International trade of publications have come to be methods to generate profit as cultural products simply beyond cultural exchanges especially at the very moment when the world gets globalized, unified and competitive in the development process of capitalism which puts great emphasis to maintenance of knowledge and culture for a country. With careful considerations of these global trends, this report is designed to review current situations around the export of copyrights in the publication industry, encourage the export of publishing copyrights, and ultimately activate the overall publication industry in the context that publishing copyrights will be able to create higher economic profits and stimulate related derivative products to be exported through cultural exchanges as well. First of all, I have reviewed the process that copyrights are turned into commercial products with the advent of the Knowledge and Information Era. This comes from a recognition that as traditional knowledge adds its value as new resources to create wealth, copyrights are used to transfer knowledge among countries, and as the world forms a unified market through globalization, the increased international exchanges of copyrights accelerate commercialization of copyrights. To the next, I have examined the backgrounds of organizing international conventions and the principles of observing them as the foundation of legal protection for copyrights. Furthermore, I reviewed the development of various Korean copyright acts that should be inevitably amended by joining the international conventions. International exchanges for publishing copyrights became frequent and arose conflicts deeply involved in a country's interest. This resulted in establishments of developed countries-centered various international conventions such as the Bern Convention, Universal Copyright Convention, WTO-Trips, etc for the purpose of protecting their domestic copyrights. It was inevitable for Korea to amend related laws to observe international conventions by joining international conventions. Unfortunately, it doesn't take much time to find out that Korean copyright laws was revised not because of people's agreement or country's necessity that we have to encourage cultural developments by protecting our own creations but because of a part of the market governance by the World Powers to protect their own creations. In addition, I have reviewed the present of import and export of our publishing copyrights based on these theoretical backgrounds. If we take a look at current figures concerning trades of our publishing copyrights, the import is absolutely dependent upon English spoken countries like the US, UK, etc, and increases its dependency from Japan lately, while the export remains the lowest to the extent which we cannot refer to the word 'export'. In the 90's after international convention was applied to Korea in earnest and trades of copyrights began under contract, trade figures showed the red of 171.3 billion with the import of 69,461 items(approximately 172.8 billion) and the export of 599 items(approximately 1.5billion) And a literature part which was translated and published abroad consistently with support of public and private institutions also showed the red of 40billion with the import of 16,386 items(approximately 40.8billion) and the export of 335 items(0.8billion) (The figures were calculated based on average price, average circulation, and currency exchange rates). And in an effort to improve adverse conditions and activate the export of our copyrights, I set up a standard in the world publication market in terms of market size, trends by field, the flow of import and export of books and copyrights, and supporting policies for the export in influential countries like the US, UK, Japan, Germany, France. Despite the recent economic slowdown, the publication industry expanded its size in major countries. The exchanges of copyrights were carried out primarily between English spoken countries like the US, UK while they were done more actively in non-English spoken countries than in English spoken ones. By field, a literature that accounted for a substantial portion in the past came to a standstill, publications of social science, academic and professional study, and children expanded its market share increasingly. In Korea, domestic literature was a primary beneficiary from policies in support of the export of copyrights. In case of France, however, the policies backed up all fields of copyrights on a comprehensive basis. This research shows that stagnation of the export trade caused by lack of perception for publishing copyrights, lack of competitive products in various fields, and lack of supporting policies. And it also suggests how to encourage the export as follows: review of perception for publishing copyrights, development of competitive products, active participation in international book exhibitions and benchmarks of them, the use of agencies specialized in overall cultural copyrights and foreign copyrights, diversification of fields to be backed up from public and private institutions, and the establishment of an exclusive institution for the publication export.
