Modern society with the aggravating inequality of information as well as existing social discrimination is now facing the situation where communities have collapsed and human relationships have been torn apart. In this situation, student service activities, through volunteering and altruism, can provide a means of recovering genuine humanity and of building stable communities. Nowadays, along with the development of civil society, the movement of NGOs has been firmly established as an alternative for social security in modern society. In addition, the spirit of volunteer action, which most NGOs are based on, and the increasing research and studies on the economic value of volunteer action are adding more momentum to the new era of volunteer action. Student service activities mean volunteer activities performed by students within the process of putting learning and service together. As a result, the volunteer work of students ultimately means service learning. Even though there are some schools where service activity is included as a course in the curriculum, few schools have shown its educational effects. School is thought to be one of the best places where student service activities can be promoted. In order to get the best out of student service activities, schools must play a major role, and that means the teachers must play pivotal roles in student service activities. The purpose of this research is to find out what specific obstacles teachers are facing when they carry out their roles as student service activity managers, and how to remove these obstacles and enhance their accomplishments, through surveying current teachers. The results of the analysis are as follows. In order to activate and facilitate student service activities, schools and the community must be connected together and student service activities must be included in the curriculum. Most of the schools surveyed have teachers in charge, but their roles are at basic levels. Instilling into students the necessity and value of service activity is quite necessary, but actually ignored by teachers. Advanced education of service activity requires specialists. In spite of their heavy workload, most teachers have shown interests in student service activities. To write down activity contents in the school record book, and to recommend good students and give some reward to them might be desirable. Furthermore, it is teachers who can help students to maintain a positive attitude toward service activities and to participate actively in them. High schools principals in our country mostly have positive attitudes towards student service activities, and this has some influence on the attitude of teachers and consequently the efficiency of student service activities. Currently there is no incentive for teachers, but teachers surveyed are more willing to lead student service activities if certain compensation systems are introduced. In addition, many teachers believe that service activities can change society and help the reconstruction and development of communities.Teachers' personal experience of service activity, educational background, and training turn out to be very important variables for guiding student service activities. Since there is a pressing need to enhance teachers' roles in student service activities, proactive policies should be implemented as outlined below. First, the service activity subject should be a required subject not only in the educational departments of universities, but also in other departments. Student teacher practice programs should also contain service activities.Or, it can be a requirement for graduation. Second, the contents of service activity should be included in every kind of training program for teachers. Also, the service activity training programs should be obligatory programs for trainee teachers. Moreover, programs in which teachers are sent abroad for training should include visits superior schools and institutes which specialize in student service activities. Third, it is necessary to prepare for the introduction of service activity as a regular school subject. This would require investment in teacher's books and educational programs focusing on service activities. Certain forms of compensation for teachers are also necessary.Certain days or weeks could be assigned for student service activities, and having some service activity clubs could also be a solution. Fourth, teachers should be trained professionally for student service activities. For this, new systems for training programs and certificate programs for 'student service activity' teachers, such as professional consulting programs at graduate schools, should be implemented. Last but not least, a compensation system for teachers should be seriously considered; teachers engaged in voluntary activities should be given a lighter workload and proper rewards depending on their achievements. In conclusion, student service activities can help revitalize communities and cure the ills of modern society, and as such they will become essential catalysts of the future.
