1. 본 기획 연구는 자연재해가 빈번한 강원권의 최근 기상여건과 지역적 특성을 고려한 피해복구 및 저감을 위한 복구기술과 복구기준 개발을 목표로 함.
2. 강원권의 지역적 특성을 고려한 피해복구 및 저감 기술 개발을 목표로 국내외 기술수준 분석, 국내외 정책, 시장, 기술 동향 분석, 기존 연구과제 현황 분석 등의 연구내용을 수행하였음. 최종적으로 다음과 같이 강원지역 폭우 및 폭설 등에 대비한 재해피해 저감 및 복구기술 개발을 위한 세부과제를 도출하였음.

4. 본 과제를 통하여 관련기술이 확보되는 경우 기후변화에 대비한 재해복구 기술과 관련 매뉴얼의 확보, 긴급복구기술 체계확보, 재해피해저감 및 예방적 유지관리 기술의 확보, 피해발생저감에 따른 절감이 예상됨

1) Necessity and vision of technology development
- Recently, heavy rain and heat wave have been occurring all over the world because of climate change. Disaster damage has been repeatedly occurred by summer heavy rain, typhoon, and winter heavy snow in Korea.
- Especially, in case of Gangwon province which is covered by 89% of mountain area, 31% of property damage was occurred in the past 10 years by disaster in Gangwon province since it has geomorphological and hydraulic limitation. Therefore, it is very necessary to establish the fundamental comprehensive countermeasure.
- Furthermore, regional heavy rain, long-term heavy snow, and road freezing according to cold wave are frequently occurred. When the damage is occurred, it is very difficult to find the bypass and economical damage is increased since budget has to be increased to maintain the usual performance.
- Therefore, it is necessary to prepare the countermeasures related to heavy rain and heavy snow with development of a technology which is well fitted to Gangwon mountain region. From the construction of this infrastructures, ultimate goals such as safe Gangwon and improvement of economical, social, and cultural functions can be achieved.
- In the present research, detail research assignments are suggested by establishing the visions of securing the technology which is more than 85% level of developed countries for the technology related to heavy rain and heavy snow in Gangwon province.
2) Importance, propriety, and urgency of technology development
- Recently, so many issues have been increased in Gangwon province such as invitation of 2018 winter olympic and appointment of free trade area for the east-sea region which can affect all over the country. It is necessary to develop the regionally fitted technology as a countermeasure to the natural disasters since restoration expense for disaster damage of Gangwon province was 9.6 trillion won which is the most expensive restoration expense among the 16 major cities and provinces in the past 10 years according to disaster chronology.
- Aggressive disaster prediction technology should be secured by national government for the risk of natural disaster according to recent climate change. Especially, it is very importance to develop the technology for the establishment of infrastructures considering regional characteristics and disaster patterns according to climate change.
- If it is considered that the size of population and cities in Gangwon province is relatively small, restoration expense must be much more expensive. Development of improvement technology can be an important role to reduce the government expense and improve the status of Gangwon province.
- Furthermore, detail standards such as a manual and construction guideline related to restoration technology should be established since the present technology standards and guidelines related to disaster restoration do not contain the investigation methodology for the construction and design of restoration techniques.
3. Essential tasks and research system to draw the detail assignments
1) Suggestions and progress of research
- SWOT analysis and trend analysis of internal and outside of country:
Suggesting the vision according to establishment of countermeasure strategy for the future market from the results of SWOT analysis based on the analysis of technology infra and R & D investment condition
- Settlement of basic direction and analysis of research validity:
Suggesting the final objectives, boundary, and outcomes of research development after the analysis of research validity with the investigation and analysis of the technical, political, economical validity
- Securement of the connectivity of detail assignment and making the TRM:
Drawing the reasonable research expense according to TRM for each detail technology making the priority to secure the connectivity between the detail assignments
- Drawing RFP for each detail assignment:
Evaluations of technology value for the management strategy and composition of research group. Suggesting the final RFP according to detail assignment through the estimation and review for the influence effect of research group
2) Major detail assignments drawn from the present study
After conducting the present plan research, 3 detail assignments were made and each RFP for each assignment were suggested. Drawn detail assignments and major research contents are listed below.
□ Blended technology for emergency restoration for transportation facilities due to heavy rain
- Blended technology for emergency restoration for loss part of the road considering damage patterns of pavement
□ Improvement restoration technology for the reduction of heavy rain damage in mountain drainage area
- Control technology of debris yield in mountain drainage area
- Restoration technology of hydraulic and geo-technical facilities due to the heavy rain damage
□ Road control technology for the reduction of heavy snow damage in mountain road
- Establishment of management system of effective snow removing and traffic information system corresponding to heavy snow
- Development of pavement technology of early snow melting for the damage reduction in repeatedly freezing area
4. Expected effect and commercialization strategy of developed technology
1) Expected technical/political effect
- Development of manuals of the restoration technology and countermeasure for the natural disaster
Minimization of property damage and loss of life by the development of mountain prediction model for the domestic condition
- Efficiency increment of budget management by securing the emergency restoration technology with original/ improved restoration
- Establishment of systematic countermeasure through the development of restoration technology according to disaster patterns
- Establishment of efficient restoration plan through the reasonable estimations of disaster damage
- Policy enhancement of local government related to countermeasure of disaster
- Damage reduction of facilities due to performance improvement of structures and new materials
2) Expected economical effect
- Social cost reduction due to securing quick emergency restoration technology
- Budget reduction due to securing emergency restoration technology based on improvement restoration
- Reduction of restoration cost due to decrease of damage occurrence
- Cost reduction of maintenance due to performance improvement of restoration materials and structures
- Strengthen of competitiveness of Gangwon province due to safety improvement from the natural disaster
- Create construction market of 2.1 - 4 trillion won due to development of disaster restoration technology
3) Application of developed technology and commercialization strategy
- Research and development from the cooperations with the private, public office, industry, academy, and research institute will be propelled considering regional characteristics and economical effects of restoration technology to establish the national countermeasure preparing the climate changes.
- Technology drawn from the present study will be used for the local government, national emergency management agency, and ministry of land, transport and maritime affairs since countermeasure technology for the heavy rain and heavy snow for the Gangwon province shows very strong aspect of public characteristics.
- Especially, manuals, guidelines, and educational programs drawn from final step will be used for the public officials and engineers related to the work. Therefore, it will improve the technical skill of persons related to this work.
- Research will be performed with the companies which are working for the disaster restoration in Gangwon province since the final goal of this planning research is to commercialize the countermeasure technology. Ultimate goal is to improve the competitiveness of local companies by transferring the developed technology.
- Economic efficiency and validity will be estimated by application of steps.
(l) Disaster damage investigation, (2) restoration plan, (3) restoration technology, and (4) damage reduction action will be applied for the whole system of disaster restoration in Gangwon province to achieve the commercialization.
- Furthermore, prediction model which is well matched with the regional characteristics will be developed by analysis of cause, size, and pattern of damage and will be used for the disaster countermeasure system of local government. Co-work with industry will be progressed for the commercialization of technology. Education program of the disaster restoration will be performed for the improvement of user's performance ability.
