본 연구는 강구조물, 건축물, 구조물기초, 도로부대시셜, 터널, 조경, 건축기계설비, 건축전기설비, 8개의 재료 또는 시설물에 대하여 표준시방서 및 설계기준을 성능중심으로 정비하고 국제 표준에 대비하기 위해서 시설물별로 표준시방서 및 설계기준 제, 개정을 지원하기 위한 기초연구 수행, 성능중심의 설계기준(안), 설계기준모델, 설계 및 시공 지침/편람을 작성하기 위한 연구이다. 본 연구를 통해서 작성된 기준은 다음과 같다.
- 성능중심 강구조설계기준 개정(안), 성능중심의 구조물기초 설계기준 개정(안), 성능중심의 도로설계기준
본 연구는 강구조물, 건축물, 구조물기초, 도로부대시셜, 터널, 조경, 건축기계설비, 건축전기설비, 8개의 재료 또는 시설물에 대하여 표준시방서 및 설계기준을 성능중심으로 정비하고 국제 표준에 대비하기 위해서 시설물별로 표준시방서 및 설계기준 제, 개정을 지원하기 위한 기초연구 수행, 성능중심의 설계기준(안), 설계기준모델, 설계 및 시공 지침/편람을 작성하기 위한 연구이다. 본 연구를 통해서 작성된 기준은 다음과 같다.
- 성능중심 강구조설계기준 개정(안), 성능중심의 구조물기초 설계기준 개정(안), 성능중심의 도로설계기준 개정(안), 성능중심 터널설계기준(안), 성능중심 조경설계기준(안), 성능중심 건축전기설비 설계기준 개정(안), 건축물의 에너지절약설계기준(고시) 개정(안)
- 성능기반 구조설계 기준모델(안), 건축재료 성능중심 건축설계기준모델(안), 구조 부재의 공학적 내화성능 평가 기준 모델(안), 강구조물 성능중심 설계 지침, 성능설계 중심의 기초구조물 설계 및 시공 편람, 방호울타리 단부처리 시설 및 전이구간 실물충돌시험 업무편람(안), 터널 성능중심 설계ㆍ시공 편람, 공조위생설비 기자재 환경평가편람
그리고 본 파제를 통해서 턴키제도 개선방안을 마련하는 연구도 함께 수행되었는데, 이 연구를 통해서 턴키제도 개선(안)이 도출되었고, 이를 통해 관련 규정들을 개정하였다.

(1) General services to develop construction and design guidelines/manuals, and control the developing directions
The results monitored about the development of models or proposals of design criteria, design and construction manuals of steel structures, buildings, foundations of structures, road subsidiaries, tunnels, landscape facilities, and building mechanical and electrical facilities based on performance and the developing directions controled are suggested.
(2) Develop models of performance based design and construction systems
Status of performance based certification and evaluation system of the Korea, the Japan, the United Kingdom and the United States are surveyed. And the models of performance based design and construction systems are suggested.

3. Performance-oriented Improvement and Standardization of Guidelines for Steel Structure Design and Construction
(1) Develop a guideline of Performance-oriented deisgn for steel structures
: The required performances and design indexes were developed to propose the procedure of Performance-oriented design. The guideline of Performance-oriented design for steel structures and the guideline for structural design code drafting founded on the performance-oriented design concept were developed.
