물관리의 실패로 사회 기능이 마비되고 돌이킬 수 없는 경제적 피해가 발생하는 등 위기 상황이 도래하는 것에 대비하기 위해서는, 발생 확률은 낮으나 발생 시 그 피해가 막대한 보다 극단적인 상황에 대한 대비가 필요하다. 이에 본 연구는 ① 기후변화 등에 의한 물안보 위기 시나리오를 작성하고, ② 각각의 물안보 위기 발생 가능성 및 파급 영향을 분석하며, ③ 위기 예방 및 위기 발생 시 피해를 최소화할 수 있는 물안보 위기관리 정책을 도출하는 것을 목표로 수행되었다.

특히 공간적 중요성을 고려하여 한강유역을 연구대상 지역으로 선정하였으며, 최근 기상청에서 발표한 신규 기후변화 시나리오인 RCP 시나리오와 지역기후모델(HadGEM3-RA)에 의해 생산된 한반도 지역기후 시나리오 자료를 이용하였다.
물안보 위기 시나리오의 구성을 위해 자연재해, 기후변화, 인위적·기술적 사고 등 물안보 위협인 자의 유형 및 특성을 검토하였다. 자연재해는 선진국을 포함하여 지구촌 곳곳에서 발생하여 인명과 재산을 위협하고 있다. 일제강점기인 을축년 대홍수에서부터 2000년대 태풍 루사와 매미까지 장마철 집중호우와 태풍에 의한 인명 및 재산 피해가 지속적으로 발생하고 있다. 기상관측 이후에 발생한 1967~1968년과 1994~1995년 가뭄은 우리나라 수자원계획의 지표로 이용될 정도로 심각한 가뭄으로 거론된다. 2009년 1~4월에는 강원 남부지역에서 제한급수가 실시될 정도의 가뭄이 발생하였다. 또한 기후변화에 의해 자연재해의 발생 빈도 및 크기가 증가할 것으로 전망된다.
국내에서도 강우일수는 감소하나 호우일수는 증가하는 등 기후변화에 따른 영향이 이미 관찰되고 있다. 그 외에도 각종 수질오염 사고, 부적절한 대응, 조류 대번성에 따른 조류독소 발생 등 다양한 인위적·기술적인 요인에 의해 상수원의 수질이 위협을 받을 수 있다. 연구진이 지난 연구에서 제안하였던 ‘인간과 생태계가 필요로 하는 양의 좋은 물을 지속적으로 공급하고, 물과 관련된 재해에 대응하는 능력을 갖추는 것’이라는 물안보의 정의와 전문가 의견, 연구 여건 등을 고려하여 물안보 위기 시나리오를 다음과 같이 구성하였다. 한강유역에서 설계홍수량을 초과하는 홍수가 발생하여 본류 구간이 외수침수 위협을 받는 ① 기후변화에 의한 극대 홍수, 수도권을 포함한 한강유역의 물부족을 야기할 수 있는 ② 기후변화에 의한 극대 가뭄, 그리고 조류독소 발생, 지진·정전 등 ③ 사고‧재난에 의한 물공급 중단의 세 가지 물안보 위기 시나리오를 구성하였다.
먼저 RCP 8.5 시나리오 및 HadGEM3-RA 모형을 이용해 생산한 지역기후 시나리오 자료의 수문분야 활용성을 검토하였다. 신규 지역기후 시나리오 자료는 이전의 지역기후모델에 비해 과거 기후를 모사하는 능력이 우수하였다. 그러나 기온에 비해 강수의 월 변동성 및 공간 상관성이 낮다는 한계점이 있었다. 연구 대상지역인 한강유역에서는 강수와 기온 모두 다른 지역에 비해 상관 정도가 큰 것으로 조사되어 이후 분석에 활용하였다. 일반극치분포 모형을 이용해 강우의 특성을 분석한 결과, 기후변화로 미래에는 강수의 비정상성이 현재에 비해 더 증가할 것으로 예측되었다. 21세기 말에는 현재 20년 빈도가 약 8년에 한 번, 현재 50년 빈도의 강우는 13.5년에 한 번 발생할 것으로 예상되며, 이는 하천구조물의 현재 설계강우량이 미래에는 낮아지는 것을 의미한다.
기후변화에 의한 빈도별 강우량의 증가로 극대 홍수의 발생 가능성은 더욱 높아질 것으로 예상되었다. 기준기간으로 삼은 2010년 이전에 비해 미래 기간(~2100년)에는 한강유역에 위치한 댐유역의 빈도별 강우량이 증가하며, 이에 따라 댐 유역의 빈도별 홍수량도 증가하는 것으로 분석되었다. 충주댐과 팔당댐의 빈도별 첨두홍수량은 기준기간인 2010년 이전에 비해 미래(~2100년)에는 최고 2배까지 증가하는 것으로 나타났다. 한강 하류 구간에서 현재 고시된 계획홍수량 규모의 홍수가 발생할 경우 전체 제방의 66.9%에서 여유고를 확보할 수 없을 것으로 분석되었다.
그리고 기후변화로 계획홍수량보다 10% 많은 홍수량이 발생한 경우에는 일부 구간에서 홍수위가 제방고를 상회할 것으로 분석되었다. 제방 여유고가 부족하거나 제방이 월류하는 것으로 분석된 지점들은 2011년 7월 중부지방 집중호우 시 침수가 발생한 지역으로, 현재 침수이력이 있는 곳이 기상의 극대 홍수에도 가장 위험하다는 것을 알 수 있다.
한강유역에 대한 기후변화 시나리오 자료 분석 결과, 기후변화에 의해 미래 강수량이 증가함에도 불구하고 기온과 증발산이 증가하고 증발산량/강수량의 비율 또한 미래로 갈수록 커지는 것으로 나타났다. 한강유역에서 지속기간 6개월의 표준강수 증발산지수를 보더라도 미래로 갈수록 가뭄의 발생 빈도가 증가하였다. 또한 유출모형과 유역물수지 분석모형을 이용하여 한강유역의 미래 물 부족량을 정량적으로 모의하였다. 수자원장기종합계획상에서 제시하고 있는 기준 물수요 시나리오에 대한 목표연도 2020년의 물 부족량과 비교할 때, Future 1(2011~2040), Future 2(2041~2070), Future 3(2071~2100) 기간의 평균 물 부족량은 각각 1.27배, 1.12배, 1.20배 증가할 것으로 전망되었다. 한강유역의 물부족은 전체 19개 중권역 중 달천, 홍천강, 경안천 3개 중권역에서 지속적으로 발생할 것으로 분석되었으며, 나머지 지역에서는 안정적인 물수급이 가능할 것으로 전망되었다. 다만 이러한 예측 결과는 지하수 이용량이나 유역에 산재한 농업용저수지의 용수공급량 등을 반영하지 못하고 있어 일반화하기에는 어려움이 있다.
위와 같은 극대 홍수‧가뭄 외에도 유해조류가 상수원에 번성하여 조류독소를 만들어낼 때 물공급에 위협을 줄 수 있다. 기후변화로 기온과 수온은 상승하고 결빙일수는 줄어들 것으로 전망됨에 따라 겨울철 빛 투과율이 증가하여 조류의 발생이 더 늘어날 것으로 전망된다. 기존의 정수처리 공정은 조류세포 및 세포 내 독소의 제거에는 비교적 효과적이지만, 용존 상태의 조류 독소 제거를 위해서는 활성탄 흡착, 고도산화 등의 공정이 필요하며 처리가 까다롭다는 문제점이 있다. 이외에도 2011년 일본 쓰나미 사태나 과거 태풍 매미, 루사 사태에서 보듯, 지진이나 태풍과 같은 자연재해로 인해 물공급 시설이 파괴되어 물공급이 중단될 수 있다. 과거 정전 사례를 보면, 단전이 수십 분~2시간 사이에 이루어졌기 때문에 단시간의 전력공급 중단에 대한 대비책이 필요한 것으로 판단된다.
앞에서 살펴본 위기 시나리오에 대해 완벽하게 대비하여 위기를 해소한다는 것은 불가능할 것으로 판단된다. 기후변화로 위험의 크기가 커지고 있으며, 도시화로 홍수‧가뭄 취약지역이 개발되는 등 노출이 커지고 있어 위기(리스크)의 크기가 증가하기 때문이다. 여기에 더해 기후변화의 불확실성이 문제를 더욱 복잡하게 만든다. 따라서 기후변화에 따른 물안보 위기는 ‘위기관리(risk management)’의 관점에서 접근이 필요한 것으로 판단된다.
예를 들어 홍수의 경우에는 현행 설계목표에 해당하는 미래홍수량에 대해서는 신규 구조물을 설치하든지 현 시설을 보강하여 반드시 안전도를 확보해야 한다. 그러나 극대 홍수를 이러한 방법으로 대응하는 것은 비현실적이기 때문에, 유역 차원의 홍수량 분담 등의 방법을 동원해 저류 능력을 확대하고, 그 이상의 규모의 홍수에 대해서는 비상계획을 수립하여 피해를 최소화하는 방향으로 접근해야 한다. 가뭄의 경우에도 미래에 발생할 수 있는 극대 가뭄에 대비해 물그릇을 만드는 것은 비현실적이다. 기후변화 또는 사회변화로 요구되는 늘어나는 물수요에 대해서는 신규 수원을 개발하거나 물생산을 향상시켜 공급해야 하겠지만, 가뭄이 발생한 경우에는 수요관리를 통해 대응하고, 극심한 가뭄에 대해서는 비상 물공급 방안을 마련해야 할 것이다. 재난‧사고의 경우는 시기나 규모를 예측할 수 없기 때문에 신속한 대응‧복구능력을 갖추는 것이 중요하다.
외부의 영향으로 물공급 중단이 발생한 경우, 이를 신속히 복구하여 2차·3차 상황으로 인한 누적피해를 최소화해야 한다. 이러한 관점에서 극대 홍수, 극대 가뭄 및 사고‧재난에 의한 물공급 중단 등 위기 시나리오에 대한 대응방안을 모색하였다.
본 연구는 신규 기후변화 시나리오 중에서도 온실가스 배출이 가장 많은 RCP 8.5 시나리오를 이용한 연구로, 연구 결과를 일반화하여 해석하기에는 무리가 있다. 신규 기후변화 시나리오에 대한 추가적인 검토와 함께, 앙상블(ensemble) 시나리오를 이용해 불확실성을 검토하는 등의 작업이 진행되어야 할 것이다. 또한 본 연구에서 다루지 못한 내수침수, 홍수 시 미생물 오염, 갈수기 수질악화, 수도사업체 재정위기, 극대 가뭄에 따른 환경영향 등의 물안보 위기 시나리오에 대해서도 연구가 진행되어야 할 것이다.

They also affect other sectors including agriculture, food, forestry, health and tourism, which are closely related to water. In addition to these disasters, it is plausible that the water supply may be interrupted by terrorist attacks or various human errors. If the water management system fails by those external forces, the functions of the society can be paralyzed and the irreversible economic damage may occur. In order to prevent the water-management crisis, it is necessary to be prepared for situations which has low probability of occurrence but may cause incalculable damage. Therefore, this study has aimed (1) to establish scenarios on the important water security crisis, (2) to analyse probability and impact of each scenario and (3) to draw management policies against the scenarios. Considered the spatial importance, the Han River watershed was selected as the study area.
In particular, for analysis of the impact of floods and droughts caused by climate change, the regional climate scenario data produced from Representative Concentration Pathways (RCP) scenario and regional climate change model, HadGEM3-RA, were applied.
Authors investigated various factors which can result in water security crisis, e.g. natural disasters (such as floods, hurricanes, drought, climate change etc.), anthropogenic & technological accidents and drinking water contamination.
Considering the definition of water security, expert opinions and research limitations, authors developed following three water security scenarios - ① the extreme flood by climate change, ② the extreme drought by climate change and ③ water supply disruptions caused by disasters or accidents.
First of all, the high-resolution regional climate scenario data, which are produced by RCP scenarios and HadGEM3-RA model, was examined. The new climate scenario data showed the improved simulation results on the past climate records, compared with the previous regional climate models. However, there were limits in the simulation of the month-to-month precipitation variability and spatial precipitation correlation. Because the simulation results of both precipitation and temperature at Han River Basin were satisfactory, they were used for the following analysis. According to the Generalized Extreme Value (GEV) analysis, the non-stationary characteristics are expected to increase in the future. The ‘once-in-20 years’ and ‘once-in-50 years’ rainfall events at present are expected to change as ‘once-in-8 years’ and ‘once-in-13.5 years’ ones at the end of 21st century at Han River Basin.
Because the climate change affects the rainfall intensity, duration and frequency, the probability of extreme floods is expected to increase in the future. Compared with 2010, the rainfall frequency in 2100 is likely to increase at Han River basin.
The flood frequency is likely to increase as well. For example, at Chungju Dam and Paldang Dam basin in the Han River, the peak flood is likely to be doubled in 2100 compared with that in 2010. When the scale of the design flood occurs at the downstream of Han River, which is prescribed in the current river regulations, it was analyzed that 66.9% of the total levee segments do not meet the required freeboard.
Though it was expected that precipitation of the Han River Basin will increase in the future, the risk of drought was also expected to increase due to the higher evapotranspiration at warmer temperature. The 6-month Standardized Precipitation Evapotranspiration Index (SPEI-6) also indicates that the frequency of drought is likely to increase at Han River basin. The water budget analysis on Han River basin shows that the average water shortage in 2011-2040, 2041-2070 and 2071-2100 is likely to increase by 1.27, 1.12 and 1.20 times, respectively, compared with that in 2020. Among the 19 sub-basins of Han River basin, only three sub-basins - Dalcheon, Hongchungang and Gyeongan Stream - are likely to be suffered from the water shortage in the future period (2100). Reliable water supply is expected for the rest of the region. It should be noted that this analysis does not consider the water supply from ground water and agricultural reservoirs.
Besides the above stated extreme floods and droughts, the harmful algae flourished in the drinking water source can threat the water security. Because the air and water temperatures are expected to rise and the icy days are expected to decrease by climate change, it is more likely to increase the occurrence of harmful algae. Moreover, algal toxins such as microcystin produced by the harmful algae pose serious threats on human health. Although current drinking water treatment system is capable for removing both algae and intercellular toxins, it has limitation to treat the extracellular or dissolved form of algal toxins. In addition, as shown in the 2011 Japan tsunami or other vigorous typhoons, natural disasters could destroy the water supply facilities and water supply could be interrupted.
Resolving all water security crisis scenarios may be impossible as climate change is elevating the size of risk, and the urbanization is extending the areas vulnerable to flood & drought. Uncertainties of climate change make the situation even more complicated. Therefore, we need to address the water security crisis with the perspective of a 'risk management'.
For instance, the current design standard of river facilities may not be guaranteed in the future as the climate change continues. So, countermeasures such as improving current facilities should be conducted to guarantee the required level of safety in the future. However, taking every action to the projected extreme flood in these ways will be unrealistic. Therefore we need to efficiently allocate the flood water at various ways including improved levees, water detention (storage) basins etc. With regard to the extreme flood beyond our expectation, contingency plans should be prepared. Because constructing numerous reservoirs hedging against extreme droughts may be also impractical, we need to emphasize water demand management. For the extreme drought, emergency water supply system should be secured. Also, it is important to have a rapid response to the water supply interruption by disasters or accidents. The prompt recovery of water supply will minimize cumulative damage. From this perspective, detailed policy measures were developed.
Because this study is in the early stage of using a new climate change scenario (RCP 8.5), further investigation is necessary. Still, the RCP climate change scenario exhibits some difference between the simulated and observed data on annual and seasonal precipitation patterns. The uncertainty should be also addressed, for example, by using the ‘Ensemble scenarios’. Further studies are needed to investigate other water security crisis scenarios such as urban flooding, microbial contamination after flooding, water quality deterioration in dry seasons, water businesses’ financial crisis and the environmental impact by severe drought, which were not covered in this study.
