공업구조의 고도화 정책으로 산업구조는 중화학공업 중심으로 전환되여 왔고, 이들 공장들은 연안지역에 새로이 집중 배치 되었다. 그러나, 이러한 연안중심의 공업단지조성은 인구의 밀집현상을 초래하게 되었으며 이로 인하여, 발생되는 오염물질들은 제대로 처리되지 않은채 직·간접적으로 해양에 유입되여 해양자원은 물론 자연환경에도 막대한 손실을 가져오고 있다. 본 연구에서는 최근 조성 되여지고 있는 인천 남동공단을 대상으로 해양환경기준을 유지하기 위하여 주하천인 승기천의 오염부하량을 산정, 종말처리장의 배출수 농도를 예측하였다. 조사된 승기천의 현재 COD부하량이 2,651.7㎏/day 유량이 88,500㎥/day이고, 공단이 조성된 후 COD부하량은 18,317.7㎏/day 유량은 187,300 ㎥/day 이다. 해역의 농도가 COD로써 1.3 ㎎/ℓ일때 종말처리장의 배출수 농도는 COD로써 23 ㎎/ℓ이하, 효율 76.5% 이상을 유지시켜야 할 것으로 사료된다.
