In order to improve the connectivity among detailed tasks, secure continuity and strengthen the basis for spreading the results, which were the main values of the comprehensive tasks, this study was aimed at constructing and operating the basic management system to help promote understanding of nuclear energy. It was designed to promote the spread of results among the detailed tasks on the basis of sharing the main activities and information rather than a simple task management carried out by listing the detailed tasks incoherently. And it was also designed to induce management of information and spread of results for continuous promotion of understanding. To achieve this, a developmental education focused on quantitative and qualitative result index was carried out for each task, so that the effects of each task could be maximized. The data and information collected during the process was incorporated into database, and various efforts were made to present the method to spread the results in multiple aspects.
Detailed Task 1: Study on E-learning Contents Development for Nuclear Understanding
This study is aimed at raising the public understanding of nuclear energy by strengthening the accessibility of non-experts of nuclear energy to the nuclear-related knowledge, and developing and publicizing the e-educational contents, which are required for promotion of understanding of nuclear-related pending issues. To achieve the goal, we have carried out program planning for development of nuclear-related e-educational contents, which are focused on accessibility and openness to the nuclear-related knowledge and information, and the detailed goals related to spreading the results of e-educational contents through using the SNS and other PR methods have been achieved. And also, the information management for knowledge diffusion was carried out in order to spread the results among the detailed tasks at the level of comprehensive task management.
As a part of program planning for production of E-educational contents, a preliminary demand survey was carried out to organize a development committee. In the preliminary demand survey, the questions regarding the demand for nuclear -related job information and fields were given to the a total of 400 participants, which consisted of 300 people through the online homepage, and another 100 people who participated in the event for promotion of understanding of nuclear energy, which was a joint event held by Korea Advanced Institute for Science and Technology and our institution. To put it concretely, the demand for production of e-contents was figured out through the various questions regarding the necessity of job information in the nuclear and radiation field, reasons of necessity, and the accessibility to information and areas of interest. The results can be used as base data for production of contents to be used for mapping out their career path. The Development Committee consists of the professors from the Department of Cinematic Expression at Korea University of Media Arts and researchers form the Cutting-age Radiation Research Center at Korea Atomic Energy Research Institute. In this process, Korea University of Media Arts and Korea Atomic Energy Research Institute have entered into a Mutual Cooperation Agreement, so that both parties will make cooperation on additional production of nuclear-related contents in the future.
On the basis of the demand survey and resolution of the committee, three contents in radiation field(agriculture and life science, medicine, environment) have been produced. The videos were produced in a type of e-contents with excellent accessibility and utilization in comparison with various other fields of e-contents, and they are composed of so easy contents that anybody who is older than 10 years old can understand. Among the nuclear fields, the contents of radiation filed were produced first, as the public had the higher degree of understanding. And then three 5-minute audio-visual video contents focused on agriculture and life science, medicine, and environment were produced. During the production process, a preparatory meeting was held by the development committee as a part of scenario planning, and various methods were discussed in the meeting in order to express the study results in the video.
On the other hand, activities to spread study the results of e-educational contents have been in progress through the use of SNS and other PR methods. The contents developed in the process were posted on the U-tube, a platform used for videos, and thye were intorduced to the public through the homepage titled Atom Story operated by the Korea Nuclear Energy Promotion Agency. And also, the contents were publicized through the official homepage operated by the Korea Atomic Energy Research Institute, and they were posted on the NETI as well, which is the homepage of Nuclear Education and Training Information portal site. The participation in public exhibitions contributed to the spread of results through offline. In order to advertise the contents, we participated in the 'The third Korea Happiness Exhibition' held by the Ministry of Education during the period between Sep. 18 and 21 in Ilsan, where we distributed DVDs containing the contents through operating a booth. In addition, we have operated lecture programs carried out by the members of research team themselves, who participated in the development of the contents of agriculture and life science, and medical care. Due to the enforcement of educational policies such as after-school activity and autonomous semester system, teachers form various schools showed their interest in the contents, so that it is expected that the production of relevant contents will accelerate more.
The information management for knowledge diffusion was carried out in order to spread the results among the detailed tasks. The Korea Nuclear International Cooperation Foundation, which had been designated as an executing organization of comprehensive tasks regarding the use of nuclear experts and knowledge diffusion project, promoted the cooperation among the research teams carrying out the four detailed tasks and increase the connection capacity.
The foundation has drawn up a plan for construction of basic management system to promote understanding of nuclear energy. And also, the foundation made an effort to maximize the business effect based on the subject of research by promoting the connection among detailed tasks and sharing the results systematically through holding achievement management workshop (initial meeting, interim check, final evaluation) three times and inspections by visiting two times. In addition, the foundation made an effort to improve the connectivity, continuity and diffusion by preparing a task management strategy, in which the expert consultation results of each task are continuously provided as a feedback, and the results are shared with the agencies carrying out the detailed tasks.
Detailed Task 2: A Proliferation of Perception Activities to the People Through Constructing the System for Radiation Publicities
This study aims to raise the public understanding of radiation and prepare a basis of communication by promoting people's understanding of radiation through operation of a system exclusively used to publicize radiation and set up differentiated publicity strategies for each target, so that a positive bond of sympathy can be formed among the public. To achieve this, a strategy to strengthen people's continuous understanding activities has been set up after carrying out overall analysis on the results of such activities in the first and second year. The research and development purpose of pertinent year is to activate the operation of PR system for radiation, reinforcing the channels of communication with mass media and secure the foundation of public-relations, and people's activities to understand what is radiation. As a new strategy, we have provided reporters with web magazine, developed and guidebooks for understanding of radiation and distributed the guidebooks to teacher at elementary and secondary school. By promoting the public relations that suit the characteristics of each target, we helped the radiation-related institutes, mass media and the public to have a correct understanding of radiation and make smooth communication, so we could induce the improvement of understanding and formation of sympathy.
First of all, a strategy of public relation was established by analyzing the domestic and foreign present condition and the strategies of other institutes, and the PR system was constructed, of which the procedure consisted of the securing communication channelsㆍexecuting, measurement of performance through connecting with related organizations, and feedback, so that we could set up the strategy of public relation according to the mid and long-term objective. We have secured the channel of communication such as the Public Relation Council for Radiation and used the Ready Go Cafe and other mass media, providing information of each target through the constructed network. We have also prepared a system to correct false reports through continuous monitoring media reports, and developed and operated a comprehension program designed to relieve excessive anxiety caused by radiation accidents. In order to relieve the anxiety regarding foods such as fish imported from Japan, and other irradiated foods, we have provided housewives with lectures of experts. The special articles about hot issues, such as the effects of low dose radiation on human body and safety management of radioactive scrap metal, were published in the newspaper and magazines aimed at youth and ordinary citizens in order to resolve their misunderstanding. We also have raised trust and concern of the public by publishing serial journal articles prepared through interviews with experts form research institutes, making honorary reporters have interviews with industries, and publicizing the radiation research-related infrastructure and technology and industries.
We have also made efforts to help the youth to have a correct understanding and recognition on radiation since they are young through activities such as honorary reporter and radiation club, which are the new strategies introduced this year. And in order to convey correct knowledge about radiation to the students at spot of education, we have produced the 'Guidebook for elementary school teachers' understanding of radiation'.
Detailed Task 3 : Journalistic Opinion leaders through the promotion of nuclear accommodate
According to the analysis of opinion leaders' acceptance of nuclear energy, we have confirmed the following policy implications.
First of all, it is still required to form a bond of sympathy regarding the nuclear power facilities(power plant and disposal site) and security. Ss shown in the analysis results, the opinion leaders seemed to put emphasis on the risks of nuclear power, and they pointed out the factors of residents' objection (anti-nuclearism, danger recognition) as the outstanding factors when making decision of nuclear sites. These results reflect residents' doubt about safety of nuclear facilities and hazards that may occur in the future. In order to solve these problems, we are proposing that the subjectively perceived risk that is currently at the high level be changed to a scientific and objective risk. In order to lower the subjective degree of risk to an objective degree of risk, it is required to make a risk-related communication about scientific technology and hazards. To achieve this, the discussion about nuclear-related knowledge and information must not be limited to universities and research centers, but scientists shall make efforts to make organic connection the nuclear energy and life in reality. When scientist and residents exchange the nuclear-related risk information, and the scientists try to show the residents their efforts to eliminate risk factors, they can fill the gap between the objective and scientific risk and the subjectively perceived risk. In order to make residents accept such nuclear facilities and risk factors in this democratic society, the honest education, information exchange and publicity is the only keyword for solution.
Secondly, the opinion leaders are from the elite class (in the position where they can participate in policy-making process whenever they want), so they put emphasis on the aspect of policy process, participation in policy-making process and democracy. Though efficiency in policy-making is important, the bond of sympathy on procedure and efforts to keep procedural democracy can solve those problems. Accordingly, it is desirable to maintain an opinion collection system continuously with consistency, so that expansion of participation in policy-making and autonomous decision can be carried out.
Thirdly, fortunately, the results of this study showed that Korean people's confidence in the government was rather high. It is an encouraging sign that the people supported the government in terms of political ethics and capability.
Fourthly, as shown in the reponses of opinion leasers, the leaders want to have better policies and programs. Though we cannot say that the nuclear-related policies have been wrong so far, it is true that there has been a gap between the residents' demand and the government policies in the aspects of development of local communities. The leaders are in favor of construction of nuclear plants and radioactive waste disposal sites to some extent. However, it is allowed on condition that such facilities may play a role in raising quality of life in a proper manner.
The results of this study can be used to improve the leaders' understanding of nuclear power by explaining the nuclear safety regulations and pending issues, so that they can participate in the activities to facilitate accepting the nuclear safety regulations. The mass media and opinion leaders can be used to raise the social understanding of nuclear safety regulations and the people's acceptance, so that they may contribute to formation of correct public opinion and social bond of sympathy formation program.
Detailed Task 4: Nuclear Knowledge Development for Public by Women Nuclear Professionals
This study aims to promote people's understanding of nuclear energy and knowledge spread by using female nuclear experts. The details are as follows.
Firstly, operation of mentoring programs by using female nuclear experts; secondly, promotion of public communication centered on female nuclear experts; thirdly, activation of international exchange and cooperation, and network construction led by female nuclear experts; fourthly, cooperation among the networks of female nuclear experts and nuclear-related educational institutes; and finally, execution of tasks regarding fostering specialized instructors for the next generation by using the networks of female nuclear experts have been carried out.
The mentoring programs based on the use of female nuclear experts consisted of 18 mentors (female nuclear experts working at relevant institutes), 45 mentees (college students from natural science, new recruits at nuclear-related institutes). After dividing the participant into 18 teams, the mentoring workshops and on/offline activities were carried out at each group. Through such activities, the participants were provided with an opportunity of social participation, and we could achieve the goals to find out manpower, so that the basis for manpower cultivation could be established by leading them to the nuclear industry.
As a part of promotion activity for public communication, we have held domestic and foreign workshops two time, including a nuclear energy symposium. More than 40 nuclear experts and other experts from many countries participated in the overseas workshop titled 'Nuclear Safety and Security' held in Ljubljana, Slovenia, on Feb. 17, 2014. And more than 60 experts from industrial-academic fields and research centers came to the Jeju International Convention Center to participate in the workshop carried out under the title 'Is the Nuclear-related Communication OK?' held on May 28, 2014. In the nuclear symposium held in the Seoul Congressmen's Meeting Hall on Aug. 18, 2014, a presentation under the theme of 'Radiation in Everyday Life' was carried out with more than 200 participants, which consisted of college students, ordinary citizens, congressmen, nuclear experts and journalists.
We have carried out the activities in order to make continuous use of the networks of WiN Global, which is composed of international female nuclear experts, so that they may play a leading role in exchange and cooperation among nuclear experts. We also promoted the planning of and participation in the annual WiN-Global program held in Sidney during the period between Oct. 20 to 24, 2014. And other activities in our project included the publication of in WiNFO Newsletter, operation of web-based networks, collection of materials for educational programs (USA, Japan).
In order to promote cooperation between the networks of female nuclear experts and nuclear-related educational institutes, we have set up a cooperation plan with the nuclear-related educational institutes for next generation. And also we have concluded the educational cooperation agreements with the KAERI and KANS. Besides, we have produced CD containing integrated contents for nuclear-related education, constructed the pool of specialized instructors for next generation education, and developed the programs to improve instructors' capability, operating a demonstrative activities.
