IV. R & D results
1. Establish a plan for linking with OECD / NEA participation strategy and domestic business
The analysis of domestic R & D policy environment, R & D trends in overseas R & D, OECD / NEA trends, and OECD / NEA strategy changes led to the direction and cooperation need for OECD / NEA participation. In terms of domestic and overseas research and development policy environment, there is an increasing concern about nuclear safety for earthquakes after the Gyeongju earthquake, demands for safety measures for nuclear power plants are increasing, and policy for disposal of spent nuclear fuel is disappeared. The industrial market is expanding and the entry barriers are increasing. In terms of policy environment changes in the OECD / NEA, the human aspects of nuclear safety technology, regulation and safety are emphasized, and interest in radioactive waste management and decontamination is increasing. In addition, there is an increasing demand for reliance on fossil fuels and for the efforts to reduce the rapidly increasing C02 emissions, as well as to foster knowledge and professional manpower.
Within the internal and external R & D environment and the policy environment of OECD / NEA, nuclear safety for nuclear facilities, nuclear fuel and radioactive waste safety management, nuclear disassembly, etc., The value of OECD / NEA is high in helping to solve mid- to long-term problems, to contribute to the development of carbon depletion and expert manpower in the energy sector, and to establish a base for entering the global medical isotope market. In the current temporary and passive cooperation, it is necessary to establish an organic cooperation type in connection with domestic R & D status and current issues.
Analysis of OECD / NEA Strategic Plan (2017-2022) and Business Plan (2017-2018) Analysis, Nuclear Power Comprehensive Plan and Nuclear Research and Development Five-Year Plan (2017-2021). As a result, the 5th Five Year Nuclear Research and Development Plan (NEA) and NEA activities show about 65% linkage, and the fields and tasks related to the 2017-2018 NEA project plan are as follows.
- High: Strengthen nuclear safety, international joint research, policy capacity and communication
- Middle: Establishment of nuclear safety, nuclear dismantling technology, nuclear fuel cycle, international cooperation R & D strategy
- Bottom: 1 strategy (securing the safety and reliability of the world's top nuclear reactors), 2 strategies (securing reactor technology for continuous overseas nuclear power overseas), 3 strategies (nuclear safety management for the future)
2017-2018 The field that has little connection with the NEA project plan is the strategy to strengthen the radiation technology competence, especially industrial competition and health promotion do not intersect with NEA project plan.
2017-2018 The field that has little connection with the NEA project plan is the strategy to strengthen the radiation technology competence, especially industrial competition and health promotion do not intersect with NEA project plan.
The 5th Nuclear Energy Comprehensive Plan and the 2017-2022 NEA Strategic Plan are closely linked to the goal and policy direction as well as the timing and the cycle of the project. The 5th Nuclear Energy Research and Development 5 The annual plan and the 2017-2018 NEA project plan also show a linkage of about 65%, so it is worth using from each detailed task when participating in the OECD / NEA. In particular, nuclear safety, which is a priority of the 5th Five-Year Plan of Nuclear Research and Development, shows the highest percentage of tasks in terms of connectivity, middle and lower levels. All of the tasks of NEA activities and business plans are based on the international research and development of each member country. Therefore, international technology trends, international joint research, nuclear policy and communication related issues of the five-year plan of nuclear energy research and development of the country are also connected with NEA activities., The OECD / NEA activities of the countries concerned with nuclear safety and the development of leading-edge technology and policy formulation and communication are very useful in terms of sharing professional information and experience.
In addition, by analyzing metrics between OECD / NEA projects and domestic R & D projects, we derive research areas that have high value for domestic R & D among OECD / NEA projects and derive needed areas for cooperation.
- High: Radiation Protection Expert Group of Fukushima Accident, Expert Group on Accident Resistant Nuclear Fuel for Light Water Reactors, Working Group on Scientific Issues of Nuclear Fuel Cycle, Expert Group on Nuclear Fuel Recycling Chemistry
- Middle: Small group on concrete structure hardening, Expert group on radioactive waste pre-treatment management, Waste record survey and report methodology expert group, Expert group on spent nuclear fuel analysis, Expert group on reactor fuel performance, Fuel cycle Safety Task Force
OECD / NEA project plan - Diagnosis and analysis of linkage with domestic R & D (draw out high-linkage field) results and participation of NEA and domestic R & D in cooperation with domestic nuclear R & D and policy experts in OECD / NEA Respectively. In addition, we have strengthened the linkage between the OECD / NEA project and domestic R & D linkage diagnosis, management of working group activities, and participation in industry activities.
In order to strengthen the linkage between the OECD / NEA project and the domestic R & D, it has formed a consultative body of agencies linked to the NEA activities and allocated roles and duties. After the NEA meeting, And a method of inputting budgets such as travel expenses for attendance at meetings was proposed. In addition, formal protocols such as systematic management and dispatch of official documents for the working group meetings as well as the steering committee meetings were prepared, and participatory strategies were developed by analyzing the working groups with high ties to Korea.
In addition, information on the NEA production report, meetings, and working groups established in the industry was formulated and announced, and the NEA activities were suggested to encourage other domestic departments to participate in the future. In institutional activities, it manages the current NEA activities of working-class individuals at the institutional level and assigns tasks and responsibilities at the institutional level. It is necessary to manage knowledge, information, technology, etc. through NEA activities by linking them with institutions.
It was proposed that the NEA staff should be able to actively take over all data and information at the time of the change of the NEA staff. In addition, the NEA organization, the permanent technical committee, the experts of the participating countries in the working group, and the specialists in the international collaborative research activities should regularly announce their achievements and plan for future activities.
In particular, it is necessary to link the NEA Strategic Plan and the Business Plan with the Nuclear Energy Comprehensive Plan and R & D Plan in advance.
2. Establishment of management system for OECD / NEA participation activities and review of current issues
The OECD / NEA Strategic Plan, NEA International Relations and Outreach Guidelines, as well as the participation of stakeholders other than governments and research institutes in the NEA, and the analysis of participation qualifications and procedures in accordance with NEA regulations. The activities of the OECD / NEA are centered on the participation of experts from the government bureaucrats and related research groups in the member countries. The activities of the OECD / NEA Strategic Plan interact with industry and other stakeholders in cooperation with industry and other stakeholders And to collect and use information and data related to the NEA work ". If you are interested in participating in the academic or industrial sector, you will receive an e-mail requesting representative designation from the OECD representative through the competent ministry, receiving the application from NEA and receiving the application result. The delegate is required to submit the participation plan to the representative office before the participation and submit the result after the meeting.
In addition, the government, the OECD Korea Office, and the related organizations have participated in the activities and the results reporting system to manage the participation activities of the representatives and participants participating in the OECD / NEA activities and to establish the results reporting system. Applicable organizations were attendees of the OECD / NEA related meetings such as Korea Atomic Energy Research Institute, Korea Atomic Energy Safety Institute, and Korea Atomic Energy Academy, and prepared pre / post procedures for attendance at meetings. In addition, we organized and guided the designation and replacement procedures of the representatives and participants of the countries.
The OECD / NEA Permanent Technical Committee was held on October 6, 2016 at Daejeon Riviera Hotel to review the activities and issues of the OECD / NEA Permanent Technical Committee for the review. About 20 people including the future creation science department, the future creation science department, the nuclear energy research institute, and the nuclear safety technology institute attended the meeting.
The OECD / NEA participated in the OECD / NEA Report on the activities of the OECD / NEA. In order to share information on OECD / NEA trends and participatory activities, the ICONS homepage provides information on NEA, organizational chart of the secretariat, status of unpaid experts, budget, standing status of technical committee and reporting system, And OECD / NEA trends and activities to provide information on joint research activities.
The departments that have the highest utilization value in domestic nuclear power plants have produced highly credible materials such as the preparation of mid and long-term nuclear research and development roadmap, the publication of national nuclear data report (Brown Book), and the report of uranium production status (Red Book) (Nuclear Power Development Council). In accordance with the appointment of General Secretary Magwood and the reorganization of the OECD / NEA organization and the reorganization of the business plan, a new Nuclear Safety and Culture Bureau (HANS) has been newly established and the Nuclear Data Code Development, Application and Verification Management Committee (MBDAV) Activities tend to be more fragmented and partisan. In addition, due to the complex changes in domestic and international policy environment, such as the occurrence of racing earthquakes, construction of high-level radioactive waste disposal facilities, continuous operation of old nuclear power plants, preparation for global warming and low carbon economy, there are many values ??that Korea can utilize. The OECD / NEA project planning area and the working group under the OECD are naturally changing. The need for participation in the Radioactive Waste Management Council (RWMC), Radiation Protection and Public Health Committee (CRPPH), where participation rates are relatively low, will continue to increase in the future.
3. Establish strategy to expand into OECD / NEA and develop long-term promotion plan
In order to find ways to expand the NEA entry into the NEA and to strengthen its activities, eight experts including OECD / NEA specialists, dispatching experts, and the GIF Secretariat gathered to establish strategies for the advancement of Korean experts. And established a consultation channel with OECD / NEA dispatch and entry experts. In addition, we analyzed the status of OECD / NEA entry by high-ranking officials, regular workers, unpaid experts, and VCs. The OECD / NEA advancement report by the experts of the nations such as senior positions, regular workers, unpaid experts, voluntary contributions, interns and so on. In addition, we analyzed key reports and data of OECD / NEA production including summary report analyzing major technology and policy research report, participation of OECD.
International organizations differ in the factors that determine the entry of experts according to the way they operate and the composition of the member countries. The most prominent example is the International Atomic Energy Agency (IAEA), where about 120 countries are members and the organization has more than 1,000 employees. The recruitment of personnel at the International Atomic Energy Agency is of a very political nature, with major assignments to the continent and the state, and major assignments are determined in proportion to the amount of contributions paid. The OECD / NEA, on the other hand, is based on analysts, most of whom are employees, and they place a higher priority on personal competence than on political considerations as they perform highly specialized work. Of course, in the case of NEA Secretariat such as USA, Japan, France, and other countries that account for the majority of the data bank budget, the Secretary-General and the Deputy Secretary-General are in charge of each country. ~ 5% of the total is in the country. In this respect, regardless of the size of the contribution, it can be considered that NEA has been selected based on its career experience and expertise in related fields.
The NEA is a very small organization with a total staff of 100 to 120 people, with the NEA workforce plan to be approved by the OECD Board of Directors, and the personnel required to provide temporary or technical secretariat services are the CFE . OECD / NEA employees have a basic working period of three years, but they usually work for five years with the 3 2 system, or they may be repeated over time. Considering this small number of people and the limited number of high-ranking positions, the entry into the NEA is very difficult to achieve.
Nonetheless, Korea has achieved remarkable achievements in 2015, when two experts in the aviation industry advance into the post of director at similar times. This was supported by the infrastructure of the nation, the trust through the role of responsible member countries, and the technological power of the countries of the region. It is difficult to predict when the NEA Directorate of Nuclear Development will be transferred to the vacancy, and when other vacancies are likely to occur. When there is a vacancy, Efforts should be made to respond appropriately and appropriately. In particular, international organizations require more than ten years of experience and expertise in their fields, flexible adaptation to new environments, and the ability to work seamlessly with their peers. It is appropriate to secure a pool of workforce in the middle.
When a vacancy occurs and the recruitment announcement is posted, domestic experts are caught up in disagreement, such as taking the recommendation of the same personnel, and internal coordination is very important because it may reduce the possibility of Korean workers entering the country. Even if it is a candidate with ability, it is highly likely to be eliminated if other candidates in the competitive advantage are supported. Accumulation of the number of dropouts may negatively affect the future evaluation. Therefore, it is necessary to strategically recommend and apply for appropriate positions.
4. Establish guidelines for entry into the OECD / NEA
Analyzing and providing information on the types of advancement by type such as full-time, unpaid work (CFE), voluntary contribution (VC), trainee, young professional and intern. The size of the recruitment, the method of confirming the vacancy information and the test method, the basic qualification requirements, the application method and the recruitment process, the type test method, the salary and benefits. In addition, we analyzed OECD / NEA successful cases and published OECD / NEA entry guidelines.
5. Analysis of OECD / NEA production reports and data
Annual report, and NEA news, and analyzed the status and main contents of the OECD / NEA technology / policy research report and analyzed the main policy report. NEA's international relations strategy, future direction of NEA-China relations, OECD / NEA nuclear education, NEST framework. Decision on the establishment of standards for excluding the Paris Convention on Nuclear Damage from a small amount of nuclear material other than nuclear facilities and the establishment of criteria for excluding the Paris Convention on Nuclear Damage Compensation from the Low-Level Radioactive Waste Disposal Facility And a summary report analyzing key technical / expert reports such as analysis of issues.
