This paper aims at comparatively investigating early English education in Korea and other countries in the world and to suggest the more desirable and proper ways for TEFL (Teaching English as a Foreign Language) in elementary schools of Korea. In fact English teaching in elementary schools of Korea has been put into practice as an extracurricular activity since 1982. But in 1995 the Korean Ministry of Education established a policy to teach English as a regular course in elementary schools from 1997. In connection with this I surveyed several theories about early English education to verify the necessity and validity of Korean English education in the Korean elementary schools. The result from these theories is that younger children are better equipped to learn foreign languages with efficiency than older children or adults. However, as most studies are based on logical inferences rather than on direct observation or experimental evidence, we are not sure that those theories are right. From this point of view, I'd like to put much stress on enrich the educational environments to pave the way for a more desirable early English education in Korea, since Korean elementary students are placed in EFL situation where they are isolated from English native speakers and cultures. I believe there are also other difficult problems to solve such as educational finances, curriculum development and contents, teaching materials, English teachers, teaching methods, evaluation, educational facilities, and so on. This paper concludes that we have to try to solve these problems in TEFL programs in the Korean elementary schools and suggests several things for a more desirable direction of English eudcation in Korean elementary schools.
