Although there are much needs of PR in social welfare center(SWC), positive PR activities have not been carried out. So it needs how is the present condition and what are problems in PR activation in Korean SWC, and to propose activation programs of PR in Korean SWC. The purpose of this study is to investigate the activation plans of PR in Korean SWC, and to make residents participate in PR action positively. The problems of PR activity in Korean SWC are as follows; First, there are not enough PR department in SWC because of insuffient staff and budget for SWC. Most of PR practitioners are not professional and work other kinds of job not PR activity. Second, PR practitioners produce PR message very difficulty owing to scanty of expert of PR production. 61.2% of all the sample produces this type of message. Difficulties in production of message are design of portrayal, shortage of idea, copy writing, and lack of professional materials. Third, PR activity used with reported data appeared 83.1% highly. But most SWCs did not utilize newspapermen effectively. It needs to utilize them more effectively. Fourth, because of budget deficit in SWC they do not carry out positive PR activities. PR active plans for clearing up above-mentioned problems are like the next. First, it needs to bring up PR practitioners to PR experts, and SWC or the central operating body themselves educate their practitioners more active. Second, because no PR experts in SWC, it needs to utilize professors or PR agency as supporter or advisor. And also attract PR designers to SWC as volunteers, so it can be solved the porblems of deficiency manpower. Third, SWC holds a close relationship with public opinion through the utilization of newspapermen, So SWC always should be ready to attain their support and to make press PR activity positive. Fourth, SWC have to develop and utilize new PR media by the analysis of a media character and acquirement of professional knowledge and technique for satisfying residents' desire. Finally, as a result of PR activity, the residents' participation into SWC will give substantial profits to SWC. And increases in volunteers and supporters will give great aid to its finance. So not budget but investment, realist PR budget is inevitably secured as a counter plan for ensuring latent investors.
