이 연구는 정부에서 추진하고 있는 대학 학사제도 유연화 정책의 대학 현장 추진 실태를 점검하고, 신산업 수요에 대응한 미래 인재의 양성과 다양한 학습자의 요구 및 수요에 부응하는 맞춤형 교육을 위한 대학의 학사제도 유연화 방향과 과제를 탐색하는 데 그 목적을 두었다. 이러한 연구의 목적을 달성하고자 설정한 주요 연구 내용은 이론적 기초 탐색, 대학 현장의 학사제도 유연화 실태 분석, 국내외 대학 학사제도 사례 분석, 우리나라 대학 학사제도 유연화의 방향과 과제 도출 등이다. 그리고 연구 내용의 수행을 위해 주요 연구 방법으로 문헌
이 연구는 정부에서 추진하고 있는 대학 학사제도 유연화 정책의 대학 현장 추진 실태를 점검하고, 신산업 수요에 대응한 미래 인재의 양성과 다양한 학습자의 요구 및 수요에 부응하는 맞춤형 교육을 위한 대학의 학사제도 유연화 방향과 과제를 탐색하는 데 그 목적을 두었다. 이러한 연구의 목적을 달성하고자 설정한 주요 연구 내용은 이론적 기초 탐색, 대학 현장의 학사제도 유연화 실태 분석, 국내외 대학 학사제도 사례 분석, 우리나라 대학 학사제도 유연화의 방향과 과제 도출 등이다. 그리고 연구 내용의 수행을 위해 주요 연구 방법으로 문헌 분석, 실태조사, 국내외 사례조사, 전문가 의견조사, 전문가 토론회 및 협의회 등을 활용하였다. 이 연구의 체계는 다음과 같다.
이 연구의 수행을 통해 도출한 연구의 주요 결과는 대학 학사제도 유연화 정책 동향, 대학 학사제도 유연화 수준 및 현황 분석, 난점 및 개선 과제 분석, 국내외 사례 분석, 우리나라 대학 학사제도 유연화의 방향과 과제(주체별 대학 학사제도 유연화의 개선 방향과 과제, 새로운 국정과제별 검토 과제) 등으로 구분하여 제시할 수 있다.
■ 대학 학사제도 유연화 정책 동향
정부의 대학 학사제도 유연화 정책 추진 동향을 살펴보면, 4차 산업혁명, 저출산 고령화, 코로나19 등의 대대적인 사회 변화 속에서 노동시장과 학습자의 변화에 부응하는 대학교육 혁신의 필요성이 높아짐에 따라, 정부는 학사제도 운영에서 대학의 자율성을 확대해 나가는 방향으로 규제를 완화하거나 제도를 신설하는 등의 정책적 노력을 기울이고 있다. 2000년대 이후 정부는 대학 자율화 추진 계획(2008~2012), 고등교육 종합 발전방안(2013), 창의혁신인재 양성을 위한 대학 학사제도 개선방안(2016), 올해 정부 정책, 주요법령(「고등교육법」, 「고등교육법 시행령」) 개정 등을 통해 대학의 학사제도 유연화를 추진하였다.
■ 대학 학사제도 유연화 수준 및 현황 분석
정책 추진에도 불구하고 지금까지 대학 현장의 학사제도 유연화 실태조사가 제대로 이루어지지 못함에 따라 본 연구에서는 4년제 일반대학을 대상으로 설문조사를 실시하였다(141교 참여). 주요 결과를 종합적으로 살펴보면 다음과 같다. 학사제도 유연화 도입 목적(상위 3순위)은 학사제도 유연화 분야별로 다소 상이하였으나 전공 및 수업형태 특성 반영, 학습효과 제고, 다양한 학습 기회 제공, 새로운 시대의 인재 양성, 학생 선택권 확대, 사회 수요에 맞춘 교육과정, 학생의 역량 및 실무능력 강화, 학업단절 방지, 사회진출 대비 시간 제공 등이 주요 목적으로 나타났다.
학사제도 유연화 방안별 규정 및 운영 유무를 조사한 결과, 규정이 마련되어 있는 방안 상위 순위는 연계전공(81.0%), 졸업유예제(78.8%), 집중이수제(75.5%), 융합전공(74.6%) 등이었다. 이에 반해 학교 밖 이동식 교육과정 수업(산업체 위탁)(7.1%), 국내 대학 간 공동학위(24.8%), 학석사 통합과정(26.1%) 등은 하위 순위를 차지하였다. 다음으로, 운영률이 높은 방안은 졸업유예제(77.4%), 연계전공(70.8%), 집중이수제(69.8%), 융합전공(65.9%) 등으로 나타났고, 운영률이 낮은 방안은 학교 밖 이동식 교육과정 수업(산업체 위탁)(3.2%), 외국대학과의 공동학위(4.4%), 국내대학 간 복수학위(5.1%), 국내대학간 공동학위(6.6%) 등으로 나타났다.
학사제도 유연화 방안별 필요성 및 난이도(5점 만점)를 조사한 결과, 필요성이 높은 방안은 집중이수제(3.71), 융합전공제(3.71), 졸업유예제(3.56), 연계전공(3.50) 등으로 나타났고, 필요성이 낮은 방안은 다학기제(2.95), 학습경험인정제(타대학(2.93), 군복무(2.97)), 학교 밖 이동식 교육과정 수업(산업체 위탁(2.94), 계약학과(2.98)) 등으로 나타났다. 방안별 난이도의 경우, 외국대학과의 공동학위(3.99), 다학기제(3.92), 전공선택제(3.90), 국내대학 간 공동학위(3.88) 등이 난이도가 높은 것으로 나타났고, 졸업유예제(2.92), 집중이수제(3.30), 4학년전공허용제(3.18) 등이 상대적으로 난이도가 낮은 것으로 나타났다.
새로운 대학 학사제도 유연화 관련 국정과제에 대한 대학의 수요 조사 결과, 마이크로(나노)디그리(3.84)에 대한 수요가 상대적으로 가장 높게 나타났다.
■ 대학 학사제도 유연화 추진의 난점 및 개선 과제 분석
대학 현장에서는 대학 학사제도 유연화를 추진함에 있어 세부 방안별로 다양한 난점 및 개선 과제가 있는 것으로 나타났다. 구체적으로, 정부 차원의 주요 과제로는 구체적 운영모델 및 가이드라인, 등록금 책정·운영 기준, 개념 및 방안 간 차이 명료화, 범위 및 연관성 기준 명료화 등이 있었다. 대학 차원의 주요 과제로는 구성원 참여·관심 제고, 학생관리·학사 운영의 어려움 완화, 관리 주체 명료화 및 전담 관리 인원 필요, 대학 간 학사운영방식 차이에 따른 어려움 해소, 학사운영 관련 전산시스템 개선 필요 등이 상위 순위에 제시되었다.
■ 국내외 사례 분석
본 연구에서는 국내외 사례 분석을 실시하였다. 먼저, 국내 사례로는 마이크로디그리과정, 국내 대학 간 복수학위제, 자유로운 전공 선택, 학습 경험 인정제, 도전학기 등을 조사하였다. 그 결과 각 방안별로 장점 및 기대효과, 난점 및 개선 필요 사항이 있었고, 대학 현장에서는 대학들의 학사제도 유연화 접근을 용이하게 하고, 일부 방안들에 대한 기존의 부정적인 인식을 개선할 수 있도록 정부 차원에서 관련 제도의 설계 및 지원이 좀 더 세밀하고 적극적으로 이루어진다면 우리나라 학사제도의 강점으로 활용되고 국가의 고등교육 경쟁력 강화에 이바지할 수 있을 것으로 보았다.
다음으로, 미국의 최근 대학 학사제도 동향에서는 온라인 과정 및 학위의 증가, 마이크로 프로그램의 증가, 첨단기술(데이터 분석, 블록체인, 코딩) 분야 관련 학과의 증가 등의 특징이 나타났다. 그리고 구체적으로 미국의 사례에서는 마이크로 학위 프로그램, 온라인 학사 학위 프로그램, 융합 학사 프로그램, 복수 학위 프로그램, 학점인정 프로그램 등을 살펴보았는데 이를 통해 도출된 시사점은 다음과 같다. 첫째, 고등학교를 졸업하여 바로 대학에 진학하는 학생들뿐만 아니라 성인 학생들이 보다 쉽게 접근할 수 있는 대학 학위 프로그램을 개설하여 제공한다는 점이다. 둘째, 비용과 지리적 측면을 유연화한 온라인 프로그램들은 보다 많은 학생들에게 양질의 교육을 제공할 수 있다. 셋째, 학생들이 필요로 하고 원하는 실용적인 지식과 기술을 제공할 수 있는 새로운 프로그램들을 제공할 수있다.
■ 우리나라 대학 학사제도 유연화의 방향과 과제
본 연구의 최종 결과로 우리나라 대학 학사제도 유연화의 전략적 방향과 과제가 도출되었다. 구체적으로, 현재 추진되고 있는 대학 학사제도 유연화와 관련하여 정부 및 대학 차원의 개선 방향과 과제, 새로운 정부의 국정과제 세부 주요 내용별 검토 과제 등이 다음과 같이 도출되었다.

This study aims to examine the current status of the higher education institutions practicing the Greater Flexibility of the Higher Education System policy implemented by the government and the directions and tasks for nurturing future talent to meet the new industry demands and for providing customized education to meet the requests and demands from various learners. To achieve these aims, this study conducted an examination of theoretical foundation, an analysis of the current status of the flexibility of university system, a case study of domestic and international university system and implications on the directions and tasks for increasing the flexibility of higher education system of Korea. Research methods were used such as literature review, survey, case study, opinion survey of experts, and expert forums and conferences. The major findings drawn from this study are as follows.
The current status of the greater flexibility of higher education system policy implemented by the government reveals that the government has taken measures to alleviate regulations and to newly establish institutional strategies for strengthening university autonomy over its system, following the changing trends in labor market and learners within the extensive social changes of the fourth industrial revolution, low birth rate, aging society and the COVID-19. Since the 2000s, the government tried to increase the flexibility of the higher education system through a series of policies: The Greater University Autonomy Plans (2008-2012), Plans for Comprehensive Development of Higher Education (2013), Plans for the Improvement of the University System for Creative and Innovative Talent (2016), revision of government policies and major regulations this year (The Higher Education Act, The Higher Education Act Enforcement Ordinance) and so on.
This study conducted a survey to closely examine the degree and current status of the flexibility of the university system. A total of 141 four-year universities participated in the survey. The major findings are as follows. First, although the goal of introducing flexibility in university system varied by specific plan, the major goals are listed as: reflecting the characteristics of respective majors and class types, improving learning effects, providing diverse learning opportunities, fostering talent in the new era, expanding student choice, strengthening students’ competencies and practical skills, preventing student dropout, and providing students with time to prepare for entering society. Second, according to the survey results of the regulations and operations of each flexibility plan, the top frequent plans with regulations in place were the linked major (81.0%), delay of graduation system (78.8%), the intensive course-taking system (75.5%), and the convergence major (74.6%). On the other hand, among the lowest-ranked were the mobile curriculum classes outside of universities (commissioned to industries) (7.1%), the joint degree among domestic universities (24.8%) and the bachelor’s and master’s combined programs (26.1%). Next, other frequent plans were delay of graduation system (77.4%), the linked major (70.8%), intensive course-taking system (69.8%), and the convergence major (65.9%). Among the less-frequent were the mobile curriculum classes outside of universities (commissioned to industries) (3.2%), the joint degree with foreign universities (4.4%), the multiple degree among domestic universities (5.1%), and the joint degree among domestic universities (6.6%) and so on. Third, according to the survey results on the necessity and difficulty of each flexibility plan (out of 5 points), the plans with the highest necessity were the intensive course-taking system (3.71), the convergence major (3.71), delay of graduation system (3.56) and the linked major (3.50). Among the plans with the lowest necessity were the multi-semester system (2.95), learning experience accreditation system (experience from other universities (2.93), military service (2.97)) and the mobile curriculum classes outside of universities (commissioned to industries (2.94), contract majors (2.98)). Regarding the difficulty of each plan, the plans with high difficulty were the joint degree (3.99), multi-semester system (3.92), major selection system (3.90), and the joint degree among domestic universities (3.88). Among the plans with relatively low difficulty were the delay of graduation system (2.92), intensive course-taking system (3.30), and fourth-year major selection system (3.18). Fourth, the survey results on the demand of universities for governmental tasks related to the flexibility plans, the demand for micro or nano degrees (3.84) was relatively the highest.
In implementing flexibility plans in practice, universities have reportedly had various difficulties and tasks for improving each detailed plan. In particular, major tasks at the government level include specific operating models and guidelines, criteria for pricing and executing tuition fees, clarifying differences among different concepts and plans and clarifying criteria for scope and relevance. Among the top-ranked major tasks at the university level include raising participation and interest of university members, alleviating difficulties in student management and academic operation, clarifying the subject of management, the need for management personnel in charge, resolving difficulties owing from differences among individual universities in academic operation, and improving the computerized system for academic operation.
This study conducted a case study of domestic and international cases of flexibility of higher education system. As for domestic cases, the micro degree courses, the multiple degree system among domestic universities, free major selection system, the learning experience accreditation system, and the challenge semester were investigated. As a result, each plan has respective advantages, expected effects, difficulties, and required points to be improved. The university side perceives that the Korean academic system will gain advantages and the competitiveness of Korean higher education will grow if the government allows universities to handle the flexibility of their system more easily and provide designs of and support for related systems in a more elaborate and proactive way so as to improve existing negative perceptions of some plans. Next, the recent trends in the higher education system of the United States are an increase in online courses and degrees, an increase in micro programs, and an increase in departments related to high-tech (data analysis, blockchains, and coding). In particular, micro degree programs, online bachelor’s degree programs, convergence programs in undergraduate courses, multiple degree programs, and accreditation programs of the United States were examined, and the implications derived are as follows. First, these plans provide university degree programs that can be more easily accessed by adult learners as well as students who attend universities immediately after graduating from high school. Second, online programs that brought more flexibility in the cost and geographical aspects can provide quality education to more students. Third, they can provide new programs that convey practical knowledge and skills that students need and want.
Lastly, from the research findings, the direction and tasks for the flexibility policy in Korea were derived, such as the direction and tasks for improving the flexibility of higher education system by the subject of implementation and the examination tasks for each governmental plan for the flexibility policy, as follows.
