Ⅳ. 연구 결과
본 연구의 주요 연구결과는 다음과 같음
1) 원자력 및 방사선 진흥계획 성과분석 방안
○ 먼저, 제1차~제3차까지의 원자력진흥종합계획에 대한 성과를 체계적이고 일관성 있게 분석하기 위하여 아래와 같이 제1차 계획에서 선정한 10개의 정책분야별로 주요 성과를 분석하였음
- ①원자력안전 및 방사선방호 분야, ②원자력발전 및 원자로개발 분야, ③핵연료 주기 분야, ④방사성폐기물 관리 분야, ⑤방사선 및 방사성동위원소 이용 분야, ⑥원자력발전산업의 육성 및 진흥 분야, ⑦원자력기초
Ⅳ. 연구 결과
본 연구의 주요 연구결과는 다음과 같음
1) 원자력 및 방사선 진흥계획 성과분석 방안
○ 먼저, 제1차~제3차까지의 원자력진흥종합계획에 대한 성과를 체계적이고 일관성 있게 분석하기 위하여 아래와 같이 제1차 계획에서 선정한 10개의 정책분야별로 주요 성과를 분석하였음
- ①원자력안전 및 방사선방호 분야, ②원자력발전 및 원자로개발 분야, ③핵연료 주기 분야, ④방사성폐기물 관리 분야, ⑤방사선 및 방사성동위원소 이용 분야, ⑥원자력발전산업의 육성 및 진흥 분야, ⑦원자력기초․기반 연구개발 분야, ⑧ 원자력 인력양성 분야, ⑨국민 이해증진 및 부지확보 분야, ⑩원자력 외교 및 국제협력 분야
○ 원자력 및 방사선 진흥계획의 성과분석을 위한 개선방향을 도출하고, 이를 반영하여 제4차 원자력진흥종합계획과 제1차 방사선진흥계획의 성과를 분석할 수 있는 통일된 양식을 개발하여 활용함
- (개선 방향) “국가연구개발 성과평가 기본계획(2016~2020)”과 “정부 R&D 혁신방안” 등에 포함된 국가 정책기조를 반영하여 성과분석의 방향을 설정하고, 이를 반영한 「국가연구개발사업 표준성과지표」를 참조하여 성과지표를 도출함
- (분석 양식) 중점과제(정책방안)를 구성하고 있는 세부 추진과제(정책 실행방안)에 대한 구체적인 성과를 파악하고자 하였으며, 성과분석 양식은 작성자, 과제개요, 과제성과, 기대효과 등으로 구성되어 있음
2) 제4차 원자력진흥종합계획 성과분석
○ 9개의 정책부문별 성과를 정책수행 성과와 성과지표 성과로 나누어 분석하였음
※ 정책수행 기준성과는 세부 추진과제의 실행 성과를 의미하며, 성과지표성과는 본 연구에서 설정한 성과지표에 대한 성과를 의미함
○ 정책패턴 분석
- 세부추진 과제는 기반조성, 기술개발, 제도개선 순으로 과제유형이 많은 것으로 파악됨
- “기반조성” 유형의 경우, 원자력 안전문화 확산 및 국민소통, 원자력 수출지원 강화, 방사선 인프라 구축, 인력 양성 부문에 중점을 둠
- “기술개발” 유형의 경우, 상용원전 및 수출용 신형원자로 개발, 방사선 치료 및 원천기술 개발, 방사성폐기물 관련 기술 개발 등에 중점을 둠
- “제도개선” 유형의 경우, 연구개발 체계, 안전관리 체계 등에 중점을 둠
○ 예상 기대효과 대비 성과분석 결과는 다음과 같음
[‘원자력에 대한 대국민 신뢰 및 국제적 투명성 확보’]
□ 전주기적 대형재난 대응 체제 확립
○ 정책성과
- 2011년 3월 후쿠시마 원전사고 이후 정부 주관 안전점검 후속조치(46개)를 충실히 이행하여 전주기적 관점에서 원전 사고 대응능력을 제고시킴
○ 정책적 시사점
- 개선점들은 충분히 도출되었으며, 총 46건 중 단기간에 이행 가능한 34건은 완료했으므로 장기적으로 개선되어야 할 12건에 대한 이행을 정부는 지속적으로 모니터링 해야 함
□ 중·저준위 방폐장 건립
○ 정책성과
- 최초 예정보다 54개월 지연(공사 지연, 안전성 검증 지연)되었으나, ’14.12년 사용 전 검사가 심의 통과됨
○ 정책적 시사점
- 원자력시설 특성 상 안전성과 주민 수용성을 고려하여 당초 설계한 안전 요건을 만족하고 주민 동의를 얻은 시설이 완공되었음
- 이를 바탕으로 향후 지어질 원자력시설(원전, 고준위폐기물처분장)의 안전 요건과 주민 동의 절차를 확립해야 함
□ 사용후핵연료 관리방안 마련
○ 정책성과
- 20여개월의 공론화위원회 활동으로 ‘사용후핵연료 관리에 관한 권고안’을 수립하여 제출함으로써 국민수용성이 제고됨
○ 정책적 시사점
- 다양한 이해관계가 내포된 국가대형 사업의 경우, 갈등의 주도 세력들이 먼저 공론화 위원회 등과 같은 틀 안에서 지속적인 대화와 타협으로 접점을 이루고 이후에 공론화 과정을 거치는 것이 필요함
□ 제2차 핵안보정상 회의 개최
○ 정책성과
- 정상 외교를 통한 실질협력 강화 및 무기급 핵물질 감소를 통한 국제 핵안보 강화 등 최고위급포럼인 [제2차 핵안보 정상회의]를 성공적으로 개최함
○ 정책적 시사점
- 핵물질 이용에 자유스럽지 못한 우리나라에서 핵비확산체계에 상징적 의미를 가진 핵안보정상회의를 개최한 것은 국가 정책적 의미를 가지고 있으며, 우리나라에서 핵비확산 분야에서 선도역할을 지속적으로 할 수 있는 방안이 강구되어야 함
□ 원자력협력 협정 체결국 확대
○ 정책성과
- 국제기구 등에의 기술적․재정적 기여 확대 및 국내 전문가의 국제기구 고위직 진출을 통해 아국의 국제적 위상 강화 및 영향력이 확대됨
- 잠재적인 원자력수출국(사우디, 카타르, 태국, 쿠웨이트, 알제리 등)과 원자력협력협정을 체결함
- 원자력선진국인 영국과 MOU 체결을 통해 제염해체 기술협력 채널이 구축됨
○ 정책적 시사점
- 원자력 선도국의 역할을 강화하기 위해서는 양적 협력 증대보다는 전략적 국제 협력 증대가 필요한 시기임
- 대형 및 중소형 원전은 중국의 추격이 거세므로 국가적 지원이 수반된 국가 간 협력이 강화되어야 하며, 연구로 분야는 기술 및 인력 등 기반 협력이 이뤄져야 함
- 제염해체 뿐 아니라 처분 연구도 기술 선진국에 비해 부족한 부분이 많으므로 선택적인 기술 협력이 수행되어야 할 것임

□ 세계 3대 원자력 (상용원전 및 연구로) 수출 강국 도약
○ 정책성과
- UAE 대형원전 수출, 요르단 연구로 수출 이후 4차 계획 기간에는 특별한 성과가 없었음

- 후쿠시마 원전 사고로 대형원전 시장이 당초 예상보다 위축되었으나, 베트남, 터키 등에서 수요가 발생하였고, 일본, 러시아 등이 수주한 바 있음
- 러시아와 일본은 재원 등 국가적인 지원으로 수주에 성공하였으므로 우리나라도 UAE 수출 이상의 지원 방안이 수반되어야 함
- 연구용원전 시장은 꾸준히 선도적 위치를 유지하고 있으나, 가격경쟁력을 갖추기 위한 출연금 지원 등이 요구됨
□ 원자력 수출 사업 다각화 (중소형원자로 및 폐로 시장 진출) 추진
○ 정책성과
- 완전피동안전계통 개발, 중대사고 대처, 시뮬레이터 개발을 성공적으로 완수하였을 뿐만 아니라 한-사우디 PPE 협약 체결을 통해 SMART 사우디 건설을 가시화함으로써 세계 소형 원전 시장 선점이 가능해짐
○ 정책적 시사점
- 중소형 원전은 사우디 수출로 이니셔티브를 확보하였으므로, 사우디에 원전 수출이 구현될 때까지 지속적인 정책지원이 필요함
□ 방사선 특화 단지 조성 등
○ 정책성과
- 정읍 의료방사선정도관리센터, 경주 양성자가속기 구축 완료 등 기존 방사선 특화 단지의 역할이 강화됨
- 수출형신형연구로 기본설계가 완료되고 완공이 예정됨
- 방사성동위원소 이용 신개념 치료기술개발 플랫폼구축사업의 핵심시설인 방사성의약품개발 복합연구센터의 진척이 미흡함

○ 정책적 시사점
- 방사성의약품개발 복합연구센터, 중입자 가속기 등은 시장성은 매우 크나 개발 리스크로 인해 민간 기업 참여가 어려운 분야임
- 정부 투자 우선순위 점검 등을 통해 공사 일정 점검 등을 수행하고, 기술개발 일정을 고려하여 기 설정한 목표 수정 등이 이뤄져야 할 것임

- 원전비리로 인해 일부원전의 운영허가 획득이 지연되었으나, 제2차 국가에너지 기본계획과 제7차 전력수급기본계획에 수정반영 된 일정을 차질 없이 준수함

- 일정 지연을 야기한 납품 비리를 방지하는 시스템이 구축되고 제대로 작동되어 전력수급기본계획의 투입기수와 일정이 제5차 원자력진흥종합계획에 차질 없이 반영되어야 함
□ 원자력이용 수소생산 시스템 개발
○ 정책성과
- 원자력연구원을 중심으로 산업체가 참여한 원자력수소협의체가 구성됨
- 열화학 수소생산(50L/hr) 공정 연속운전(8시간)을 세계 최초로 달성함

- 기술 실증을 위해 대규모 재원 투입이 요구되나, 정부 기금 부족을 해결하기 위해 산업체 재원 분담이 필요한 분야로 기 구축된 수소협의체의 효과적 운영 방안이 차기 계획에 담겨야 함

- 산‧학‧연 역량 집결이 가능한 개방형 사업단인‘소듐냉각 고속로개발사업단’이 발족됨

3) 제1차 방사선진흥계획 성과분석
○ 정책패턴 분석
- 국내·외 방사선 진흥환경 분석에 따라 세부추진 과제는 기반조성, 기술개발, 제도개선 순의 과제유형이 주를 이루고 있음
- “기반조성” 유형의 경우, 다른 과제 유형보다 상대적으로 부진 정도가 높게 나타남
- “기술개발” 유형의 경우, 설정한 목표 대비 높은 성과를 창출하여 방사선 융합 및 방사선 기기 원천기술을 개발하였음
