한국은 주요 에너지 교역국 사이의 연결 관계에 있어서, 28개의 순수 국제 에너지 기구를 통해 도출된 네트워크와, 11개의 국제기구를 추가하여 총 39개의 에너지 관련 국제기구를 통해 도출된 네트워크 모두에서 어느 정도 유리한 위치를 점유하고 있는 것으로 나타났다.연결지수, 구조공백 지수, 영향력 지수에서 총 49개의 국가 중, 7위에서 11위 정도의 순위를 보인 것이다. 뿐만 아니라, 중심부와 주변부를 구분하는 분석을 실행한 결과 두 네트워크에서 모두 중심 국가 군에 속하는 것으로 드러났다. 추가적으로 한국이 아직 가입하지 않은 4개의 국제 에너지 기구들에 가입함으로써, 양적인 측면에서의 네트워크 확장 전략을 실행하였을 경우 가지게 될 네트워크 특성을 알아보았다.이를 위해 한국이 28개 기구 중에서 현재 가입한 15개와 함께 해당 4개 기구에도 가입하였다고 가정한 뒤, 이를 통해 형성된 국가 간 네트워크를 유의미한 연결만으로 재구성하였다. 그 결과 새로운 네트워크에서 한국의 연결 지수는 기존 10위에서 5위로, 영향력 지수는 11위에서 3위로, 그리고 구조 공백 지수 역시 9위에서 5위로 상승하는 것으로 나타났다. 이러한 분석 결과로 미루어 보았을 때 한국은 국제 에너지 협력에 있어 충분히 많은 수의 무대에서 활동하고 있음을 알 수 있으며, 각 무대에서 함께 협력하고 있는 국가들을 종합적으로 고려하였을 때 연결 관계에서의 이점 역시 누릴 수 있는 위치에 있다고 간주할 수 있었다. 다시 말해서 한국은 충분히 많은 국제 에너지 기구에 가입하고 있으며, 주요 에너지 교역국 중에서도 중심 국가 군에 속하는 등, 국제 에너지 협력의 양적 측면에서 충분한 성과를 이룬 상태라고 할 수 있는데, 상기 4개 국제 에너지 기구 가입이라는 상황을 추가적으로 가정하여 도출한 분석 결과 역시 큰 폭의 순위 상승을 보이면서 이 같은 결론을 뒷받침했다. 그러므로 이제는 충분한 고려 없이 양적인 측면을 추구하는 것보다는, 질적인 측면에서의 협력 관계 강화를 모색해야 할 시점이라는 결론을 내릴 수 있었다.
국제 에너지 네트워크를 통한 협력의 질적 제고를 위해서는, 우선 현재 운영되고 있는 국제 에너지 기구를 통해서만 다른 국가들과 협력 관계를 형성하는 것에서 벗어나서, 특정 목표 국가와의 연결 관계를 새로이 개척하는 것을 추진할 필요가 있다. 이 경우, 일본이 중앙아시아 5개국과 운영하고 있는 Central Asia + Japan이나 아세안 국가들과 한중일이 모인 ASEAN + 3 등과 같이 기존의 기구를 바탕으로 추가적인 연결을 모색할 수도 있고, 우리나라가 G20 내 중견국가 모임으로 참여하고 있는 MIKTA 등과 같이 완전히 새로운 협력 모임을 창설하는 것도 고려할 수 있다. 이와 관련한 향후 전략으로서 주요 원유 수출국인 알제리와 리비아를 목표로 하는 Arab Maghreb Union과의 연결, 마찬가지로 에너지 수출국인 사우디아라비아, UAE, 카타르,쿠웨이트를 고려하는 Gulf Cooperation Council과의 연결, 그리고 재생에너지와 에너지 효율 향상을 위한 시장 진출에 있어서 인도, 파키스탄, 방글라데시를 염두에 두는 South Asian Association for Regional Cooperation과의 연결을 고려할 수 있을 것이다. 하지만 이러한 새로운 협력 관계 창설뿐만 아니라, 독일이나 영국, 프랑스가 타지역 국가들로 이뤄진 협력 기구에 준회원국 자격으로 참가하며 활동하는 것과 같은 방식으로 에너지 수출국들과의 연결 관계를 확대하는것도, 한국으로서는 고려할 수 있는 방안이다.
두 번째 질적 제고 방안으로, 기존 국제기구와의 연계를 통해 목표로 하는 지역의 에너지 개발에 특화하는 국제기구 또는 협의체 구성을 고려할 수 있다. 이러한 사례로서 Asian Development Bank와 연계된 Greater Mekong Subregion 프로젝트가 포함된다. 한국으로서는,우선 북한을 포함한 두만강 지역의 개발을 목표로 하여 Greater Tumen Initiative (GTI)를 AIIB에 연계하는 방안을 추진하는 것이 첫걸음이 될 수 있다. GTI 뿐만 아니라, 역내 에너지 개발에 참여하기 위하여 기존 국제기구를 기반으로 하여 특정 지역에 특화된 협력 관계를 형성하는 것은 급증하는 에너지 인프라 시장 선점을 위해서도 효과적인 접근 방식이라고 생각된다. 지역적으로는 일단 아시아 지역에 초점을 맞추면서, 관련 역량이 확대됨에 따라 아프리카나 중남미지역으로 협력 관계를 확장하는 전략을 고려할 수 있을 것이다.
마지막으로 앞서 제시된 두 가지 질적 제고 방안 이상으로 중요한 것이, 현재 한국이 활동 중인 각 협력 무대를 통해 최대한의 성과를 이뤄내는 것이라 할 수 있겠다. 가입한 에너지 관련 국제기구 모두에 대한 지원을 확대하여 그러한 성과를 얻을 수 있다면 좋겠으나, 이는 무엇보다 전문 인력의 부족으로 인해 현실적으로 가능한 방식이 아닐것이다. 따라서 선택과 집중이 필요하다고 할 수 있겠다. 이를 위해 한국이 현재 가입하여 활동 중인 국제 에너지 기구들의 특성과 범위를 파악하고 얻을 수 있는 기대 효과에 대한 면밀한 분석을 수행함으로써, 중점 활동 기구를 선별하여 그에 대한 지원을 확대할 필요가 있다. 선별된 중점 활동 기구에서는 더욱 중장기적인 비전과 전략을 가지고 적극적으로 상호 이익을 위해 협력하며 활동할 수 있도록 기반을 마련해야 할 것이다.

3. Conclusions and Policy Implications
The analysis results showed that Korea occupies an moderately advantageous position in both the networks formed through 28 pure IEOs and 39 international organizations addressing energy. Korea was the 7th to 11th highest country with regard to degree, structural holes, and power centrality. Moreover, it was included in the core country group in the networks through the core/ periphery analysis. To confirm this conclusion, the authors additionally drew an international network, assuming that Korea holds membership in four IEOs which it has not joined yet. The network was formed through the pure 28 IEOs and Korea was regarded to have membership in 19 IEOs. Then, the network was reconstructed by removing insignificant national links as the previous analyses. The new rankings of Korea were 5th, 5thh, and 3rd in terms of degree, structural holes, and power centrality. All these analysis results reveal that Korea is playing in a sufficient number of grounds for international energy cooperation. Furthermore, it can be counted that Korea holds an advantageous position in the national network formed through IEOs when considered its network characteristics and partners. In other words, Korea has membership in a sufficient number of IEOs and it is one of the core countries in the network. In conclusion, Korea has obtained satisfactory performance with regard to quantity of international energy cooperation. The supplementary analysis conducted by assuming 4 additional membership of Korea confirmed this conclusion. Now, the authors suggest that it is time to pursue quality of international energy cooperation rather than quantity.
For enhancing quality of international energy cooperation, new links with target countries have to be sought out of the current network through IEOs. These new links can be formed on the basis of existing grounds. Relevant examples include “Central Asia plus Japan“ where Japan was added on the five countries in Central Asia including Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and Turkmenistan, and“ASEAN + 3“ where China, Japan, and Korea were added on the existing ASEAN community. Also, a wholly new link can be made such as MIKTA (i.e., an association of the five major middle power countries including Mexico, Indonesia, Korea, Turkey, and Australia). As links of this type, Korea can pursue to form a tie with Arab Maghreb Union targeting Libya and Algeria. Also, a link with Gulf Cooperation Council can be sought with targets such as Saudi Arabia, the United Arab Emirates, Qatar, and Kuwait. South Asian Association for Regional Cooperation can be another option with targets including India, Pakistan, and Bangladesh as markets for renewable energy and efficiency. On contrary, rather than forming new links, Korea can pursue to join existing international organizations focusing on a specific region as an associate member for increasing links with energy exporting countries. Through this kind of effort, Korea can expand its geographical boundary out of Asia as Germany, France, and the U.K. do.
The second option for Korea to enhance the quality is to form an international organization or an initiative which focuses on regional energy development through partnerships with existing organizations. A relevant example is the Greater Mekong Subregion project linked with Asian Development Bank. The authors propose that Korea develop the Greater Tumen Initiative (GTI) to get linked with the AIIB as the first step. As the GTI, getting connected with links for regional energy development with existing international organizations is an effective approach to take an advantageous position in the fast-growing energy infrastructure market. In particular, Korea needs to focus on Asia as the geographical basis of this strategy. As relevant capabilities are developed, the regional range will be able to increase into other regions such as Latin America and Africa.
Finally, obtaining higher performance in the IEOs where Korea currently participates is as important as the previous two options. If Korea can increase its support for all the IEOs where it participates, it will be great. However, it is not possible particularly due to the limited number of expertise. Therefore, concentration of support on the selected IEOs is required. Korea has to carefully investigate characteristics of the IEOs where it currently participates and analyze costs and benefits of increasing its support. Then, Korea should choose several IEOs where it needs to participate with priority and expand its support for the IEOs.Through these IEOs, Korea must have international energy cooperation with long-term vision and strategies as one of the leading countries.
