다양한 배출원으로부터 발생하는 유해대기오염물질은 환경 중에 미량으로 존재하더라도 직접적으로 장기간 노출될 경우 인간의 건강에 악영향을 미치는 물질로, 최근 전 세계 주요 국가들에서도 유해대기물질의 관리에 상당한 노력을 기울이고 있다. 특히 최근 원자력발전소 사고를 포함한 주변국의 빈번한 환경오염사고로 인해 방사성물질 등 장거리이동 유해대기오염물질이 국내에 미치는 영향분석의 필요성 및 감시체계의 중요성이 크게 부각되었다. 중국은 향후 15년 내에 220여기의 원자로 건설을 계획하고 있으며, 원자로의 대부분이 중국 동해안에 위치하고 있어 사고시 우리나라에 매우 심각한 영향을 끼칠 것으로 우려된다. 이에 따라 환경부에서는 2015년말 대기환경보전법 개정을 통해 장거리이동대기오염물질의 정의 개념을 새로이 추가하였으며, 장거리이동대기오염물질로 인한 피해방지종합대책 수립을 추진 중에 있다.
우리나라와 지리적으로 인접해 있는 중국, 일본, 러시아 등 주변국의 대형 방사능 누출사고 발생 우려에도 불구하고 국내 환경대기 중 방사성물질 감시 관리는 충분치 못하며, 방사능으로 인한 대기환경피해 등에 국민들의 우려 또한 증가하였다. 특히, 한반도의 경우 점차 규모가 확대되고 있는 북한 핵실험 등으로 인한 국내 영향 파악 등 환경 방사성 물질에 대한 감시 필요성이 크게 대두되고 있다. 미국, 일본, 중국 등 주요 원자로 보유국가들에서는 환경부 관할의 감시망을 구축하여 환경방사능물질에 대한 감시체계를 확립하고 있다. 우리나라는 방사능 재해에서 국민을 보호하고 환경보전을 위해 ‘원자력안전법’에 의거해 환경방사능감시망을 운영하고 있으며, 일본 후쿠시마 원전사고를 계기로 출범한 대통령 직속 상설기구인 ‘원자력안전위원회’에서 원자력 및 방사선 안전규제, 핵안보 및 핵비확산 등을 총괄 수행하고 있다. 그러나, 대기환경 관리 및 정책을 집행하는 환경부에서는 아직까지 대기중 방사성물질에 대한 감시업무를 수행하지 않아 이에 대한 방안을 마련하고자 「대기오염측정망 운영 계획(2016~2020)」에 이를 반영하였다.
본 연구에서는 국내‧외 방사성측정망 구축사례를 조사하여 우리나라의 실정에 맞는 방사성물질 측정방법을 도입하고, 권역별 대기오염감시기능을 수행하고 있는 대기오염집중측정소를 중심으로 미세먼지 중 방사성물질 측정 분석 기능을 부여하여 핵종별 방사성 물질 분석 및 감시 기능을 수행하기 위한 기반을 마련하고자 한다. 더 나아가 본 연구를 통한 방사성물질 측정망 기반 마련으로 측정망 구축을 조기에 안정화하고, 국민 건강보호를 위해 방사성물질 관련 정보를 국민에게 제공하고자 한다.

The gravity of air pollutants that affect environments through international long-range transboundaries, such as fine particles, has been gradually increasing in East Asia recently. Harmful air pollutants generated through various accidents and leaks in industrial complexes that correspond to social disasters may have international impacts through long-range transboundaries. In East Asia, particularly in China, diverse air pollutants are emitted in massive amounts as huge amounts of fossil fuels are used. Also, radioactive substance spill accidents may occur due to natural or man-made causes as the number of nuclear power plants continue to rapidly increase. Reflecting these potential risks, the 「Clean Air Conservation Act」 was amended in December 2015 (definition of “long-range transboundary air pollutants”). Therefore, the purpose of the present study is to construct a base for the measurement of radioactive substances in fine dust as a follow-up measure for the amendment.
In the case of the US, which has the largest number of nuclear reactors, environmental radioactivity monitoring networks (RadNet) have been constructed and operated under the control of the Environmental Protection Agency (EPA) to monitor gamma dose rates in real time with a view of providing related data to the people when accidents occur. In the case of Japan, which has recently experienced a large nuclear plant accident in Fukushima (Fukushima accident), radioactive substances are being monitored by the Nuclear Regulatory Administration under the Ministry of Environment and data from 10 points being managed by the Ministry of Environment are being disclosed in real time through the Internet. In addition, at least 4,000 monitors have been installed and operated by local governments.
Presently, study pilot experiments were conducted every month from August to October at four intensive measurement stations where radioactive substances will be measured later. Fine dust samples were collected from the intensive measurement stations. These were then analyzed in Korea Atomic Energy Research Institute (KAERI) for gross-alpha, gross-beta, and gamma nuclides. The concentration of gross-alpha radioactive substances was 0.04-0.40 Bq/㎥, while that of gross-beta radioactive substances was 0.60-1.900 Bq/㎥. All gamma nuclides, except for 7Be, should concentrations below the detection limits.
Through several staff meetings and visits to the laboratory of KAERI, a plan to construct a radioactive substance analysis room was prepared. A space for gas storage was separately arranged, and gross-alpha/gross-beta analyzers were organized considering their weights and usability. In addition, spaces for a weighing room, an oven for pretreatment, and infrared lamp installation were built. Furthermore, to enhance the reliability of the analysis data, attempts were made to prepare basic data for standard operation procedures (SOP) referring to the laboratory precision management and maintenance guidelines of Japan Chemical Analysis Center (JCAC) in Japan and the KAERI in South Korea.
