기기 사용에 대해서는 다르게 나타난다. 특히 가스난방 가구에서는 소득의 영향은 크게 줄어든 반면 가구원수나 연령의 영향은 오히려 증가ㅋ하였다. 난방조절에 유리한 가스난방 가구에서 가구특성에 맞게 전기난방기기를 적극 활용하는 것으로 이해할 수 있다.
본 연구를 통해 실증되는 우리나라 아파트 가구의 난방소비를 이해하기 위한 키워드는 다음과 같다. 우선 가구에서는 난방용으로 겨울철 집중적으로 지출되는 비용에 대해 상대적으로 민감하게 반응한다. 일상용도를 포함하는 연료비 전체를 난방비 취급하여 분석할 경우 과소 추정된 결과를 얻을 수 있다. 다음으로 동일한 난방용도임에도 연료와 전기의 소비에 영향을 미치는 요인은 상이하다. 연료 소비에는 가구의 생활수준이, 그리고 전기난방기기 사용에는 가구의 난방환경이 상대적으로 중요한 결정인자로 판단된다. 에너지원 간의 상이한 소비결정 구조에 대해 종합적인 고려가 필요하다. 마지막으로 난방방식에 따라 가구의 난방소비 행동은 달라진다. 가스난방 가구에서 적극적인 난방조절 행위를 하는 반면 지역난방 가구에서는 상대적으로 일정하게 난방을 사용한다. 서로 간의 상이한 소비패턴을 고려하는 맞춤형 정책개발이 요구된다.

This study analyzes factors affecting the heating expenditures of apartment dwellers, in order to enhance understanding of household heating consumption. Due to country-specific factors, it is difficult to apply findings from the non-Korean heating-cost literature directly to the Korean apartment heating market. First, the heating period is limited to a short time in winter; thus, the household burden from heating expenditures is significantly high for a limited period. Each household's responsive energy use for heating may be concentrated in winter (“purpose of energy use”). Next, electric heating appliances such as electric pads and fan-heaters are used in most Korean households. Households may apply different standards for auxiliary heating that uses electric appliances than they do for use of the main heating system (“heating role”). Last, whether the heating system is gas or district heating can affect household heating consumption. While gas heating systems allow a unit to operate its own boiler, district heating systems jointly supply heat to all units. The technical differences between the two systems can cause different heating patterns (“heating system”).
To understand heating consumption in apartments, sufficient discussion regarding complex heating decisions involves the purpose of energy use, heating function, and type of heating system. Using “Household Income and Expenditure Survey” data, this study provides empirical evidence characterizing these three variables as they affect apartment heating consumption.
First, this study explores how to define "heating costs." In the existing literature, heating costs are generally recognized as fuel expenditures during winter. However, fuel expenditure includes costs for cooking and for hot-water supply in addition to heating. Also, electricity is very commonly used for heating in Korea. Therefore, this study defines heating costs as additional energy expenditures for winter heating. In particular, based on time-series information for a year in “Household Income and Expenditure Survey”, average fuel and electricity expenditure during the ambient-environment heating season (January to March) differs from expenditures during months that require little systemic cooling or heating of the ambient environment (May to September). These are respectively defined as “heating fuel costs” and “heating electricity costs”, with the sum of the two designated as “heating costs.”
Households could recognize differently fuel and electricity for winter heating each other, and also for non-heating. We conduct econometric analysis, regressing three different expenditures-fuel, heating fuel, and heating (fuel and electricity)-on the same set of household characteristics. These three expenditures comprise similar components, so that heating fuel expenditure constitutes 70.9% and 87.9% of fuel and heating expenditures, respectively. We obtain rather distinctive estimation results from the three regressions. Specifically, as the heating fuel regression provides higher elasticities than the fuel regression, in general, we could suspect that the burden for winter heating expenditure causes households to respond more sensitively to heating fuel cost. Likewise, the heating regression provides a quite different result from the heating fuel regression, providing possible evidence that different standards are in use for electric appliances (used for auxiliary heating). Although all three energy expenditures are related to heating, households tend to employ them differently depending on the purpose of energy use and heating role, and only then determine their consumption based on different standards for the different uses.
We conduct a further analysis by focusing on the difference between heating fuel expenditures and heating electricity expenditures. The two expenditures are both choice variables that are jointly determined by a single agent, a household. Since there are not multiple economic agents reacting to each other in a market, the combination of the two expenditures should not be considered to be an equilibrium. In other words, the analysis does not need to account for simultaneity in modeling. Instead, we use the Seemingly Unrelated Regression (SUR) model to consider the correlation between the two expenditures. We suspect that the technical difference between the gas and district heating systems may affect household heating behavior. In order to estimate this effect, we include a heating-system dummy variable, and household characteristics interacted with this dummy variable. Finally, the SUR model is determined by adding the interaction terms to the two equations for heating fuel and electricity expenditures in order to analyze apartment heating consumption.
Based on our estimation results, we derive several conclusions about apartment heating consumption. First, the effects of variables related to living standards such as household income, appraised rent, and education level were estimated to be bigger in the heating fuel expenditure equation. By contrast, in the heating electricity expenditure equation, number of members in the household (size), age of the head of household, and heating area were estimated to exercise larger effect. This implies that households tend to balance fuel use for heating considering their general living standard and the immediate burden from heating costs, and then to supplementally use electric appliances depending on their heating environment.
The effect of heating-system type is statistically significant. The technical difference between gas and district heating systems was verified in the estimation results. The coefficient estimates for most interaction terms were negative in the heating fuel equation. This implies that households using district heating systems respond less sensitively to heating fuel expenditure. By contrast, more than half of the interaction terms have positive estimates in the heating electricity equation. That is, the effect of heating system type on electric appliance use is different. In particular, for gas heated households, the effect of household income significantly drops while the effects of household size and age of the head of household increase. It may be because gas heated households, which can easily control the system, tend to more actively utilize electric appliances respecting their household characteristics.
Key empirical findings from our study include first that households respond more sensitively to heating expenditure concentrated in the winter season than to other types of energy usage. When heating costs are defined to include other uses of fuel, the effects of household characteristics may be underrated. Next, factors affecting fuel and electricity consumption differ, even though the purposes of both are heating. Living standards are an important determinant for fuel consumption, while household heating environments are important for electricity consumption by electric appliances. When designing national or state heating policies, careful consideration should be given to the determinants associated with different energy sources. Lastly, the type of heating system affects household heating behaviors. Gas heated households actively control heating, whereas households with district heating use relatively constant heating. Therefore, policies should be customized, and targeted at households differentiated by the type of heating system they use.
