Universities have stayed aloof from international competitiveness so far, even in this global competition era, but it is about time for implementing an overhaul in the system, as to strengthen competitiveness. Each universities are setting short/long-term targets to diversify management strategies and are setting specific plans to secure competitive advantages. There is actually no chance of winning in this society of unlimited competition by just sustaining the current management constitution. The impulse arising from a society of unlimited competition is tremendous, thus requiring an outright reform. The 'team system', which have newly appeared among self-regulating changes within universities, started its way as to step up business efficiency and to be freed of the prior uniform, by-stages ordering system. This thesis focuses on overcoming the limits in bureaucratic organization (introducing 'team system' would surely be an advantage in settling this issue), solving issues related to human power structures and strengthening business efficiency and specialization through innovations of organizations. When introducing the 'team system', each universities should bear in mind that they constitute an organization that can fit into the structures and overall environment of their universities. They should find a proper measure which can highlight the advantages of the 'team system' through overcoming flaws of the past reforms of organizations. The answer to the question whether a 'team system' is an appropriate organization form for administrative organizations of universities, can be found in the conclusion of this thesis. A 'team system' which can fit into the characters of university organizations should be introduced, through overcoming structural limits lingering in the traditional administrative organizations of universities. First, repulsions among constituents caused by the introduction of the 'team system' should be minimized. Second. a fair personnel system to go along with the 'team system' is essential. Third, education and training system is required for the constituents. Fourth, professional consultants should be of help to project and introduce an appropriate model of a 'team system' for the organization. The 'team system' can ultimately succeed only when it is introduced by rational decision-making of constituents, they should reach an agreement and fully participate in introducing the system. Implementing changes in the past structure and system is of course essential. However, you can find several cases in reality, in which introduction of the 'team system' has caused trouble. Some people would use it as chances of layoff and cutting wages, and problems in the personnel system including social standing, evaluation, wages and management could cause confusion and discord among organizations, not to mention troubles resulting from frictions with the prior bureaucratic organization culture. A bunch of cost, time, research and analysis will be required for establishing the incomplete 'team system'. Nevertheless, establishment of a new administrative organization of universities is essential for domestic universities, for the purpose of enhancing organization efficiencies.
