Economical crisis leads the family to family separation at last, a typical disruption of society, and we need a special system to support the poor family in order to keep the family system in a society. In considering that Korea is backward in social welfare, we can say that the guarantee law for the basic lives of the Koreans will be a paradigm to upgrade Korean social welfare. But now we can know that there have been some conflicts caused by applying this law, even though two years have been passed since that law was regulated, and has been applied. This study aims: to find out some problems on the above law and to suggest effective management methods got from the former studies, and these problems are appeared in four parts: selection of the beneficiaries, the course(system) of the distribution, system of payment, and the budget. First, the problem of the beneficiaries selection can increase the number of the poor in need fallen in the course of screening beneficiaries, because the civil servant can screen them by applying his or her guessed income and the other regulations except income. This case will be applied in the same way on the businesses for self-support, and thus it is difficult to expect the effective programs for them. Second, on the course(system) of the distribution, this author guesses that the case management and support are not done well for the personal or family beneficiary, even though the increase of the number of the responsible civil servants for the social welfare can make real field affairs upgraded. And the promotion chances for them are limited now, and integral computer networks are not enough to use. Third, on system of payment, a new alternative system should be made soon, through the regulation between the payments, consideration of the balance of beneficiary. And there are some problems: self-support programs are not many, rate of relationships between these programs is low, and the concrete directions of the above law are not enough. Their desire to work will be declined because of the supplementary payment, and the achievement of the object for self-support can not come true effectively as a result. And lastly, on the budget, estimate of budget for this welfare system announced by the government can not help the above problems solve well, and the postponement of the system(regulations) of the basic diduction from the compensation for his or her work can be also a serious problem. This study can suggest some solutions got from the basic studies in order to solve the above problems First, the selection of the beneficiaries and the balance of support for them should be strengthened. Especially, among people under the responsibility to support their parents, married daughters, and re-married person, after divorce, who was in the same positions, should be exclusive. We need to support people who are abandoned. The course(system) of the balanced distribution should be developed. The number of the civil servant on duty should be increased, their judgements should be respected, and we will help their morale upgrade.
