Ⅳ. Results of Research Project
The contents of each chapter are summarized as follows. In chapter 2, posthuman is described as a being that far exceeds the maximal capabilities of a human being in at least one of the human capabilities: health, cognition and emotion. More specific forms of posthumans include genetically enhanced humans, cyborgs, artificial intelligence robots, genetically and technologically modified animal hybrids, super intelligence and mind uploading. The movement supporting the change of humans to post-humans is defined as ‘transhumanism’.
Transhumanism is based on the materialist world-view that the mind is dependent on material objects, while on the other hand, it is also seeking to break free from the physical limits of human existence. Based on this understanding, the concept can be divided into two philosophical perspectives ‘reductionism’ and ‘functionalism’. “Reductionism’ argues that ‘existence is matter’ and that all substances can be reduced to nano-scale size. Thus, the mind can also be designed and manipulated through nano-technology. ‘Functionalism’ asserts that ‘existence is a function’ and that function can be realized through various physical foundations. Therefore, if human intelligence is upload to a computer, humans can be immortalized through computers rather than the organic body.
Since the 20th century, transhumanism has been formed and discussed by scientists, science-fiction writers, technology enthusiasts, and futurists. After the year 2000, the topic was so influential it began to appear in US policy reports. In recent years, political and social discussions on transhumanism have become so active that the term “biopolitics” has emerged. In the past, there has been many debates between transhumanists and life conservatives, but in recent years, the focus has shifted to debates among transhumanists in light of the trends and benefits of science and technology. For example,‘liberal transhumanists’respect individual choices in human-enhancing technologies and oppose public intervention by the state. However, ‘technology progressives’emphasize not only individual autonomous choice but also democratic control and fair opportunities in terms of social welfare.
In academia, a small number of papers related to transhumanism have been published from 1968, but the number has dramatically increased since 2010. The recent research trend is becoming more interdisciplinary that includes not only scientific and technological aspects, but also philosophical, religious, evolutionary, and social aspects.
In chapter 3 the concepts and directions of post-human related technologies are discussed. This is in the direction of the convergence centered around NBIC technologies. A report from the U.S National Science Foundation (2002, p.13) describes the four areas of NBIC technologies as a process:“if the cognitive scientists can think it, the nanopeople can build it, the bio people can implement it, and the IT people can monitor and control it. For example, if there is a medical nanobot that is injected into a human blood vessel to treat a disease, based on an understanding of the human nervous system (cognitive science), nanotechnology experts create a treatment method (nanotechnology), and biotechnology experts determine the applications (biotechnology). Then, information technology experts monitor and control whether the applications are functioning correctly (IT). The chapter also describes NBIC technology and examples of post-human technologies applicable to each life-stage in the following order: gene scissors, synthetic biology, artificial body and organs, electronic medicine, human cryo-preservation, human-computer interface, mind uploading, and the introduction of general artificial intelligence.
In chapter 4, the strategic foresight analysis and alternative futures are discussed. An environmental scan of the posthuman future was conducted through a STEEP (Society, Technology, Economy, Environmental, Political) analysis. The two key driving forces were determined as the rate of disruptive technology and social acceptance and demand.
A 2 by 2 matrix was created using those two key forces and four alternative future scenarios were constructed: ‘Digital Dreamer’ (disruptive innovation (-)/ social demand (+)), ‘Digital Transformation’ (disruptive innovation (+)/ social demand (+)), ‘Traditional Values’ (disruptive innovation (-)/ social demand (-)) and ‘Humanism’ (disruptive innovation (+)/ social demand (-)). After comparing the strengths and weaknesses of each scenario, ‘Digital Transformation’ was determined as the preferred scenario. Technology and society is interrelated and it is important that both have a positive influence on the other to promote economic growth and improve social conditions. Future strategy options and policy implications are discussed further in this chapter.
