1. 연구개요
(1) 연구배경
- 급격한 기후변화로 대재앙이 일어나는 것을 막기 위해 화석연료 사용에 기인한 지구온난화를 완화시키기 위한 급박한 필요와 화석에너지 고갈 우려가 상존하고, 에너지 무기화가 진행중인 세계적 환경에서 지구온난화를 완화시키고, 에너지 자립도와 경제성을 높이는 신재생 에너지 개발 필요가 급증하고 있음

- 대규모 해상풍력 발전이 가능한 자연환경과 세계적인 경쟁력을 가진 국내 제조업 및 연구 인프라는 잠재적으로 상대적으로 높은 경쟁력을 보유하고 있으며 정부는 2020년 해상풍력 글로벌 톱 3 강국으로 도약하는 비전을 가지고 있음
- 풍력 시스템 및 부품의 개발과 국산화에 많은 예산과 노력이 단편적으로 이루어져 아직 해외 의존도가 높아 국내에서도 전체 시스템 개발을 위한 노력이 필요함
- 부유식 해양 풍력은 세계적으로 실증에 일부 성공하고, 상용화가 이루어지기 시작하고 있는 단계이기에 기술 주도와 시장 선점의 기회가 계속 존재하고 있음
- 정부가 2017년 12월에 발표한 재생에너지 3020 이행계획에 의하면 2030년까지 전력생산비율의 신재생에너지 비율을 20%이상으로 달성하는 것으로서 풍력발전을 2030년까지 16.5GW 증설할 계획으로 풍력발전 기요가 급증할 것으로 예상됨
(2) 중요성
- 유엔 기후협약 발효로 풍력발전 기술개발의 중요성과 시급성이 보다 커지고 있음
- 기술적인 많은 난관으로 세계적으로 아직 상용화 시작 단계로서 궁극적으로 지구 온난화를 획기적으로 지연시키기 위한 대규모의 신재생에너지 활용 수요가 급격히 늘어나게 될 것으로 예상되며 이는 대규모 부유식 해양풍력발전을 통해서 가능하기에 이를 대비한 경쟁력 있는 부유식 해양풍력 시스템 기술 개발이 중요함
- 항공우주공학, 해양공학, 구조공학 전문가가 한 과제 안에서 적극적인 협업을 통해 참여하며, 계속적으로 시스템 사에서부터 다양한 핵심 부품 업체까지 국산화 과제 제안 협력을 통해 기술 연계를 하고 있는 본 과제가 성공적으로 계속 진행된다면 국내의 잠재적 경쟁력을 이끌어내어 대단위 부유식 풍력발전 시스템에 특화된 종합 선도적인 기술적 돌파구와 세계적 시장 선점의 길을 열어갈 수 있음.
(3) 연구범위
- 풍력발전 시스템 개발을 위한 기초 연구로서 (1) 수평축 풍력터빈 로터 블레이드 공력해석을 위한 와류법 기반의 공력 모델 개발, (2) 풍력시스템 공력 및 블레이드 공탄성 해석 기술 개발, (3) 블레이드 및 하부시스템 구조 건전성 평가 기술 개발, (4) 통합해석 및 가시화 기법 개발, (5) 축소 모형에 대한 해양 수조 실험을 통한 시스템 성능 측정을 수행함
2. 연구방법
(1) 수평축 풍력터빈 로터 블레이드 공력해석을 위한 와류법 기반의 공력 모델 개발
- 양력선 이론 또는 양력면 이론과 같은 기존의 와류법 기반 공력모델은 potential 유동 가정으로 인해 stalled flow와 같은 비선형 공기역학 영향을 고려하지 못하는 단점이 있음.
- 본 연구에서는 이러한 기존 와류법의 단점을 보완하기 위해 table look-up 과정과 nonlinear circulation strength correction 과정을 적용한 nonlinear vortex lattice method를 제안함.
- 로터의 후류는 여러 개의 이산화된 vortex particle을 이용하여 모델링 되며, time-marching 방법을 통해 하류 방향으로 전파가 진행됨.
- 본 연구에서 제안한 방법론은 MEXICO 로터 실험결과와 비교함으로써 공력 성능 및 후류 예측의 정확성을 검증함.

(5) 축소 모형에 대한 해양 수조 실험을 통한 시스템 성능 측정
- 부유식 풍력 시스템의 축소 모델 실험을 파랑과 바람이 존재하는 해양환경을 시뮬레이션하는 해양수조에서 실시 시스템 퍼포먼스를 측정
3. 연구결과
(1) 수평축 풍력터빈 로터 블레이드 공력해석을 위한 와류법 기반의 공력 모델 개발 7
- 검증 모델인 MEXICO 로터 모델은 풍속 10, 15, 24m/s에 노출되며 각 풍속에 따라 turbulent wake state, design condition, separated flow condition을 경험하게 됨. 풍속 24m/s에서는 높은 풍속으로 인해 풍력터빈 로터 블레이드에는 separation에 의한 stalled flow가 지배적임.
- 로터 블레이드에 작용하는 normal, tangential forces와 후류의 tip vortex structure를 실험결과와 비교하였을 때, attached flow가 지배적인 10, 15m/s 풍속뿐만 아니라 stalled flow가 존재하는 24m/s 풍속에서도 실험 값과 유사한 결과들을 도출할 수 있었음.
(2) 풍력시스템 공력 및 블레이드 공탄성 해석 기술 개발
- BEM-CSD 기반의 부유식 수평축 풍력터빈 블레이드의 공탄성 해석자 개발
- 부유식 수평축 풍력터빈 로터 블레이드에 대한 공탄성 해석이 가능함에 따라 블레이드의 구조적 변형 예측 및 이에 따른 공력 변화 예측
(3) 블레이드 구조 최적 설계 기술 개발

- The demand for the development of renewable energy which can raise energy independency and economy is increasing ever more than before since the fear of global warming and fossil fuel depletion is ever more present along with the possibility of weaponeering of energy.
- According to the Paris Agreement, UN Framework Convention on Climate Change, the emission of CO2 gas has to be reduced by 37% in South Korea to limit the temperature change to less than 1.5 degrees, which makes wind energy more popular.
- Countries around the world are concentrating their capacity toward development of renewable energy to actively respond such circumstances of energy, national security and economy. Among many renewable energy resources, ocean wind energy is drawing more attention due to its capacity in large scale development and economy.
- Korea has relatively high competitiveness toward ocean wind turbine since it has natural environment right for large scale wind farm, number one shipbuilding industry, manufacturing industry, and research infrastructure with competitive edge.
- Although large budget and effort has been invested toward wind turbines in Korea, there has not been good returns. Since it was done fragmentally, the domestic systems are designed to use foreign parts and the domestic part manufactures have to deliver to foreign systems. Thus, making the whole wind industry to be foreign dependent.
- Floating wind system has only been successful in ocean demonstration among a few countries and the commercialization has just started. Therefore, there exist ample opportunities for technology preemption and lead market.
- Due to the Korean government’s recent announcement of 3020 renewable energy plan, which plans increasing the portion of renewable energy in the total energy production to 20% by 2030, requires the installation of 16.5GW of new wind energy facilities by 2030, the demand for high-fidelity wind energy technology will increase ever more.
(2) Importance
- The importance and urgency for floating wind energy technology is ever increasing due to the effectiveness of the UN Framework Convention on Climate Change.
- If this project, in which experts in economy, aerospace engineering, ocean engineering, and structural engineering are participating together through active cooperation and opportunities with companies from system manufacturer to part manufacturers are continuously sought, could keep continue successfully, this project will achieve technological breakthroughs specialized for large scale floating ocean wind energy systems and open the road to preoccupy world market.
(3) Scope
This project is intended to perform basis research to support developing major parts and systems by carrying out cooperative research on 1) Development of vortex 3 method for aerodynamic analysis of horizontal-axis wind turbine, 2) Development of an aeroelastic analysis tool for rotor blade of off-shore horizontal axis wind turbine, 3) Development of blade structural optimization technology, 4) Integrated analysis on the system design and visualization, 5) System performance evaluation on reduced scale model in ocean wave tank test.
2. Research Method
(1) Development of vortex method for aerodynamic analysis of horizontal-axis wind turbine
- The vortex method including lifting-line theory or lifting surface method inherently cannot consider a nonlinear aerodynamic effect, such as stalled flow.
- Nonlinear vortex lattice method that combines vortex lattice method, table look-up method and nonlinear circulation correction has been suggested to overcome the drawbacks of classical vortex lattice method.
- Vorticity fields behind rotor blade are represented by sum of discretized vortex particles that are allowed to freely distort and move to the downstream during time-marching step.
(2) Development of an aeroelastic analysis tool for rotor blade of off-shore horizontal axis wind turbine

3. Research Results
(1) Development of vortex method for aerodynamic analysis of horizontal-axis wind turbine
- The MEXICO rotor model is exposed to the various flow conditions (10, 15, and 24m/s), including attached and separated flow. At wind speed of 24m/s, the flow separation occurs on the upper surface of blade due to high wind speed.
- Simulation and measurement agree well with regard to normal force, tangential force, and tip vortex trajectory in attached flow condition.
- Even though the separated flow occurs, the suggested vortex method can accurately predict the aerodynamic performance and wake structures. 4
(2) Development of an aeroelastic analysis tool for rotor blade of off-shore horizontal axis wind turbine
