본 연구보고서의 정책제안
❶ 글로벌 도시의 구도심지역에 대해서는 주차공간 축소, 보행공간과 대중교통 확대 등을 통해 차량진입을 억제하고 보행자 중심의 도시구조로 재편
❷ 일본의 경우 입체도로 건설제도의 도입을 통한 입체복합도시의 건설, 싱가포르는 고스트타운지역을 마라나베이샌즈로 개발하여 양질의 문화공간으로 창출
❸ 밴쿠버는 벤쿠버리즘이라 불리는 독특한 도시계획철학을 통해 도심을 고밀개발하면서 풍부한 녹지공간을 확보하였고 포틀랜드는 시민들의 지지를 기반으로 다양한 성장관리기법을 적용
❹ 코펜하겐은 보행자자전거중심의 도시계획, 오스틴은 자유롭고 개방적인 문화를 수용하면서 창조산업을 도시의 핵심산업으로 육성하는 전략을 채택하였음
❺ 베를린은 문화창조산업, 드레스덴은 산학연의 유기적인 네트워크를 통해 산업클러스터를 형성하면서 우수인력을 유치하는 전략을 도입하는 등 도시별 특성과 비전에 따라 다양한 방식을 도입하여 미래도시 발전전략을 준비하는 것을 확인할 수 있었음

Currently, as around ninety percent of the Korean population lives in cities, urban competitiveness has become an important factor that can also speak for the nation. Currently, as around ninety percent of the Korean population lives in cities, urban competitiveness has become an important factor that can also speak for the nation. National, regional, and municipal movements are active around the world to create livable urban environment. This paper is to provide expertise in urban planning-related fields as well as general citizens in Korea a refined information of such precedents. It introduces projects, plans, and policies around the world as references for setting directions on future urban policy in South Korea and determining areas of future urban development.
The research was done in three major categories distinguished by the criteria that were selected as the main factors contributed to the strong urban environment:
'Global cities' that focused on strengthening urban competitiveness, such as London, Paris, Tokyo, and Singapore, 'Livable cities' that are renowned for their desirable living environment which include Vancouver, Portland, and Copenhagen, and "Creative cities" where diversity in urban life was promoted by investing in creative culture/economy as in Austin, Dresden, and Berlin. The research methods included site visits and interview of the related experts or public officials in each city.
The main lessons from the case studies are as the following:
'Global cities' have been continuing their efforts on strengthening urban competitiveness by proposing a long-term vision not only in the citywide scale, but also in the regional or metropolitan scale. Japan built ‘Mixed-use complex’cities by introducing ‘Three-dimensional road construction’ policy. Singapore transformed a ghost town into Marina Bay Sands, which ultimately became city’s quality central cultural hub.
'Livable cities' have tried to enhance the living environment by implementing bicycle or pedestrian-friendly design and actively utilizing the natural environment as cities’ asset. They transformed the old city center into a pedestrian-oriented urban structure by limiting car access, shrinking parking spaces, expanding pedestrian space, and enhancing public transportation. Copenhagen practiced bicycle-friendly planning. Vancouver densified the urban center under the City’s philosophy of “Vancouverism”, thereby preserving abundant green space within and around the city. Portland applied diverse growth management strategies built on the citizens’ support.
'Creative cities' prepared future urban development strategies by introducing diverse methods based on each of the unique urban characteristic and its vision.
Austin embraced the creative culture and chose to develop the creative economy as the City’s core industry. In case of Dresden, the City formed an industrial cluster established on the network of industry, university, and institute, and thereby attracting competent workforce. Berlin showed a similar success by promoting culture/creative industry.
