1. 연구의 배경 및 목적
21세기 들어 경제발진 인구증가, 도시화, 생활양식 변화, 기후변화 등으로 인한 물 수요 증가, 수질오염 및 물부족 현상 심화가 전망됨에 따라 안전하고 깨끗한 물의 안정적인 공급이 전 세계의 관심사로 대두되고 있다. 이와 같이 안전한 물의 지속가능한 공급과 삶의 질 향상을 위한 물환경 보전에 대한 사회적 요구 및 중요성이 증가함에 따라 물자원의 가치가 부각되는 가운데 물산업이 미래의 새로운 성장동력으로 급부상하고 있다. 특히 상하수도 분야는 2010년 기준 세계 물시장 규모(5,075억 달러)의 78
1. 연구의 배경 및 목적
21세기 들어 경제발진 인구증가, 도시화, 생활양식 변화, 기후변화 등으로 인한 물 수요 증가, 수질오염 및 물부족 현상 심화가 전망됨에 따라 안전하고 깨끗한 물의 안정적인 공급이 전 세계의 관심사로 대두되고 있다. 이와 같이 안전한 물의 지속가능한 공급과 삶의 질 향상을 위한 물환경 보전에 대한 사회적 요구 및 중요성이 증가함에 따라 물자원의 가치가 부각되는 가운데 물산업이 미래의 새로운 성장동력으로 급부상하고 있다. 특히 상하수도 분야는 2010년 기준 세계 물시장 규모(5,075억 달러)의 78%를 차지하며 ‘녹색성장을 통한 지속가능한 발전'에 초점을 둔 새로운 패러다임의 친환경 인프라 요구가 증가하고 있다. 이러한 미래사회 변동에 따라 상하수도 분야에서도 기존의 전통적인 물공급과 수질오염 방지 기능 이외에 고품질의 서비스, 물자원의 효율적 분배, 에너지 자원 회수 등 다양한 유·무형의 기능적 역할 증대의 필요성이 부각되고 있으며, 주요 선진국 및 기업들은 발빠르게 대응하고 있다. 이에 본 연구는 국내 상하수도의 기술, 운영, 재정 등의 현황을 고찰·분석하여 미래 상하수도산업의 새로운 전환에 따른 성장동력 확보 기반 구축을 위한 상하수도 선진화 방안을 제시하고자 한다.
2. 주요 연구내용
1) 상하수도 기술 분야의 외부환경 및 내부역량 분석
고유가 및 기후변화, 물부족 등에 따른 녹색정책, 수질기준 강화(특히 특정수질유해물질) 등으로 인해 상하수도 기술 분야는 에너지 효율적 처리기술, 인공지능형 수처리 고도화 시스템, 소비자 중심의 처리기술의 중요성이 부각되고 있다. 따라서 이를 통합할 수 있는 스마트한 수처리 시스템 의 패러다임 전환을 도모하고 있다. 또한 선진국의 노후된 상하수도 시설 재투자의 필요성 증대와 개도국 중심의 건설수요가 대폭 증가할 것으로 예상되어 상하수도 인프라 시설 분야, 특히 상하수도 관망/관거 시장규모가 확대될 것으로 전망되고 있다. 국내의 경우 지속적인 정부의 주도적 지원 아래 G7 사업, 차세대핵심환경기술개발사업 등을 통한 활발한 연구개발을 통해 수처리 공정기술의 국산화율 제고 및 관련 인력 역량보유 및 강화에 많은 기여를 하였다. 그러나 상하수도 부문별 국내 신기술 적용실태 조사 결과, 하·폐수처리 공정 부문은 74%를 차지하였으나 상하수도 재투자 시대 도래 및 스마트 상하수도 패러다임 변화에 따른 지속적인 시장 성장이 예상되는 상수관망이나 실시간 모니터링 부문의 신기술 적용실태는 1% 미만으로 조사되었다. 또한 상하수도 관련 기술인력은 주로 토목에 치중되어 있고 인력수급 전망 또한 석사 이상의 고학력자의 초과수요 발생이 예상되고 있어 향후 스마트 상수도 기술에 적합한 IT 등 첨단융합기술 분야의 전문인력 양성 및 확보가 필요한 상황이다.
2) 상하수도 운영 분야 외부환경 및 내부역량 분석
상하수도 운영 분야는 공사화, 민영화, 민간위탁 등에 의한 공급 및 처리로 운영 서비스의 전문화 경향이 두드러지며 상하수도 통합위탁 시장이 증가하고 있는 추세이다. 상하수도 민영화는 개발도상국보다는 상대적으로 건전한 재정기반 및 법적쨍정적 규제 등 제도적 기반이 잘 갖추어진 선진국들의 상하수도 민영화 성공률이 높은 것으로 나타났다. 또한 미국, 호주 등 선진국은 사전 예방적 유지관리 개념인 자산관리체계 도입 및 운영에 대한 관심이 증가하고 있으며 이를 통해 유지관리비용을 절감하고 있다. 국내 상하수도 운영구조는 민간기업의 직접적인 참여는 없으며 수자원공사와 지자체에 의해 운영되고 있으며 일부는 민간위탁 형태로 운영되고 있다. 국내 상하수 도 운영형태별(위탁 또는 통합운영, 지방공기업 또는 지방직영 운영) 상대적 효율성 및 생산성 변화를 분석한 결과, 통합 또는 위탁방식이 지방공기업 또는 지방직영 방식 운영보다 효율적인 것으로 나타났다. 그러나 현재 통합운영이 추진되고 있는 8권역 중 일부 권역과 지자체는 열악한 재정부담으로 인한 국고 보조율 상향 요구로 사업포기 또는 정체 상태인 것으로 나타나 이에 대한 대책방안이 마련되어야 할 것이다. 지방상수도 재정 악화의 가장 주된 원인은 유지관리비는 지속적으로 증가하고 있으나 요금현실화는 계속 감소하고 있는 것이다. 본 연구에서는 이러한 재정구조에서 현재 상하수도 부채를 미래에 발생하는 재정흑자로 상환할 수 있는 경우 재정이 지속가능한 것으로 간주하고 상하수도 재정의 지속가능성을 분석하였다. 분석 결과 상하수도 모두 지속가능하지 않는 것으로 분석되어 상하수도 재정건전성 확보가 시급한 것으로 나타났다.
3) 물산업 동향
국가별 물산업 동향을 살펴보면, 미국의 경우 전체 운영사업의 89%는 지자체 직영에 의해 운영되고 있는 반판 유럽은 대부분 물기업의 주도하에 시장이 형성되어 있다. 급속한 경제개발이 추진되고 있는 개도국의 경우 물 관련 인프라 부족으로 적극적인 민자유치를 추진하고 있는 상황이 며 아프리카 지역은 주로 해외차관협력 형태의 민간투자가 이루어지고 있다. 물산업 기업을 보유한 국가수는 1999년 대비 2배 이상 증가하였으며 특히 중진국 및 개발도상국의 물산업 기업이 크게 증가하였다. 그러나 대표적인 세계적 물기업은 베올리아, 수에즈, GE, Kurita Water Industry 등 주로 선진국이 보유하고 있다.
국내에서도 물산업이 유망시장으로 부상함에 따라 정부부처 합동으로 2006년 물산업 육성방안, 2010년 물산업 육성전략, 2012년 물산업 육성전략 및 해외진출 활성화 방안 이행점검 및 향후대책 을 발표하여 꾸준히 추진하고 있다. 그러나 MOU 체결을 통한 신흥 물시장 기반 확대, 글로벌 인프라 펀드 조성 등 일부 부문을 제외하고는 민간기업 운영실적, 물산업 클러스터 구축 등은 아직 미흡한 실정이다.
4) 상하수도 미래성장 분야 분석 및 진단
상하수도 분야의 기술 및 운영의 패러다임 변화, 물산업 동향 등을 고려해 볼 때, 미래 상하수도는 빠르게 변화하는 지구적 환경변화와 인류의 욕구를 반앙충족시키기 위한 ‘지속가능성', ‘스마트 화', '그린화', '수요자 중심의 서비스' 방향으로 발전할 것이다. 이를 위한 ① 상하수도 기반시설 분야, ② 첨단 막여과 수처리 기술 분야, ③ 저에너지(저탄소형) 수처리 시스템 및 관련 부품 기자재 산업 분야, ④ 네트워크 기반의 지능형 상하수도 시스템, ⑤ 상하수도 운영산업 분야가 미래 상하수도의 성장을 동인할 분야로 전망된다.
이러한 미래성장동력 분야 중에서 국내 상하수도가 경쟁력을 확보한 분야로는 ① 수처리 플랜트 시공·건설 분야, ② 수처리 공정기술, ③ 기술개발 연구역량 확보, ④ 원격 모니터링 등 IT 기반기술 및 운영 등이다. 반면 경쟁력 확보가 미흡한 분야는 ① 수처리 플랜트 기본설계 및 환경컨설팅, ② 부품소재 핵심원천기술, ③ 운영관리 전문성 분야이다.
따라서 국내 상하수도의 강점과 약점을 보완하여 미래성장동력을 확보할 수 있는 전략방안을 마련할 필요가 있다.
3. 정책 제언
상하수도의 미래성장동력 분야 기반을 구축하기 위해서는 국내 상하수도의 경쟁력을 보유한 분야의 계속적인 우위를 유지하면서 경쟁력이 미흡한 분야를 보완하기 위해 ① 세계 최고기술 개발을 위한 기술혁신, ② 운영관리의 전문성 및 지속가능한 재정이 뒷받침되는 운영관리 혁신, ③ 기술혁신과 운영관리 혁신이 실행될 수 있는 정책적 수단의 제도적 혁신을 통한 상하수도 선진화가 필요하다.
1) 기술혁신
상하수도 기술 분야에서 시급한 당면과제는 미래성장동력 분야에서 세계 최고의 국내 상하수도 관련 기술의 부재이며, 이에 국제경쟁이 가능한 전략적 개발을 통한 기술혁신이 필요하다.
첫째, IT 강국인 국내 장점을 살려 경쟁자가 모방하기 어려운 차별적인 기술력 확보 및 수요자 중심의 컨텐츠 개발 등을 통한 세계 최고 수준으로 내세울 수 있는 고부가가치 수처리 시스템의 기술혁신이 필요하다.
둘째, 원가경쟁력을 확보한 획기적인 고기능성/저에너지의 고부가가치 부품소재 원천핵심기술 이 필요하다. 부품·소재별로 기능성 제고와 더불어 원가절감을 위한 기술혁신이 가속화되고 있어, 선진국의 부품·소재 제조사보다 우위에 도달하기 위해서는 기존 소재의 단점을 보완하여 선진국 부품·소재 브랜드 파워나 아시아의 후발 제조사의 원가경쟁력을 뛰어넘을 수 있는 수 있는 획기적 인 새로운 고기능성, 지능화, 저에너지 특성을 지닌 부품소재 제조기술 및 원가절감 확보가 필수적 이다. 이를 위해서는 핵심원천기술 수준이 낮은 국내 연구만으로는 한계가 있으므로 현재 정부에서 적극적으로 지원하고 있는 산·학·연의 R&D 연구와 더불어 해외 선두그룹의 부품소재 제조사와의 국제공동 R&D 연구가 활발히 추진되어야 할 것이다. 또한 국내 부품, 소재 브랜드 및 시장점유율 제고를 위해서는 세계 기업들을 벤치마킹하여 국내·외 기업들간의 M&A 전략을 적극적으로 모색 할 필요가 있다.
셋째, 전 세계적으로 신규 및 노후화된 시설 재투자로 인해 지속적인 수요가 예상되고 있는 수처리 플랜트 분야 고부가가치 영역의 글로벌 경쟁력 부재로 다양한 사회적·환경적·문화적 여건 을 반영할 수 있는 컨설팅 능력을 보유한 엔지니어링 기술혁신이 필요하다. 기본설계 단계에서 수처리 공법이 거의 결정되기 때문에 글로벌 인지도가 있는 국내 대형 건설사의 시공/건설 분야에 만의 집중은 국내 수처리 공정기술들에 대한 해외인지도가 낮은 원인 중 하나이다. 따라서 수처리 플랜트 분야 경쟁력을 보유한 국내 건설시공의 노하우와 경험을 바탕으로 후발주자인 신흥국가들 의 추격을 피하고 선진국과의 경쟁에서 대등한 위치에 오르기 위해서는 지리적, 지역적·문화적·제도적 특성 등을 고려한 수처리 플랜트 분야의 기획, 타당성 검토, 개념·기본설계, 안전설계 등 고부가가치 영역의 글로벌 경쟁력 확보가 요구된다.
2) 운영관리 혁신
전 세계적으로 기후변화 대응에 적합한 인프라 투자 증가와 더불어 스마트 관리 개념이 형성됨 에 따라 상하수도 시설 운영의 복잡, 다양성 증대와 물관리 산업의 급부상등은 상하수도 운영관리 의 새로운 패러다임을 요구하고 있어 이에 대응할 수 있는 전문성 확보 및 조직변화가 수반되어야 한다.
첫째 점단기술을 접목한 지능형 상하수도 처리시설의 스마트 운영기술 능력을 보유해야 한다. 미래 상하수도 시설은 저탄소 녹색성장 및 소비자의 다양성, 맞춤성, 이동성을 제공할 수 있는 그린 네트워킹 통합제어 기술을 접목한 시스템으로 발전할 것으로, 이에 따른 스마트 운영관리 능력이 확보되어야 한다.
둘째, 상하수도 통합운영의 성공적인 안착을 위한 기존 지방상하수도 사업자의 운영업무 쇄신이 이루어져야 한다.
상하수도 운영산업의 세계적인 트랜드는 광역화, 통합화, 전문화 추세이며 국내에서도 유역별 지방상수도 통합운영을 통해 규모의 경제성 확보 및 토털솔루션 역랑을 확보한 세계적 물기업을 육성할 전략이다. 상하수도 통합 및 위탁운영 추진의 효율성 제고를 위해서는 지방상수도 사업자의 업무 및 역할변화가 수반되어야 할 것이다. 즉 상하수도 시설 운영은 전문성을 보유한 위탁업체가 담당함에 따라 지방상수도 사업자의 관리감독역량 강화가 요구된다. 특히 통합위탁 운영을 통한 비용절감, 서비스 양적·질적 개선 등에 따른 고객만족 서비스 제고를 위해서는 위탁계약부터 운영 서비스 전반을 분석·평가·감독할 수 있는 회계, 재정, 경영 등에 대한 행정 전문성 확보와 관련 평가시스템 구축 및 운영이 무엇보다 시급하다.
셋째, 상하수도 운영 전문업체들의 운영의 경제성 확보를 위한 컨설팅 능력 및 차별적인 운영 컨텐츠 비즈니스 모델 등 무형자산 개발능력을 보유한 글로벌 경쟁력을 확보해야 한다.
선진 도시지역 상하수도는 인프라 시설 노후화로 인한 유지관리비용 상승은 국가재정에 위협적인 요소가 되고 있어 제한된 국가재정 또는 지자체의 예산과 기존의 대응적 유지관리 방식으로는 사용자가 요구하는 서비스 수준을 만족시키기는 어렵다. 이에 선진국에서는 유지관리 예산의 합리적인 지출을 위해 공학·경제·경영 측면의 과학적 분석을 바탕으로 객관적인 사용자 관점의 서비스지수를 통하여 선진국 수준의 사용자 만족도를 얻기 위해 자산관리시스템의 중요성이 부각 되고 있다. 따라서 기존 시설의 단순한 유지·보수 관리가 아닌 유지관리비용의 최적화를 도출할 수 있는 엔지니어링 기술 및 컨설팅 능력을 보유해야 한다. 아울러 지속적인 성장과 부가가치를 창출할 수 있는 차별적인 운영 컨텐츠 개발 및 애프터서비스 등의 무형자산 개발 역량을 확보해야 한다.
3) 제도정책 혁신
미래성장동력 확보를 위한 국내 상하수도의 기술혁신, 경영관리 혁신이 제대로 추진되기 위해서 는 선진적인 기술 및 운영 개발을 유도할 수 있는 선진적인 정책과 제도적 뒷받침이 수반되어야 한다.
첫째, 국내 상하수도 산업 기술수준을 명확하게 파악하기 위한 통계자료 표준화·전산화 시스템 구죽이 필요하다.
본 연구는 국내 상하수도 산업 기술수준을 파악하기 위해 수주실적을 기초로 업체들의 기술수준 을 분석하고자 하였으나, 각 통계자료들은 각 기관별 취지에 맞게 작성되기 때문에 상하수도 분야의 명확한 구분이 어렵고 상하수도 부문별 세부적인 국내외 수주실적 및 장비·부품 국산화율 자료 취득 역시 어려웠다. 현재 환경부에서는 물산업 육성방안의 일환으로 상하수도협회와 공동으 로 물산업 통계시스템 구축사업을 진행하고 있다. 보다 효율적인 상하수도 산업 통계시스템 구축을 위해서는 관련 통계기관들과의 협의 및 관련 기관들의 기존 구축자료와 연계하여 활용할 수 있는 방안을 강구해야 할 것이다. 즉 각 관련 기관에서 통계를 사용하는 목적과 통계조사기법 등이 상이하여 공통 조사항목 및 개별 조사항목 등 통계 DB 구축을 위한 기본 포맷에 대한 협의가 필요할 것으로 사료된다.
둘째, 상하수도 플랜트 시장의 고부가가치 영역인 설계 컨설팅의 중소기업 육성을 위한 제도개선이 강구되어야 한다.
국내 상하수도 시설 인프라 건설 대부분은 턴키 방식으로 추진되어 대기업 건설 시공업체 아래 영세한 중소기업들이 설계를 전담하다 보니 설계전담 엔지니어의 양적 분량과 질적인 저하를 초래하고 있다. 이로 인해 고부가가치 영역으로 주목받고 있는 기획, 개념설계 분야의 엔지니어링 능력이 부족한 실정이다. 따라서 국내외 수처리 플랜트 시장에서 지역별 맞춤형 수처리 플랜트 기획 및 설계 컨설팅 경쟁력을 확보하기 위해 대기업 시공업체와 동반성장할 수 있는 설계 중소기 업들의 역할증대 및 역량강화를 위한 제도적 개선방안이 필요하다.
셋째, 미래도시, 녹색성장, 환경규제 강화 등으로 인해 추진되는 정부정책의 실효성 제고를 위한 환경과 경제성장이 양립할 수 있는 제도가 뒷받침되어야 한다.
법적·제도적 뒷받침이 수반됨에 따라 환경보전과 더불어 관련 분야 시장성 확보로 국내 업체들 의 경쟁력 제고 및 경제성장에 기여하게 되는 것이다. 2010년 수립된 하수처리시설 에너지 자립화 기본계획의 실효성을 위해서는 이를 추진할 수 있는 제도(예, 하수처리시설 에너지 효율등급 인증제도 등)가 마련되어야 할 것이다. 또한 수질관리의 선진화를 구현하기 위해서는 환경기술과 정보기술을 접목시킨 수질TMS의 의무부착 적용대상 및 항목 확대도 검토할 필요가 있을 것이다. 현재는 수질TMS가 일정 규모이상의 공공하·폐수종말처리시설 및 폐수배출시설에만 의무적으로 적용하고 있지만, 원수에서 수요자의 수도꼭지까지 철저한 현대적 수질관리를 위해 정수장 의무 부착·운영과 위해성 물질 증가에 따른 중금속 오염물질 항목에도 적용확대를 고려해 볼 필요가 있을 것으로 판단된다. 국내 기술 또한 앞서 살펴본 바와 같이 환경신기술 및 건설신기술 제도 도입에 따라 국내시장 적용를 제고에 많은 기여를 하였다. 현재 미국, 캐나다, 덴마크, 일본 등 선진국의 환경당국은 환경기술검증(Environemt Technology Verification, ETV)의 상호인정 을 하는 국제상호인정 가이드라인을 수립하고 있다. 우리나라도 2011년 9월에 국제작업그룹에 가입·참여하고 있어, 향후 환경기술검증 국제상호인정제도가 도입될 경우 국내 기술발전 촉진 및 국외시장 진출에도 분명 기회로 작용할 것이다. 다만 앞에서 언급한 제도들을 도입할 경우 해당 사업자(지자체 또는 산업체)의 열악한 재정 및 기술수준이 우위에 있는 선진국에 의한 국내시장 선점 방지를 위한 재정적끼술적 지원방안이 선결되어야 할 것이다.
넷째, 지속가능한 재정확보 방안이 무엇보다 절실하다.
OECD 보고에 따르판 우리나라 현행 물공급을 유지하려면 GDP 대비 물분야 지출액 비율을 향후 약 40% 이상 증가할 필요성이 있다고 한다. 본 연구에서는 상하수도 재정의 지속가능성을 분석한 결과 상하수도 모두 재정이 지속가능하지 않은 것으로 평가되어 소비자 중심의 물 서비스 수준 증가, 물자원 이용의 효율성 제고 등을 달성하기 위한 상하수도 재정 관리체계 및 지속가능한 재원조달 시스템 구축이 필요하다.
i) 상하수도 4산관리체계 도입
제한된 예산을 최대한 효율적으로 배분 및 활용한 유지관리의 최적 대안 도출 및 중·장기적 예산의 효율적 사용으로 비용절감을 실현할 수 있는 상하수도 자산관리체계 도입이 필요하다. 정치적 영향, 국민정서 등으로 인해 수도요금 현실화가 요원한 국내 상하수도 사업은 필요한 소요비용에 비해 가용예산이 매우 부족한 실정으로 자산관리시스템의 중요성이 더욱 크다 할 수 있다. 즉 자산관리시스템 적용을 통한 의사결정 기법에 의해 수용할 수 있는 리스크 범위 내에서 사후적 관리비용과 예방적 관리비용의 적절한 균형을 유지하면서 최소의 비용으로 최대의 성능을 유지할 수 있는 중·장기적 상하수도 재정전략 수립이 요구된다. 따라서 상하수도 자산관리 체계의 국가적 보급을 위해서는, 우선적으로 자산관리 평가방법 정립을 위한 정부의 정책적·제도적 지원이 요구된다. 또한 자산관리시스템 운영을 통한 정확한 의사결정이 이루어지기 위해서는 시설물의 자산목록과 물리적·재정적 조건의 자산 상태와 함께 유용한 잔존수명까지도 정확히 기록되어야 한다. 이와 더불어 자료의 효율적 활용을 위해서는 지리정보시스템(GIS)나 도시정보 시스템(UIS)과 연계한 전산화가 수반되어야 한다. 또한 사용자들의 불편 최소화와 공사비용 절감을 위해서는 공공도로나 가스관망 등도 상하수도 자산관리 분야의 의사결정에 반영되어야 할 것이로 지역사회의 공공기반 시설과 관련된 정보 확충 및 유관기관과의 정보공유를 활성화할 수 있도록 행정적·제도적 지원이 필요하다.
ii) 상하수도 요금결정 구조체계 개선
우선적으로 상하수도 요금 현실화를 위한 기존 요금결정 구조체계의 개선 및 이를 실행하기 위한 정부부처의 강력한 의지가 요구된다. 지난 10년간 총괄원가는 지속적으로 상승한 반면 요금 현실화는 지속적으로 감소하는 있는 실정으로, OECD 국가 중에서도 상하수도 운영비용의 원가 에도 미치지 못하는 가장 저렴한 상하수도 요금은 수도사업 재정을 심각하게 저해하고 있다. 뿐만 아니라 장기적으로 인프라 노후화로 인한 재투자에 필요한 재원조달도 큰 문제가 되고 있다. 이는 오랫동안 제기되어 온 고질적인 문제로, 국가 공공요금 억제 정책, 국민인식 부족, 선출직인 지방의회에 의한 요금결정 구조체계 등으로 인해 개선되지 못하고 있는 실정이다. 따라서 수도요금의 정확한 원가산정을 근거로 한 요금인상의 국민공감대 형성 및 합의를 도출할 수 있는 독립적인 수도요금가격규제위원회 설립에 대한 필요성은 국내 전문가들에 의해 여러 차례 제안되어 온 것으로, 정부 관련부처의 강력한 추진의지가 뒷받침되어야 할 것이다.
iii) 지속가능한 재정지원조달 시스템 구축
우선 국내 상하수도는 양적 성장 위주 정책에 따른 기존의 인프라 확충 국고지원에서 시설 노후화 재투자, 보수에 중점을 둔 국고지원으로 전환해야 한다.

Water demand, water pollution and water shortages are expected to worsen in the 21st century because of economic development, population growth, urbanization, life pattern change, climate change, etc. And accordingly, a stable supply of safe and clean water has become the world's concern. Likewise, as the social requirement and significance of water conservation to ensure a sustainable supply of safe water and improve the quality of life, the value of water resources is emerging and the water industry is rapidly rising as a new growth engine in the future.
In particular, the water service and sewerage field forms 78% of the size of the world water market (507.5 billion dollars) in 2010, and an eco-friendly infrastructure requirement for a new paradigm focusing on sustainable development through green growth is increasing. According to such change in the future society, in the water service and sewerage field, the need for a variety of tangible and intangible functional roles such as high-quality service, efficient distribution of water resources, recovery of energy resources, etc., in addition to the typical functions such as supply of water and prevention of water pollution, has emerged. To this effect, world's major industrialized nations and enterprises are rapidly responding to such need.
This study examines and analyzes the status of the domestic water service and sewerage system such as technology, operation and finance, and intends to present measures for advancing the water service and sewerage system. So, in accordance with the changes in the water service and sewerage industry, we could secure the future growth engine and establish its foundation.
2. Main Research Contents
1) An analysis of external environment and interior ability in the technical field of water service and sewerage system
Because of green policy, stricter standards for water quality (especially the specific substances harmful to the quality of water), etc. that are caused by high oil prices, climate change and water shortage, the importance of an effective treatment for energy, enhanced water treatment system with artificial intelligence, and consumer-oriented treatment technique is being emphasized in the water service and sewerage technical field.
Therefore, there is a need for a paradigm shift to an integrated smart water treatment system. Also, it is expected that a need for reinvestment into the aging water supply and sewerage system will increase in advanced countries and the demands for construction will rise significantly in developing countries. Consequently, market scale of the field of infrastructure facility of the water supply and sewerage, in particular pipeline net and pipe, is forecast to expand.
In Korea, research and development projects such as the G-7 Project, Eco-Technopia 21 Project, etc. have been actively conducted with continuous government support. And they have contributed much to improving localization of water treatment process technology and maintaining and strengthening the capabilities of manpower.
In studying the status of the application of a new technology in the water supply and sewerage system by sector, the sector of sewerage and wastewater disposal process showed 74%. On the other hand, however, the sectors of water pipe network and real-time monitoring, which are expected to continuously grow due to the reinvestment into the system and a paradigm change into the smart water supply and sewerage system, showed less than 1%. In addition, technical manpower related to the water supply and sewerage system is mostly concentrated on the civil engineering sector. And, as for manpower forecasts, highly educated people with at least a Master's degree are expected to be supplied in excess. Therefore, cultivating and securing professional manpower related to IT and high-tech convergence technology field, which is suitable for the future of smart water supply and sewerage system, should be required.
2) An analysis of external environment and interior ability in the operational field of the water service and sewerage
In the operational field it is a typical trend, that specialization of operating services such as supply and treatment are operated by public corporations, private corporations and private contractors, while the water supply and sewerage integrated contracting-out market is a growing trend. Operation by private corporation showed a higher rate of success in advanced countries than in developing countries, since advanced countries are relatively well equipped with an institutional base, including legal and administrative regulations and a sound financial footing, compared to developing countries.
In addition, in advanced countries such as the U.S., Australia, etc., there is a growing interest in introducing and operating an asset management system, which is the concept of pre-preventive maintenance management. The system actually helps cut the running cost. As for the operational architecture of the water supply and sewerage system in Korea, there is no direct engagement of private corporations. Instead, it is mostly run by Korea Water Resources Corporation and local governments, and some by contracting out operation.
As a result of analyzing relative effectiveness and productivity change according to types of operation (contracting-out or integrated operation, local public enterprise or local direct operation) in Korea, contracting-out or integrated operation has been proven to be more effective than local public enterprise or local direct operation. However, among eight catchment areas where integrated operation is currently being planned, some catchment areas and local governments gave up the project or they are in gridlock because of the demand for raise of the government subsidy rate due to their poor finances. Therefore, a measure of solving this problem should be prepared. The major cause of the worsening deficit of local water services is that maintenance and administrative expenses continuously increase, whereas realistic charges consistently decrease. This study considers that financing will be sustainable if current liabilities of the water supply and sewerage system are redeemed with future financial surplus, and analyzes financial sustainability of the water supply and sewerage system. As a result, it has been proven that finances of both water supply and sewerage will not be sustainable. This indicates that securing fiscal sustainability is urgently required for the water supply and sewerage system.
3) The trends of the water industry
As for national trends of the water industry, in case of the U.S., 89% of the whole operation is performed by direct management of local government; whereas in Europe, water companies mostly lead the water industry market. In case of developing countries where economic development is rapidly driven, private capital inducement is actively promoted due to poor infrastructure related to water industry. In Africa, the form of foreign loans is the majority of the investment.
The number of countries having water industry-related companies has more than doubled compared to 1999, and especially in semi-developed countries and developing countries, those companies have significantly increased. However, the major international water companies such as Veolia Water, Suez, GE, Kurita Water Industry, etc. are from advanced countries. In Korea, as the water industry is emerging as a promising business, government ministries have been jointly promoting water-related projects, such as presenting a program that fosters the water industry in 2006, a strategy for fostering the water industry in 2010, and strategy for promoting water industry, checking on implemented measures for advancing into foreign markets, and future direction in 2012. However, except for several things such as expanding the base of the emerging water market through signing of MOUs, creating the global infrastructure fund, etc., operating outcomes from private companies and implementation of water industry cluster are insufficient.
4) Analysis and diagnosis of future growing fields in water supply and sewerage market
In consideration of the change in paradigm of technology and operation in the water supply and sewerage field, future water supply and sewerage systems will be geared toward the service that focuses on sustainability, smart-wise, green-wise, and user-centered, which are required to reflect and meet the rapidly changing global environmental changes and human expectations.
Therefore, i) water supply and sewerage infrastructure field; ii) state-of-the-art membrane filtration water treatment technology field; iii) low energy (low-carbon type) water treatment system and the related parts and equipment industry field; iv) network-based intelligent system of water supply and sewerage; and v) water supply and sewerage operating industry field are expected to drive development of the future water supply and sewerage market. Among these fields of future growth engines, we secured national competitiveness in the fields of i) construction of water treatment plant; ii) water treatment process technology; iii) technology development and research; and iv) IT-based technology such as remote monitoring and operation. On the other hand, we are weak in the fields of i) basic design of water treatment plant and green consulting; ii) source core technology for components and materials; and iii) operation management specialty. Consequently, we need to prepare a strategy method that could secure future growth engines by complementing the weak points and the strong points in the domestic water supply and sewerage market.
3. Policy proposal
In order to establish the foundation of the future growth engine in the water supply and sewerage market, we should consistently hold superiority in the competitive fields of Korean water supply and sewerage, while making up for the weak points of less competitive fields. To compensate for those defects requires:
i) technological innovation for developing the world's best technology; ii) management innovation supported by specialty of operation management and sustainable finance; and iii) advancement of the water supply and sewerage system through institutional innovation of political measures, which could implement both technological and management innovation.
1) Technological innovation
Facing problem in the technological field of water supply and sewerage is that there are not the world's best technologies related to the water supply and sewerage in the fields of future growth engine in Korea. Therefore, technological innovation through strategic development, which is internationally competitive, should be required.
First of all, we need to perform technological innovation to a higher value-added water treatment system having the best technology in the world by making use of the strength as a country having a powerful IT industry and securing differentiated technological skills that cannot be emulated by competitors and developing customer-centered contents.
Second, we need to hold source core technology for epoch-making high functional/low-energy and high value-added components and materials, which may secure cost competitiveness. Since functionalities are improved according to components and materials, and technological innovation of cost reduction is accelerating, in order to enjoy the dominant position in world markets, we should make up for the weaknesses of the existing materials and secure manufacturing technology and cost saving of the new epoch-making high functional components and materials having intelligent and low-energy characteristics. This could win not only the brand power of those of advanced countries but also cost competitiveness of late Asian manufacturers. And, since there is a limit to only national research having a low level of source core technology, the industry-university-institute collaboration R&D, which is currently being supported by government, and the international joint R&D partnership with component and material manufacturers of overseas leading groups should be actively promoted. In addition, in order to promote domestic brands of components and materials and their market share, it is essential to benchmark overseas companies and aggressively seek out M&A strategy among domestic and foreign companies.
And third, since there is no global competitiveness of a higher value-added area in the field of water treatment plants, in which a sustainable demand is anticipated due to worldwide reinvestment in new or aged facilities, an engineering technology innovation with a consulting capability that could reflect a variety of social, environmental, and cultural condition is required. Since the method of water treatment is usually determined at the basic design stage, concentration on the construction works of only globally recognized large construction companies in Korea is one of the reasons why domestic water treatment process technology has low recognition abroad. Therefore, in order to greatly surpass the pursuit of emerging countries and achieve an equal footing with advanced countries, while basing on the know-how and experience of domestic construction works having competitiveness in the water treatment plant field, we need to secure global competitiveness in high value-added areas such as planning, feasibility study, conceptual and basic design, safety design, etc. of the water treatment plant field in consideration of geographical, regional, cultural and institutional characteristics.
2) Operation management innovation
In accordance with the formation of the smart management concept with the increase of investment in infrastructure that is appropriate to fight against the global climate change, operating the water supply and sewerage facilities has been complicated, diversity has increased, and the water management industry has rapidly emerged. These require a new paradigm of operation management of water supply and sewerage. Therefore, a specialty that could respond to such requirement should be secured along with a constitutional change.
First, we should have the capabilities of a smart operation technology for the high-tech intelligent treatment facilities of the water supply and sewerage. Future water supply and sewerage facilities will develop into a system that combines green networking integration control technology. Accordingly, the capabilities of a smart operation management should be secured.
Second, in order for the water supply and sewerage integrated operation to be successfully established, existing local operators of water supply and sewerage should reform their operating works.
A global trend of the water supply and sewerage operation industry is to be broadened, integrated and specialized. Also in Korea, we have a strategy to foster global water companies that will secure the economies of scale and the capabilities of total solution through integrated operation of local water supply and sewerage by regional group. In order to improve the efficiency of integrating water supply and sewerage and promoting consigned management, there should be changes in works and roles of local waterworks operators. In other words, as the water supply and sewerage facilities are operated by contractors, local waterworks operators need to enhance their capability of management and supervision. In particular, for promoting the customer satisfaction service based on both quantitative and qualitative service improvement and cost reduction through integrated operation and consignment, an administrative specialty of accounting, finance, management, etc. that could analyze, evaluate and supervise all of the operations and services from consignment contract should be secured, and the related evaluation system should be urgently built and operated.
Finally, the specialized operator of the water supply and sewerage should secure a global competitiveness by having the capability of developing intangible assets such as the business model of differentiated operating contents and the consulting ability for securing economic feasibility of operation. Deterioration of infrastructure facilities of urban water supply and sewerage results in the increase in maintenance and management costs. This becomes a threatening element for national finance. And, with limited national finance or local government's budget and the current method for maintenance and management, it is difficult to meet the level of service that customers require. So, in advanced countries, the importance of the property management system is being emphasized, so that they can appropriately spend the maintenance and management budget and attain user satisfaction at the level of advanced countries through a users' viewpoints service index that is objective and based on scientific analysis in engineering, economic and management aspects. Therefore, we should have engineering technology and consulting capability that could draw optimization of the maintenance and management expenses, not merely repair maintenance management of the existing facilities. In addition, development of differentiated operating contents that could promote a continuous growth and create a sustainable added-value and the capabilities of developing intangible assets such as after-sales service should be secured.
3) Innovation of policies and institutions
In order for technology innovation and management innovation of domestic water supply and sewerage systems to be well driven and to secure the future growth engine, advanced policies and institutional support that could induce advanced technology, operation and development are required.
First, we need to construct statistical data and standardization/computerization systems so that the technology level of the domestic water supply and sewerage industry could be specifically figured out.
In order to figure out the technology level of the domestic water supply and sewerage industry, this study tried to analyze the contractors' level of technology based on actual results of contract. However, since each statistical datum was made according to the purpose of each organization, it was difficult not only to clearly divide between water supply and sewerage fields but also to acquire data on the detailed order-receiving records in overseas and domestic per each water supply and sewerage plant and the rate of localization of parts/equipments.
Currently, as part of promoting the water industry, the Ministry of Environment is conducting a project for constructing the statistical system for the water industry in cooperation with Korea Water and Wastewater Works Association. In order to build a more efficient statistical system for the water supply and sewerage industry, measures to consult with the related statistical institution and those to use the existing data of related organizations should be prepared. In other words, since the purpose of using statistical data and the measure of statistical survey are different according to the relative organizations, proper consultation among them on the basic format such as common items and individual items for survey required to build a statistics DB is needed.
Secondly, in order to help promote small- and medium-sized businesses in the design consulting field, which is a higher value-added area of the waterworks and sewerage plant market, an institutional improvement should be pursued.
In fact, most of the infrastructure constructions of domestic water supply and sewerage facilities are conducted based on the turn-key system, and small businesses under the major construction firm exclusively perform the design. Consequently, the engineer who takes on the design has quantitative work overload, which causes the qualitative degradation. As a result, it led to having a poor engineering capability in the field of planning and conceptual design, which receives attention as a higher value-added area. Therefore, in order to secure competitiveness in the regional customized water treatment plant planning and design consulting, roles and capabilities of small- and medium-sized design companies should be strengthened so that they could grow together with the major construction company. To achieve this, institutional improvement is required.
Third, to improve the effectiveness of government policies being in effect to support future city, green growth and strengthened environmental regulations, institutional support should be provided, through which environmental and economic growth are compatible. Legal and institutional support will help secure the related area's marketability together with environmental protection, and so will contribute to the improvement of competitiveness of local companies and to the economic growth. To promote the effectiveness of the energy-independent general planning for sewage treatment equipment established in 2010, institutions that could promote such planning such as energy efficiency rating system of sewage treatment equipment should be provided. Also, in order to realize the advancement of water quality management, it is necessary to consider the applicable objects that must attach the water quality TMS combining environmental technology and information technology as well as the expansion of its items. Currently, water quality TMS is obligatorily applied to only public sewage and waste water treatment facilities over a certain size. However, considering the advanced, thorough management of water quality from raw water to the tap, it is worth considering the obligatory attachment to the filtration plant and the expansion of application to the items of heavy metal pollutants.
As stated above, in accordance with the introduction of new environmental technology and new construction technology systems, domestic technology also contributed to promoting their application to the domestic market in a great deal. Currently, environmental authorities in advanced countries such as the U.S., Denmark, Japan, etc. are establishing mutual acknowledgement and authentication guidelines, including the mutually recognized ETV (Environmental Technology Verification). Korea also joined and has been participating in the international working group since September 2011. So, if a mutual acknowledgement and authentication system for ETV is introduced, it will promote not only technological development in the country but also penetration into the international market. In that case, however, in order to prevent a worsening of finances of the relative operators (local governments or industrial entities) and prior monopolization of our domestic market by advanced countries that are in a superior position to us in terms of technology, financial and technological support plans should be prepared in advance.
Fourth, a measure of securing sustainable finance is required the most. According to OECD, it was reported that in order to maintain the current water supply, investment of more than 40% of GDP is needed. However, as a result of analyzing finance sustainability of the water supply and sewerage, both have been proven not sustainable in their finance. The water supply and sewerage finance management system and a sustainable financing method system should be built so that the increase in the level of customer-centered water service and improvement of efficiency in the use of water resources could be attained.
i) Introduction of property management system for water supply and sewerage
We need to introduce property management system for water supply and sewerage, so that we could draw an optimum alternative plan of maintenance management which distributes the limited budget most efficiently and could realize cost reduction by efficiently using the mid- and long-range budget. Because of political influence and public mood, enhancement of the water bill is still far off for the domestic water supply and sewerage system. Since their available budget is practically insufficient compared to the required cost, the property management system has a great significance to domestic water supply and sewerage system. In other words, establishment of mid- to long-term finance strategy for the water supply and sewerage system is required; it could maintain maximum performance at minimal cost, while maintaining a proper balance between ex-post management cost and preventive management cost within a maximum acceptable risk based on a decision method resulted from the implementation of property management system. Therefore, to nationally propagate the property management system of water supply and sewerage, government's political and institutional support is required so that a method to evaluate asset management could be established first. Also, the correct decision making through operating the property management system can only be achieved when an inventory of assets of facilities, asset status in physical and financial conditions and their valuable remaining life are all accurately recorded. Along with this, to effectively utilize the data, its computerization combined with geographic information system (GIS) and urban information system (UIS) should be performed. Also, to minimize users' inconvenience and cut construction cost, public road and gas pipeline net should be reflected in decision-making in the water supply and sewerage property management field. And, to expand information related to public infrastructure of the local society and promote information sharing with interagencies, administrative and institutional support is needed.
ii) Improvement of decision making structure system for water and sewage bill
First of all, to realistically adjust water and sewage charge, the related government
ministry's strong will, which could improve the current structure system of bill decision making and practice, is required. In fact, in the past 10 years, general cost has consistently increased, whereas realistic charges have continuously decreased. In other words, we pay the lowest water and sewage charges that are below running cost, compared to other OECD countries. This seriously hinders not only the 五nances of the waterworks business but also the financing required for reinvestment in aging infrastructure. This is a chronic problem that has been voiced for a long time; however, it has not been improved because of the government policies to hold down utility fees, people's lack of understanding and a decision-making system for utility fees determined by a local assembly. To this effect, the need for establishment of an independent water rate regulatory commission has been suggested several times by the nation's experts. Moreover, the related government ministry's strong will to act should be supported.
iii) Construction of a sustainable finance system
First of all, financial support for domestic water supply and sewerage should change from the current infrastructure expansion subsidies which are based on quantitative growth-oriented policy to the reinvestment and repair subsidies.
As for its financial status, maintenance and management costs have been consistently increasing. Furthermore, in accordance with the replacement of deteriorated facilities, serious budget shortages are expected to occur. However, current government subsidies for water supply and sewerage are mostly concentrated on projects for expanding facilities. In particular, waterworks are run on a self-paying basis, and so in case of county government, whose water charges are still at the 50% level of its realistic charges, budget shortages for maintenance and management are more serious. Generally re-examining national subsidy projects and improving the national subsidy system by reflecting the realistic conditions of local governments should be recommended.
And then, to secure sustainable fiscal health, a measure of constructing financial procurement system should be required. The government's financial support for the water supply and sewerage field usually has been conducted as the need arises. This kind of method is, however, inappropriate for procurement of an enormous reinvestment expense for facilities which will occur due to the increase in deteriorated water supply and sewerage facilities, tighter water quality standards and the increasing importance of environment and health. In case of the USA introducing the State Revolving Fund (SRF), state government has provided waterworks operators with an immense reinvestment cost required related to the water supply and sewerage facilities in the form of long-term, low-interest loans (zero to less than market interest rate) and has secured sustainable fiscal health through circulation of the repaid principal and interest.
4) Public awareness-raising about environmental conservation
Finally, to use a water source, the resource cost and environmental cost are required, and to emphasize its social responsibility, public awareness needs to be raised. Government also needs to continuously publicize it. Because of water scarcity caused by limited water resources and a surge in water demand, water is recognized as an economic good, which is a global trend. Nevertheless, most Korean people naturally assume that tap water is a public good that is offered by the government, and are not aware of the seriousness of the low water rate.
On the other hand, in advanced countries, water rate is not only the price of using water but also includes the resource cost and the environment cost in most cases. For instance, The Netherlands set the essential amount of a water consumed and introduced a greening tax. So, the families that consume more than a certain amount of water (a luxury) are burdened by high taxation. Denmark, for the purpose of reducing water consumption and preventing environmental damage, has been raising the water charge by 1Dr/m3 annually since 1994, and imposed a water supply tax rate of 5Dr/m3 and additional tax at 25% in 1998. Meanwhile, a survey showed that the reason why Danish people conserve water is mainly because of the environmental factor (60%) rather than the charge (40%); this fact is worthy of notice.
