가. 개인 및 학교・지역수준에서의 양극화 현황 분석
1) 고등교육 분야
개인 수준에서 대학 졸업 후 진입하는 일자리 질에서의 양극화 현황을 분석한 결과를 살펴보면, 첫째, 부모 소득수준이 높을수록 대졸자 자녀의 첫 일자리에서의 근로소득수준은 높았고, 경제적 그리고 사회적・심리적・교육적 단면에서 더 나은 질의 일자리로 이행하는 비율이 높았다. 다만 일자리 질의 단면에 따라 다른 형태를 보였는데, 근로소득수준과 경제적 단면의 일자리 질에서는 부모 소득수준에 따른 격차가 두드러지게 나타난 반면에 사회적・심리적・교육적 단면의 일자리 질에서는 다소 완화된 수준을 보였다. 둘째, 2010년도부터 2019년도까지를 비교했을 때, 부모 소득수준이 대졸자 자녀의 일자리 질에 미치는 영향은 대체로 일정한 흐름을 보였다. 부모 소득수준이 높아질수록 대졸자 자녀가 양질의 일자리로 이행하는 경향은 매년 확인되었지만, 그 정도가 시간이 지나면서 두드러지게 더강해지거나 약화되지는 않았다. 다만 일자리 질에서의 부모 소득 1분위 집단의 우위는 조금씩 감소한 것으로 확인되었다.
‘집단 간 차이 증가’와 ‘이동성 감소’ 양극화 지수를 산출하여 양극화 실태를 분석하였는데, 유사한 결과를 확인할 수 있었다. 첫째, 부모 소득수준에 따른 대졸자 자녀의 일자리 질의 양극화를 확인하였다. 부모 소득 5분위 대비 1분위 대졸자 자녀들의 근로소득수준을 대비했을 때, 전자가 후자보다 대략 1.1∼1.2배 정도 많은 소득을 받는 것을 확인할 수 있었다. 유사하게 부모 소득 하위 30% 중 자녀의 근로소득수준이 상위 20%에 해당될 확률은 1보다 꾸준히 낮다는 것을 확인할 수 있었다. 이러한 경향은 경제적 단면의 일자리 질에서도 확인되었으며, 첫 일자리와 현재 일자리 모두에서 관찰되었다. 둘째, 양극화는 근로소득수준이나 일자리의 경제적인 측면에서는 부모 소득 상위권인 대졸자들에게 유리하게 진행되고 있었지만, 일자리의 사회적・심리적・교육적 측면에서는 부모 소득수준의 영향력이 작거나 오히려 양극화가 발생하지 않는 경우를 볼 수 있었다. 셋째, 일자리 질에서의 양극화 정도는 시간의 흐름에 따라 일정 수준을 유지하거나 소폭 감소해 온 것으로 나타났다. 특히 사회적・심리적・교육적 단면의 일자리 질에서는 일정한 형태를 보이지 않고 증감을 반복하면서 유사한 수준을 유지한 것으로 나타났다.
다음으로 학교・지역수준에서의 양극화 양상을 살펴보면, 근로소득수준과 일자리의 경제적 질 측면에서는 서울권, 경기권, 비수도권 대학 순서로 일자리 질이 낮아지는 것을 확인 할 수 있었다. 서울권 대학 졸업자들은 상대적으로 높은 근로소득수준을 보였으며, 경제적 단면의 일자리 질에서도 우위를 보였다. 그러나 사회적・심리적・교육적 단면에서는 근로소득수준이나 다른 일자리 질과 비교해서 소재권역 간 차이가 상대적으로 명확하지 않았다. 서울권 대학의 우위는 확인되었지만 경제적 단면에 비해 두드러지지 않았다. 소재권역 간차이는 시간이 지나면서 소폭 감소 또는 일정하게 유지되었으며, 서울권 대학의 우위는 조금씩 감소하였다.
아울러, 소재권역별로 일자리 질 양극화 지수를 산출하고, 이를 기반으로 일자리 질 분포를 표준정규분포와 비교하여 양극화 여부를 판단하였다. 분석 결과, 첫째, 근로소득수준에서는 서울권 대학은 상층과 중상층 비율이 표준정규분포보다 높으면서 상층으로 치우친 분포를 보였고, 경기권 대학은 중간층과 중하층의 비율이 높았고, 비수도권 대학은 하층 비율이 높은, 경기권 대학과 유사하지만, 하층으로 더 치우친 분포를 보였다. 이는 대학소재권역 간 이행하는 일자리 질의 격차가 존재함을 의미하지만 소재권역별로 양극화 양상은 확인되지 않았다. 둘째, 일자리의 경제적인 질을 살펴보면, 서울권, 경기권, 비수도권 대학에서 모두 상층과 하층의 비율은 표준정규분포보다 높고, 중간층의 비율은 낮은 전형적인 양극화 양상을 매년 보여주었다. 일자리의 경제적 단면을 근로소득수준, 정규직 여부, 4대보험 가입 여부로 정의했다는 점을 감안하면, 각 소재권역에서 일자리의 경제적 안정성 측면에서 양극화가 일어나고 있는 것으로 보인다. 마지막으로, 사회적・심리적・교육적 단면의 일자리의 질에서는 경제적 단면의 일자리만큼 뚜렷하지 않지만, 하층과 상층(중상층)이 증가하고 중간층은 감소하는 양극화 형태를 보였다.
2) 평생교육 분야
평생학습 참여 및 결과에 초점을 두고 개인 수준에서 양극화 지수를 산출한 후 이를 토대로 부모 소득수준과 조사대상자 본인 소득수준으로 구분하여 분석한 결과, 소득분위에 따른 각 교육 참여 및 결과 영역에서의 평균값은 양극화 지수 값에 그대로 반영되어 양극화 정도를 보여주었다. 산출된 결과를 각 영역별로 간략하게 종합하면, 첫째, 교육 유형별로 그리고 부모 소득수준과 본인 소득수준에 따라 다소 다르지만 평생학습 참여 시간은 대체로 소득수준에 따라 양극화 양상을 보였다. 특히 부모 소득수준에 따른 참여 시간의 양극화가 더 크게 나타났다. 둘째, 평생학습 참여 시간에 비해서 평생학습역량은 특히 본인 소득수준에 따라 명확하게 차이가 발생하고 있다는 것을 확인하였다. 셋째, 부모 소득수준 기준으로는 큰 차이를 보이지 않았지만, 본인 소득수준이 높아질수록 평생학습 성과 평균값이 상대적으로 큰 폭으로 증가하는 경향을 보였고, 이는 가장 강한 양극화 수준으로 나타났다. 넷째, 부모소득 분위 간 차이는 크지 않지만, 본인 소득수준 분위가 올라갈수록 사회인식 수준의 평균값은 증가추세를 보였다. 다른 영역에서와 마찬가지로 본인 소득수준 기준에서 강한 양극화 양상이 확인되었다.
다음으로, 부모 소득수준과 조사대상자 본인 소득수준을 기준으로 산출된 양극화 지수 값에서 차이가 확인되었다. 부모 소득수준에 따른 평생학습 결과의 양극화 지수 값은 본인 소득수준에서의 지수 값보다 모든 영역에서 낮은 수준을 보였으며, 그 격차도 큰 것으로 나타났다. 부모 소득수준에 따른 양극화 지수 값이 본인 소득수준보다 큰 경우는 평생학습 참여시간에서만 확인되었다. 평생교육 결과의 양극화에 더 관심을 갖되, 양극화의 잠재적인 원인이 개인의 소득수준에서 발생할 가능성이 높다는 점을 염두에 두어야 함을 의미한다.
마지막으로, 부모 소득수준과 본인 소득수준에 따라 다른 양극화 지수 값이 산출되었고, 교육 프로그램 유형별로, 평생학습 결과의 단면별로 양극화 양상이 다르다는 점을 확인할 수 있었다. 또한 본인 소득수준에서 직업능력향상교육 참여 양극화 정도는 상대적으로 약하지만, 결과(직무관련 영역 성과)의 양극화 정도는 강하다. 교육 유형별로 그리고 개인성인학습자의 상황별로 다소 다른 형태로 양극화가 존재하고 있다고 추론할 수 있다.
나. 개인 및 학교・지역수준에서의 양극화에 영향을 미치는 원인 분석
1) 고등교육 분야
고등교육 분야에서 일자리 질에 미치는 영향들을 부분비례오즈모형을 사용하여 분석한 결과, 첫째, 부모 소득수준과 대학 소재권역은 모두 일자리의 질에 통계적으로 유의한 영향을 미쳤다. 먼저 대졸자의 근로소득 구간(4구간)이 종속 변수일 때, 부모의 소득수준이 높을수록, 서울권 대학이 높은 소득 구간에 속할 승산이 높았다. 특히 두 변수의 승산비의 크기는 다른 구간 대비 상위 소득 구간에 속할 승산을 비교했을 때 가장 큰 것으로 나타났다.
둘째, 성별은 근로소득 구간에 유의한 영향을 주었다. 먼저 여성 대졸자는 남성 대졸자 보다 상위 소득구간에 속할 승산이 모든 조사년도, 모든 모형에서 통계적으로 유의하게 낮았다. 셋째, 대학관련 속성에서는, 먼저, 대학 전공별로는 인문・사회・교육 전공에 비해 공학계열은 일관되게 높은 소득 구간에 속할 승산이 높았고, 예체능 계열은 일관되게 낮은 소득 구간에 속할 승산이 높았다. 또한, 졸업 학점이 높거나 졸업한 대학에 대한 만족도가 높을수록 상위 소득구간에 속할 승산이 유의하게 높았다.
넷째, 취업준비 속성과 관련된 변수 중에서는 연도별로 차이가 다소 있지만, 대체로 대학 재학 중 취업 목표를 세운 경우, 해외 어학연수 경험, 취업 박람회 참여, 구직활동 경험이 있는 경우는 높은 소득 구간에 속할 승산이 증가했다. 대학 재학 중일 때부터 취업 목표를 세우고, 취업 준비를 적극적으로 하면서 경험을 쌓는 것이 근로소득을 높이는데 도움이 되는 것으로 보인다.
종속변수를 경제적 단면의 일자리의 질로 봤을 때에도 유사한 결과를 확인할 수 있다. 부모 소득수준과 대학 소재권역의 영향력은 여전히 유의하면서 일정했는데, 승산비가 감소했다는 점에서 영향력의 정도는 더 약화되었다고 할 수 있다. 대학 만족도와 졸업 전에 취업 목표를 세우는 것의 영향력(승산비 크기 기준)은 더 크게 나타났다.
종속변수를 사회적・심리적・교육적 단면의 일자리의 질로 설정했을 때에도 부모 소득수준과 대학 소재권역은 여전히 유사한 결과를 보였다. 그러나 대학 소재권역의 효과는 중상층이나 상층 이상의 일자리로의 이행에서 유의하게 나타났고, 하층 대비 중하층 이상의 일자리에서는 유의하지 않았다. 경제적 단면의 일자리 질 분석보다 부모 소득수준과 대학 소재권역의 영향력은 더 커졌다. 그 외, 성별, 전공, 졸업 학점, 취업 준비 활동과 유사한 결과를 보였다. 두드러진 결과는 취업 박람회 참여와 대학 재학 중 구직활동 경험의 영향력은 다른 일자리 질에서도 보다 다소 강하게 나타났다. 이는 일자리 탐색 과정에서 적성, 흥미 등 주관적 지표의 중요성이 드러났다고 추론해 볼 수 있다.
상술한 분석결과가 모든 조사시점을 통합한 모형에서도 각 변수들의 영향력에 있어서 정도의 차이만 있을 뿐 유사하게 확인되었다. 즉, 양극화에 강한 영향을 미치는 부모 소득 수준이나 대학 소재권역 변수는 대졸자의 첫 일자리와 현재 일자리에서 모두 지난 10년간 유의한 영향력을 나타내고 있었다. 특히, 그 영향력은 근로소득수준과 경제적 단면의 일자리의 질에서 더 두드러지게 나타났으며, 지난 10년간 대체로 일정한 경향성을 보이고 있다.
2) 평생교육 분야
사회계층에 따른 평생교육 양극화 양상을 분석한 결과를 종합하면, 첫째, 개인의 사회경제적 배경은 평생학습 참여에 유의미한 영향을 미치는 것으로 나타났다. 전체 연령대 분석 결과, 평생학습 참여 여부는 본인 학력, 모 학력, 소득이 유의미한 영향을 미치는 것으로 나타났다. 또한 상술한 요인들은 교육 프로그램에 따라 다르게 영향을 미쳤다. 즉, 사회경제적 배경은 평생학습 기회 측면의 양극화를 부분적으로 유발한다는 것을 알 수 있었다.
둘째, 평생학습 참여가 개인의 사회경제적 배경에 따라 달라지는 것으로 나타났음에도 불구하고, 평생학습 참여 영역의 양극화를 유발하는 핵심 요인으로 보기 어려운 측면이 있다. 이는 본인 학력, 모 학력, 소득과 같은 개인의 사회경제적 배경이 평생학습 참여 여부와 참여 시간에 통계적으로 유의미한 영향을 미치는 것으로 확인되었지만, 그 영향력이 크지 않고 전 연령에 걸쳐 일관되게 영향을 미치고 있지 않기 때문이다.
반면에 평생학습 결과의 또 다른 지표인 평생학습 역량과 사회 인식에서는 사회경제적 배경, 특히 본인 학력의 영향력이 상대적으로 크게 작용하는 것으로 확인되었다. 본인 학력의 영향력은 모든 연령대에서 동일하게 나타났다. 또한, 본인 학력 외에 모 학력과 소득 또한 평생학습 역량과 사회 인식의 하위 영역에 유의미한 영향을 미치고 있었다. 따라서 개인의 사회경제적 배경이 평생학습 참여 영역에서 유의미한 영향을 미치지 못했다는 결과와는 달리 평생학습 결과 영역에서는 유의미한 영향을 미치는 것으로 확인되었다.
이상의 결과를 종합하면, 개인의 사회경제적 배경은 성인의 평생학습 참여와 결과에 유의미한 영향을 미치고 있다. 사회경제적 배경 중에서도 특히 본인 학력에 따른 결과 차이를 뚜렷하게 확인할 수 있었다. 그 양상은 세부 지표에 따라 다르게 나타났으나 평생학습 참여 영역에서는 부분적으로, 평생학습 결과 영역에서는 전반적으로 뚜렷한 영향을 확인할 수 있다. 평생학습 참여 영역과 비교하여 평생학습 결과 영역의 평생학습 역량과 사회 인식에서는 본인 학력 요인이 지속적으로 강한 영향력을 나타내고 있다.

Looking into the results of analyzing the polarization in the quality of jobs obtained after graduating from college at the individual level, first, the parental income level showed a positive correlation with the job quality. The higher the parental income level, the higher the monthly wage level in the first job of college graduates, and the higher the odds of transition to better quality jobs in the economic and social・psychological・educational dimensions. However, different patterns were shown depending on the dimension of job quality. While the gap between job quality measured by monthly wage and economic dimension according to the parents’ income level was evident, it was relatively unclear in the social・psychological・educational dimension of job quality. Second, when comparing the years from 2010 to 2019, the effect of parental income level on job quality showed a generally consistent trend. The tendency for college graduates to transition to better jobs as their parents’ income level increased was confirmed every year, but the degree did not significantly increase or weaken over time.
In order to further specify the above-mentioned disparities in the distribution of job quality according to parental income levels, two sub-factors of polarization indices, ‘an increase in gap between groups’ and ‘a decrease in mobility’, were measured to analyze the actual situation of polarization and were able to confirm similar results. First, it was found that polarization in job quality according to parents’ income levels did exist. When comparing the monthly wage levels of college graduates in the first quintile to the fifth quintile of parental income, it was confirmed that the former received about 1.1 to 1.2 times more income than the latter. This trend was also confirmed in the economic dimension of job quality, and was observed in both first and current jobs. Second, polarization was progressing in favor of college graduates with higher parental income in terms of monthly wage or economic dimension of job quality, but in terms of social・psychological・educational dimension of job quality, the influence of parents’ income levels was relatively small. Third, the degree of polarization in job quality has been revealed to maintain a certain level or decreased slightly during the course of time. In particular, job quality in terms of social・psychologica l・educational dimension did not show a certain pattern and maintained a similar level while repeatedly fluctuating.
Next, looking into the pattern of polarization at the school-regional level, in terms of monthly wages and economic dimension of job quality, it was confirmed that job quality declined in the order of universities in the Seoul region, Gyeonggi region, and non-metropolitan region. Graduates from universities in the Seoul region showed a relatively high level of income, and also showed an advantage in economic dimension of job quality. However, in the social・psychological・dimension of job quality, the difference between the regions was relatively unclear compared to the other two dimensions of job quality. The difference between university locations slightly decreased or remained constant over time, and the dominance of universities in the Seoul region was revealed to have gradually decreased.
In addition, the polarization indices of job quality was calculated for each university location, and based on this, the distribution of job quality was compared with the standard normal distribution to determine whether or not there was polarization. Analysis results revealed that, first, in terms of monthly wage, universities in the Seoul region showed a distribution biased towards the upper class with a higher ratio of the upper class to upper-middle class than the standard normal distribution. Universities in the Gyeonggi region had a higher ratio of middle and lower-middle class, while non-metropolitan universities, while similar to universities in the Gyeonggi region in having a higher ratio of lower class, showed a more skewed distribution towards the lower class. This signifies a gap in job quality depending on university location, but the phenomenon of polarization by university location has not been confirmed. Second, looking into the economic dimension of job quality, the ratio of the upper and lower classes in all the three university locations showed a typical polarization pattern every year, with a higher percentage than the standard normal distribution and a lower percentage in the middle class. Considering that this study defined the economic dimension of job quality in terms of monthly wage, regular employment, and whether four major social insurances are supported by employee, it seems that polarization is occurring in terms of economic stability of jobs in each university location. Lastly, although the social・psychological・educational dimension of job quality is not as clear as that of economic dimension of job quality, there is a polarization phenomenon in which the portions of the lower and upper classes(upper-middle class) increased and that of the middle class decreased.
2) The field of lifelong education
This study measured polarization indices at the individual level with a focus on lifelong learning participation and outcomes, and then analyzing them by dividing them into parents’ income level and own income level. It was found that the average of lifelong learning participation and outcome according to income quintile was directly reflected in polarization indices, showing the degree of polarization. Briefly summarizing analysis results, first, although it differs somewhat depending on the type of education, parents’ income, and own income level, the amount of participation time in lifelong learning showed a polarization pattern according to the income level. In particular, polarization of the amount of participation time according to parents’ income level was greater. Second, compared to the amount of participation time, it was confirmed that there was a clear difference in lifelong learning competency, especially on own income level. Third, although there was no significant difference in terms of parents’ income level, the average of lifelong learning performance tended to increase relatively significantly as own income level increased, which was the strongest occurrence of polarization. Fourth, although the difference between parental income quantiles was modest, the average of social awareness showed an increasing trend as own income increases.
Next, a difference was confirmed in polarization index values calculated based on parents’ income level and own income level. Polarization index values (95.03~140.59) of lifelong learning outcomes according to parents’ income level was lower in all sub-components of lifelong learning outcomes than polarization index values (109.71~161.68) by own income level, and the gap between them was found to be large. The only confirmed instance of the polarization index value based on parents’ income level being greater than that of own income level was in the amount of participation time of lifelong learning. This implies a need to pay more attention to the polarization of lifelong learning outcomes, but also to consider that the potential cause of polarization may be highly due to own income level.
Finally, polarization index values measured by parents’ income level and own income level were different. It was also confirmed that polarization patterns were different for each of the lifelong learning program types and dimension of lifelong learning outcomes. In addition, the degree of polarization of participation in vocational skill improvement education program was relatively weak in terms of own income level, but the polarization of outcomes (performance in job-related areas) was strong. It can be inferred that polarization exists in slightly different forms according to lifelong learning program type and individual learners’ situation.
B. Analysis of factors affecting polarization at individual and school-regional level
1) The field of higher education
According to the results of analysis of factors affecting job quality employing partial proportional odds model, first, both parents’ income and university location had a statistically significant effect on job quality. Second, gender affects income level. The odds that female college graduates belong to top 25% income bracket appeared to be lower than the odds that male college graduates do so, which were statistically significant across all analysis years and in all the three models. Third, regarding characteristics of universities, engineering majors were more likely to be consistently in the upper income bracket compared to other majors. And, the higher GPA or the higher the satisfaction with the university, the higher the odds of belonging to the upper income bracket. Fourth, among job readiness-related variables, in general, the odds of being in the upper income bracket increased for those who set a goal for employment while in university, experienced overseas language training, participated in job fairs, and searched for jobs, though there are some differences from year to year.
The similar analytical findings were found in an empirical model with economic dimension of job quality set as the dependent variable. The effect of parents’ income level and university location was still statistically significant and constant, but its degree was weakened in that the adds ratio decreased. The effect of satisfaction with the university and setting a goal for employment while in university was larger.
In an empirical model with social・psychological・educational dimension of job quality set as the dependent variable, the effect of parents’ income level and university location was statistically significant as well. And its effect became even grater in comparison with the model with economic dimension of job quality set as the dependent variable. However, the effect of university location appeared to be only statistically significant in the transition to jobs in the upper middle or upper class.
The above-mentioned analysis results were similarly confirmed in empirical models integrating all the analysis years, with only differences in the extent to which each variable affects job quality. In other words, variables such as parents’ income level or university location, which have a strong effect on polarization, showed an significant effect in both the first job and current job over the past 10 years. In particular, its effect was more pronounced in job quality measured by income level and economic dimension, showing a generally constant trend over the past 10 years.
2) The field of lifelong education
The polarization of lifelong learning according to social class was explored. To summarize the analysis results, first, it was found that an individual’s socioeconomic background had a significant effect on participation in lifelong learning. According to the analysis results of all age groups, own education level, mother’s educational level and income had a significant effect on participation in lifelong learning. Also, the effect of the aforementioned factors on lifelong learning participation turn out to be different according to lifelong learning programs. In other words, it was found that individuals’ socioeconomic background partially affected the polarization of lifelong learning participation.
Second, despite the fact that participation in lifelong learning varies depending on individuals’ socioeconomic background, it is difficult to confirm that individuals’ socioeconomic background became as a key factor causing such polarization in participation. It has been confirmed that individuals’ socioeconomic background, such as one’s own education, parents’ education, and income, has a statistically significant effect on whether or not to participate in lifelong learning and the amount of participation time, but the effect is not great and does not have a consistent effect across all age groups.
On the other hand, it was confirmed that individuals’ socio-economic background had a relatively large influence on lifelong learning competency and social awareness, which are other indicators of lifelong learning outcomes. As shown in the previous analysis, individuals’ socioeconomic background that has the greatest influence on lifelong learning competency and social awareness was found to be individuals’ academic background. Individuals’ academic background had the greatest influence on lifelong learning competency and social awareness, and these results were found to be the same in all age groups. In addition to one’s own education, their mother’s education and income also had a significant effect on the sub-components of lifelong learning competency and social awareness. Summarizing the results above, individuals’ socioeconomic background has a statistically significant effect on participation in lifelong learning and lifelong learning outcomes. Among individuals’ socioeconomic backgrounds, particularly, the effect of one’s own education on lifelong learning outcomes appeared to be distinct. The effect turn out to be different depending on sub-indicators, but it was confirmed partially in lifelong learning participation and overall evidently in lifelong learning outcomes. Compared to lifelong learning participation, one’s own education consistently shows a strong influence on lifelong learning competency and social awareness that are part of lifelong learning outcomes.
