'民族主義'의 再登場, 國境紛爭의 再生 등은 說冷戰 世界에서 冷戰時代를 지배했던 이데올로기적 긴장이 아니라 統合 對 分離라는 두가지 경쟁적 과정으로부터 새로운 불안정이 도래할 것임을 암시하고 있다. 民主主義 對 全體主義간의 낡은 경쟁과는 달리 統合과 分離 양 과정중 어느 것이 세계의 平和와 安保에 긍정적인 영향을 미칠 것인지에 대한 명확한 해답을 내릴 수 없다. 統合은 冷戰을 종식시키고 선진세계의 번영을 위한 기초를 제공 해왔으며 일방적인 이해추구가 아니라 集團的 安保를 규법으로 삼는 世界秩序觀을 포함, 說冷戰時代에 있어 번영을 지속, 확대시킬 수 있는 가장 가능한 방법을 제시하기 때문에 分離보다는 보다 긍정적으로 평가된다. 그러나 統合이 자동적으로 보다 안전하고 평화로운 世界를 창출하지는 않을 것이다. 제3세계에서의 紛爭은 冷戰 終熄으로 사라지지는 않고 있으며 오히려 ?化되는 듯하다. 이러한 不安定은 향후에도 武力介入의 餘地가 사라지지 않을 것임을 의미한다. 과거 미국이 共産主擴에 대항하여 保護手段으로서 제3세계에의 介入을 正當化했듯이 麗冷戰騎代예서도 새로운 民主主義 革命을 保護하고 屬主政權의 護立을 輦助하려는 目的으로 旣存 民晝主鑛 團蘿에 의한 軍事介入이 가능할 것이다. 그러나 그러한 軍事介入이 一團의 戮自鈴인 介入보다는 洲의 틀하에서 集團的인 介入의 양상을 추구하게 될 것이라는 점은 보다 낙관적인 전망을 가능케한다. UN의 平和雜持 糧龍은 새로운 정치적 기후속에서 단순히 齡零地鑛에의 駐屯이라는 기능으로부터 驪瞭的인 決定과 法을 지키고 촉진시키기 위한 보다 일반적이고 지속적인 방법으로의 발전할 수 있으며 불필요한 齡爭과 과도한 軍懶 그리고 지속적인 鷺爭 戚崙에서 세계를 구하기 위한 노력에서 중요하고 효과적인 표본이 될 수 있다. 요컨데 걸프戰은 그 以前에 태동되기 시작했던 新國際秩序의 실험무대였으며 UN의 틀하에 미국과 그밖의 多國籍軍의 신속한 對應과 成功은 향후 國際秩序가 集關責保에 근거, UN을 통한 國際共同體의 發巖 晨望을 밝게 하고 있다. 이락에 대한 성공적인 UN의 對廳은 死擴的인 國際法 체제속에서 새롭게 國際關係를 定着시킬 수 있다는 희망적인 예를 제공한다. 冷戰동안의 "오랜 平和"는 侵略을 抑制하기 위한 强大國들의 제도적 장치가 실행됨으로써 가능했다. 이러한 장치는 1945년이전에는 존재하지 않았다. 이제 우리는 이러한 장치를 가능한한 咸文化하고 擴張시킬 수 있는 기회를 맞이하고 있다. 覺略抑止를 위해 고안된 새로운 鬪際秩序의 進步는 '오랜 平和’가 가져온 가장 중요한 잇점이 說冷戰時代에서도 살아남을 수 있음을 보장할 수 있다. 이러한 밭전은 단순히 平和가 깨어지기전의 상태를 회복하는 것 뿐만 아니라 以前의 狀繼보다 더 좋은 世界稼序를 만들 수 있는 정도까지 UN의 能力을 高擺시킬 수 있다. 더욱이 UN이 이러한 능력을 가지고 있다는데 대한 認誠은 平和 徵害를 抑止하는 據力을 高擔시킬 것이며 실제적인 强化措置나 이후의 平和維持軍 필요성을 적게 할 것이다. 그러나 향후 世界에 대한 樂觀的인 展望에도 불구하고 韓半島의 狀況이 樂觀的일 것이라는 晨望은 아직 성급하다. 물론 外部的 要因의 肯定的 發展은 韓半島에서의 緊張纖和와 南北對話의 增進에 促進要因으로 작용할 것이지만 韓半島를 둘러싼 안보환경은 미국, 중국, 일본, 舊소련 등 周邊國家들의 새로운 政策들과 南北韓간의 關係 襲化 그리고 南北韓 國內體制의 변화 전망 등 다양한 要因들의 混合에 의해 결정될 것이다.
