The acquisition of exact terrestrial information is very important for effective management of land. Especially, to develope application techniques of GIS and for various construction field, exact terrestrial information was the most fundamentally required subjects. Nowadays, as the acquisition of more precise terrestrial information is actually required, GPS has been interested as a precise 3D positioning system. But, in domestic, there are lots of things to solve for the establishments of coordinates transformation system for practical use of GPS. In the first subjects, we made a theoretical system of coordinates transformation, and producted a transformation coefficients, and studied the transformation quality with transformation accuracy and scope, and established 3D coordinate transformation system. In the second subjects, we estimated height difference of inter-ellipsoid and WGS84 geoidal height for ideal and exact geoid undulation model development, and estimated Bessel geoidal height with their combination. As we estimated Bessel geoidal height with each combination method, connected with the first subjects, and carried out 3D coordinates transformation, Bessel geoid model was decided. As a result of study, we could show the parameter of coordinates transformation by dividing our country into 6 parts. According to the geoidal height, coordinates transformation property showed the best result when Bessel geoidal height is used, which is calculated from combining the height difference between the ellipsoids by the least square method of surface fitting for the vertical deflection with WGS84 geoidal height by the GPS/leveling. And compared with Molodensky and MRE methods, 7-parameter transformation method excellent in the transformation accuracy to the existing result. The accuracy reached ±0.016˝ at latitude,±0.024" at longitude, and 20cm at altitude. WGS84 geoidal height was 22∼33m, Bessel geoidal height increased -64m ∼ -42m to the south-east direction from Tokyo datum. With the above result, the terrestrial information of GPS will be true and the utilization of GPS will be coming true soon.
