It was not until the amendment of local autonomous Law in 1988 that the basis of the local government was accomplished. The purpose of this thesis is to find the way to the proper division of powers between the local chief executive and the local council which is one of the most important conditions of successful Local Autonomy. But, it had a shortocming that sometimes two agencies encroached on each other`s authority to paralysis. But, in spite of these problems in Local Autonomy, we can expect the good prospect for Local Autonomy because of the People's aspiration ‘and demend for its practice. Besides this fact, taking into account the maturity of political preconditions and lots of study for Local Autonomy in every walk of life, we can have the hope that the Local Autonomy will be doing well. Furthermore, if the powers of the chief and council of local government well divided, the affair of local government should efficiently be performed through the checks and ba1ances of two agencies. In the following, I summarize this thesis with four paragraphs pointing out the problems of former Local Autnomy and suggesting the methods for improvement. Firstly, we should adopt the direct election system in electing the local chief and the members of local council, and then it should be spreaded to all basic unit and wide-area unit of local government. Secondly, the political party's participation in local autonomy election should be permitted in all classes of local administrators under the existence of basic unit of local government. Thirdly, we should support the systems such as the non-confidence of local council against the local chief and dissolution of local chief against the council, at the same time, we had better introduce the Referendum System for local affairs. Forthly, we should maintain the Institutional Confrontation type as a general rule, and it seems to be valuable to introduce the Committee System from England and practice it.
