국내 건설시장 및 수주환경은 감소추세로 이러한 추세는 지속될 것으로 예측되고 있어, 국내 건설기업은 글로벌 건설시장으로 진출을 모색하고 있다. 이와 관련하여 본 연구에서는 글로벌 건설 경쟁력 수준을 평가할 수 있는 평가모델 및 종합적인 평가체계를 구축하고, 글로벌 건설시장 및 건설정책을 종합적으로 분석하여 수요부처 및 기업에게 정책서비스를 제공하고자 한다.

The main purpose of this study was to complement the assessment model of global construction competitiveness. Based on the study results, the global construction competitiveness in 2018 was assessed. The main assessment results are as follows:
First, the overall results on the competitive index of the national construction infrastructure showed that USA ranked first and the Germany followed immediately behind. South Korea ranked 12th , which was the same as the previous year.
※ In the assessment of the stability of the construction market, China was ranked first and South Korea 15th. As for construction systems, Denmark ranked first and South Korea ranked 12th, and in infrastructure, Japan ranked first and South Korea ranked 10th.
Second, the assessment results of the construction company competency by nation showed that the USA and China were ranked first and second respectively. The rank of the construction competitiveness of South Korea dropped from 7th to 10th, while the design competitiveness maintained its rank- 13th. Thus, South Korea was ranked ninth overall, which was down two spots from of the previous year.

Third, the overall evaluation results on global competitiveness in the construction industry by nation showed that the USA was ranked first, followed by China, and Spain, Germany, and UK ranked third to fifth. Japan ranked 7th, which was up one spot from that of the previous year. In contrast, the competitiveness of South Korea ranked from ninth down from 12th, which has constantly fallen.
The growth rate in overseas sales dropped significantly by nearly -20% in the design and construction fields from 2016 to 2018, and the average annual construction market growth rate in 2018 ranked 20th, which was the lowest among the nations considered, and was the main cause of the constant drop in the overall assessment rankings.
This result indicated that South Korea encountered double difficulties in price competition due to the phenomenon of price dumping by late movers in the overseas construction industry and technical competition from advanced nations. Thus, it is time for South Korea to have differentiated strategies in the future and strengthen the quality, safety, and construction project management competency. In particular, South Korea needs the development of smart construction technologies in concert with the Fourth Industrial Revolution and integrate growth engines into investment and development type projects rather than winning simple construction bids. The government also needs long-term R&D planning, technical developments, as well as the consistent support of overseas construction bid activities for Korean construction companies resulting from diplomatic activities.
Big issues in oversea construction were derived through big data analysis. In order to analyze the evaluation results on global construction competitiveness.
The main results are as follows:
First, one of the major issues concerning overseas construction in the past year showed that the credit rating of South Korea was in jeopardy due to the North Korea risk, but South Korea avoided the designation of a currency manipulator and mitigated the risk, thereby maintaining the credit rating. The major market of overseas construction bids has also changed. The construction orders from the Middle East have declined due to the risk posed by Iran, but the constant orders from Asia regions could be won, resulting in Asia producing more than twice the amount of orders that the Middle East, which clearly indicated the major market for overseas construction orders for South Korea has changed. In addition, the Korean government has actively supported the overseas construction bids, including business agreements signed to assist in winning overseas construction bids, launching the Korea overseas Infrastructure and Urban Development Corporation, and diplomatic activities.
Second, the analysis results of overseas construction-related issues with respect to the global competitiveness index in the recent year exhibited as follows: construction market (29.7%) > construction regulation (27.9%) > design competitiveness (18.1%) > construction competitiveness (5.6%) > construction infrastructure (5.1%) > sovereign credit rating (4.2%) > construction risk (2.8%) > new technology and new construction method (1.8%) > profitability and price (1.7%) > overseas construction laborer competitiveness (1.5%) > construction project management competency (1.4%). Third, 10 core issues were extracted from 45 candidates issues in realtion to the eleven keywords based on the spread and the continuity potentials of issues. Based on the 10 core issues, detailed analysis in the overseas construction industry was conducted and a correlation analysis on the 10 core issues of overseas construction was performed.

As described above, the big issues concerning overseas construction were derived through Big Data analysis and the results exhibited that smart construction technologies needed to be developed to respond to the emerging Fourth Industrial Revolution and the implication was that differentiated strategies and strengthening the quality, safety, and construction project management competency were needed in this time of double difficulties.
This study also conducted a survey from September 5th-19th, 2018 to evaluate the global construction competitiveness and support policies. The main targets were 414 general and construction engineering companies registered in the overseas construction association, and 101 survey responses were collected. The main results are as follows:
The assessment of the overseas construction competitiveness competency exhibited 49.3 points for the overall score, 47.8 points for the general construction industry, and 51.1 points for the construction engineering industry. The competency score in the civil and construction field was 48.7 points and the industrial facility field was 50.3 points, which was slightly higher than that of the industrial facility field. The assessment score of the construction engineering industry in both fields was higher than that in the general construction industry. In addition, the government's support policy results exhibited 43.9 points for the overall score, 42.8 points for the general construction industry, and 44.7 points for the construction engineering industry. The competency score in the civil and construction field was 43.2 points and that in the industrial facility field was 44.8 points, which was slightly higher than that of the industrial facility field. The assessment overall scores of the construction engineering industry in the civil and construction fields was slightly higher than that of the general construction industry.
It is necessary to not only ensure global competitiveness but also drive the government's support policies steadily to expand the overseas entry of Korean construction companies and to guarantee profitability in the future. In particular, the study results found that the lack of competence in the construction engineering and professional human resources in overseas construction markets are significant problems. Thus, the government and the construction industry need to invest in technical development policies urgently.
