Based on the considerations of the welfare services in the developed countries, as well as on the cases of those countries that have formed a sex culture promoting abstinence and taught proper concepts of sex from childhood to adolescence, the study explores the ways for sex education and welfare service that have a potential to prevent the problems of unmarried mothers. The result is as follows: The overall welfare service for women is performed in a way that fails to cope with present conditions and the needs of the subject of the welfare service. It seems to be lacking in the efforts to solve and prevent the fundamental problems. The increasing tendency in the problem of unmarried mothers is: their age getting lower; educational level getting higher; regional generalization in their distribution; the growing number who follows an occupation requiring intellectual competency, and; the absence of any factors based on the family problems. The counterpart seems to be someone they can easily meet in their daily life, such as a friend, or a boyfriend. Improving the previous practice of welfare service that focuses on remedying the problems that have already occurred, alternative measures should be taken to prevent them in the first place. It is recommended that this long-term plan be implemented in the dimensions of family, school, society, and welfare service. The Family Dimension: It is necessary to establish an image of sound parents, a model for the children, who expose them to the proper sex morals and attitudes. And, the children should be induced to get familiar with the information about sexuality. In doing this, the parents should acquire relevant information in a systematic way. The School Dimension: The school, where adolescents spend so much time as to be called the second home, should provide practical individualized sex education that can be applied to their daily life rather than doing superficial one. It would be necessary to have sufficient educational materials that can satisfy the needs of adolescents and professional personnel for sex education. With the family, school, and teacher connected one another, efficient feedbacks should be performed among them.
