고등교육에서 세계화(globalization)는 단순히 대학의 국제화나 국제경쟁력 제고와 같은 전략적인 개념을 넘어 전 세계의 경제 및 사회에 전반적인 영향을 미치고 있는 하나의 거대한 힘이라고 볼 수 있다. 이 연구는 21세기 글로벌 사회에 대응하기 위한 주요 선진국들의 고등교육 혁신 동향 및 성공적인 대학의 모범 사례의 국제 비교 분석을 통해 향후 우리나라의 고등교육 혁신을 위한 시사점을 도출하고 향후 정책방안을 모색하고자 하였다.1)

고등교육에서 세계화(globalization)는 단순히 대학의 국제화나 국제경쟁력 제고와 같은 전략적인 개념을 넘어 전 세계의 경제 및 사회에 전반적인 영향을 미치고 있는 하나의 거대한 힘이라고 볼 수 있다. 이 연구는 21세기 글로벌 사회에 대응하기 위한 주요 선진국들의 고등교육 혁신 동향 및 성공적인 대학의 모범 사례의 국제 비교 분석을 통해 향후 우리나라의 고등교육 혁신을 위한 시사점을 도출하고 향후 정책방안을 모색하고자 하였다.1)
이를 위해 먼저 정치(political), 경제(economic), 사회(social), 기술(technological) 분야에서 글로벌 시대의 환경변화 및 고등교육에의 시사점을 분석하였다. 이를 기초로 글로벌 고등교육 혁신의 국제적 동향에 관한 최근 OECD(2009b) 연구, 「Higher Education to 2030, Volume 2. Globalisation」에서 나타나고 있는 5가지 주제(국제화, 연구개발, 질 관리, 지역주의 강화, 민간참여 확대)를 분석 내용으로 하고, 거시적・중시적(정부 및 부처)과 미시적(대학) 수준에서 분석 틀을 구상하였다.
주요국의 사례 분석을 위해 최근 IMD(International Institute for Management Development) 국가경쟁력 평가, GCI(Global Competitiveness Index)의 고등교육 부문의 지표에서 상위권을 차지하고 있는 국가들 중에서 지역적 안배를 고려하여 미국, 호주, 핀란드, 싱가포르를 선정하였으며, 연구의 분석틀에 따라 앞서 5가지 분류 주제별로 각국의 고등교육 혁신 정책과 대학 사례를 비교・분석하였다. 또한, 본 연구에서는 선진 주요국의 글로벌 고등교육 혁신 사례 분석과 그 시사점을 기초로 국내 우수대학의 관계자 FGI(Focus Group Interview) 및 심층면담과 글로벌 고등교육 혁신 분야의 각계 전문가 워크숍을 실시하여, 글로벌 시대에 대응하기 위한 미래 고등교육의 변화 방향과 전략 및 과제를 도출하고자 하였다.
주요국의 정책동향을 살펴본 결과, 글로벌 시대의 고등교육에서 나타나는 혁신은 먼저 인적자원의 중요성을 강조한다는 점이 부각되었다. 기업 노키아의 성공으로 대변되는 핀란드의 고등 및 직업기술교육은 핀란드가 지식산업국으로서의 역할에 중점을 두는데 공헌하였다. 호주와 미국은 해외 유학생이 많기로 손꼽히는 국가로, 일찍이 인재육성과 교류의 중요성을 인식하여 전략적으로 접근하여 왔다. 또한 각국은 국가별로 인적자원의 중요성을 천명하고 이에 대한 가치를 되새겨 우수한 국가인재 양성의 근간이 되는 기초적인 계획을 수립하고 있었다. 주요국들의 고등교육 혁신정책을 5가지 분류 주제별로 분석한 결과를 요약하면, 각국은 글로벌 시대 고등교육 혁신 정책으로 발산적인 형태의 인적교류를 통해 국제화와 연구개발 협력체계를 구축하는 한편, 내적 역량 강화에 기반을 둔 지역주의 실현, 표준요건 준수 등을 통한 질 관리 체계 확립 등이 주요 정책으로 관찰되었다. 따라서 글로벌 시대에서 고등교육 정책은 국가 기초역량에 기반 한 기본과 표준의 준수로 수렴하는 개혁과 국가별 장점을 부각시킨 확대정책의 이중적 실천에 관심을 둘 필요가 있다는 시사점을 도출하였다.
주요국의 대학사례 분석에서는 각국의 고등교육 혁신동향에서 나타난 교환학생 프로그램의 증대 및 보편화, 해외 캠퍼스 설립, 지역 내부 및 외부 차원에서의 지역화와 질 관리, 다각도의 민간 참여 증대 및 개방형 온라인 강의 플랫폼인 MOOC(Massive Open Online Course)를 통한 컨텐츠 확대 노력 등이 관찰되었다. 각국의 대학사례를 분석한 결과, 고등교육의 글로벌 혁신 동향은 실천 단계에서 각국의 특징에 맞게 적절히 수정되어 나타나고 있다. 예컨대, 싱가포르는 국제화 전략을 통한 확산이라는 특징을 보여 주고 있으며 호주에서 국제화는 대학의 해외캠퍼스 설립으로 표현되는데, 주로 아시아 및 중동 지역에 설립되는 경향을 보인다. 이에 비해 미국은 포괄적 국제화의 개념에서 대학의 국제화를 바라본다. 어느 부서, 어느 프로그램에서만 국제화가 필요하거나 국제화가 진행되는 것이 아니라, 대학의 목표와 비전, 예산, 세부지침, 교육과정, 관계형성등 모든 면에 걸친 국제화를 위해 경주하고 있다. 그리고 양질의 교육과 연구가 좋은 학생과 연구진을 미국으로 유인하고 있으며, 미국 대학들은 유학생 유치와 함께 자국 학생들이 좀 더 국제화된 경험에 노출되도록 해외수학경험을 갖게 하고자 노력한다. 따라서 글로벌 시대에 성공적인 대학들은 자국의 사회・경제상황은 물론 지리적 여건 등을 결합하여 혁신의 세부전략적 특징을 가지고 있다는 점을 고려할 때, 대학은 미래의 혁신 동향에 적합한 자국의 특징적 요소를 선별하는 것이 전제되어야 그 성공 가능성이 높아진다고 생각할 수 있다.
FGI 및 심층면담 결과, 국내 대학들의 국제화가 급격한 속도로 진행되고 있으며 인력교류 차원에 집중되고 있음을 확인할 수 있었다. 또한, 국제화 전략에 있어 양적 기준들을 중심으로 하는 지표적 관리보다는 국제화의 내실을 다지고 장기적인 국제교류 활성화를 위한 인프라 구축 및 확대에 대한 필요가 확인되었다. 국내에서 연구개발에 선도적으로 참여하고 있는 대학들은 연구 개발의 비전과 목표를 명확하게 설정하고 있었으며, 우수한 인력(대학원생 및 연구인력)의 국내 유입을 위해 계속적으로 외국인들의 정주 여건을 개선할 필요가 있음을 제안하였다. 그밖에 질 관리를 위해서는 구성원들의 인식 변화와 예산 확보가 필요하다는 점과 대학들 간의 리그와 같은 지역주의 강화 전략이 활용되고 있음이 확인되었다. 민간참여는 어느 정도 확대될 것이라 예상하지만 대학 현장에서는 그리 강하게 나타나고 있지는 않다는 점, 그리고 민간참여의 확대를 위해서는 대학 단위에서 민간자원을 발굴하고 연결하는 역할을 할 전담부서/전담인력의 필요 등이 제시되었다.
전문가 워크숍은 고등교육 혁신의 환경 및 현황, 비전 도출, 그에 따른 구체적인 전략 및 방안이 유기적으로 연결될 수 있도록 T.A.I.D.A 기법을 활용하여 진행되었다. 워크숍을 통해 전문가 들이 예상하는 고등교육의 주제별 미래 시나리오가 도출되었다. 국제화는 아웃바운드에서 인바운드의 방향으로, 닫힌 시스템에서 열린 시스템의 방향으로 진행될 것으로 예상되었다. 전문가들은 정부의 연구개발 투자 노력이 향후에는 감소하고 대학 자체의 연구개발 노력은 확대될 것으로, 또한 지역주의를 이끌어가는 힘이 중앙정부 주도에서 지자체 주도로 옮겨갈 것으로 예측하였다. 질 관리 측면에서는 질 관리의 역할이 국내적 필요보다는 국제사회 기준에 국내 상황이 맞추는 형태로, 그리고 질 관리에서 자율성이 확대되는 방향이 될 것으로 보았다. 지역주의 역시 연구 개발과 유사하게 정부 주도에서 대학이나 지자체 주도로 이루어지며, 대학 내부보다는 대학 외부 중심의 지역주의 활동이 강화될 것으로 예상되었다. 민간참여의 경우, 전문가들은 책무성과 자율성이 모두 강화되고 그 양자 간의 일정한 균형이 이루어질 것으로 기대하였다.
본 연구에서는 앞서 얻어진 결과를 토대로 글로벌 고등교육 동향을 제시하고 다음과 같이 5가지 분류 주제별로 전략과 과제들을 도출하였다. 먼저 글로벌 사회에 대응하기 위한 고등교육 혁신 동향은 전반적으로 다섯 가지로 요약될 수 있다.
첫째, 고등교육의 세계화는 폐쇄된 교육시스템에서 개방적인 교육시스템으로의 전환을 의미한다. 둘째, 정부주도 혹은 국내의 내적인 변화 주도에서 대학이 자발적으로 세계화를 주도하면서 외부시스템 및 외부대학들과의 경쟁에서 우위를 확보하기 위한 노력을 하고 있다. 셋째, 글로벌 시대에 대응하기 위해 세계화를 통해 대학들은 전통적인 고등교육의 요구에서 벗어나서 특성화와 다양화를 주도적으로 추진하는 활동을 전개하고 있다. 넷째, 글로벌 시대에 대응하기 위해 고등 교육 시스템은 대학 내부와 정부 주도형 모델로부터 지자체 및 대학 외부와 협력을 통해 발전하는 모습으로 변화하고 있다. 다섯째, 글로벌 시대에 대응하기 위하여 대학은 다양한 민간의 참여를 전제로 한 요구들에 직면하고 있으며 자율성과 책무성의 균형적인 이행에 갈등하고 있다.
본 연구에서는 이러한 동향 분석에 기초하여 향후 고등교육 혁신을 위한 전략을 5가지 주제별로 다음과 같이 제안하였다. 첫 번째 주제인 국제화의 경우, 유입된 인재에 관한 관리체계 구축, 민간자원 및 사회와의 협조 체계 구축, 규제완화를 통한 대학의 역할 확대, 국제적 표준과 대학의 개성화를 양립하여 추구, 정량 중심의 성과평가에서 정성 관점으로의 전환을, 두 번째 주제인 연구개발의 경우, 효율성을 고려한 정부 연구개발 예산편성 필요, 글로벌 연구개발 기지로서 정부기관의 적극적인 역할 강조, 산학연 연구클러스터 조성을 통한 연구 환경 구축, 대학차원의 공동연구개발 프로그램 운영 확대, 석박사급 우수연구인력 유치 확대를, 세 번째 주제인 질 관리의 경우, 국제적 자격과 학위 인증체제 참여, 교육성과에 대한 측정 및 평가 강화, 평가인증체제의 단계적 도입을, 네 번째 주제인 지역주의 강화의 경우, 지자체의 권한과 역할 강화를 통한 대학의 교류 지원 확대, 지자체와 대학의 공동의 관심사를 토대로 공생관계 구축, 지역 내 교육기관 간 협력을 통한 세계화 추진을, 다섯 번째 주제인 민간참여 확대의 경우, 민간참여 확대와 더불어 대학의 사회적 책무성에 대한 비전 제시, 민간참여에 대한 사회적 합의 도출과 규제 완화, 민간의 혁신노력을 반영하여 대학행정의 전문화 유도를 고등교육 혁신을 위한 전략으로서 제시하였으며, 이러한 전략에 기초하여 정책과제들을 제안하였다.

Globalization is a strong power to impact on the world’s economics and society as well as higher education. In the field of higher education, institutions are on a race of internationalization as a strategy of competitiveness in the era of globalization. The aim of this study was to examine the trends of higher education reform and compare the best practices of successful institutions in developed countries in order to suggest the implications of Korean higher education reform.
Firstly, we analyzed the future environment and its implications for higher education in terms of political, economic, social, and technological disciplines. In addition to this environmental analysis procedure, based on the review of the OECD research including 「Higher Education to 2030, Volume 2. Globalization」, we designed a framework for analysis. The framework consists of five different topics: internationalization(focusing on crossing-border), research and development, quality assurance, regionalism, and privatization. This frame also adopted the macroscopic (government level) and microscopic (university level) view point.
Considering their regions and levels of higher education, we selected four countries for case study among countries, which showed higher ranking in IMD national competitiveness evaluation and Global Competitiveness Index (GCI). They are United states, Australia, Finland, and Singapore. Based on the analysis framework, we explored their background of higher education and compared their policies of governmental and institutional levels. We also conducted focus group interview and had an workshop with academic and field experts of higher education. We utilized the T.A.I.D.A techniques to produce the vision, current status, strategies, and tasks in workshop with experts. This process guided us to identify the new directions and tasks of higher education.
In results of policy trends of four countries, mainly, they focused on the importance of human resource. Higher and technical education of Finland have contributed in building knowledge based society. Australia and the United States addressed the importance of human resource and its international exchange, strategically set their policies to increase the number of international students, and finally were highly ranked in overseas students.
In short, trends of higher education reform in these countries are: 1) Internationalization and R&D have been built based on divergent exchange of human resource, 2) Regionalism built by internal competency, and 3) Building management plan for quality assurance. Therefore, higher education policy in the globalized era should be developed in terms of standardized plan and expansion policy for action.
In the analysis on the selected higher education institutions of four countries, we found the expansion of exchange students, setting up global campuses, localization and quality assurance, privatization, and online platform of MOOC. Trends of higher education reform have been revised based on each country’s characteristics. For example, Singapore emphasized the divergence of internationalization in higher education, Australia established oversea campuses, and the United states highlighted the internationalization of all aspects of institutional aspects such as vision, budget, guidelines of operation, curriculum, and students’activities. High quality of education and research in United States have attracted high-quality students from various countries and also this system has made possible in sending their students to other countries. Therefore, based on examining their status and situation, each country or institution were able to set their specific strategies which were suitable to their higher education and to reform their higher education successfully.
In the results of focus group interview and in-depth interview, the internationalization of universities has been rapidly in progress and focused on the exchange of human resource. Firstly, new strategy for internationalization is focused on the building of internal stability and long-term exchanges. Secondly, frontier universities in R&D have incorporated new vision and goals of R&D and were eager to recruit graduate students with talents. Thirdly, in order to approve quality of higher education, perceptions of universities stakeholder are critical and the budget for quality improvement needs to be secured. Fourthly, multilateral collaboration among universities, and interaction between universities and local community need to be improved. Finally, in terms of privatization, human resource with professional management in universities will be helpful for expanding interaction with diverse private entities.
From the results of workshop, we developed the future scenarios: internationalization is changed from outbound strategy to inbound strategy, and from closed system to open system. R&D experts predicted the decrease of governmental investment in R&D. In the topic of regionalism, experts discussed that critical role in the regionalized process is moved from central government to local government. Quality assurance is formatted in global standardization and autonomy. Responsibility and autonomy in privatization is stressed and have balanced between them.
From this procedure, we made some suggestion for global higher education trends and strategical tasks in terms of five different domains. We summarized the new direction of higher education reform to respond the global society. First, the internationalization of higher education will be changed from closed system to open system. Second, governmental initiatives on higher education reform will be replaced with institutional autonomy. Third, each university is reacting the needs of new role in the era of global society. Fourth, the existing model which emphasized the role of university department and government initiative is changing to the coalition between local government and universities. Fifth, each universities respond the needs of external environment and experience the balance between autonomy and responsibility.
Based on our analysis, we suggested future tasks on each domain: 1) internationalization - systemic management of global talents, collaboration between private resources and society, and the evasion of regulation, standardization and etc. 2) R&D - investment of R&D efficiency based budget, roles of government-relation institution, building the R&D cluster, focusing on industry-academic-research institutes, the development of joint research projects, and the recruitment of graduate students from abroad, 3) quality assurance- international qualification and credit, the evaluation of education output and outcomes, and accreditation system, 4) regionalism- expansion of role and responsibility of local government, the reciprocal relation between local government and universities, and the collaboration among local universities, and 5) privatization- the evasion of societal dialogues, agenda and vision building for societal responsibilities of universities, and specialization of university administration.
