한국의 급속한 경제발전을 바탕으로 과학과 기술분야 역시 양적 질적 팽창이 가속화 되고 있어, 우주분야 역시 국민의 기대에 부응함은 물론 투자대비 성과의 효율성을 크게 높여야 할 것이다. 본 연구에서는 높아지는 국민의 관심 속에 미래 한국 건설에 중요한 역할을 하게 될 우주분야에서, "국가적 위상에 걸맞은 연구 개발 및 성과의 중요성”을 인식하고, "노벨상 급 연구와 같은 학문적 기대효과는 물론 국방 및 미래자원 개발과 같은 실용적 파급효과가 매우 큰 우주개발 및 탐험, 특히 과학임무 관련 위성의 개발과 이의 국가차원의 제도적인 공급

한국의 우주개발 사업이 1989년을 시작으로 비약적인 발전을 이룬 것은 사실이나, 이러한 진보에도 불구하고 아직 한국의 현황은 우주 선진국들에 비해 현재 운용중이거나 향후 계획 중인 위성의 수가 매우 적어 늘어나고 있는 국내의 위성 수요를 충족시키기 어려운 상황이다. 특히 세계적 연구성과가 기대되는 위성 프로젝트를 마련하고 있는 국내 과학계의 수요자들마저도 국내 위성공급의 부족으로 미국, 러시아, 일본 동 해외의 위성 공급선을 개인적으로 찾아 나서고 있는 실정이다. 이와 같은 최첨단 과학임무 위성은, 실용급 위성과 달리, 매우 도전적인 미래 우주기술의 접목을 필요로 하여 선도기술 개발의 동기를 부여한다. 이는 장기적 관점에서 볼 때 미래 우주강국의 토대가 되는 것으로, 이러한 기술선도형 전략은 앞으로 더욱 중요해질 것이며, 지금까지의 기술추격형 전략과도 병행되면서 비록 늦었지만 소규모의 지원이라도 가시화되어야 할 것이다. 따라서 기존의 실용급 위성 뿐 아니라, 향후 크게 늘어날 천체, 천문, 우주과학, 환경, 지구, 지질, 자원, 행성탐사 등과 같은 분야에서의 ”목적지향적 최첨단 과학임무 위성의 체계적인 발굴과 독립적인 지원”이 필요하다.
국내의 과학임무 관련 인공위성의 수급 불균형을 해결하기 위해서는 새로운 국내 인공위성 기획도 중요하지만, 위성 공급부족을 제한된 예산에서 모두 해결할 수는 없으므로, 해외 우주선진국들과의 국제협력을 통해 위성 공동개발뿐만 아니라 해외 및 자국위성의 교차활용이 바람직할 것이다. 이는 여러 나라가 함께 임무 및 위성을 공동개발하는 세계적인 추세이며, 또한 우주개발에 있어 재정 및 기술이전 문제를 해결하고, 실질적인 협력올 통한 우주기술 축적의 수월성으로 생산성의 극대화를 이룰 수 있어, 위성체 및 탑재체의 국제협력에 대한 체계적 제도적 지원 및 보완이 무엇보다 시급하다. 본 보고서는 이러한 현황에서 국내의 증가하는 위성 수요를 정확히 파, "인공위성 수급 불균형의 해결하기 위한 대안으로 외국과의 위성 공동개발 및 교차활용을 제안”하고, 이에 대한 현황을 조사하였으며, "정부차원에서 위성 공동개발 및 교차활용을 위한 예산마련을 건의하고 단계별, 형태별, 전략적 지원방안”을 연구하였다.

We are currently witnessing rapid development of Korean science and technology both in quality as well as in quantity. This tends to pressurize the space technology segment to an even higher productivity to capital investment ratio in Korea. As the space technology plays a critical role in continuing national development, this study is intended to recognize the importance i) of space technology R&D productivity increase in parallel to the rising Korean status among international community and ii) of science satellite development leading to not only scientific breakthroughs in the relevant fields, but also high industrial applicability contributing to the Korean economic growth.
Since 1989, Korean space technology has been evolved in such a rapid phase. However, over the last two decades, the Korean space program has focused its emphases onto i) construction of infrastructures including launch site, ii) heavy operational satellites including multi-purpose satellites and iii) satellite hardware and software technology. As a result of such policy, the number of satellites both in current operation and in drawing board is limited and the current projection is such that it cannot satisfy the rising satellite needs from both industrial application and scientific exploration as of today and for the next decade in Korea. In particular, such limitation of the satellite opportunity tends to push top Korean scientists (hoping for the scientific breakthroughs) to their dependence onto the foreign collaborators such as USA, Russia, EU and Japan.
Whilst this policy emphasis was justifiable at the initial space development phases, we now recognize that this is the time to change such policy emphases to a new and more effective one. We recognize the fact that the science satellites of the leading space nations mentioned above are one-off systems equipped with state-of-the-art technology. We also recognize the fact that groups of Korean scientists with the strong science case and their own state-of-the-art technology have already placed their presence and, therefore, been recognized in the international science community. These groups are in desperate need for the opportunities for their science payloads to be on board the science satellites. Should Korea be risen to one of the space leading countries, the Korean government ought to initiate immediately an independent space program that identifies and supports the science payloads with a strong science case and state-of-the-art technology in the fields of astronomy, astro-particle physics, space science and technology, environment and earth science, geology, planetary exploration, etc. To this extent, it is of paramount importance to increase capital investment to the science satellite program, in which the satellite development is to be carried out in international collaboration with existing space leading countries.
Satellite development in international collaboration is particularly important as it offers i) easy access to new space technologies of the space leading countries, ii) improved science outputs both in quality and in quantity, iii) increase in international visibility of the satellite mission products to the relevant communities and iv) ways to overcome the extremely limited space budgets of the Korean government. This emphasizes that the government level investment in "the science satellite program in international collaboration" is of critical to the rapid expansion and evolution of the Korean space technology, and therefore the immediate commencement of the policy change is of essential. This study i) addresses identification of demands in science satellite, ii) proposes collaborative development and cross utilization of the science satellites among international space community and iii) suggests new government level support policy including phase dependent capital investment policy for science satellite development.
