가. 신규 위성기술 및 서비스 동향
1) 저궤도 위성기반 광대역 위성통신 기술 및 서비스
ㅇ 글로벌 우주 인터넷 통신기술 동향 및 서비스
- 우주 인터넷 태동 및 발전 방향
최근 기술 동향과 추세로 보면 영국의 OneWeb, 미국의 Starlink 그리고 캐나다의 Telesat에서 저궤도 통신위성을 활용한 우주 인터넷 망 구축 사업이 본격적으로 추진되고 있다. 그리고, 미국의 Amazon은 저궤도 위성통신 산업에 막대한 예산을 투입해 우주 인터넷 시장을 공략하고자 준비 중에 있다.
4. 연구 내용 및 결과
가. 신규 위성기술 및 서비스 동향
1) 저궤도 위성기반 광대역 위성통신 기술 및 서비스
ㅇ 글로벌 우주 인터넷 통신기술 동향 및 서비스
- 우주 인터넷 태동 및 발전 방향
최근 기술 동향과 추세로 보면 영국의 OneWeb, 미국의 Starlink 그리고 캐나다의 Telesat에서 저궤도 통신위성을 활용한 우주 인터넷 망 구축 사업이 본격적으로 추진되고 있다. 그리고, 미국의 Amazon은 저궤도 위성통신 산업에 막대한 예산을 투입해 우주 인터넷 시장을 공략하고자 준비 중에 있다.
- 우주 인터넷의 미래전망
기지국 설치가 어려운 곳이나 예산 측면에서 다수의 기지국 설치가 힘든 지역, 해상에서의 통신 등은 인공위성망을 이용하여 5G 백홀서비스 제공이 가능하다.
ㅇ Oneweb, SpaceX 등 저궤도 소형위성 기술 동향 및 서비스
- 저궤도 위성 서비스 개요
저궤도 위성은 위성 고도가 낮아 소형의 안테나를 이용하여 대용량의 데이터 통신을 전송할 수 있는 수 있는 장점이 있고 주파수 재사용 효율이 높아 현재 위성통신에 할당된 주파수만으로도 대용량의 통신서비스가 가능해 지금까지 정지궤도 위성이 제공하기 힘든 지역이나 국가에도 저가로 통신서비스를 제공할 수 있다.

2020년 9월 현재 FCC에 등록되어 운용 또는 운용 예정인 비정지궤도 통신위성 시스템은 다음과 같다. 본문 < 표 2-2 >에서 보는 것과 같이 OneWeb, SpaceX,Telesat, Kepler 등 광대역 통신사업자가 초기에 Ku/Ka 대역 위성 망을 먼저 등록하였으며, 최근에는 기존 정지궤도/비정지궤도 위성망 공유 및 6G 위성통신 서비스를 위해 Q/V 대역(33~75GHz)을 등록한 위성시스템이 증가하였다.
2) 신규 초소형 위성관련 서비스
ㅇ 초소형 큐브 위성 통신 시스템 기술 및 어플리케이션
- 초소형 큐브 위성의 정의 및 특성
초소형 위성은 대형, 중형, 소형 위성에 비해 크기와 질량이 작은 위성을 말하며, 질량으로 구분한다면 마이크로위성(10 ~ 100kg), 나노위성(1 ~ 10kg), 피코위성(0.1
~ 1kg)을 모두 포함하는 위성 분류이다. 초소형 위성은 크기가 다양하다.
- 초소형 큐브 위성을 사용하는 위성통신 서비스
· 초소형 큐브 위성을 이용하는 위성통신 서비스로는 IoT/M2M, 인터넷/데이터 통신, 데이터 중계, AIS나 ADS-B 등의 항공/해상 자산 추적, RF 스펙트럼 모니터링 등이 있으며, 대부분 군집위성에 의한 글로벌 서비스로 설계되어 수십 기의 위성을 발사, 운용할 계획으로 진행되고 있다.
ㅇ 위성 IoT 기술 및 응용 사례
- 위성 큐브위성 기반 IoT 기술 동향
현재까지 초소형 군집위성 기반 IoT 서비스 시장은 미국 Spire사 외에는 초기 생성 단계에 있으며, OQ Technology는 `20년 4월 NB-IoT 표준 기반으로 위성 IoT 시스템을 개발하여 전 세계 첫 번째로 전송 시험을 수행하여 성공하였다.
- 초소형 큐브위성 기타 응용 분야
초소형 큐브위성에 새로운 혁신적 기술이 적용되어 개발되고 있다. 상용 분야보다는 우주과학이나 우주탐사 등 과학 분야(NASA 등) 및 정부공공 임무분야에서 기존의 중대형 위성을 대신하여 저비용으로 임무를 수행하기 위해 초소형 위성기반의 혁신적 기술을 개발하고 우주검증을 많이 하고 있기 때문이다.
ㅇ 스타트업 서비스 사례
- 통신 및 IT 서비스
양자통신 암호전송 서비스, 블록체인 서비스, 우주 데이터 스토리지 서비스, 궤도내 컴퓨팅 서비스, 위성 데이터 송수신 서비스, 우주에서 보는 지구영상 AR/VR 서비스 등이 있다.
- 과학 및 환경
기상 정보 서비스, 환경 보호 서비스, 우주 광고판 서비스, 우주 빌보드 서비스, 우주 장례서비스, 무선전력 전송서비스 등의 상용서비스가 있다.
3) 정지궤도 위성기반 위성통신 기술
ㅇ 통신위성은 위성 수명기간 동안 요구사항 변동에도 위성 탑재체가 적응할 수 있도록 빔의 방향과 형태를 바꿀 수 있으며 자원을 유연하게 할당할 수 있는 탑재체, 유연성 (Flexibility) 기술로 진화하고 있다. Flexible 탑재체를 위한 세부 기술로는 다중빔 위성안테나, 디지털 신호처리기, 고속 데이터 처리를 위한 우주 인증 인터페이스 등이 있다.
나. 위성 주파수 이용 동향 분석
1) Ku, Ka 대역 위성 주파수 이용 현황
ㅇ 2019년 기준으로 전세계 Ku, Ka, Q/V 주파수 대역 비정지궤도 위성시스템 국제등록 현황은 고정위성업무 및 이동위성업무에 따라 다음 표와 같이 파악된다.
2) Q/V 대역 위성 시스템 국제 등록 및 서비스 현황
ㅇ Q/V 대역 위성 주파수 현황
WRC-19에서는 Q/V 대역의 위성주파수 수요 증가를 고려하여 51.4-52.4 ㎓대역의 1㎓를 추가로 신규분배하고, Q/V 대역 정지궤도 위성 보호를 위한 비정지궤도 고정위성 시스템의 운용 규정과 지구탐사위성 보호를 위한 규정이 마련되었다.
ㅇ Q/V 대역 전파 (Propagation) 특성
- 대기 감쇠 (산소, 수증기)
산소와 수증기는 20–300 GHz 주파수 범위에서 전파 전파(wave propagation)에 영향을 미치는 사실상 유일한 기체 구성 요소다.
- 구름 감쇠
구름 감쇠는 구름 속의 액체 물방울, 서로 다른 전자기 특성을 가진 얼음 입자로 인해 전파 감쇠가 발생한다.
- 강우 감쇠
Q/V 대역 링크에서 가장 큰 감쇠 요인은 강우 감쇠이다. 50GHz 이상의 주파수에서 지구-위성 링크에 대한 실험적 측정값이 없기 때문에 ITU-R 모델은 주의해서 사용되어야 한다.
ㅇ Q/V 대역 위성 통신 시스템 동향
- Alphasat
Alphasat 프로젝트는 ESA(유럽우주청)에서 주관하는 위성 프로젝트로 이태리에의해 제안되어 프로젝트가 진행 중이며, Alphasat 프로젝트 위성은 2013년 7월 25일에 발사되었으며, 2014년부터 실험 운용 개시하였다.
- JUPITER HTS 시스템
JUPITER 3 위성은 Ka 대역 (26.5~40 GHz), Q 대역 (33~50 GHz), V 대역 (40~75 GHz) 일부 주파수 대역을 이용하여 아메리카 대륙에 광대역 고정위성업무를 제공한다.
- Q/V SpaceX (Starlink)
SpaceX 시스템의 1단계는 Ku, Ka 대역을 이용하는 4,425개의 위성군과 지상 단말로 구성된다. 2단계에선, V 대역을 이용하는 7,518개의 위성군 (VLEO Constellation)을 구축하여 서비스를 제공할 계획이다.
3) Q/V 대역 위성주파수 확보 가능성
ㅇ Q/V 대역 국내 위성 서비스 및 신규 주파수 확보 가능성 분석
우리나라의 경우도, 앞절에서 언급한 바와 같이, 현재까지 위성 통선서비스는 Ku,Ka 대역을 주로 이용하고 있다. 향후 미래 위성 통신 서비스는 더 넓은 주파수 대역을 이용하기 위해 Q/V 대역으로 확장될 것으로 예상할 수 있다.
4) 위성주파수 관련 WRC-23 주요 이슈
ㅇ 위성간 회선용 주파수 의제
다양한 응용 분야에서 위성간 회선을 활용하려고 하는 관심이 증가하고 있으며, 일부 국가들은 우주국간 회선을 위해 27.5-30㎓ (지구대우주)와 11.7-12.7㎓, 18.1-18.6㎓ 및 18.8-20.2㎓ (우주대지구) 대역을 이용하려는 관심을 표명하고 있다.
ㅇ 위성 IoT 주파수 의제
동 의제는 제1, 2지역 분배 이슈이나 국내의 주파수 이용 현황 및 계획을 파악하여 해당 주파수 이용이 적절히 보호되도록 대응할 필요가 있다.
다. 위성주파수 공급 및 관리 동향
1) 위성주파수 공급 및 활용 동향
ㅇ 주요국 위성주파수 이용현황 및 공급 계획
통신/방송 서비스 제공을 위해 위성시스템이 이용한 C 대역, Ku 대역 및 Ka 대역 등 기존의 주파수 대역이 포화된 상태이며, 광대역 서비스 제공을 위해 더 많은 대역폭의 스펙트럼이 필요하다는 점 등을 고려하여 더 높은 Q/V 대역 이용에 대한 관심이 점점 증대되고 있으며, 동 대역에 대한 실제 이용을 위해 국제등록 건수도 현저히 증가하고 있는 상황이다.
ㅇ 국내 통신위성 주파수 대역
우리나라는 전파규칙에 따라서 국내 주파수 이용 정책을 고려하여 국내 주파수 각 대역별 용도를 지정하여 국내 주파수 분배표에 명시하였다

2) 위성 주파수 이용 절차 조사 및 분석
ㅇ 주요국의 소형 위성 관련 규정 및 절차
- 미국의 소형위성 간소화 규정 및 절차
FCC는, 2019년 8월 1일, 소형 위성 허가와 관련하여 대폭 간소화한 절차 (Streamlining licensing procudures for small satellites)를 채택하였고, 이러한 조치는 상업용 위성 통신 시장의 급성장하는 현황에 대응하여 비용을 줄이고, 보다 유연한 허가 절차를 적용하게 되었다.
- 유럽의 소형위성 간소화 규정 및 절차
유럽은 기존의 ITU의 위성 관리 절차를 따르고 있으며, 소형과 관련해서 별도의 간소화 절차 규정 등을 마련하지 않고 있으나 유럽 우주국 (ESA : European SpaceAgency)를 통해서 소형위성관련 활동을 하고 있다.
ㅇ 해외 소형 위성의 운영 사례
- Space X
2018년 FCC는 Ku-, Ka-대역을 사용하는 4425개의 위성으로 구성된 1차 NGSO군집의 제작, 배치, 운용을 승인했으며 (FCC Rcd. 3391, 11 (2018)), 또한 SpaceX가V-대역을 사용하는 7500개 이상의 위성으로 이루어진 very-low-Earth orbit 군집의 제작, 배치, 운용을 승인했다.
- Swarm
FCC는 2019년 10월 Swarm Technologies에서 150 개의 위성을 발사하도록 승인했다. FCC 문서에 따르면 Swarm은 이동 위성 제공을 위해 저 지구 궤도(LEO)에서 기술적으로 동일한 150 개의 비 음성 서비스, 비 정지궤도(NVNG) 위성을 구성, 배치 및 운영 할 수 있다. 서비스 지역은 U.S., Alaska, Hawaii 및 U.S. 영토를 포함한 지역에 글로벌 서비스를 제공한다.
- Amazon
2019년 4월, 아마존은 저궤도 비정지궤도 위성 3,000여개를 발사하고, 이를 기반으로 지구 어디든 연결할 수 있는 인터넷 서비스를 공급하겠다고 카이퍼(Kuiper) 프로젝트 구상을 발표했다. 위성을 모두 완전히 배치하는 데는 최대 10년이 걸릴 것으로 예상된다.
- Facebook (Athena)
Facebook은 이전에 성층권 드론을 이용한 인터넷 서비스 제공을 위해 Aquila 프로젝트를 수행하였으나 2018년 중단을 발표하였다. 발표 직후, Facebook은 PointView Tech LLC라는 자회사를 통해 Athena라는 프로젝트명의 저궤도 위성시스템에 대한 세부 정보를 2018년에 FCC에 제출하였다.
라. 국내 미래 위성 서비스 및 주파수 공급 방안
1) 국내 위성서비스 및 주파수 수요 전망
ㅇ 미래 통신위성 서비스 전망
- IoT/M2M 서비스
우리나라에서 제작한 모든 선박에 장착하여 주요 장비의 상태 감시 및 운항 기록관리 등에 활용 가능할 것으로 보인다.
- 통신위성 부품 우주인증 서비스
고비용의 통신위성을 개발하여 발사 시 많은 위험요인이 있기 때문에 초소형 큐브 위성을 이용하여 안테나 및 통신위성 부품에 대한 우주인증을 확보하는 용도로 사용하는 것이 필요하다.
- B5G 통신서비스
미래에는 UAM(Urban Air Mobility)와 같은 새로운 교통수단이 등장할 것으로 예상된다. 저궤도 군집 통신위성을 활용하는 경우 대기권(10km)에서 이동하는 모든 이동체 대상 광대역 데이터 서비스가 가능하게 된다.
- 재난통신 서비스
저궤도 위성통신망을 이용하여 대형 재난재해시 긴급통신망으로 활용하여 구호요원 및 이재민 대상 통신서비스로 활용할 수 있다.
- Q/V 대역 VLEO 통신 서비스
00 km ~ 450 km의 고도에서 운용하는 VLEO (Very Low Earth Orbit) 시스템의 경우 Q/V 대역의 높은 경로 손실 문제가 발생하더라도 상대적으로 짧은 링크 거리에 대한 초고속 광대역 통신이 가능하다.
- Q/V 대역 5G 위성 백홀 통신서비스
광대역 초고속 통신망 구축을 위해 넓은 주파수 대역폭 확보가 매우 중요해지며,따라서 기존 Ku, Ka 보다 Q/V 대역의 활용은 필수불가결하다.
ㅇ 미래 통신위성 서비스 전망
새로 제공될 위성 서비스로는 측위위성 서비스 (KASS, KPS 등), 지구탐사(능동),고화질 위성방송 서비스 등을 예상할 수 있을 것이다. 이를 위한 주파수 수요는 다음과 같이 전망된다.
2) 미래 위성 서비스 및 주파수 공급 방안
ㅇ 국내 위성망 국제등록 체계 검토
위성의 궤도와 주파수는 국제적인 공용 자원이므로 국제적인 이용 권리를 먼저 확보해야 절차가 필요하다는 것이 전파법이 요구하는 규정이다. 그러나 이러한 법규정으로 말미암아 위성이 사용하게 될 주파수의 할당 등의 절차가 행하여지기 전에 위성 개발 등에 대한 투자가 선행되어야 하며, 위성의 궤도와 주파수 이용 권리를 획득하는 국제등록 완료까지 2년에서 최대 7년이 소요된다는 점도 주목할 필요가 있다.
ㅇ 국내 위성망 주파수 할당 체계 검토
위성 주파수 자원과 지상 주파수 자원 특성 비교 현황
ㅇ 외국 위성망의 국경간 공급 체계 검토
국내 위성사업자가 관련법에 따라 거쳐야 할 관련 규정의 이행에 반해 외국 위성사업자에게 부과되는 의무사항이 상당 부분 적용되지 않는다는 점을 주목해야 한다. 이 같은 법 적용의 불균형이 국내 위성사업자에 대한 차별적 요소로 논의가 확대될 수 있다는 점에서 이에 대한 해결방안을 모색해야 한다.
마. 결론 및 시사점
Q/V 대역은 현재 지상 고정 및 이동업무와 위성통신 업무가 공유하고 있는 대역이 매우 많다는 것을 유념해야 한다. 특히, 2019년, WRC-19 회의에서 37-43.5 ㎓ 대역과 66-71 ㎓ 대역을 글로벌 IMT 대역 지정하고 40 ㎓ 대역 전체를 글로벌 대역으로 지정하되, 고정위성 등 타업무 보호가 필요한 지역·국가는 전체 대역 중 가용 대역을 선택적으로 활용할 수 있도록 하였다. 또한, 45.5-47㎓과 47.2-48.2㎓ 대역은 IMT 지정을 원하는 지역 및 국가들이 전파규칙 각주를 통해 IMT 이용이 가능하도록 하였다. 이에 우리나라는 장기적 주파수 공급과 5G 글로벌 확산 측면을 고려해서 45.4-47 ㎓와 47.2-48.2 ㎓ 대역을 IMT 대역으로 확보한 바 있다. 따라서 향후 위성 주파수 할당 등과 같은 정부의 주파수 정책 수립 및 집행 시 이러한 사항을 염두에 두어야 할 것이다.
본 연구를 토대로 저궤도 군집위성 등 소형 및 초소형 위성의 기술 개발과 함께 5G 및 그 이후 세대의 미래 기술을 기반으로 하는 차세대 위성 서비스 분야를 개발하는 한편 이에 필요한 주파수 이용 및 공급방안에 관한 추가적인 연구도 지속해서 발전시켜 나아가야 한다. 이를 위해 글로벌 위성사업자들이 위성기술 개발과 서비스 제공을 위해 추진하고 있는 위성망 국제등록 및 주파수 이용현황을 더욱 면밀하게 살펴보는 것이 필요하다.

ㅇ Communication satellites are evolving into a flexible technology that can change the direction and shape of the beam so that it can adapt to changes in requirements over the lifetime of the satellite and allocate resources flexibly. Detailed technologies for flexible mountings include multi beam satellite antennas, digital signal processors, and space certified interfaces for high speed data processing.
B Satellite frequency usage trend analysis
1) Ku, Ka band satellite frequency usage
ㅇ As of 2019, the international registration of non-geostationary satellite systems in the Ku, Ka, and Q/V frequency bands around the world is determined according to the fixed satellite service and mobilesatellite service as shown in the following table.
ㅇ Status of satellite frequencies in Q/V band
- WRC-19 additionally allocates 1GHz in the 51.4-52.4 ㎓ band in
· consideration of the increase in demand for satellite frequencies in the Q/V band, and a non geostationary fixed satellite system for the protection of geostationary satellites in the Q/V band. Regulations for the operation of the system and the protection of earth exploration satellites have been established.
ㅇ Characteristics of Q/V band propagation
- Atmospheric attenuation (oxygen, water vapor)
· Oxygen and water vapor are virtually the only gas components that affect wave propagation in the 20–300 GHz frequency range.
- Cloud attenuation
· Cloud attenuation occurs due to liquid droplets in the cloud and ice particles with different electromagnetic properties.
- Rain attenuation
· The largest attenuation factor in the Q/V band link is rainfall attenuation. The ITU-R model should be used with caution because there are no experimental measurements forearth satellite links at frequencies above 50 GHz.
ㅇ Q/V band satellite communication system trend
- Alphasat
· The Alphasat project is a satellite project hosted by the ESA (European Space Agency) and was proposed by Italy. The Alphasat project satellite was launched on July 25, 2013, and has been put into operation in 2014.
- JUPITER HTS system
UPITER 3 satellite provides broadband fixed satellite service to the Americas area using some frequency bands in the Ka band (26.5~40GHz), Q band (33~50 GHz), and V band (40~75 GHz).
- Q/V SpaceX (Starlink)
The first phase of the SpaceX system consists of 4,425 satellite groups and terrestrial terminals using Ku and Ka bands. In the second phase, it plans to provide services by constructing 7,518 satellite groups (VLEO Constellation) using the V band.
3) Possibility to secure satellite frequency in Q/V
ㅇ Analysis of the possibility of securing domestic satellite services and new frequencies in the Q/V band
- In the case of Korea, as mentioned above, the satellite communication service up to now mainly uses the Ku and Ka bands.
In the future, satellite communication services can be expected to expand to the Q/V band in order to use a wider frequency band.
4) Major issues related to satellite frequency in WRC-23

To this end, it is necessary to take a closer look at the current status of international registration and frequency use of satellite networks that global satellite operators are pushing to develop satellite technology and provide services.
