가. 응답자의 특성
□ 일반적 특성

가. 응답자의 특성
□ 일반적 특성
ᄋ 성별은 여성 50.5%, 남성 49.5%이고, 만연령은 19세 이상 35세 미만이 26.2%, 35세 이상 50세 미만이 30.3%, 50세 이상 65세 미만이 30.6%, 65세 이상이 13.0%였음

ᄋ 교육수준은 고등학교 졸업이 46.2%, 대학교 졸업 35.0%, 중학교 졸업 8.4%, 초등학교 졸업 6.8% 순이었음. 응답자의 취업상태는 취업 중인 경우가 65.7%, 미취업이며 구직의사가 없는 경우가 27.6%, 미취업이며 구직활동 중인 경우가 6.7%였음
□ 성역할 태도
ᄋ 응답자의 성역할태도는 4점 척도로(1점 ‘전혀 그렇지 않다’에서 4점 ‘매우 그렇다’로, 점수가 높을수록 전통적인 성역할태도가 강한 것으로 해석) 측정하였음. 전체 응답자의 평균은 2.21점, 여성 응답자의 평균은 2.10점, 남성 응답자의 평균은 2.32점이었음
□ 아동기 가정폭력 경험
ᄋ 아동기(만 18세 이전) 부모로부터의 학대를 받은 경험은 회초리로 손바닥이나 종아리를 맞은 경험이 48.1%, 욕설이나 무시하는 말 등 심한 말을 들은 경험이 29.6%, 손이나 발로 맞은 경험이 18.3%였음. 남성이 여성에 비해 모든 유형에서 부모로부터 학대받은 비율이 높게 나타남
ᄋ 아동기에 부모 간에 폭력 행동을 목격한 경험은 욕설이나 무시하는 말 등 심한 말을 하는 것을 목격한 경험이 33.2%, 부모 간에 손으로 때리거나 발로 차는 것을 목격한 경험은 12.7%, 부모 간에 허리띠나 몽둥이 등을 사용하여 때리거나 다치게 한 것을 목격한 경험은 3.6%였음
나. 부부폭력 실태
□ 부부폭력률
ᄋ 만 19세 이상의 유배우자(사실혼 포함)를 대상으로 배우자와의 신체적, 정서적, 경체적, 성적 폭력 피해 및 가해 경험을 조사하였음. 폭력률은 지난 1년간 유형별 폭력행위 중 하나라도 경험했다고 응답한 비율임
ᄋ 여성이 지난 1년간 배우자로부터 경험한 폭력 피해율은 12.1%였고, 폭력 유형별 피해율은 신체적 폭력 피해는 3.3%, 정서적 폭력 10.5%, 경제적 폭력 2.4%, 성적 폭력 2.3%였음. 여성의 배우자 폭력 가해율은 9.1%였음
ᄋ 남성이 지난 1년간 배우자로부터 경험한 폭력 피해율은 8.6%였고, 폭력유형별 피해율은 신체적 폭력 피해는 1.6%, 정서적 폭력 7.7%, 경제적 폭력 0.8%, 성적 폭력 0.3%였음. 남성의 배우자 폭력 가해율은 11.6%였음
□ 폭력 첫 발생시기
ᄋ 여성이 배우자로부터 폭력 피해를 처음으로 경험한 시기는 ‘결혼 후 1년 미만’이 18.1%, ‘결혼 후 1년 이상 5년 미만’이 44.2%,로, 여성의 62.3%가 결혼 후 5년 내에 처음 폭력을 경험했고, 여성의 2.0%는 결혼 전 교제기간에 처음 폭력을 경험한 것으로 나타남
□ 폭력이 일어난 이유
ᄋ 부부폭력이 일어나게 된 주된 이유는 여성과 남성, 부부폭력 피해와 가해 경험 모두에서 ‘성격차이’와 ‘경제적인 문제’라는 응답이 가장 많았음
□ 폭력을 주로 먼저 시작한 사람
ᄋ 부부폭력 발생 시 주로 누가 먼저 그 행동을 시작했는지 조사한 결과, ‘주로’ 또는 ‘항상’ 남편이 먼저 폭력행동을 시작했다는 응답이 48.4%, 아내가 먼저 시작했다는 응답은 15.8%로, 남성이 폭력행동을 먼저 시작한 비율이 훨씬 높았음
□ 부부폭력 피해영향
ᄋ 부부폭력 피해를 경험한 응답자를 대상으로 부부폭력으로 인한 신체적 상처(부상), 정신적 고통 및 위협이나 공포심을 느낀 정도를 조사하였음
ᄋ 부부폭력 피해를 경험한 응답자는 폭력으로 인해 신체적, 정신적 고통을 경험한 것으로 나타났으며, 여성이 남성에 비해 더 심각한 수준의 신체적, 정신적 고통 및 위협・공포심을 겪는 것으로 조사되었음
ᄋ 부부폭력 피해를 경험한 여성의 20.0%, 남성의 6.3%가 신체적 상처를 경험 했다고 응답함
ᄋ 부부폭력 피해를 경험한 여성의 43.4%, 남성의 18.9%가 배우자의 폭력으로 인해 정신적 고통을 경험한 것으로 나타남. 정신적 고통의 내용은 ‘자신에 대한 실망, 무력감, 자아상실’(65.8%), ‘매사에 불안, 우울’(33.8%), ‘가해자에 대한 적대감이나 분노’(31.5%) 등이었음(복수응답)
ᄋ 배우자의 폭력행동 시 여성의 45.1%, 남성의 17.2%가 위협이나 공포심을 느꼈다고 응답하였음
□ 폭력에 대한 대응
ᄋ 부부폭력 피해를 경험한 응답자를 대상으로 배우자의 폭력행동에 대해 어떻게 대응했는지를 조사하였음
ᄋ 부부폭력 피해를 경험한 응답자의 66.6%가 부부폭력이 일어난 당시에 ‘그냥있었다’고 응답하였고, ‘자리를 피하거나 집 밖으로 도망’ 24.1%, ‘함께 폭력행사’ 8.1%, ‘주위에 도움 요청’ 1.0% 순이었음
ᄋ 주위에 도움을 요청한 적이 있는지를 조사한 결과, 가족이나 친척, 이웃이나 친구 등에 도움을 요청했던 경험이 경찰이나 1366 등의 지원체계를 이용한 경험보다 높은 것으로 조사되었음. 각 대상별로 도움을 요청한 경험 여부를 조사한 결과, ‘가족이나 친척’에게 도움을 요청한 경험은 12.1%, ‘이웃이나 친구’는 10.3%, ‘경찰’ 1.7%, ‘여성긴급전화 1366’ 0.6%, ‘가정폭력상담소 및 보호시설/쉼터’ 0.6%였음
ᄋ 경찰에 도움을 요청한 경험이 없는 응답자를 대상으로 경찰에 도움을 요청하지 않은 이유를 조사한 결과, 주된 이유는 ‘폭력이 심각하지 않다고 생각해서’(41.2%), ‘집안 일이 알려지는 것이 창피해서’(29.6%)였음
ᄋ 여성긴급전화 1366이나 상담소 및 보호시설 등 지원기관에 도움을 요청하지 않은 주된 이유는 ‘부부간에 알아서 해결할 일인 것 같아서’(27.6%), ‘폭력이 심각하지 않다고 생각해서’(18.6%)였음
다. 자녀학대 실태
□ 자녀학대율
ᄋ 만 18세 미만 자녀를 둔 응답자를 대상으로 자녀에 대한 신체적, 정서적 학대 및 방임 여부를 조사하였음. 자녀학대율은 지난 1년간 유형별 학대행위 중 하나라도 자녀에게 행사했다고 응답한 비율임
ᄋ 응답자의 지난 1년간 자녀학대율은 27.6%였으며, 여성 응답자의 자녀학대율은 32.1%, 남성 응답자의 자녀학대율은 22.4%임. 여성의 자녀학대율이 남성에 비해 높은 것은 부부간 역할분담에서 주로 여성이 자녀양육과 교육을 담당한다는 점을 고려할 필요가 있음
- 본 조사에서 부부 중 자녀양육과 교육을 주로 결정하는 사람을 묻는 질문에서 ‘주로’ 혹은 ‘전적으로’ 여성이 결정한다는 응답이 35.0%, 남성이 결정한다는 응답은 7.5%, 부부가 의논해서 함께 결정한다는 비율은 57.5%였음
ᄋ 유형별 학대율은 신체적 학대 7.3%, 정서적 학대 25.7%, 방임 2.1%로, 정서적 학대의 비율이 가장 높았음
라. 가족원 폭력 실태
□ 가족원폭력률(만 65세 미만 응답자)
ᄋ 만 65세 미만 응답자를 대상으로 배우자를 제외한 가족원(부모, 형제자매, 배우자의 부모, 친척 등)으로부터의 신체적, 정서적, 경제적 폭력 피해 및 가해 경험을 조사함. 가족원폭력률은 가족원간 지난 1년간 유형별 폭력행위 중 하나라도 경험했다고 응답한 비율임
ᄋ 만 65세 미만 응답자가 지난 1년간 가족원으로부터 폭력을 경험한 피해율은 3.7%였고, 응답자가 가족원에게 폭력을 행사한 가해율은 3.6%였음
ᄋ 폭력유형별 피해율은 신체적 폭력 1.1%, 정서적 폭력 3.2%, 경제적 폭력 0.6%였으며, 폭력유형별 가해율은 신체적 폭력 1.1%, 정서적 폭력 3.1%, 경제적 폭력 0.4%였음
□ 가족원에 의한 노인학대 피해율(만 65세 이상 응답자)
ᄋ 만 65세 이상 응답자를 대상으로 배우자를 제외한 가족원(자녀, 사위, 며느리, 손자녀 등)으로부터의 신체적, 정서적, 경제적 학대 및 방임 피해 경험을 조사함. 학대 피해율은 유형별 학대행위 중 하나라도 경험했다고 응답한 비율임
ᄋ 지난 1년간 가족으로부터 노인학대를 경험한 비율은 7.3%였으며, 학대유형별 피해율은 신체적 학대 0.4%, 정서적 학대 6.5%, 경제적 학대 1.5%, 방임 1.4%임
ᄋ 주 가해자인 가족원은 아들・딸인 경우가 69.5%로 가장 많았고, 다음은 사위・ 며느리 20.2%, 손자・손녀 7.0% 순이었음. 가해자와 동거하는 비율은 28.6%였음
ᄋ 응답자가 생각하는 가족원의 학대 이유는 ‘해당 가족원의 나에 대한 부양부담으로’(36.4%)라는 응답이 가장 많았고, ‘해당 가족원의 스트레스로’(29.4%), ‘이유를 모름’(15.6%), ‘해당가족원이 내가 좋은 부모가 아니었다고 생각해서’(10.4%) 순이었음
ᄋ 학대 발생 시 주위에 도움을 요청한 응답자는 없었던 것으로 나타났으며, 도움을 요청하지 않은 이유로는 ‘가족이라서’(61.1%)가 가장 많았고, ‘창피하고 자존심 상해서’(23.3%), ‘그 순간만 넘기면 되어서’(15.6%) 순이었음
마. 가정폭력에 대한 인식
□ 관련 지원기관 인지 및 정책욕구
ᄋ 응답자 전체를 대상으로 가정폭력 발생 시 도움을 받을 수 있는 지원기관을 알고 있는지 여부를 조사한 결과, 가정폭력 상담소에 대한 인지도가 72.8%로 가장 높고, 1366 여성긴급전화가 36.5%로 가장 낮았음
- 그 외 기관별 인지도는 가정폭력 피해자 보호시설 및 공동생활가정 51.6%, 112 신고전화 57.9%, 아동보호전문기관 61.5%, 노인보호전문기관 55.3%로 나타남
ᄋ 응답자가 생각하는 가정폭력을 감소시키기 위해 필요한 정책 1순위는 ‘폭력 허용적 사회문화 개선’이 24.9%로 가장 높았고, ‘가정폭력 관련 법 및 지원 서비스 홍보’ 15.5%, ‘가중 처벌 등 가해자에 대한 법적 조치 강화’ 13.6%, ‘학교에서 아동기부터 폭력 예방교육 실시’ 12.2% 순으로 나타남
□ 가정폭력 발생시 신고의사
ᄋ 응답자 전체를 대상으로 본인 가정과 이웃 가정에서 가정폭력(부부폭력과 아동학대)이 일어날 경우 경찰에 신고할 의사가 있는지 여부를 조사하였음
ᄋ 부부폭력에 대한 신고의사는 본인 가정에서 부부폭력이 일어날 경우 응답자의 61.4%가, 이웃 가정에서 일어날 경우에는 응답자의 65.0%가 신고할 의사가 있다고 응답함
ᄋ 아동학대에 대한 신고의사는 본인 가정에서 자녀학대가 일어날 경우 응답자의 72.9%가, 이웃 가정에서 일어날 경우에는 응답자의 77.1%가 신고할 의사가 있다고 응답함

□ General Characteristics
ᄋ Respondents consisted of 50.5% women and 49.5% men. 26.6% were between the ages of 19 and 34, 30.3% between 35 and 49, 30.6% between 50 and 64, and 13% were 65 years or older.
ᄋ As for the respondents’ marital status, 25.5% were not married and 64.5% reported to have a partner whom they were married to or living with. 31.8% of married respondents had been married for 31 years or longer, 14.1% replied they had been married for between 26 and 30 years, and 12.9% had been married from 21 to 25 years.
ᄋ Regarding the types of households, the most common form was households with married spouses and their children making up 41.5%, and the second most common form, except for those who chose “none of the above”, was households only with married spouses at 19.0%. 33.9% had children under the age of 18.
ᄋ In terms of the level of education, the respondents consisted of 46.2% highschool graduates, 35.0% university graduates, 8.4% middle school graduates, and 6.8% elementary school graduates. 65.7% of respondents were employed, and 27.6% were neither employed nor searching for jobs, while 6.7% were unemployed and looking for employment opportunities.
□ Attitudes on Gender Roles
ᄋ The average score of the respondents’ attitude on gender roles was 2.21 points (higher scores refer to having a more traditional attitude toward gender roles). The average score for women was 2.10 points, and that of men was 2.32 points.
□ Domestic Violence Experienced during Childhood
ᄋ Taking up 48.1%, the most common type of abuse perpetrated by parents onto their children (under 18 years-old) was hitting palms or calves with a switch. 29.6% had experienced verbal abuse including swear words and degrading language, and 18.3% had been hit with bare hands or kicked. It was more common for men to experience childhood domestic violence than women in all areas of abuse.
ᄋ 33.2% of respondents had witnessed swearing or degrading language being spoken by one parent to the other, while 12.7% had seen one parent assaulting the other parent by beating them with hands or kicking, and 3.6% had noticed a parent assaulting or hurting the other with an object such as a belt or a club.
2) Spousal violence
□ Prevalence of Spousal violence
ᄋ The study surveyed the victimization and perpetration of physical, psychological, economic, and sexual violence among married men and women over the age of 19.
ᄋ As for women, 12.1% had been victims of spousal violence in the last year: 3.3% being physical, 10.5% psychological, 2.4% economic, and 2.3% sexual violence. 9.1% of women reported that they had perpetrated spousal violence.
ᄋ As for men, 8.6% had been victimized by their spouse in the last year: 1.6% physical, 7.7% psychological, 0.8% economic, and 0.3% sexual violence. 11.6% of men reported that they had perpetrated spousal violence.
ᄋ 18.1% of women were initially victims of spousal violence within the first year of marriage and 44.2% after the first year but within the first five. 62.3% of women experienced violence within the first five years of marriage, and 2.0% before the marriage.
ᄋ For both men and women, the most common reasons for victimization and perpetration of spousal violence were “differences in personality” and “economic problems”.
□ Impact of Spousal violence
ᄋ 20% of women and 6.3% of men who had been abused by a spouse reported that physical injury was caused by the violence.
ᄋ 43.4% of women and 18.9% of men who had been victims of spousal violence responded that they had psychologically suffered after the victimization: 65.8% experienced disappointment in oneself, helplessness, or loss of self, 33.8% suffered constant anxiety or depression, and 31.5% felt a serious level of hostility and anger toward their partner.
ᄋ 45.1% of women and 17.2% of men answered that they felt intimidated or in fear at the time of the spouse’s violent behavior.
□ Response to Violence
ᄋ 66.6% of respondents answered that they “did nothing” at the time of spousal violence, while 24.1% “escaped the scene of violence or ran outside”, 8.1% “became reciprocally violent”, and 1.0% “asked others for help”.
ᄋ It was more common to ask family members, relatives, neighbors, or friends for help than the police or the 1366 hotline: 12.1% asked family members or relatives for help, 10.3% asked neighbors or friends, and 1.7% contacted the police.
ᄋ Common reasons for not calling the police were because they “thought the level of violence was not severe enough” (41.2%) and because “it was embarrassing to share domestic problems with others” (29.6%).
ᄋ Common reasons for not calling the 1366 hotline or other organizations such as counseling centers and shelters were because “the violence seemed like an issue to be dealt with between spouses” (27.6%) and because they “thought the level of violence was not severe enough” (18.6%)
ᄋ 48.4% reported that the “husband always became violent first”, and 15.8% that the “wife always became violent first” at times of spousal violence.
3) Child Abuse
□ Prevalence of Child Abuse
ᄋ The study surveyed adults with one or more children under the age of 18 on their physical and psychological abuse as well as child negligence.
ᄋ 27.6% of respondents-32.1% of women and 22.4% men each-reported to have perpetrated child abuse in the last year.
ᄋ Psychological abuse was most common at 25.7%, followed by physical abuse at 7.3% and negligence at 2.1%.
4) Violence of other Family Members
□ Prevalence of violence of other Family Members (under the age of 65)
ᄋ The study surveyed people under the age of 65 on their experiences of domestic violence. The survey included both victimization of physical, psychological, economic, and sexual violence perpetrated by family members other than their spouse (parents, siblings, parents in law, relatives, etc.) and perpetration of violence toward family members other than their spouse.
ᄋ 3.7% reported to have experienced violence by other family members in the last year, and 3.6% to have perpetrated such violence.
ᄋ Regarding the types of violence, psychological violence was most common at 3.2% among the victims, followed by physical violence at 1.1%, economic violence at 0.6%. As for perpetrators, 3.1% of respondents answered that they had exercised psychological abuse, while 1.1% reported physical abuse and 0.4% economic abuse.
□ Elderly Abuse by Family Members (65 years-old or older)
ᄋ The study also surveyed people 65 years old and above on the experiences of physical, psychological, and economic abuse perpetrated by family members other than their own spouse (children, sons- and daughters-in-law, grandchildren, etc.).
ᄋ 7.3% experienced elderly abuse in the last year: 6.5% psychological abuse, 1.5% economic abuse, 1.4% negligence, and 0.4% physical abuse.
ᄋ Sons and daughters were the most common perpetrators taking up 69.5%, followed by sons- and daughters-in-law at 20.2% and grandchildren at 7.0%. 28.6% were currently living with the perpetrators.
ᄋ Victims answered that the reasons for abuse were “because the perpetrator was stressed about providing for me” (36.4%), “because of other stress the perpetrator was experiencing” (29.4%), and “because the perpetrator believed that I was not a good parent” (10.4%), while a portion of them answered that they did not know the reason for abuse (15.6%).
ᄋ Respondents reported that they did not ask for help from others at the time of abuse, and they responded that the reasons they did not call for help were “because the perpetrator was family” (61.1%), “because my victimization is embarrassing and degrading” (23.3%), and “because I just wanted to get past the moment” (15.6%).
5) Awareness on Domestic Violence
□ Awareness about Existence of Support Centers and Attitudes toward Related Policies
ᄋ The most well-known support centers were domestic violence counseling centers (72.8%), followed by professional institutions for child support (61.5%) and the domestic violence and child/elderly hotline 112 (57.9%). The 1366 hotline was relatively less known (36.5%).
ᄋ Respondents believed that the most important policy changes needed in order to reduce domestic violence were “to change the permissive culture toward violence” (24.9%), “to promote domestic violence-related laws and support programs” (15.5%), “to intensify legal penalties for perpetrators by adopting measures such as including domestic violence as a crime worthy of strict punishment” (13.6%), and “to introduce preventive educational programs against violence at school starting at a young age”(12.2%).
□ Inclination to Report Violence
ᄋ 61.4% of respondents reported that they would not call the police if spousal violence occurred in their homes; 65.0% answered that they would call the police if they came to notice domestic violence in others’ homes.
ᄋ 72.9% replied that they would report to the police if there was any child abuse in their own homes; 77.1% answered they would call the police if they came to notice child abuse in others’ homes.
ᄋ The most common response for not reporting violence in their own homes were “because the perpetrator is family” and “because it would be better to solve the problem through conversation”. The common reasons for not reporting violence in others’ homes were “because it is their own business”, “because of the possible retaliation”, and “because it would be better to solve the problem through conversation”.
