It is common knowledge that, in the Hayek-Keynes Controversy, both share the Wicksell mechanism of Saving-investment and interest, but they differ in methodology between the Hayek-Austrian tradition and the Keynes-Cambridge tradition, also in whether each adopted the Bo¨hm-Bawerk's capital theory. In this paper I adopt a different method from the exist in g common approach in order to interpret the Hayek-Keynes Controversy. I suggest that although they shared the similarity of Wick sell-Connection in terms, because they adopted different equilibrium concepts, Hayek-Intertemporal Equilibrium vs. Keynes-Monetary Equilibrium, they failed to explain each theory to an other and to defeat the opponent propositions. I also suggested that the adoption of Bo¨hm-Bawerk's capital theory was a secondary problem, which was subject to the definitions of Intertemporal Equilibrium and Monetary Equilibrium. What made Hayek and Keynes together develop the concepts of Intertemporal Equilibrium and Monetary Equilibrium was that existing static theories that omitted time-element did not explain the actual dynamic movements caused by successive decision-making over time. So, Hayek and Keynes defined Intertemporal Equilibrium and Monetary Equilibrium as equilibriums including the time and expectation, and they also tried to explain the changes in expectations of economic agents caused by changes in data or money, which resulted in the disturbances or shifts in the existing expectation-equilibrium. Firstly, see the problems in the definition of equilibriums including expectations as a method, which import the time element in the economic model. Hayek consistently adopted Intertemporal Equilibrium as an expectation-equilibrium. Here Intertemporal Equilibrium as the equality in investment and saving means that Intertemporal preferences and the corresponding Intertemporal allocation of resources is consistent with each other. The Intertemporal preferences and the corresponding Intertemporal allocation of resources are coordinated by the structure of interests in capital goods markets. This simple model is the Hayekian Triangle. Here problem in intertemporal allocation of resources makes a quest for the concrete types of the structure of production over time, and basic ideas about this problem was shown in Bo¨hm-Bawerk's capital theory. Therefore in Hayek's business cycle theory, the disturbance or changes in the structure of production has been the key problem, and retrenchment of structure of production as the primary cause of the economic crisis will be caused by the inconsistent Intertemporal allocation of resources with the Intertemporal preference. While Keynes did not analyze conditions and coordination mechanisms as equilibrium analysis, he directly introduced the role of the expectations in his model. Keynes considered uncertainty and ignorance as the fundamental characteristics in actual Monetary economy. Keynes introduced the time and expectation elements to his model by analyzing the individual's motives in holding money, financial assets, and real as sets. Keynes defined the equilibrium condition in the Monetary economy as the aggregate entrepreneurs' expectation -equilibrium. It was the monetary equilibrium that Keynes had adopted in Treaties on Money and General Theory. Here Monetary Equilibrium expressed as equality of investment and saving means such a condition that aggregate in comes equals aggregate production costs, or total profits are zero. Also it was an equilibrium concept in that aggregate entrepreneurs will not change the total productions or the wage contracts if their (expect ed) total profits are zero. This simple model is the Income-Circular Model. The equality of investment and saving in Fundamental Equation defined in Treaties on Money means the state in which entrepreneurs' expected total profits are realized. In General Theory Keynes named such state of aggregate entrepreneurs' expectation-equilibrium as a level of effective-demand. Secondly, the problem is how the agent's expectations are changed by real disturbances and monetary disturbances. Hayek explicitly made a distinction between the effect of real disturbances and that of Monetary disturbances. Hayek suggested that the expectation-errors caused by real disturbances would be discovered sooner or later by the price signals and individual profit-motives, and this will not cause systematic errors. Therefore Hayek assumed that the natural coordination mechanism of prices system would properly operate in case of real disturbance. But Hayek's business cycle theory was a modification of Intertemporal Equilibrium. The expectations, which were shaped by the wrong Intertemporal relative prices system changed by monetary disturbances, should be proved wrong as soon as the monetary causes disappear. But, Keynes does not discriminate real disturbances from Monetary disturbances in methodology. In a monetary economy which time and expectations are introduced by the motives of individuals in holding money, financial assets, and real assets, all causes which make changes in aggregate Monetary expenditure will change the total production by way of entrepreneurs' expected total-profit changes and will determine the total in come and total employment in a society. Therefore if we see the theoretical structure of General Theory from the perspective of Hayek's Intertemporal Equilibrium, the concept of marginal efficiency of capital is so highly aggregated that it conceals the coordination mechanism in capital goods markets.
