우리나라는 독자적 우주개발 능력 확보를 통한 우주강국 실현을 목표로 지난 20년간 위성체 및 탑재체 개발에 매진하여 세계 11위권의 우주경쟁력을 확보하면서 2013년에는 0.55m급 고해상도의 광학, 적외선, 레이더 영상 위성을 모두 운용하는 다수위성 운용시대를 맞게 되었다.이에따른 위성정보 활용 분야 및 활용 수요 증가와 함께 기후변화에 따른 범지구적 지구관측 수요도 크게 증가할 것으로 예상되는 등 위성활용 제고 방안 마련 필요성이 크게 증가하고 있다.

즉 이제는 “어떻게 활용할 것인가?”라는 소프트웨어적 접근이 필요한 시기로 위성개발 자체가 목적이 아닌 ‘위성 정보를 어떻게 활용하여 위성의 부가가치를 극대화할 것인가?’를 목적으로 위성개발과 위성활용을 기획.추진하는 우주개발 사업을 추진할 시기가 되었다.
이러한 점에 착안하여 추진된 본 연구는 먼저 현재 우리나라의 위성개발 및 활용 현황을 살펴보고 관련된 문제점들을 파악한 후, 위성정보 활용을 촉진하기 위한 구체적 방안을 제안하였다.
제1장에서는 연구의 필요성 및 관련 문헌분석, 위성정보 활용 정책, 수요, 공급분야 전문가 TFT 구성 및 자문회의를 통한 의견 수렴, 설문조사 등 연구방법에 관해 서술하였다.
제2장에서는 우리나라 위성개발 역사 및 위성정보 활용 현황을 정리하였는데, 개략적으로 살펴보면, 2011년 현재, 총 12기(착수 4기 포함)의 위성을 개발하였으며 지구관측용 아리랑 2호(’06.7~)와 통신.해양.기상관측용 천리안 위성(’10.6~) 등 2기가 운영 중에 있다.또한 아리랑3호(광학영상), 3A호(적외선영상), 5호(레이더영상)및 기상.해양.환경 상시 관측용 정지궤도복합위성을 지속적으로 개발하고 있다.
위성정보는 공공안전 이외에도 정부부처, 지자체 등에서 국토.해양 모니터링, 지도제작, 기상관측, 공간정보 서비스 등에 활용하고 있는 것으로 나타났다.
아리랑위성의 활용성과를 보면, 아리랑위성 1호는 우리나라 최초 다목적실용위성으로, 전자광학카메라 및 해양관측카메라를 탑재하여 8년간(‘99.12발사)전 세계를 대상으로 약 49만장을 촬영하는 등 주요 재난 발생지역을 촬영하는 임무를 성공적으로 수행하였다.또한 국내 최초로 중동국가와 ‘01년부터 6년간 210만 달러의 상업용 영상 직수신 계약을 체결하여 해외 위성영상 시장 진출 및 국제협력 추진에도 기여하였다.
아리랑위성 2호의 개발로 저궤도 실용위성의 독자개발 기반을 마련하였으며, 세계 7번째 1m급 고해상도 위성 보유국이 되었다.아울러 지상, 해양, 환경 등의 관측을 통해 증가하는 국가적 고해상도 영상수요 충족이 가능하게 되었다.특히 국내외 판매대행업체를 통해 세계 상용 위성 영상 서비스 시장에 진출(‘07.6)하여 약 2, 200만불의 해외 직수신 판매계약과 약 21억원의 영상판매계약을 달성(’11.12 기준)하는 쾌거를 이루었다.
한편 천리안위성개발의 성공은 정지궤도 확보를 위한 국제적 경쟁이 치열한 상황에서 정지궤도위성 개발 국가로서 대외적 위상을 제고하였고 세계 7번째 독자 기상위성 보유국, 세계 최초 정지궤도 해양위성 보유국, 세계 10번째 통신위성자체 개발국 등의 지위를 확보하였다.특히 일기 예보, 한반도 연안 해양환경 감시, 연구 등 국민 생활에 필수적인 자료들을 제공함으로써 국민의 삶의 질 향상 측면에도 많이 기여하고 있다.
제3장에서는 위성정보 활용의 문제점을 4가지로 정리하였다.
첫째, 위성정보 활용촉진을 위한 정책적 환경 조성이 미흡하다는 것이다. 구체적으로는 ①위성정보 활용예산 부족으로 인해 추진 계획 시행의 어렵다는 것 ②활용촉진을 위한 전담기구의 여건이 미약하다는 것, ③위성정보 활용 관련 환경변화에도 불구하고 이를 통합적으로 관리.활용할 수 있는 시스템 구축이 미진하다는 것, ④선제적 데이터정책이 수립되지 않고 있다는 것 등이다.
둘째, 활용 기술 개발을 위한 투자가 부족하다는 것인데, 구체적으로 ①위성 활용 기술 개발을 위한 R&D투자가 부족하다는 것과 ②중장기적인 R&D프로그램이 부족하다는 것 등이다.
셋째, 서비스가 대부분 공급자 관점에서 이루어지고 있다는 것이다.①특히 위성영상 활용관련 기술경쟁력이 부족하다 보니 ②수요자의 요구에 부응한 서비스 제공이 어려운 상황이며, ③관련 교육인프라도 부족하고 ④확보된 위성영상의 체계적 보존·관리 및 재활용도 부족하다는 것 등이다.
마지막으로 위성정보 활용 기반이 빈약하다는 것이다.①특히 위성정보 활용 수요에 대응할 현업 전문인력 및 향후 전문인력 양성 부족이 큰 문제점으로 제기되었고 ②제한된 수요, 공급의 불확실성, 해외영상자료의 국내시장 장악, 소수의 판매기업 등으로 인해 국내 위성영상 시장기반이 부족하다는 것, ③위성정보 활용을 위한 국제 교류 및 협력이 부족하다는 것 및 ④사회문화적인 인프라가 부족하다는 것 등이다.
제4장에서는 전술한 각 문제점에 대해 본 연구를 통해 도출한 위성정보 활용 촉진방안을 제안하였다.
첫째, 위성정보 활용 촉진을 위한 법.제도 및 조직 정비인데, ①위성정보 활용 예산 체계 정비, ②전담기구 역량 강화, ③(가칭)국가위성정보센터 설립, ④거버넌스(Governance)적 협력체계 구축, ⑤위성데이터 정책 정비로 구분하여 각각에 대한 추진 필요성, 추진 주요내용, 추진방안, 추진일정 및 소요예산 등을 제안하였다.
위성정보 활용예산 체계 정비 부분에서는 위성정보 활용을 실질적으로 촉진하기 위한 안정적 활용 예산 확보를 목표로, 포괄적 위성활용 사업 기획 및 추진, 위성 활용 기간 내 안정적 예산 확보, 위성개발사업 이상의 위성활용사업 추진 등의 방안을 제시하였다.
둘째, 위성정보 활용 촉진을 위한 연구개발 프로그램의 기획·추진으로 ①위성정보 활용 기술개발 프로그램 기획·운영 및 ②과학위성을 활용한 탑재체 사전활용연구 활성화 등을 제안하였다.위성정보 활용도가 낮은 주요 원인은 기반·핵심기술의 부족이며, 이에 따라 활용자 감소, 활성화 부진, 관련 산업 위축과 함께 전문인력 확보가 어렵게 되면서 다시 관련 핵심 기술 확보가 어렵게 되는 악순환이 발생되고 있다고 보고 활용 촉진을 위한 연구개발 프로그램을 제안하였다.
셋째, 사용자 중심의 위성정보 품질 및 서비스 향상을 위한 추진과제로 ①영상 품질 개선 및 관리, ②위성정보 서비스 질 향상 및 홍보강화, ③사용자 교육 및 지원, ④부가가치 향상, ⑤영상공급 풀 구축 등을 제안하였다.
관련하여 통합서비스 시스템 구축(웹포털 서비스), 통합서비스를 위한 기술 개발 추진, 공공기관, 지자체 및 민간사용자 대상 홍보 강화 등의 추진 방안을 제시하였다.
마지막으로 위성정보 활용 인프라 구축 및 저변 확대와 관련하여 ①위성정보 활용 전문인력 양성 프로그램 개발.운영, ②위성정보 활용 산업 활성화, ③국제협력 강화, ④위성정보 활용 저변확대 등을 제안하였다.
위성정보 활용 전문인력 양성 프로그램 개발·운영은 전문인력 확보를 위한 장기적이고, 산학연이 연계된 종합적인 인력양성 프로그램 추진이 주요 내용으로 전문인력 양성 계획이 구체적으로 집행될 수 있도록 예산지원과 산학연관이 협력하여 양성과 활용을 계획적으로 추진할 것을 제안하였다.

With theaim of realizing a spacepower by securing independent space development capability, Korea has endeavored to develop satellite platform and payload for the past twenty years. This effort has enabled Korea to be ranked as the top 11th country in space competitiveness. With this achievement, Korea is now looking forward to opening a new era of multiple satellites from 2013 including high resolution optic, infrared and radar image satellites. Accordingly, the utilization of satellite data and the demand for such data are expected to increase along with the increased demand for observing the Earth as result of global climate changes. Consequently, the need for developing measures to promote the utilization of satellites is ever mounting.
This implies that now is the time to develop a "software-oriented approach" questioning "how to better utilize satellites. "Instead of focusing on the development of satellites itself, itis necessary to pay attention to the question of "how to utilize satellite data to maximize the added value of satellites," and pursue space development programs that consider satellite development and utilization at the same time.
Initiated upon the above-mentioned needs, this study reviews the current status of satellite development and utilization in Korea and relevant issues. Based on this review, this study presents specific measures to promote the utilization of satellite data.
Chapter 1 explains the background and rationale of the research and describes the research methods adopted including literature research, review of satellite data utilization policy, demand study, collection ofopinions through expert task force team meetings and other consultation meetings, and surveys.
In Chapter 2, a brief overview on Korea's satellite development history and the current status of satellite data utilization in Korea is presented. According to this overview, as of 2011, Korea has developed total 12 satellites (including 4 in pipeline) and is now operating two satellites; Arirang-2 Satellite for Earth observation (launched in July 2006) and Chollian Satellite(launched in June 2010) for communication and ocean and meteorological observation. In addition, satellites currently in pipeline are Arirang-3 Satellite (optic image), Arirang-3A Satellite(infrared image), Arirang-5 Satellite (radar image) and a geomultifunctional satellite for on-going monitoring of climate, ocean and environmental conditions.
Satellite data are used not just for national security purposes but for land and ocean monitoring, meteorological observation, cartography, and location data service offered by the central government agencies and local provincial governments.
Korea's achievements in utilizing the Arirang Satellite can be summarized as follows. As the first multipurpose satellite, the Arirang-1 Satellite loaded with electronic optic camera and ocean observation camera has produced about 490,000 images of the entire globe for eightyears (launched in December 1999), successfully carrying out its mission of monitoring areas of major disasters. The Arirang Satellite also became the first Korean satellite to win a direct image transmission contract with a Middle Eastcountry worth $2.1 million for six years from 2001, opening up overseas markets for satellite images and contributing to the international cooperation in satellite data utilization.
The developmentof the Arirang-2 Satellite has laid the foundation for independent development of low-orbit commercial satellite and has made Korea the world's 7th country to own a satellite that can produce high resolution images of objects on the ground one meter in diameter. With the development of the Arirang-2 Satellite, Korea is now capable of self-supplying the ever increasing national demand for high resolution images through land, ocean and environmental observation. Via domestic and overseas sales agents, Korea entered into the global image service market (June 2007) of commercial satellites and achieved impressive 3-year revenue of total $22 million (as of July 2009) by selling about 6,000 images and direct transmissions.
Under intensified global competition to secure geostationary orbit, the development of the Chollian Satellite has promoted Korea's status as a country capable of developing geostationary orbit satellites. It has also made Korea the world's 7th country to develop a meteorological satellite with its own technology, the world's 1st country to own a geostationary orbit ocean satellite and the world's 10th country to develop a communication satellite with its own technology. By offering essential data required for weather forecasting and ocean environmental monitoring and research along the coast of the Korean Peninsula, the Chollian Satellite has significantly improved the life quality of the Korean people.
Meanwhile, Chapter 3 summarizes the following four issues in the utilization of satellite data. First, Korea is lacking policies that can promote the utilization of satellite data. More specifically, itis difficult to implement any plans due to the lack of budget for promoting the use of satellite data. In addition, Korea is lacking dedicated agencies for promoting satellite data utilization. Despite changes in the environment surrounding the utilization of satellite data, Korea has established neither an integrated management system for satellite data utilization nor a forward-looking data policy.
Second, Korea is lacking investment in developing satellite data utilization technologies. For example, R&D investment to develop satellites data utilization technologies is not sufficient along with mid/long-term R&D programs.
Third, mostofservicesarebeing offered from thesupplier'sperspective. As Korea is lacking technology competitiveness in the utilization of satellite images, it is incapable of providing services geared toward users' needs. At the same time, Korea is lacking relevant educational infrastructure as well as systematic storage, management and recycling of satellite images under its possession.
Lastly, Korea has a weak infrastructure for satellite data utilization. Especially, Korea is lacking frontline experts who can respond to the future needs in satellite data utilization. In addition, the domestic market for transacting satellite images is stillin a premature stage due to the limited demand, uncertainty in supply, dominance of the domestic image market by foreign players, and limited number of sales agents. Korea is notactively participating in international exchanges and cooperation to promote satellite data utilization and its social and cultural infrastructure for satellite data utilization is not in place yet.
In Chapter 4, this study presents measures to promote satellite data utilization through in-depth analysis of each of the above-mentioned issues.
First, legal, institutional and organizational refurbishment is needed to promote satellite data utilization. For example, budget system for satellite data utilization needs to be established. It is also necessary to strengthen the capacity of agencies dedicated to satellite data utilization. Inaddition, "National Satellite Data Center" needs to be established along with governance system and satellite data policy. For each of these measures, this study presents the rationale, key implementation activities, implementation mechanism, milestones and budget.
Especially when refurbishing budget system for satellite data utilization, to promote the practical use of satellite data, the study proposes i) comprehensive program planning and implementation, ii) securing stable funding during the period of satellite utilization, and iii) pursuing satellite utilization going beyond satellite development.
Second, to promote the utilization of satellite data, the study proposes i) planning and operation of R&D programs to develop satellite data utilization technologies and ii) promoting pilot studies on payload using science satellites.
The main cause oflow utilization of satellite data is lack of core and infrastructure technologies, which consequently results in reduced number of users, sluggish growth of satellite data utilization, weakening relevant industries, and difficulty in securing experts. This, in turn, makes it extremely difficult to secure core relevant technologies, creating a vicious cycle. In this background, this study proposes to pursue R&D programs that can practically promote satellite data utilization.
Third, as initiatives to improve quality and service of user-friendly satellite data, this study proposes i) improving and managing image data quality, ii) improving satellite data service and promoting PR activities, iii) providing user training and support, iv) improving added value, and v) building up an image data supply pool.
Related to this, this study also proposes to establish an integrated service system (e.g. web portal service) and to strengthen PR activities targeting currnet and potential users including public institutes, local provincial governments and users in private sector.
Lastly, to build infrastructure for satellite data utilization and expand its basis, this study proposes i) developing and operating programs to develop expertsin satellite data utilization, ii) promoting industries related to satellite data utilization, iii) strengthening international cooperation, and iv) expanding the basis for satellite data utilization.
To develop and operate human resources development programs specialized in satellite data utilization, it is important to plan a comprehensive long-term program involving industries, academia and research institutes all together. For this purpose, this study proposes to provide necessary budget support and pursue close cooperation between industry, academia, research institutes, and government to help develop and utilize experts in satellite data utilization.
